The two sets serve different layout philosophies. Venetian Neighborhood 11388 gives you a piece of city that can be explored from several sides. Venice 21026 compresses the city’s identity into a small architectural composition. Neither is a complete city by itself, but each can establish a convincing center around which custom canals, streets and buildings can grow.

The canal creates a natural edge for a larger table. You can place water in front of the buildings, run a street or plaza behind them and use the bridge as a transition between two districts. The gondola supplies an immediate sense of scale and activity, while the workshop and villa provide visual variety when viewers look into the interiors.
Modular sections make the model usable in a city plan
LEGO says the sections can be separated and rearranged. That is unusually useful for a city layout: the set does not have to remain one fixed block. You can align the canal with a longer waterway, move the bridge toward a corner, or rotate a section so its most detailed façade faces the primary viewing position.
Floors and roofs can be removed to expose the interiors. For a display against a wall, keep the most important façades toward the front. For an island or peninsula layout, remove the roof sections periodically so people can inspect the rooms from above. The removable elements also make dusting, moving and repairing the model less awkward than handling a sealed building.
Scale and visual impact
At 48 cm high, 63 cm wide and 31 cm deep, 11388 needs a substantial, stable surface. Its height makes it a visual anchor, while its depth allows the façades, bridge and canal to read as a layered scene rather than a flat skyline. Measure shelves, doorway clearances and display cases before buying; the depth is especially easy to underestimate when planning adjoining modules.
The 17 minifigures add movement and narrative. Place them as residents, visitors, craftspeople and pedestrians instead of grouping them randomly. A few figures near the gondola can establish the waterway’s purpose, while figures around the workshop and clock tower help separate the districts.

Its strength is landmark density. A viewer can identify the city immediately, even when the model is displayed on a narrow shelf or as one district in a larger custom build. The small base also makes it easier to place behind a waterfront, at the end of a boulevard or on a raised platform without consuming the table.

The set is a stylized, fixed-base skyline rather than a walkable street scene. It does not provide the deep façades, room interiors, population or rearrangeable sections found in 11388. Treat it as a skyline marker: let it establish Venice’s identity, then build canals, narrow streets, bridges and gondolas around it with your own parts.
Retirement changes the buying decision
LEGO marks 21026 as retired. Availability, condition and completeness therefore vary by seller, and the original retail price is not a reliable guide to current value. Before purchasing, confirm that the listing is for model 21026, check whether the instruction booklet and nameplate are included, and ask for photographs of the blue canal tiles and landmark elements. A lower price is not a bargain if the small specialized pieces are missing.
Choosing the right set for your layout goal
Choose 11388 for an immersive waterfront
- You have a table or island display with room for a deep model.
- You want a canal, bridge, gondola and buildings that feel like one neighborhood.
- You expect to expand with custom water, streets and additional façades.
- You value rearrangement and interior access for viewing or play.

- Your display area is shelf-sized or less than a full tabletop.
- You prefer famous monuments over a detailed residential district.
- You are comfortable buying a retired set and checking it carefully.
- You plan to surround the landmark base with your own canals and buildings.
Use both when you want a city with a clear center
For a large Venice-inspired layout, 11388 can serve as the active waterfront while 21026 becomes a distant skyline or civic district. Keep the architectural roles distinct: use the large diorama for close-up street life and the smaller model as a recognizable landmark cluster. A low bridge, water channel or change in paving can visually separate the two areas without making them look disconnected.
How to build a Venice-inspired city layout around the set
1. Measure the available surface first
Reserve the full footprint of the centerpiece before adding any scenery. For 11388, include clearance around the model so viewers can see the sides and reach removable roofs. For 21026, mark the narrow base and decide whether it will sit at the front, center or rear of the composition. Sketching the outline with painter’s tape prevents streets and water from being squeezed into unusable strips.

Start with blue plates or tiles as a canal rather than scattering isolated blue patches. Let the water run past the centerpiece and under or beside the bridge. Vary the channel width with removable sections so you can revise the plan without dismantling every building. Keep the edge irregular enough to suggest quays and landing points, but leave stable attachment points for buildings.

3. Place the bridge as a district boundary
Use the arched bridge in 11388 to divide two kinds of space: a busy commercial bank near the workshop and a quieter residential or civic bank near the villa and clock tower. If 21026 is the centerpiece, add a custom bridge or narrow crossing that points toward the landmark base. The bridge should connect streets, not merely sit parallel to the canal.
4. Build streets behind the waterfront
Venice is read through layers: water, quay, façade and the vertical skyline behind it. Place narrow pedestrian routes behind the canal edge, then add squares or widened passages where figures can gather. Keep the tallest elements toward the back only when they do not hide the bridge or gondola from the main viewing angle.
5. Use the building interiors as viewing targets
With 11388, rotate or separate sections so at least one room is visible from the front and another from a side angle. Removing selected roofs can create a deliberate cutaway view. Do not cover every façade with adjacent buildings; the model’s interior detailing is one of its main advantages over a flat skyline.
6. Create visual transitions between official and custom construction
Match the height and color rhythm of your additions rather than copying every detail. A strip of blue water tiles, repeated arches or a consistent quay edge can make custom buildings feel related to the official set. Use the distinctive bridge or nameplate as a clear focal cue, then let custom façades become simpler as they move away from the center.
7. Populate the scene with purpose
Place minifigures where the architecture suggests an activity: passengers near the gondola, a craftsperson at the glassblowing workshop, residents near the villa and visitors around the landmarks. Leave some stretches empty so the canals and façades remain legible. Crowding every available tile makes the layout harder to read.
8. Design for access, not only for photographs
Leave a hand-width approach to removable roofs and floors where possible. If the layout will be moved, divide the surrounding scenery into sections that can be lifted independently. Test the route from the front and both sides before permanently attaching custom modules.

Expansion ideas that fit the documented sets
Water and canal edges
Blue plates and tiles are the most direct extension category. Combine broad tile fields with narrower plate strips to distinguish open water from quay edges. Keep the water removable if you may change the channel route later.

Arches and bridges
Additional arches can echo the bridge in 11388 and create visual links between districts. Use them sparingly: one strong crossing is easier to recognize than a row of identical bridges that competes with the centerpiece.
Buildings and façades
Add narrow townhouses, market stalls and civic façades behind the canal. Vary rooflines and wall colors while maintaining a consistent street width. The documented sets do not establish a required parts list for these additions, so treat them as custom-building categories rather than promises about included elements.
Figures and small stories
Extra minifigures can represent travelers, vendors, musicians or residents. Pair each group with a location and leave enough open space for the figures to remain visible from normal viewing distance.

LEGO’s announcement was published on 15 October 2026. It says LEGO Insiders early access begins on 1 November 2026, while a regional LEGO product page lists 4 November 2026 as the coming-soon date. Those dates are not interchangeable: access can depend on region and membership status. Check the LEGO page serving your country immediately before ordering, and verify that the listing is for Venetian Neighborhood 11388 rather than a similarly named architecture product.

Checks for retired Venice 21026
- Confirm the exact model number, 21026, in the title and photographs.
- Ask whether all landmark elements, blue canal tiles, the 4×32 base and Venice nameplate are present.
- Check for yellowing, cracks, heavy scratches or non-LEGO replacement parts.
- Verify that instructions are included or obtain a legitimate replacement before paying a premium.
- Compare the seller’s condition description with clear photographs, not just a stock image.
Common layout mistakes and how to avoid them
Underestimating depth
A 2D plan may fit on paper while the physical façades, viewing clearance and adjoining canal do not. Mark the full depth of 11388 and add space for hands, lighting and side views before fixing any roads.
Hiding the model’s best details
Placing a tall custom building directly in front of the villa, workshop or clock tower defeats the purpose of choosing a detailed diorama. Build outward and backward first, then check sightlines from a standing viewer’s height.
Treating 21026 like a modular base
The compact architecture set is designed as a fixed composition. Avoid forcing it into a street grid that cuts across its landmark grouping. Instead, frame it with water and custom paving so the original skyline remains readable.

Small missing pieces can be difficult to identify after assembly. Inventory the set before integrating it into the layout, and keep its parts separate until you know the model is complete.
Verdict
For most builders asking for the best LEGO set for a Venice city layout, Venetian Neighborhood 11388 is the clear choice: it supplies the canal-side architecture, bridge, gondola, interiors and population needed for a believable waterfront centerpiece, and its sections can be rearranged as the wider city evolves.
Venice 21026 is the better answer for a compact shelf or a landmark-focused district. Its retired status makes the purchase more dependent on condition and seller quality, but its small skyline can give a larger custom layout an instantly recognizable Venetian identity.
