Best Indian-Language Text-to-Speech APIs for Voice Apps

For an India-first voice app, start by shortlisting Sarvam Bulbul. Its published API coverage explicitly includes 10 Indian languages plus English in an Indian accent, streaming and batch generation, pace control, and common telephony and media formats. Google Cloud Text-to-Speech is the broad-catalogue alternative, Azure AI Speech is the strongest fit for SSML and Microsoft enterprise controls, and Amazon Polly is especially useful for AWS applications that need Hindi–Indian-English switching. Treat those as starting points, not a universal ranking: pronunciation, code switching, latency, quotas, hosting requirements, and billing must be validated with your own scripts and traffic profile.

Which Indian-language TTS API should you choose?

The right API depends less on a headline voice count than on the languages, scripts, speaking style, and response time your application actually needs.

As an Amazon Associate I earn from qualifying purchases.

  • Choose Sarvam Bulbul first when the product is India-first, needs several regional languages, or is an interactive voice agent that benefits from streaming and persistent WebSocket connections.
  • Choose Google Cloud Text-to-Speech when you need the largest documented global catalogue and want to select voices and languages from a broad cloud platform. Its advertised total is global; confirm the exact Indian-language voices before committing.
  • Choose Azure AI Speech when SSML, Microsoft identity, regional deployment, or an existing Azure estate are decisive requirements.
  • Choose Amazon Polly for AWS-native systems centered on Hindi and Indian English, particularly when one utterance must switch between those languages.

None of the published material establishes a universal winner for naturalness or latency. A production decision should follow a controlled listening and timing test using your own names, numbers, code-mixed phrases, network conditions, and target devices.

Indian-language coverage and scripts

Language labels can hide important differences. Verify that the service supports the script your users submit, the locale you need for pronunciation, and the voice style required for your product. A provider may list a language while offering only a small voice selection, or support a language in batch mode but not in the streaming path you plan to use.

Sarvam Bulbul: explicit India-first list

Sarvam’s REST documentation lists 11 supported languages: Hindi, Bengali, Tamil, Telugu, Kannada, Malayalam, Marathi, Gujarati, Punjabi, Odia, and English with an Indian accent. That explicit list makes it the clearest first shortlist when a single application must cover multiple major Indian languages. The documented model family includes Bulbul v4 Flash as the latest model, with both streaming and batch generation; the overview also describes persistent WebSocket connections for interactive voice agents.

Google Cloud: broad catalogue, verify the Indian subset

Google advertises “380+ voices across 75+ languages and variants.” Those are global catalogue totals, not a guarantee that every Indian language has the voice, gender, style, or streaming behavior you need. Use the provider’s current voices reference to check each locale and voice before implementation, and record the exact voice identifiers in your design documentation.

Azure AI Speech: locale-driven neural voices

Azure’s REST reference says its text-to-speech API supports neural voices in many locales. The practical selection process is locale based: identify the Indian locale and voice combination in the current voice list, then test the same text with and without SSML. Azure’s documented regional endpoints include India Central, which can matter when deployment location and data-governance policies are part of the architecture.

Amazon Polly: strongest documented Hindi–English pairing

Amazon documents a neural engine covering 36 languages and language variants, including Indian English (en-IN). Its bilingual-voice documentation states that Aditi and Kajal can speak Indian English and Hindi and switch between the two languages within one sentence. That is a specific advantage for Hinglish-style interactions. The cited catalogue does not establish comparable broad coverage for India’s other regional languages, so do not assume that Hindi support implies Tamil, Telugu, Bengali, or Kannada support.

“Not stated” in this comparison means the cited provider material does not establish a value that can be compared reliably here. Do not fill those cells with assumptions from another API generation or region.

Streaming, latency, and connection design

Voice apps feel slow when they wait for an entire audio file before playback. Compare not only model quality but also time to first audio, chunk size, connection setup, and behavior when a user interrupts the bot.

Streaming versus batch

Batch synthesis is suitable for prerecorded prompts, notifications, and cached menu audio. Streaming is preferable when text is generated during a call or chat and playback should begin before the full response is synthesized. Sarvam documents both modes and describes persistent WebSocket connections for interactive agents. For the other providers, verify the exact streaming API, supported voices, and regional limits you intend to use; a provider’s general TTS availability does not prove identical behavior in every interface.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Measure the latency that users experience

Build a test that records:

  • DNS, TLS, and authentication time for a cold connection;
  • time from request submission to the first playable audio bytes;
  • steady-state chunk intervals and total synthesis time;
  • time to recover after a dropped connection;
  • barge-in behavior when the user starts speaking while audio is playing.

Run the test from the regions and mobile networks your customers use. Report distributions such as median and worst-case results rather than one best run. No independent latency benchmark is established for these providers, so any performance claim should be your own measured result.

Pronunciation, numbers, and Indian code switching

Language coverage alone does not guarantee usable speech. A banking bot must say account numbers clearly; a travel app must pronounce names and station codes; a support agent may move between Hindi, English, and a regional language in one turn.

Create a representative evaluation script

Prepare one script per target locale containing:

  • common personal and place names from your customer base;
  • dates, currency amounts, decimals, percentages, telephone numbers, and long identifiers;
  • abbreviations, product names, URLs, email addresses, and alphanumeric order codes;
  • native-script text and transliterated text, if your users send both;
  • sentences that intentionally mix Indian English with Hindi or another supported language;
  • short prompts, long paragraphs, punctuation, and text with emojis or symbols that your application may receive.

Have native speakers score intelligibility, stress, vowel quality, number reading, and whether a code switch sounds intentional. Store the exact input, voice identifier, model version, date, and output so a later model update can be compared fairly.

Use provider controls before rewriting text

Sarvam documents pace control from 0.5 to 2.0. That can help fit a spoken response to a turn-taking budget, but faster speech may reduce comprehension for numbers and unfamiliar names. Azure’s SSML support gives teams explicit control over voice and language selection and can be used to test pauses, emphasis, and pronunciation rules where the selected voice supports them. For Google Cloud and Polly, confirm the controls available for the specific voice rather than assuming that a feature shown for one voice applies to all voices.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Handle code switching deliberately

Do not rely on automatic language detection for safety-critical content. Tag spans in your application when you know a phrase is Hindi, English, or another language, then select the documented voice or SSML language mechanism. Polly’s Aditi and Kajal are specifically documented for Indian English and Hindi switching within one sentence. Sarvam’s Indian-accent English plus its regional-language list may simplify an India-first design, but you still need to test mixed-language sentences rather than infer quality from the language list.

Audio formats and telephony compatibility

Choose an output format that matches the next component in your pipeline. Sarvam’s documentation lists WAV, MP3, Linear16, Mulaw, Alaw, Opus, FLAC, and AAC. Linear16, Mulaw, and Alaw are commonly useful in telephony pipelines, while Opus and AAC can reduce bandwidth for app playback; the correct choice depends on your media gateway and resampling requirements.

For Google Cloud, Azure, and Polly, verify the format and sample-rate options returned by the exact API operation and voice you select. If your call provider requires a particular codec or sample rate, test the complete path—including transcoding—rather than evaluating a downloaded file in isolation. Avoid repeated lossy conversions, and normalize loudness consistently before mixing speech with prompts or hold music.

Quotas, request limits, and cost planning

Character limits and billing units differ by provider, account, region, and model. Sarvam documents a maximum of 2,500 characters per v3 request. Split longer text at sentence boundaries, preserve prosody across chunks where possible, and add retry logic that does not duplicate audio when a request times out.

The cited Sarvam pricing page does not provide a synchronized per-character table that can be compared directly with Google Cloud, Azure, and AWS. Avoid publishing a cross-provider price ranking from unsynchronized pages. Instead:

  1. Estimate monthly characters from real conversation transcripts, including retries and prompts.
  2. Separate input characters that are synthesized from cached audio that is played repeatedly.
  3. Check each provider’s current calculator and billing unit for the chosen voice, model, region, and streaming mode.
  4. Model peak concurrency, not only monthly average volume; quota exhaustion can create failures during a campaign or outage.
  5. Set account budgets, alerts, and per-user limits before exposing the endpoint publicly.

Record whether a quoted allowance is recurring, promotional, or a one-time trial. A low apparent price can disappear when you add storage, egress, transcoding, or a second provider for failover.

Authentication, regions, and data governance

Keep provider credentials on your server or trusted edge function, never in a mobile or browser bundle. Rotate keys, scope permissions to the synthesis service, and redact personal data from logs. Cache only the audio you are allowed to retain.

Azure documents subscription-key and bearer authentication and lists an India Central endpoint. That is useful for organizations with Microsoft identity and regional deployment requirements. For Google Cloud, AWS, and Sarvam, confirm the current regional endpoint, residency statement, retention behavior, and encryption terms that apply to your account and API path. “Hosted in India” is not a safe assumption merely because an Indian voice or locale exists.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Document what happens to text and generated audio during troubleshooting. Voice requests can contain names, health information, account details, or recordings derived from them. Apply data minimization, consent, deletion schedules, and access logging appropriate to your jurisdiction and industry.

Implementation workflow

  1. Define the language matrix. List each locale, script, voice persona, fallback language, and whether the feature is batch, near-real-time, or conversational.
  2. Choose test utterances. Include names, numbers, code-mixed phrases, long responses, and the edge cases your support team sees.
  3. Shortlist two providers. Start with Sarvam for broad India-first coverage, then add Google, Azure, or Polly according to catalogue, SSML, identity, or AWS requirements.
  4. Verify API mechanics. Confirm authentication, request-size limits, streaming protocol, output format, quotas, regional endpoint, and model or voice identifier from current documentation.
  5. Build a repeatable harness. Send identical text, capture first-byte and total latency, save audio, and label every result with date, region, model, and settings.
  6. Run native-speaker review. Score pronunciation, intelligibility, prosody, code switching, and number reading. Keep separate scores for each language rather than averaging them into one number.
  7. Test failure paths. Simulate timeouts, quota errors, malformed text, dropped WebSockets, provider outages, and user interruption. Decide whether to retry, fall back to cached audio, or switch providers.
  8. Launch with controls. Add rate limits, spend alerts, audit logs, PII redaction, and a way to disable a voice or model without shipping a new client.
  9. Re-test after changes. Re-run the script when a provider changes a model, voice, locale, endpoint, or pricing unit.

Provider-specific pitfalls and fixes

Sarvam Bulbul

  • Pitfall: A request exceeds the documented 2,500-character v3 limit. Fix: Segment at punctuation, synthesize chunks in order, and cross-fade or concatenate only after confirming timing and codec behavior.
  • Pitfall: Pace is increased to meet latency targets and numbers become hard to understand. Fix: Keep critical numeric spans at a comfortable rate or generate a dedicated confirmation prompt.
  • Pitfall: A persistent WebSocket is treated as automatically reliable. Fix: Implement heartbeat, reconnect, sequence tracking, and idempotent replay.

Google Cloud Text-to-Speech

  • Pitfall: The global 380-plus voice headline is mistaken for Indian-language coverage. Fix: Select and test an exact Indian locale and voice identifier before designing prompts around it.
  • Pitfall: A voice available in one API mode is assumed to support every mode. Fix: Verify streaming, SSML, quotas, and output formats for the operation you will deploy.

Azure AI Speech

  • Pitfall: SSML is written for a voice or locale that ignores part of the markup. Fix: Test each tag with the exact neural voice and keep a plain-text fallback.
  • Pitfall: The India Central endpoint is selected without checking service and data availability. Fix: Confirm that your subscription, voice, quotas, and retention requirements all apply in that region.

Amazon Polly

  • Pitfall: Hindi–English bilingual support is generalized to all regional languages. Fix: Treat Aditi and Kajal’s documented bilingual behavior as a specific capability and verify every additional language separately.
  • Pitfall: AWS credentials are embedded in a client app. Fix: Call Polly through a protected backend role with least-privilege permissions.

Decision checklist

  • Are all required Indian languages and scripts available in the exact voice and API mode?
  • Can the service pronounce your names, numbers, currency, codes, and mixed-language phrases acceptably?
  • Does first-audio latency meet your conversational target on real Indian networks?
  • Do streaming, WebSocket, SSML, pace, and interruption controls match your dialogue engine?
  • Are output codecs and sample rates compatible with your app or telephony provider without avoidable transcoding?
  • Are request limits, quotas, billing units, and peak concurrency understood for the selected model?
  • Do endpoint location, retention, authentication, and audit controls satisfy your governance requirements?
  • Is there a tested fallback for quota exhaustion, network failure, or a provider outage?

Bottom line

For a multilingual Indian voice app, Sarvam Bulbul is the most direct first evaluation because its published feature set combines 10 Indian languages, Indian English, streaming and batch modes, pace control, broad audio-format support, and an explicit 2,500-character v3 request limit. Google Cloud is the catalogue-led choice, Azure is the enterprise-and-SSML choice, and Amazon Polly is the focused AWS option for Hindi and Indian English bilingual speech. The final selection should be made from repeatable, production-like tests—not from global voice counts or an unverified price comparison.

Product prices and availability are accurate as of the date/time indicated and are subject to change. Any price and availability information displayed on Amazon at the time of purchase will apply.
