There is no evidence-based “best” list of non-menthol disposable vapes for U.S. buyers here: a flavor description or store listing does not show that a specific product is authorized for sale. Check the exact device against the FDA’s current authorized e-cigarette list before treating it as a lawful option. That list can change, and authorization does not mean a product is safe.
Why there is no trustworthy “best” list
A product ranking would require a verified set of specific non-menthol disposables that are lawfully marketed in the United States, along with comparable evidence about their features. The available FDA information does not establish such a set. Flavor names, online availability, and retail listings are not proof of marketing authorization.

FDA says products on its authorized e-cigarette list are the e-cigarettes that may lawfully be sold in the United States. Search for the exact product and check the list again before relying on it; a manufacturer, flavor, or device family name alone may not identify the precise item. Federal status also does not settle state, tribal, territorial, or local rules.
What a disposable vape is—and what flavor tells you
Disposable vapes are a type of electronic nicotine delivery system (ENDS). FDA explains that e-liquid usually contains nicotine and other ingredients, which are heated to create an aerosol the user inhales. Designs and ingredients vary. A fruit, candy, or drink-inspired label describes a marketed flavor, not the product’s safety or regulatory status. FDA’s overview of e-cigarettes and ENDS explains the product category.

FDA warns that e-cigarette aerosol can contain harmful chemicals, vaping may harm the lungs, and flavoring chemicals that are safe to eat may be harmful when inhaled. “Non-menthol” therefore should not be read as “safer.” See FDA’s information on how tobacco can harm the lungs.
What the MNGO order does—and does not—mean
On April 15, 2024, FDA issued marketing denial orders for 65 named MNGO Disposable Stick e-cigarettes from Shenzhen Yibo Technology Co. Ltd. The named products included pink lemonade, strawberry mango, watermelon freeze, and iced banana. FDA said the company must not market or distribute those products in the United States. This action applies to those products and that company; it is not a blanket ban on every disposable vape or every flavored e-cigarette.

In the announcement, FDA’s Center for Tobacco Products director Brian King said: “The onus is on tobacco companies to provide the evidence demonstrating that the necessary public health standard has been met, and when they fail to do so, FDA will appropriately deny the marketing authorization of new tobacco products.” Read the FDA announcement on the MNGO orders for the specific products covered.

How to evaluate a specific product
If you are checking an item rather than choosing from a verified ranked list, use product-specific evidence. None of the checks below establishes that vaping is safe.

- Authorization: Find the exact product on FDA’s current authorized list. Do not infer authorization from a similar name, a flavor listing, or a retailer carrying it.
- Product identity: Match the product name and any identifying details shown in the listing or packaging to the FDA entry. If the match is unclear, its status is not established by that listing.
- Disclosures: Look for clearly stated nicotine concentration and ingredient or product information. Missing or vague disclosure is a reason not to assume what the device contains.
- Labeling: Check age and safety labeling on the product itself. A polished package or “premium” claim is not a substitute for authorization or disclosure.
- Flavor claim: Treat “fruit,” “ice,” or other flavor wording as a description, not verification of ingredients, performance, or health effects.
What the youth-use statistic means
FDA’s 2024 announcement, reporting 2023 National Youth Tobacco Survey data, said almost 9 out of 10 current e-cigarette users reported using flavored e-cigarettes, with fruit flavors the most popular. The denominator is current e-cigarette users—not all young people. The figure describes use in that survey context; it does not show that a flavor is safe or establish which products are lawfully marketed.
