For most Raspberry Pi users building a headless FFmpeg encoder, start with Raspberry Pi OS Lite. Raspberry Pi’s setup guide recommends Lite for headless systems, and Raspberry Pi OS is the official operating system optimized for its hardware. Ubuntu is a sensible alternative if you need its environment or support lifecycle, but check Canonical’s current model-and-release matrix before installing. There is no published head-to-head test establishing that either distribution streams FFmpeg video faster.
Why Raspberry Pi OS Lite is the default
The distribution is a practical starting point, not a guarantee of stream quality. Raspberry Pi describes Raspberry Pi OS as its official, hardware-optimized operating system, and its getting-started guide recommends Lite when a desktop environment is unnecessary: Raspberry Pi getting-started documentation.
That makes Lite the straightforward choice for a dedicated, headless encoder. Its likely compatibility advantage is an inference from Raspberry Pi’s hardware-specific support—not a measured comparison of FFmpeg streaming performance. No controlled Raspberry Pi OS-versus-Ubuntu benchmark for this use case is established here.
When Ubuntu makes sense
Choose Ubuntu if you specifically need its administration environment, software ecosystem, or support lifecycle. Canonical publishes Raspberry Pi images, but support depends on both board model and release. Check the current Ubuntu for Raspberry Pi page and support matrix for your exact combination before downloading; availability changes over time.

Install and prepare the Pi
- Identify the board and video source. Note the exact Raspberry Pi model and whether FFmpeg will receive video from a Pi camera, USB camera, file, or network source. The source and encoding path affect what settings are available; do not assume a camera-specific hardware path applies to arbitrary FFmpeg input.
- Write the OS image with Raspberry Pi Imager. For a headless device, configure network access and SSH in the Imager setup flow so you can administer it without a monitor or keyboard. Raspberry Pi recommends Lite for this setup in its headless setup guide.
- Install FFmpeg using the package source appropriate to your OS. Confirm the installed build supports the input format and encoder you intend to use. The distribution choice alone does not establish that a particular FFmpeg build exposes hardware encoding.
- If using the Raspberry Pi camera stack, check its documented path. Raspberry Pi documents that
rpicam-vidcan use an FFmpeg/libav backend to encode audio and video and save or send streams over a network. That backend can use hardware H.264 encoding when present. This statement applies to the documented camera application/backend, not every FFmpeg build or input device: Raspberry Pi camera software documentation.
Configure YouTube Live independently of the OS
Whichever distribution you choose, the Pi must produce a format it can sustain and YouTube accepts. YouTube currently lists RTMP/RTMPS ingestion; H.264, H.265, or AV1 video; AAC or MP3 audio; up to 60 fps; constant bitrate (CBR); and a two-second recommended keyframe interval, with four seconds as the maximum. YouTube recommends RTMPS. See its live encoder settings for current specifications.
- Get the ingest details. In YouTube Live Control Room, create or select the stream and copy its stream URL and stream key into the encoder. Treat the key like a password: it routes the feed and lets YouTube accept it. Do not post it publicly. See YouTube’s stream key guidance.
- Choose a target the whole chain can handle. Match resolution and frame rate to the board’s input and encoding path, then check that your sustained upload capacity has stable headroom above the selected bitrate. A YouTube recommendation is not proof that a particular Pi can encode that mode or that a particular connection can carry it reliably.
- Set bitrate, keyframes, and audio deliberately. For H.264, YouTube’s current recommended bitrates include 4 Mbps for 720p30, 8 Mbps for 720p60, 10 Mbps for 1080p30, and 17 Mbps for 1080p60. These are YouTube recommendations, not Raspberry Pi benchmark results. Use CBR and a two-second keyframe interval where your encoder allows it; do not exceed YouTube’s four-second maximum.
- Test a representative stream. Include the actual audio and typical motion, then check YouTube’s stream health and messages in Live Control Room. Raspberry Pi’s camera documentation also cautions that newer encoders can have longer latency, which may matter for real-time streaming. Verify behavior on your own board and source rather than assuming the OS determines latency or quality.
What determines stream quality
Raspberry Pi OS Lite is the default recommendation because of its Pi-specific support and headless guidance, not because the distribution alone controls output quality. The practical result depends on the Pi model, input source and format, encoder path, chosen resolution and frame rate, and sustained network upload. For camera-based workflows, Raspberry Pi notes that hardware H.264 availability depends on the camera application/backend path. There is no universal resolution or frame-rate promise for every Pi model and input.
