Best overall setup: build Mitsuru as an Ice Assassin who reaches about 2,928 Attack, then stacks Crit Rate and Crit Damage. Open with Skill 2 to apply Imperious Queen, maintain Frostbound with Skill 1 or repeated Skill 3 casts, and use Theurgy with Skill 3 while enemies are debuffed. She works as a main damage dealer when paired with sustain and offensive support, or as a sub-DPS/debuffer beside an Assassin or Sweeper who attacks frequently enough to trigger Iceblade.

What Mitsuru does
The official announcement describes Mitsuru Kirijo as a “5★ Ice Assassin.” Her design combines three jobs: lowering Defense, increasing the damage enemies take, and dealing heavy Ice damage to targets already carrying debuffs. She also adds follow-up damage after allied Persona skills and can reduce the Elucidator’s initial support-skill cooldown.

That combination makes her more flexible than a conventional selfish carry. She can occupy the main-DPS slot when you invest in critical stats, but she is also valuable beside another damage dealer because her debuffs amplify the whole party and her Iceblade follow-up scales from the attacking ally’s stats and element.

She primarily supports Assassin teammates. At Awareness 1, her support improves for Sweeper allies, making that investment more attractive in teams built around group clearing. She has a base Speed of 100, so extreme Speed tuning is normally unnecessary; keep a Speed substat option only when a particular team needs her to act before or after a specific ally.
How Frostbound, Snowbound, and Iceblade work
Frostbound stacks
Mitsuru’s skills and Theurgy add Frostbound stacks. Skill 1 adds extra stacks and applies Defense Down, so it is the reliable maintenance button when you need both debuff coverage and stack generation. Skill 3 gains damage from the stacks and receives a Crit Rate bonus at maximum stacks.
The practical goal is to avoid spending Theurgy or Skill 3 while Frostbound is low unless you must respond to a dangerous turn. Build stacks first, then spend your high-value attacks while the target is debuffed. After the kit change, consecutive Skill 3 uses can generate enough Frostbound that Skill 1 is not always required to stay at the maximum bonus.

Theurgy upgrades Frostbound to Snowbound. While the enemy is Snowbound, an ally who attacks with a Persona skill causes Iceblade to deal additional damage. Iceblade uses the attacking ally’s stats and element, so a high-investment teammate with extra turns can create substantially more follow-up opportunities than a slow character who attacks once per cycle.
Iceblade is not a reason to ignore Mitsuru’s own damage. It is a reason to place her beside a character who acts often. Extra-turn mechanics, follow-up actions, and short Persona-skill cycles all increase the number of times Snowbound can be converted into team damage.

Stat and equipment priorities
Attack breakpoint
The current community Mitsuru kit guide identifies 2,928 Attack as the practical breakpoint for her support and debuff effect. At Skill Mindscape level 5, that breakpoint rises to 3,228 Attack. These are community-derived targets rather than official balance-document figures, but they are useful early goals because a normal DPS build can often reach the first threshold with an Attack Sky card and one or two Attack substats.
Meet the relevant Attack threshold before sacrificing large amounts of damage for a minor secondary stat. Once the breakpoint is covered, a carry should generally prioritize Crit Rate and Crit Damage, followed by additional Attack. A support-oriented Mitsuru can stop at the practical Attack target and spend more Revelation value on Defense reduction or team utility.

- Main DPS: practical Attack breakpoint, then enough Crit Rate for consistent critical hits, then Crit Damage and additional Attack.
- Sub-DPS/debuffer: practical Attack breakpoint, Defense Down and damage-taken uptime, then Crit Rate and Crit Damage if resources allow.
- Speed: normally a low priority because her base Speed is 100; add Speed only to solve a demonstrated turn-order problem.
Weapon choices
Longinus is Mitsuru’s exclusive 5★ weapon. The official announcement confirms that it increases Crit Rate, Attack, and Crit Damage, matching a main-DPS build. Rose Flamberge is her exclusive 4★ weapon. The current community guide considers the 4★ option serviceable for a primary-attacker build, so do not treat Longinus as mandatory if obtaining it would damage the rest of your account’s progression.
Weapon and Awareness decisions should follow your account’s resources. A high-Awareness Mitsuru with an incomplete team is not automatically stronger than a lower-Awareness Mitsuru supported by a well-built sustain and buffer.
Revelation setups
Choose Revelation directions according to the job Mitsuru is performing in the current stage rather than locking every build to one universal set.

The correct choice depends on the rest of the party. If a Wonder Persona already supplies the team’s major Defense reduction, offensive Revelations usually produce more value. If Mitsuru is the only reliable debuffer, Control or a support-oriented direction can improve the entire rotation.

Carry Mitsuru
For a Mitsuru carry, use the Ice Age Wonder dagger. It reinforces the Ice-focused damage plan and lets Wonder contribute without competing with Mitsuru for the main damage slot.
Support Mitsuru
When Mitsuru is supporting another carry, equip Wonder for that primary damage dealer instead of forcing an Ice-focused dagger. Include a Defense-lowering Persona because Mitsuru’s own debuffs do not fully shred Defense by themselves. There is no single required support Persona for every account; use the strongest Strategist or Saboteur Persona available for the stage and the main DPS’s needs.
Janosik is a useful debuff-oriented Wonder option because it applies Marked alongside another debuff. Maintain general utility skills such as Tarukaja and Rebellion when they fit the team’s damage plan. The general player guidance favors Strategist and Saboteur Personas for Wonder, but the exact inheritance and Persona pool available to you should determine the final choice.
Mitsuru skill rotations
Both practical rotations begin with Skill 2, which applies Imperious Queen. The difference is whether you need to spend more turns generating debuffs or whether Mitsuru can stay in an offense-first loop.

Debuff and support rotation
- Use Skill 2 to apply Imperious Queen.
- Use Skill 1 to add Frostbound stacks and apply Defense Down.
- Use Theurgy, then Skill 3, while the target is debuffed and your stacks are high.
- Use Skill 1 again when Defense Down or Frostbound needs refreshing.
- Use Theurgy and Skill 3 again, then repeat the cycle.
Use this loop when the party’s damage depends on Mitsuru’s Defense reduction or when another ally cannot supply reliable debuffs. It deliberately gives up some immediate personal damage to keep the conditions that make every ally hit harder.
Offense-first rotation
- Use Skill 2 to establish Imperious Queen.
- Use Skill 3 to capitalize on existing or quickly generated Frostbound stacks.
- Use Theurgy, then Skill 3 again for the upgraded Snowbound state and high-stack damage.
- Use Skill 3 on the next turn when stacks remain sufficient.
- Use Theurgy and Skill 3 again, returning to Skill 1 only when stack or debuff coverage falls too low.
This loop is best when Mitsuru is the primary damage dealer and the team already has enough Defense reduction. Consecutive Skill 3 casts can now provide enough Frostbound generation that Skill 1 is sometimes unnecessary for maintaining maximum bonuses.
How to decide between the rotations
- Choose the debuff rotation if the target loses Defense Down before your next damage window.
- Choose the offense-first rotation if another teammate supplies reliable Defense reduction and Mitsuru can keep Frostbound high.
- Delay Theurgy when the enemy is about to cleanse debuffs or become untargetable; Snowbound and Iceblade are most valuable when allies can immediately follow with Persona skills.
- Do not spend every turn on Skill 1 after reaching maximum stacks if Skill 3 can maintain them; that lowers Mitsuru’s damage without adding useful debuff time.
How to build a team around Mitsuru
The broad role-first shell is one damage dealer, one sustain unit, and one support. In shorthand, it is DPS – Support – Support. Replace the second support with another Strategist or Saboteur when the stage does not require healing. Wonder is normally an additional support or minor sustain source, not the team’s main DPS.
Apply that shell in one of two ways:
- Mitsuru carry: Mitsuru, a Medic or Guardian, and an offensive buffer or debuffer. Prioritize Crit, Attack, damage-taken amplification, or Defense reduction.
- Mitsuru sub-DPS: a primary Assassin or Sweeper, Mitsuru, and a sustain or buffer. Pick a primary DPS who gains extra turns or uses Persona skills frequently so Snowbound can trigger Iceblade repeatedly.

A reference party shown by Lufelnet uses Makoto, Fuuka, and Narumi. Treat it as a synergy illustration, not a universal current-best team: that page notes that some examples reflect Korean or Chinese releases and may not include later Thieves or Mindscape Cores.
Why extra-turn allies are especially good
Iceblade activates when an ally attacks a Snowbound enemy with a Persona skill. An ally who receives extra turns can therefore produce more follow-up damage during the same Snowbound window. Frequent Persona-skill users are also preferable to characters whose main contribution comes from basic attacks, guarding, or long cooldowns that leave Snowbound unused.
Navigator choice and the Elucidator interaction
Mitsuru’s passive can reduce the Elucidator’s initial support-skill cooldown. Fuuka is a notable navigator choice because the community kit guide says this can give her an earlier action and improve the timing of Wish Listener or Oracle Shift. That does not make Fuuka mandatory: choose another navigator when the primary DPS needs a different buff, defensive effect, or action order.
When testing a navigator, compare the first two turns rather than only the final damage number. Mitsuru’s value is highest when the navigator’s early support action lands before the party’s first major Snowbound window.
Investment order
- Raise Mitsuru enough to reach the practical 2,928 Attack breakpoint for the current build.
- Secure the Revelation effects that match her role: offensive directions for a carry, or Defense reduction and support effects for a debuffer.
- Build Crit Rate and Crit Damage after the Attack requirement is covered.
- Improve Skill 3 and Theurgy damage for a carry, while keeping Skill 1 upgraded enough to maintain Defense Down and Frostbound in a support build.
- Consider Longinus or higher Awareness only after the rest of the team can sustain Mitsuru’s intended rotation.
- Add Speed only if combat logs or turn order show that she is acting at the wrong point in the team cycle.
The exact global-client multipliers, every current Persona inheritance option, and some damage percentages are not published in an authoritative text table. Numerical rotation advice beyond the official identity and weapon announcement comes from a current community kit analysis, so treat it as practical guidance rather than official balance documentation.

Common build problems and fixes
Mitsuru feels weak despite good Crit stats
Check Attack first. If you are below the practical breakpoint, a small Crit increase may be worth less than reaching the Attack target that enables her support and debuff effect. Also verify that Skill 3 is being used at high Frostbound stacks and against a debuffed enemy.
Iceblade rarely activates
Confirm that Mitsuru has converted Frostbound to Snowbound with Theurgy, then watch whether allies are using Persona skills during that window. Replace a slow or basic-attack-focused teammate with an extra-turn or frequent-skill attacker, or adjust the rotation so Snowbound is applied immediately before the ally’s action.
The team loses damage after the opening turn
You are probably refreshing Skill 1 too late or spending Skill 3 while Defense Down has expired. Use the debuff rotation until the party can maintain Defense reduction from another source. If the enemy cleanses debuffs, hold Theurgy and Skill 3 for the next stable damage window instead of forcing them into a cleansed state.
The party dies before Mitsuru reaches her payoff
Replace the second support with a Medic or Guardian. Mitsuru’s debuffs increase theoretical damage, but a dead party produces no Iceblade triggers or follow-up turns. Return to double-support play only when the stage can be cleared without sustained healing.
