There is no objectively best HR system for every Australian organisation with 200 to 5,000 or more employees. The defensible approach is to shortlist by payroll and award complexity, workforce-management needs, number of entities and sites, integration requirements, and implementation capacity. ELMO has the clearest published fit statement for this size range; Employment Hero describes broad HR and Australian payroll workflows; Deputy is strongest as a workforce-management option with separate HR and payroll add-ons; Workday GO and SAP SuccessFactors warrant enterprise-level, Australian-scoped proposals.

The capabilities and prices below are vendor-published descriptions, not independent test results. No independent verification was found for product performance, implementation duration, security, compliance outcomes, customer satisfaction, or suitability for a particular employer.

How to interpret “best” for a 200–5,000+ employee organisation

At this scale, an HR platform is rarely just an employee directory. It may need to support several legal entities, pay groups, locations, awards, worker categories, approval chains, integrations and audit requirements. A system that works for a single office can become difficult to govern when frontline teams, contractors, casuals, salaried staff and multiple payroll calendars are added.

Start by defining the outcomes the organisation must achieve. Typical mandatory outcomes include accurate Australian payroll, demonstrable award and leave-rule handling, a reliable employee master record, manager self-service, time capture, onboarding and offboarding, reporting, and integration with finance, identity and other business systems. “Best” then means the product that meets those mandatory requirements with acceptable implementation risk and total cost.

The vendor pages used for this shortlist describe product capabilities. Treat every claim as something to verify in a demonstration, written response and contract schedule. Ask vendors to use the organisation’s own awards, pay scenarios, entities and approval workflows rather than a generic scripted demo.

Shortlist: where each product belongs in the evaluation

Product Most relevant starting point What to validate first Commercial evidence available
ELMO Australian mid-sized organisations needing a broad HR suite and support for operational complexity Payroll partner or existing-payroll integration, award scenarios, multi-site and worker-type rules, reporting depth Vendor-stated employee-range fit; product and FAQ pages
Employment Hero Organisations wanting connected HR, payroll, time, learning and advisory workflows Exact awards, pay groups, entities, SuperStream and STP Phase 2 processes, module scope and minimums Public HR and payroll descriptions; published entry rates plus enterprise quote path
Deputy Shift-heavy operations where rostering, timesheets and time clocks drive the buying decision Whether add-ons and integrations cover the full HRIS requirement, payroll handoff and complex permissions Australian plan and add-on rates published; taxes and terms apply
Workday GO Employers seeking a wider platform spanning HR, pay, benefits, recruiting and talent Australian payroll fit, implementation scope, local compliance, integrations, data residency and proposal pricing Australia/New Zealand product overview; no public comparable price on the cited page
SAP SuccessFactors Employee Central Enterprise programmes requiring a large HR platform and partner-led implementation Certified-partner capability, migration, integrations, local payroll design, services and ongoing support Australian request-a-quote path; implementation by a certified partner is required

ELMO: explicit fit for Australian mid-market complexity

ELMO states that it is designed for Australian organisations with 100 to 5,000 employees, particularly those managing complex compliance requirements, multiple worker types, multiple sites or lean HR teams. That is a vendor-stated positioning statement, not independent validation. Read the wording in the ELMO FAQ.

Its product information describes a suite covering hiring, onboarding, scheduling, pay, development and workforce planning. The ELMO products page also says customers can choose payroll partners or integrate an existing payroll system. That flexibility matters if payroll is already established or if the organisation wants to change payroll separately from core HR.

Questions to put to ELMO

  • Which Australian payroll partners and integration patterns are available for the required entities and pay groups?
  • Can the system demonstrate the organisation’s awards, allowances, penalties, leave rules and pay-cycle cut-offs?
  • How are casual, contractor, salaried and hourly workers separated in permissions, workflows and reporting?
  • What is included in the base suite, and what requires separate modules, partners or implementation services?
  • Who owns data migration, testing, training and post-go-live support?

Employment Hero: connected HR and Australian payroll workflows

Employment Hero’s Australian HR page describes employee management, time and attendance, HR advisory and compliance, learning management and related employment workflows. Its payroll page describes support for Single Touch Payroll (STP) Phase 2, SuperStream, award interpretation, timesheets, roster synchronisation and multiple worker types. These are statements on the vendor’s HR software page and payroll software page; they should be tested against the organisation’s actual awards, pay groups, entities and payroll procedures.

The breadth can be useful when HR, payroll and workforce data are currently split across several systems. It can also create scope risk: a “connected” workflow may depend on a particular module, configuration, integration or service tier. Request a data-flow diagram showing where the employee record, timesheet, roster, approval, payroll calculation and reporting outputs are mastered.

Employment Hero validation checklist

  • Run a representative pay period including overtime, allowances, leave, terminations, corrections and retroactive changes.
  • Confirm how award rules are maintained, approved and audited when an award or internal policy changes.
  • Ask which worker types and payroll entities can be processed in one tenant and how access is segregated.
  • Confirm export, API, identity-provider and finance-integration options before signing.
  • Obtain written detail on support hours, payroll cut-off support and responsibility for compliance configuration.

Deputy: workforce management first, with separate HR and payroll add-ons

Deputy’s Australian offering is positioned around rostering, timesheets and time clocking, with award interpretation listed in its plans. HR and payroll are separately priced add-ons. This structure can suit restaurants, retail, healthcare, logistics and other shift-intensive operations where scheduling and attendance are the immediate pain points.

It should not automatically be treated as a complete replacement for every enterprise HRIS requirement. Evaluate the employee-record, onboarding, document, talent, reporting, permissions and integration capabilities alongside the roster and time functions. Confirm exactly how approved time moves into payroll and what happens when a manager edits a timesheet after a payroll cut-off.

Deputy questions for a proof of concept

  • Can the roster model the organisation’s locations, skills, availability, breaks, overtime and award conditions?
  • How are clocking exceptions, missed breaks, geofencing or shared devices handled and audited?
  • What employee and manager records are native, and what must remain in another HR or payroll system?
  • Which integrations are included, and which incur additional fees or partner work?
  • Can the vendor demonstrate a full roster-to-payroll process using real anonymised shifts?

Workday GO: broad platform claims that require an Australian-scoped proposal

Workday’s Australia/New Zealand page describes Workday GO as combining HR, pay, benefits, recruiting and talent management, with time and absence features and payroll claims spanning more than 75 countries. Read the vendor overview at Workday GO Australia/New Zealand.

The page does not establish a particular Australian customer’s payroll fit, price, implementation effort or suitability at a specific company size. Ask for a demonstration using Australian awards and pay scenarios, a written architecture for local payroll and integrations, a named implementation team, and a proposal that separates subscription, services, migration, testing and ongoing support.

SAP SuccessFactors Employee Central: partner-led enterprise implementation

SAP’s Australian Employee Central pricing page uses a request-a-quote path and states that SAP SuccessFactors offerings require implementation by a certified partner. The relevant page is SAP Australia Employee Central pricing.

For a large or multi-entity programme, the partner relationship is as important as the software licence. Evaluate the proposed partner’s Australian payroll experience, migration method, integration capability, testing approach, cut-over plan, service levels and references relevant to the organisation’s sector. Compare subscription charges with partner implementation, integration, data-migration and ongoing-service costs; the cited page does not provide a public, comparable total price.

Australian payroll and award requirements to test

Do not accept “Australian payroll” as a sufficient answer. Build a scenario pack that reflects the organisation’s legal obligations and operating model:

  • Applicable modern awards, enterprise agreements and internal policies.
  • Base rates, overtime, penalty rates, allowances, loadings, breaks and rounding rules.
  • Annual, personal, long-service and other leave accruals, approvals and terminations.
  • Superannuation, tax withholding, Single Touch Payroll reporting and SuperStream processes.
  • Weekly, fortnightly, monthly and off-cycle pay runs, including corrections and back-pay.
  • Casual, part-time, full-time, contractor and contingent-worker treatment.
  • Multiple employing entities, locations, cost centres and payroll calendars.
  • Audit trails showing who changed a rule, rate, timesheet or employee record and when.

Have payroll specialists independently check the legal treatment of the scenarios. Software demonstrations do not replace advice on awards, tax, superannuation or employment law.

Comparison criteria for a defensible shortlist

Core HR depth

Check employee records, organisation structures, position management, onboarding and offboarding, document storage, approvals, employee self-service, reporting and workflow configuration. Require a demonstration of a manager completing common tasks without HR intervention.

Workforce management

For distributed or frontline workforces, test rostering, availability, attendance, time capture, multi-site rules, shift swaps, absence management and the hand-off to payroll. Include low-connectivity or shared-device conditions if they occur in the field.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Scale and security model

Model the required legal entities, pay groups, countries, locations, worker types, roles and segregation-of-duties rules. Ask for role-based permission examples, audit-log retention, administrator controls, data export and deletion procedures. Do not infer a certification, security outcome or data-residency guarantee from general marketing language; require the applicable contractual and technical documentation.

Integration and data governance

Map the current finance, payroll, identity, rostering, recruitment, learning and reporting systems. Confirm APIs, file formats, event timing, error handling, reconciliation, migration tooling and ownership of failed interfaces. Ask for a sample employee-data extract and a complete migration rehearsal plan.

Implementation and support

Require a named implementation owner, partner responsibilities, data-cleaning assumptions, migration rehearsals, test cycles, training audiences, cut-over criteria, hypercare period and service-level commitments. A low subscription price can be outweighed by uncontrolled implementation or support work.

Usability for office and frontline employees

Test employee self-service, manager approvals, mobile workflows, accessibility, notifications and language requirements with users representing both desk-based and frontline teams. Record task completion time and error points during your own evaluation; do not treat a vendor demo as a usability test.

Published Australian pricing and what it does—and does not—tell you

The prices below are Australian vendor-page snapshots accessed on 13 October 2026. They are volatile and must be rechecked immediately before publication or contracting.

Product or component Published figure Important qualification
Employment Hero HR Essentials AUD $10 per user/month The pricing page states that minimums and conditions apply; enterprise solutions are priced on request.
Employment Hero HR Engage AUD $14 per user/month Displayed rate is not a complete 200–5,000 employee quote; confirm modules, minimum billing, inclusions, add-ons, implementation and taxes.
Deputy Lite AUD $6.75 per user/month Australian page rate; applicable taxes and page terms apply.
Deputy Core AUD $8.75 per user/month Australian page rate; confirm billing period, included features and support.
Deputy Pro AUD $13 per user/month Australian page rate; confirm billing period, included features and support.
Deputy payroll add-on AUD $5 per user/month Separate add-on; availability and terms are described on the Australian pricing page.
Deputy HR add-on AUD $3.50 per user/month Separate add-on; calculate the configured stack, not only the workforce plan.
ELMO Not publicly stated in the cited pages Request a proposal covering modules, payroll partner or integration, implementation and support.
Workday GO Not publicly stated on the cited Australia/New Zealand overview Require an Australian-scoped proposal separating subscription and services.
SAP SuccessFactors Employee Central Request a quote Certified-partner implementation is required; compare licence and partner-service costs.

For any product, calculate total cost of ownership rather than multiplying a headline rate by headcount. Include recurring licences, minimums, modules, add-ons, setup, partner services, integrations, data migration, support, taxes, renewal increases and contract exit terms.

A practical evaluation process

  1. Document the operating model. List entities, sites, countries, awards, worker types, pay groups, payroll calendars, current systems and expected growth.
  2. Separate mandatory requirements from preferences. Mark legal, payroll, security, integration and reporting requirements that cannot be waived.
  3. Create one scenario script. Include hire, onboarding, roster, timesheet approval, award calculation, leave, payroll correction, transfer, termination and reporting.
  4. Issue the same script to every vendor. Require live demonstrations and written answers, including what is standard, configurable, integrated or dependent on a partner.
  5. Run a controlled proof of concept. Use anonymised but realistic data and involve HR, payroll, finance, IT/security, managers and frontline employees.
  6. Score evidence, not impressions. Record whether each requirement was demonstrated, documented, tested by the buyer or left unresolved.
  7. Obtain a complete commercial schedule. Ensure the proposal identifies licences, minimums, modules, implementation, integrations, support, taxes, renewal terms and assumptions.
  8. Set contractual acceptance criteria. Tie go-live to migration accuracy, payroll reconciliation, security approvals, integrations, training and agreed service levels.

Common selection mistakes and recovery tactics

  • Choosing on a single per-user rate. Rebuild the comparison with every required add-on, minimum, service, tax and integration.
  • Assuming award interpretation is universal. Test the organisation’s exact awards, allowances, penalties and exceptions with payroll specialists.
  • Confusing a roster tool with a complete HRIS. Map employee records, documents, talent, reporting and governance separately from scheduling.
  • Leaving implementation ownership vague. Put data cleansing, migration, testing, training, cut-over and hypercare responsibilities in the statement of work.
  • Accepting an unscoped enterprise demo. Require Australian entities, pay groups, permissions, integrations and worker types in the demonstration.
  • Ignoring frontline usability. Test mobile and shared-device workflows with actual representative users before contract signature.
  • Treating marketing claims as compliance evidence. Request technical, contractual and audit documentation for security, privacy, residency and service levels.

Which option to investigate first

Organisation pattern Logical first demonstrations Reason
100–5,000 Australian employees with complex compliance, multiple sites or worker types ELMO, then Employment Hero ELMO publishes the clearest size-and-complexity fit; Employment Hero publishes broad HR and payroll workflows.
Shift-heavy workforce where rosters and attendance are the central problem Deputy, with the required HR and payroll scope included Its Australian plans centre on rostering, timesheets and time clocks; verify whether the add-ons cover the wider HRIS need.
Large transformation spanning HR, pay, benefits, recruiting and talent Workday GO and SAP SuccessFactors Employee Central Both require detailed Australian scoping; SAP also requires certified-partner implementation.
Existing payroll that must remain in place ELMO and any platform offering documented integration ELMO’s product page explicitly describes payroll-partner and existing-payroll integration choices; verify the exact interface and ownership.

The shortlist is a starting point, not a ranking. Select the platform that demonstrates the organisation’s mandatory scenarios, provides a credible implementation plan and produces a transparent total-cost proposal.
