Best ISP Proxies in 2026: How to Choose the Right Provider

There is no single best ISP proxy provider for every buyer. ISP proxies—also called static residential proxies—combine IP addresses associated with an internet service provider with hosting on datacenter infrastructure. Their fixed identity can suit workflows that need continuity through a session, but it does not guarantee anonymity, access, or protection from blocks. The right choice depends on location, IP exclusivity, session controls, protocols, usage terms, and the total price for your workload.

What are the best ISP proxies in 2026?

A useful shortlist includes Decodo, Webshare, Oxylabs, IPRoyal, Bright Data, and Proxy-Seller. That is not an objective ranking: comparison publishers reach different conclusions, and the available evidence does not establish a universal winner. Treat each as a candidate, then check that its current plan supports your target location, IP format, session behavior, and required traffic.

ISP proxies use ISP-associated IP registration while running on datacenter infrastructure; “static residential” is a common alternative label. They are generally intended to keep an IP identity stable rather than rotate it frequently. Decodo’s own comparison describes the category as usually fast and stable, but that is a vendor characterization, not an independent guarantee of performance or undetectability.

What published prices can—and cannot—tell you

ProxyPeers’ 2026 comparison lists May 2026 prices of $0.27 per IP for Decodo, $0.23 per IP for Webshare, $1.20 per IP for Oxylabs, and $2.00 per IP for IPRoyal. These are figures in ProxyPeers’ provider dataset, not verified current checkout prices. Proxyway’s 2026 page lists Webshare at $6 for 20 shared IPs plus 250 GB, IPRoyal at $4 for one IP, and Oxylabs at $16 for 10 shared IPs or $3.20 per IP for five dedicated IPs. Those are publisher-reported plan terms and may change. Check the provider’s current plan details before buying.

Decodo $0.27 per IP ProxyPeers’ May 2026 provider dataset; not a verified current checkout quote.

Oxylabs $1.20 per IP; Proxyway also lists $16 for 10 shared IPs or $3.20 per IP for five dedicated IPs ProxyPeers’ May 2026 dataset and Proxyway’s 2026 listed plan terms; confirm current pricing and plan details.
IPRoyal $2.00 per IP; Proxyway also lists $4 for one IP ProxyPeers’ May 2026 dataset and Proxyway’s 2026 listed plan terms; confirm current pricing and plan details.
Bright Data not stated (ProxyPeers, 2026; Proxyway, 2026) The cited price examples do not establish a comparable price.
Proxy-Seller not stated (ProxyPeers, 2026; Proxyway, 2026) The cited price examples do not establish a comparable price.

ProxyPeers says it tested Decodo firsthand at scale, but its heaviest measured workloads used Decodo’s residential pool rather than a dedicated ISP-only benchmark. For Webshare, Oxylabs, and IPRoyal, it reports desk research from public pricing pages and documentation rather than testing in its own pipeline. The listed price figures therefore do not amount to a like-for-like performance comparison.

Are ISP proxies better than residential proxies?

Neither category is inherently better. A fixed ISP proxy can make sense when a workflow needs a consistent address across a session. A rotating residential proxy is more relevant when frequent IP changes are central to the task. The choice should follow the required session behavior, not the assumption that one proxy type is always faster, safer, or more successful.

  • Consider ISP proxies when continuity of IP identity matters, and the provider offers a suitable location and session duration.
  • Consider rotating residential proxies when the task specifically calls for frequent changes of address.
  • Do not treat either type as a guarantee of anonymity, access, or immunity to detection and blocking. Decodo describes ISP proxies as less detectable than datacenter proxies, but also says they are not undetectable; that comparison is the vendor’s account, not a universal result.

How to compare providers for your workload

Compare the actual plan, not just the provider name or a teaser price. A low per-IP figure may not cover the needed location, dedicated access, traffic volume, or refresh schedule.

  1. Define the location. Confirm that the country—and, if needed, the city or state—is available for the plan you intend to buy.
  2. Check exclusivity. Establish whether IPs are shared, semi-shared, or dedicated. Confirm what “dedicated” means in that specific plan.
  3. Verify session controls. Look for static-by-default behavior, optional rotation, persistence controls, and the exact refresh rules.
  4. Match protocols and access. Check support for HTTP(S) or SOCKS5, the authentication method, and any management tools your setup requires.
  5. Calculate total cost. Price the number of IPs and traffic you actually need, including any effect of refresh requirements. Include bandwidth, concurrency, fair-use thresholds, replacements, refunds, and plan duration in the comparison.
  6. Validate the target. If possible, try at least one target relevant to your own work. Proxy outcomes can vary by target and region, so a result from another publisher’s test may not predict yours.

What performance claims have been published?

Published measurements are useful context, but they are not interchangeable or independently reproduced here. Cybernews’ comparison, last updated August 24, 2026, reports a Decodo starting price of $0.27 per IP, HTTP(S) and SOCKS5 support, and static and rotating session modes. Cybernews reports response times under 0.2 seconds for Decodo ISP proxies. TechRadar’s 2026 Decodo review reports 99.99% uptime and latency below 0.2 seconds, alongside HTTP(S) and SOCKS5 integration. Attribute those figures to the publishers: the available evidence does not show that they were reproduced in a common test across all shortlisted providers.

A meaningful firsthand comparison would state the tested geography, target sites, session length, sample size, success-rate definition, retry policy, and measurement date. Without those details, a speed or uptime figure has limited value for predicting results on a different target or in another region.

Did you test every provider firsthand?

No. The published evidence summarized here includes a mix of provider documentation, comparison-page research, and performance claims reported by other publishers. ProxyPeers distinguishes its firsthand Decodo work from desk research on other listed providers, and notes that its heaviest workloads used Decodo’s residential pool rather than an ISP-only benchmark. Cybernews and TechRadar publish their own Decodo performance findings; those are their reported results, not tests conducted for this article. No like-for-like firsthand test across all six providers is established here.
