For a 720p pre-recorded video sent to YouTube Live, set the H.264 video bitrate to 8 Mbps at either 30 or 60 fps. YouTube lists 3 Mbps as the minimum for both frame rates. A video being pre-recorded does not change the live-ingest recommendation: use YouTube’s live encoder settings when you send it as a live stream.
Recommended 720p H.264 bitrate for YouTube Live
YouTube’s live encoder guidance recommends 8 Mbps for H.264 at 720p, whether the stream is 30 fps or 60 fps; the listed minimum is 3 Mbps at either frame rate. These figures apply to the video bitrate for a live stream sent to YouTube, including pre-recorded footage played through a live encoder.

Why pre-recorded video still uses live-ingest settings
The delivery method determines which recommendation applies. If an encoder sends a pre-recorded file to YouTube as a live broadcast, YouTube receives a live stream, so use the live H.264 ingest guidance. The separate 5 Mbps and 7.5 Mbps values are recommendations for uploading a video file, not for sending that video through a live stream.

Encoder settings to use with 720p H.264
- Codec: H.264.
- Video bitrate: 8 Mbps recommended; 3 Mbps is YouTube’s listed minimum for 720p at 30 or 60 fps.
- Rate control: Constant bitrate (CBR), as recommended by YouTube.
- Keyframes: Set a two-second keyframe interval. YouTube says not to exceed four seconds.
- Connection: YouTube recommends RTMPS for streaming.

Check upload capacity and stream health
- Test before broadcasting. Use a sample with audio and movement similar to the planned video; a static test image may not reveal issues that appear with motion or sound. YouTube advises: “Make sure to test before you start your live stream.”
- Allow bandwidth headroom. YouTube recommends leaving 20% of your available upload bandwidth unused. Your connection needs to accommodate the stream’s total bitrate, any backup stream you use, and that headroom.
- Monitor stream health. Watch YouTube’s stream-health information during the event. If the connection cannot sustain the bitrate, investigate the network or reduce the stream’s demands rather than relying on a bitrate that repeatedly drops frames.
