Build Fuuka as a scaling Navigator support, not as an on-field damage dealer. Raise Attack to strengthen Radiant Power, critical damage to strengthen Spirit Wave, and then add enough survivability and consistency for the encounter. Her best default party is Fuuka, one primary damage dealer, one sustain or defensive unit, and one buffer, debuffer, or elemental enabler, with Wonder filling whichever utility the roster lacks.
Keep separate area-of-effect and single-target teams when your roster allows it. Fuuka can support either, but the carry, sustain requirement, Backup Character and rotation timing should change with the fight.

What Fuuka does in Persona 5: The Phantom X
Prydwen lists Fuuka Yamagishi as a five-star character of the Unknown element with the Elucidator job and Lucia as her Persona. Her value is concentrated in party support and Navigator utility rather than ordinary on-field attacks.
Navigator support and Oracle Shift
At Awareness 0, Fuuka can select one non-Wonder ally as a Backup Character. She spends Wish Listener to activate Oracle Shift, which makes that ally active. The Backup Character copies applicable status effects from the current character, activates its start-of-battle effects the first time it enters, and then follows the game’s cooldown handling after activation. This is why the Backup slot should be treated as part of the team’s engine, not as a spare character chosen only for extra damage.

Choose a Backup Character whose opening effect, buffs or status package helps the carry’s actual damage cycle. A character that looks strong in isolation can be a poor choice if its effects expire before the team’s burst turn or conflict with the encounter’s element and ailment requirements.
Fuuka’s best build priorities
1. Attack for Radiant Power
Radiant Power costs four Ally Actions and buffs the party’s Attack and damage for two turns. Its strength scales with Fuuka’s Attack and it also grants one Wish Listener stack. That makes Attack the most direct way to improve the general-purpose offensive buff and to reach another Wish Listener activation sooner in a rotation.
Published skill figures show Radiant Power reaching up to 40.0%, 44.0%, 44.8% or 48.8% Attack, plus 32.0%, 35.2%, 35.8% or 39.0% damage, depending on skill level and Fuuka’s Attack scaling. Treat those as level-dependent ceilings rather than a universal buff value: the exact result depends on the level of the skill and Fuuka’s final Attack.
Recommended Free Tools
2. Critical damage for Spirit Wave
Spirit Wave also costs four Ally Actions. It buffs the party’s critical damage for two turns according to Fuuka’s critical-damage stat. At its strongest published levels, the critical-damage increase reaches 40.0%, 44.0%, 44.8% or 48.8%. Spirit Wave can also conditionally cleanse a mental ailment, restore 15% of maximum HP to a critically injured ally, or restore 30 SP to the ally with the lowest SP.
Because Radiant Power and Spirit Wave scale from different Fuuka stats, there is no defensible single-stat build that maximizes every situation. A practical support build raises both Attack and critical damage, then uses defensive and consistency stats to keep Fuuka alive and able to spend her four-action skills when the team needs them.
3. Survivability and consistency after the two offensive stats
Long fights and failed burst windows waste more damage than a small difference in an offensive substat. After Attack and critical damage, favor the defensive options available on your equipment and progression system, especially when the encounter can target Fuuka or punish delayed rotations. The supplied data does not establish a universal Attack-to-critical-damage ratio, a best equipment set or a fixed breakpoint, so do not copy a ratio presented as mandatory without testing it against your own carry and skill levels.

Fuuka’s support kit and what each part means for a build
| Ability or passive | Cost or trigger | Effect relevant to team building |
|---|---|---|
| Radiant Power | Four Ally Actions | Party Attack and damage for two turns; scales with Fuuka’s Attack; grants one Wish Listener stack. |
| Spirit Wave | Four Ally Actions | Party critical-damage buff for two turns based on Fuuka’s critical damage; may cleanse a mental ailment, restore 15% maximum HP to a critically injured ally, or restore 30 SP to the lowest-SP ally. |
| Stat Buff | Passive | Increases party stats by 20% of Fuuka’s stats, making her personal stat investment a party-wide contribution. |
| Benevolence | After an ally uses Theurgy or HIGHLIGHT | Adds 24% party critical damage for two turns. |
| Compassion | Backup Character selected | Adds party stats equal to 4.5% of the selected Backup Character’s stats. |
| Holy Prayer | Long-cooldown support action | Restores 35 Theurgy Energy and increases Theurgy damage when its main target is an S.E.E.S. member; otherwise restores 35 HIGHLIGHT Energy and increases HIGHLIGHT damage. |
The passive Stat Buff is another reason not to treat Fuuka as a character who only needs a single buff button. Twenty percent of her stats is shared with the party, while Compassion adds 4.5% of the selected Backup Character’s stats. A stronger Backup Character therefore improves more than Oracle Shift’s entry effect.
Benevolence rewards planning around the carry’s Theurgy or HIGHLIGHT rather than pressing Fuuka’s critical-damage support at random. Holy Prayer similarly asks you to decide whether the team is built around an S.E.E.S. Theurgy carry or a non-S.E.E.S. HIGHLIGHT carry before the fight begins.
The default Fuuka team formula
Start with a clear carry and build the other slots around the damage window:
- Primary DPS: the character responsible for most of the team’s damage.
- Sustain or defense: healing, mitigation or another method of surviving the encounter’s mechanics.
- Buffer, debuffer or enabler: a unit that amplifies the carry, lowers enemy defenses, applies the required element or ailment, or supplies another missing condition.
- Fuuka: Navigator support, two-turn party buffs and Backup Character activation.
- Wonder: when available as the flexible support slot, equip Personas that cover the missing healing, burn, buff or debuff function.
The practical team is therefore Fuuka plus one damage dealer, one sustain or defensive unit and one flexible amplifier, with Wonder supplying the utility that the fixed roster cannot. Item Level Gaming’s team guidance recommends building at least one area-of-effect team and one single-target team, because the same damage pattern does not fit every mode.
Best general-purpose composition
Fuuka + primary DPS + sustain + flexible amplifier
This is the safest starting point for a new Fuuka roster. Use Fuuka’s Attack and critical-damage buffs during the primary DPS’s burst window, let the sustain unit cover incoming damage, and use the fourth slot for the largest gap in the team. A buffer is best when the carry already has reliable survivability; a debuffer is better when enemy defenses are the limiting factor; an elemental or ailment enabler is better when the carry’s damage depends on that condition.

Recommended area-of-effect fire composition
Ann/Panther carry core
For an area-of-effect fire team, use Ann (Panther) as the carry, a sustain and burn enabler such as Lufel when appropriate, and a fire or burn amplifier such as Key when available. Fuuka provides the Navigator support, while Wonder carries Attack and debuff or burn Personas to patch the remaining requirement.
Two documented versions illustrate how the flex slots change. The beginner-oriented example uses Ann, Lufel and Wonder, with Leon as an offensive flex or Shun/Soy when durability is more important. The community fire example uses Panther, Cattle, Key, Phoebe and Wonder. These are not interchangeable five-character prescriptions: select the version that matches whether your stage needs healing, burn setup, amplification or additional durability.
When this team is the right choice
- Several enemies must be defeated together and the carry’s area damage is the main win condition.
- Burn or fire amplification can be maintained for the same turns as Fuuka’s two-turn buffs.
- The sustain slot can keep the team alive without consuming the carry’s burst turns.
Recommended single-target boss composition
Assassin carry with sustain and defense support
For a boss or other single-target encounter, start with a single-target Assassin such as Fleuret, add Mona or another sustain unit, and use Leon or another damage buffer. Fuuka remains the Navigator, and Wonder can carry a buff plus a defense-debuff package.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsOkyann, or an equivalent Navigator, becomes attractive when the team’s damage plan specifically depends on Windswept or another ailment. Do not add an ailment-focused support merely because it is powerful on paper; it must apply the condition reliably within the boss’s resistance and the team’s cooldown schedule.
Why the boss team differs from the fire-AoE team
A single boss gives you time to exploit defense reduction, critical damage and a carefully timed carry burst. It does not reward spending a slot on wide-area coverage that the encounter cannot use. Conversely, replacing the boss team’s sustain with another amplifier can fail when the fight’s damage forces a reset before Fuuka’s second support cycle.
S.E.E.S. and HIGHLIGHT-focused variants
Holy Prayer creates a meaningful composition choice. When its main target is an S.E.E.S. member, it restores 35 Theurgy Energy and increases Theurgy damage. Otherwise, it restores 35 HIGHLIGHT Energy and increases HIGHLIGHT damage. Build around the resource your carry actually spends:

- S.E.E.S. Theurgy team: choose an S.E.E.S. carry as the main Holy Prayer target and schedule the energy restoration before the Theurgy burst.
- Non-S.E.E.S. HIGHLIGHT team: use a carry whose damage is tied to HIGHLIGHT and align Holy Prayer with that activation instead.
This choice is most valuable in a long-cooldown plan. If the fight ends before the relevant energy or damage increase can be used, the nominally stronger branch may provide less practical value than a team with a simpler two-turn rotation.

Choosing Fuuka’s Backup Character
Use four checks rather than picking the character with the highest personal sheet damage:
- Opening value: does the character’s start-of-battle effect matter when Oracle Shift first activates?
- Status compatibility: will copied status effects remain useful on the current character and the carry?
- Stat contribution: do the Backup Character’s stats improve Compassion’s 4.5% party transfer?
- Cooldown alignment: can the Backup Character’s effect return during the carry’s next meaningful burst?
Fuuka’s Awareness 0 rule permits one non-Wonder Backup Character, so choose the slot according to the encounter. A defensive Backup Character is often correct when the stage’s failure point is survival; an offensive or ailment-oriented one is better when the carry already survives and needs a specific condition to burst.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Rotation planning for six-turn modes
Many endgame modes use six-turn limits, so support actions must fit the damage dealer’s cycle rather than being judged independently. The two-turn duration on Radiant Power and Spirit Wave makes their cast turn important.
- Identify the carry’s burst turn. Note when the carry uses its largest skill, Theurgy or HIGHLIGHT.
- Prepare the condition first. Apply the required burn, defense reduction, ailment or other amplifier before the burst if the effect would otherwise be missing.
- Cast Fuuka’s two-turn buff immediately before the window. Use Radiant Power for Attack and damage, Spirit Wave for critical damage, or both when the Ally Action economy permits.
- Trigger Benevolence deliberately. Use the ally’s Theurgy or HIGHLIGHT while its 24% party critical-damage effect can overlap the carry’s burst.
- Spend Wish Listener with a purpose. Radiant Power grants a stack; Oracle Shift should activate the Backup Character when its copied status and entry effect will still matter.
- Reserve Holy Prayer for the relevant resource cycle. Its 35-energy restoration and damage increase should land before the S.E.E.S. Theurgy or non-S.E.E.S. HIGHLIGHT that the team was built to exploit.
If a six-turn stage ends with Fuuka’s buffs unused, move the support cast earlier or simplify the team. If the carry bursts before the buffs are ready, reduce low-value setup actions and select a Backup Character whose start effect does not require a separate preparation turn.

How to build Fuuka step by step
- Set the carry first. Decide whether the roster is being built for area damage, single-target damage, S.E.E.S. Theurgy or non-S.E.E.S. HIGHLIGHT.
- Choose sustain for the actual encounter. Keep a healer, mitigation unit or defensive option when the stage can outlast one burst.
- Equip Attack scaling. This raises Radiant Power and contributes to the 20% Stat Buff shared with the party.
- Add critical-damage scaling. This raises Spirit Wave and works with Benevolence’s 24% party critical-damage trigger.
- Spend remaining budget on survival and reliability. The available evidence does not support one universal secondary-stat order, so use the stat that prevents the next failed rotation in your content.
- Select the Backup Character. Compare start effects, copied statuses, Compassion’s 4.5% transfer and cooldown behavior.
- Configure Wonder last. Fill the gap left after the carry, sustain and Fuuka plan are fixed: healing, burn, buff or defense debuff.
- Test the six-turn sequence. Confirm that Fuuka’s four-action skills, Benevolence, Oracle Shift and Holy Prayer all overlap the carry’s intended damage window.
Common mistakes and fixes
Building Fuuka like a normal DPS
Fuuka’s main payoff is party support, scaling buffs and Backup Character activation. If her personal attack turn delays Radiant Power or Spirit Wave, the team can lose more damage than it gains. Fix this by treating her as a scaling support and reserving her actions for the rotation that amplifies the carry.
Best Value
Choosing only Attack or only critical damage
Attack improves Radiant Power while critical damage improves Spirit Wave. A one-stat build can be appropriate for a very specific rotation, but the available figures do not establish a universal breakpoint that makes one stat always superior. Build toward the buff the team casts most often, then retain enough of the other stat for the second support skill.
Ignoring sustain because Fuuka supplies conditional recovery
Spirit Wave can restore 15% maximum HP to a critically injured ally or 30 SP to the lowest-SP ally under its conditions, but that does not replace a dedicated sustain plan in every encounter. Keep a healer or defensive unit when incoming damage can interrupt the six-turn rotation.
Using the same roster for every mode
AoE and single-target fights reward different carries and support packages. Build at least one of each when possible, then move Fuuka, Wonder and the flexible support slot between them according to the encounter.

Composition comparison
| Team plan | Carry type | Core support needs | Best flexible choice |
|---|---|---|---|
| General-purpose | One primary DPS | One sustain or defensive unit plus one buffer, debuffer or enabler | Wonder with the missing healing, burn, buff or debuff Persona |
| Fire area damage | Ann/Panther | Healing or burn support and fire/burn amplification | Lufel, Key, Leon, Shun or Soy according to the stage, with Wonder covering the remaining utility |
| Single-target boss | Fleuret or another Assassin | Mona or another sustain unit, plus a damage buffer and defense reduction | Leon, Wonder or an ailment-focused option such as Okyann when Windswept is central |
| S.E.E.S. burst | S.E.E.S. Theurgy carry | Holy Prayer timed for 35 Theurgy Energy and Theurgy damage | Backup Character and Wonder chosen for the carry’s burst condition |
| HIGHLIGHT burst | Non-S.E.E.S. HIGHLIGHT carry | Holy Prayer timed for 35 HIGHLIGHT Energy and HIGHLIGHT damage | Buff, debuff or ailment support that preserves the HIGHLIGHT window |
Bottom line for Fuuka teams
Use Fuuka as the team’s scaling support: Attack for Radiant Power, critical damage for Spirit Wave, and survivability after those two priorities. Pair her with one clear carry, one sustain or defensive unit and one flexible amplifier, then let Wonder cover the missing utility. Keep an AoE fire option and a single-target boss option when possible, choose the Backup Character for its entry effect and stat transfer rather than fame, and schedule every four-action support skill around the carry’s burst—especially in six-turn endgame stages.
