Use a milestone-based funding stack instead of searching for one replacement for venture capital. Indian deep-tech founders can combine founder and customer money for the first experiments, incubators and non-dilutive grants for proof of concept, debt or invoice finance once repayment is visible, and patient technology finance for deployment-ready products. The right mix depends on your technical readiness level (TRL), next milestone, eligible spending, procurement cycle and ability to repay.
Startup India’s funding guidance lists bootstrapping, family and friends, crowdfunding, incubators and accelerators, banks and NBFCs, government loan schemes, grants and the Trade Receivables Discounting System (TReDS) as routes available to startups. Equity does not require repayment but gives investors decision influence; debt requires principal and interest payments; grants do not require repayment but can be used only for approved purposes and milestones. External fundraising itself can take more than six months, so a runway plan should start before cash becomes urgent.

Start with the milestone, not the instrument
Deep-tech companies rarely move from an idea directly to repeatable revenue. A laboratory result, engineered prototype, certification, paid pilot and first production run each need different kinds of capital. Write down the next fundable milestone and the evidence that will prove it is complete. Typical milestones are:
- Proof of concept: demonstrate that the scientific or engineering principle works under defined conditions.
- Prototype: produce a reproducible hardware, software-hardware or biological system that can be tested outside the lab.
- Certification and validation: complete safety, regulatory, field or customer tests required for adoption.
- Paid pilot: deploy with a customer who contributes cash, data, facilities or a development payment.
- First production batch: finance tooling, inventory, quality systems and delivery.
- Repeatable sales: fund working capital against contracted revenue or accepted invoices.
For each milestone, specify the amount, months of runway, technical dependencies, permitted use of funds and the event that unlocks the next financing. A grant for experiments should not be stretched to pay inventory, and a loan should not be used to finance an unproven scientific hypothesis.

A practical stage-to-capital map
| Stage | Most suitable sources | Evidence to prepare | Primary risk |
|---|---|---|---|
| Idea to early experiments | Founder capital, carefully limited family or friends, university resources, incubator access | Technical question, test plan and budget | Personal financial exposure and slow progress |
| Proof of concept | Incubator-mediated grants, BIRAC BIG for eligible biotech, NIDHI-SSP through a listed incubator, customer-sponsored research | Milestones, novelty, feasibility and responsible spending plan | Competitive selection and milestone-controlled reimbursement |
| Prototype to pilot | SISFS support, paid pilots, development contracts, strategic partnerships and limited debt where repayment is documented | Prototype data, buyer, deployment plan and unit economics | Long procurement cycles and scope changes |
| Commercialization | Customer advances, purchase-order finance, bank or NBFC debt, TReDS and structured technology finance | Orders, accepted receivables, cash-flow forecast and collateral or guarantee information | Repayment pressure and customer concentration |
| TRL-4 or higher deployment | RDI Fund channels and Technology Development Board (TDB) financing when a call fits | Technical de-risking, commercialization case and strategic-sector relevance | Call-specific terms, diligence and later-stage eligibility |
Bootstrap the earliest work without creating a personal crisis
Founder capital and disciplined self-financing
Bootstrapping means growing with little or no venture capital or outside investment. It preserves ownership and lets the team decide which technical question to answer next. Use it for experiments whose cost and duration are predictable: a test fixture, a small batch of components, a cloud or laboratory bill, or a narrowly scoped contractor engagement.
Set a written maximum that the founders can lose without jeopardizing rent, debt payments, taxes or family obligations. Separate personal and company accounts, record every founder contribution, and agree whether it is paid-in capital or a documented loan. A cash dashboard should show at least the next 12 months of committed expenses, not just the current bank balance.
Family and friends
Informal money can bridge a short gap, but it is still a financing contract. Explain that deep-tech development can take longer than expected and that the investment may be lost. Put the amount, repayment or conversion terms, decision rights, reporting frequency and what happens if the company closes in writing. Avoid accepting money from someone who cannot afford the downside.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteWhen bootstrapping stops being rational
Move to external support when a founder-funded experiment has produced evidence that another milestone is worth pursuing, when the required equipment exceeds the founders’ risk limit, or when delaying development would lose a customer or regulatory window. Ownership preservation is valuable, but starving a validated project can be more expensive than taking a carefully bounded grant or loan.
Turn customer interest into financing
Paid pilots and development contracts
Hardware, industrial, climate, defence and enterprise technologies often have identifiable buyers before they have a finished product. Ask for a paid pilot, a development contract, a milestone advance, a purchase-order advance, licensing revenue or co-development funding. The proposal should define the technical deliverable, acceptance test, timetable, data rights, warranty boundaries and what the customer receives if the result is delayed or does not meet the target.
A paid pilot is more than cash: it tests whether the buyer will commit budget, provides operating data and can support later procurement. Price the work so that it covers direct development costs and a realistic share of overhead. Do not promise production volumes or performance that the current evidence cannot support.

Strategic partnerships and licensing
A manufacturer, research institution or established operator may contribute facilities, certification expertise, distribution or engineering capacity instead of paying the full development bill. Negotiate intellectual-property ownership, background IP licences, field-of-use limits, exclusivity, publication rights and termination conditions before technical work begins. Exclusivity that blocks other customers can be more costly than the cash it provides.
Manage concentration risk
One anchor customer can make a young company look funded while leaving it vulnerable to a delayed purchase order. Track the percentage of runway, engineering effort and forecast revenue tied to each customer. Keep a second validation path—another pilot, channel partner or grant milestone—so a single procurement delay does not stop the company.
Use incubators as an access layer, not merely office space
Incubators and technology business incubators can supply laboratories, equipment, mentors, validation networks and an application route to public programmes. Their quality and selection standards vary, so evaluate the specific facility, technical staff, previous outputs and terms rather than assuming every incubator offers the same support.
What to check before joining
- Whether the facility has the equipment, biosafety or prototyping capability your milestone requires.
- How intellectual property created with incubator resources is owned and licensed.
- Whether the incubator is eligible to submit or administer the scheme you are targeting.
- What reporting, fees, equity, service charges and milestone reviews apply.
- How quickly purchasing, testing and reimbursement decisions are made.
Incubator access is often the gateway to the Startup India Seed Fund Scheme (SISFS), NIDHI support and university resources. Apply to one or two programmes that match your milestone instead of treating every grant as interchangeable.
Non-dilutive programmes for proof of concept and early commercialization
Startup India Seed Fund Scheme (SISFS)
SISFS is designed for DPIIT-recognized startups moving from proof of concept toward market entry, commercialization or scaling through incubators. Its announced outlay is ₹945 crore. Current official material lists support of up to ₹50 lakh for market entry, commercialization or scaling through debt-linked instruments, while the scheme also describes grant and debt or convertible support administered through selected incubators. The exact instrument, amount, milestone and permitted expense depend on the live scheme terms and the incubator.

BIRAC Biotechnology Ignition Grant (BIG)
For eligible biotechnology innovators, BIRAC states: “BIG provides early-stage funding support of INR 50 Lakhs as grant-in-aid for a period of 18 months to translate their innovative ideas into Proof of Concept.” The grant is intended for biotech proof of concept, not unrestricted basic research or general operating expenses. Build an 18-month plan with measurable technical gates, a risk register, regulatory considerations, responsible procurement and a path to the next financing or partner. Funding is milestone-based, and reimbursement mechanics can affect cash timing, so maintain enough working capital to complete approved activities.
NIDHI-SSP
NIDHI-SSP is accessed through Department of Science and Technology-listed incubators or technology business incubators. The Department of Science and Technology reports maximum financial support of ₹1,000 lakh to an incubator, released in phases. That headline figure is support to the incubator under the scheme, not an automatic ₹1,000 lakh cheque to every startup. Ask the participating incubator what startup-level ticket, eligibility rules, milestones, intellectual-property terms and schedule apply in its current call.
How to choose among grants
| Programme or route | Best use | Key amount or structure stated officially | What founders must verify |
|---|---|---|---|
| SISFS | DPIIT-recognized startup from proof of concept through commercialization | ₹945 crore scheme outlay; up to ₹50 lakh listed for market entry, commercialization or scaling through debt-linked instruments | Current incubator list, instrument, milestones, eligible costs and reporting |
| BIRAC BIG | Biotechnology proof of concept | ₹50 lakh grant-in-aid for up to 18 months | Biotech eligibility, current call dates, reimbursement and milestone rules |
| NIDHI-SSP | Innovators working through a DST-listed incubator | Up to ₹1,000 lakh maximum support to an incubator, released in phases | Startup-level amount, incubator participation and scheme-specific conditions |
Use debt only when repayment is visible
Bank and NBFC loans
Banks and NBFCs can fund equipment, inventory or working capital without diluting ownership. They will, however, test repayment capacity, guarantees, collateral, promoter contribution, customer contracts and financial records. A deep-tech company with no revenue and an unproven product may be unable to service a conventional loan even if the technology is promising.
Model monthly principal and interest under a delayed-pilot case, a lower-sales case and a cost-overrun case. Include taxes, salaries, warranty obligations and the time between delivering to a customer and receiving payment. If one missed invoice would threaten payroll, the facility is too large or too early.
Government-backed credit routes
Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE), MUDRA and Stand-Up India are examples of government-linked debt routes that may be relevant depending on the company, promoter, sector and lender’s underwriting. These are not grants: the lender still assesses the borrower, repayment remains due and fees, guarantees or security requirements can apply. Check the current official eligibility and participating-lender terms before relying on any guarantee.
TReDS and invoice finance
TReDS can convert receivables into working capital after an eligible buyer accepts an invoice. It is most useful when an MSME supplier has delivered goods or services, the buyer is eligible for the platform and invoice acceptance is documented. The financier discounts the receivable, so compare the discount cost with the value of receiving cash earlier. TReDS cannot solve an unaccepted invoice, a disputed delivery or a buyer outside the system’s eligibility rules.

Debt readiness checklist
- Signed purchase order, contract or other documented source of repayment.
- Invoices that are accepted, undisputed and tied to an eligible buyer when using receivables finance.
- Monthly cash-flow forecast covering the full repayment period.
- Clear use of proceeds: equipment, inventory, receivables or another financeable asset.
- Information on guarantees, collateral, covenants, fees and consequences of late payment.
Patient technology finance for TRL-4 and later
RDI Fund
The Research, Development and Innovation (RDI) Scheme is intended to encourage private-sector investment in research, development and innovation. The Prime Minister’s Office describes its aim as providing long-term financing or refinancing with long tenors at low or nil interest rates. The ANRF structure describes fund managers such as alternative investment funds, development finance institutions and NBFCs as channels. This is a structured-finance approach, not a universal early-stage grant.
Technology Development Board (TDB)
A TDB government call associated with the RDI framework targets TRL-4 or higher technology approaching commercialization and describes structured financing rather than a grant. That makes it more relevant after technical de-risking, when the company can show a deployment plan, manufacturing or implementation capability, market demand and a credible route to repayment or returns. Calls, sectors, application windows and terms are specific to the notice, so verify the live call and participating fund manager before committing resources.
What “patient” does and does not mean
Long tenor or low-cost finance can reduce pressure during certification and scale-up, but it does not remove diligence. Expect assessment of technology readiness, strategic or sunrise-sector relevance, management, intellectual property, market, production plan and financial sustainability. Do not present RDI or TDB finance as a substitute for proof of concept.
Compare every route on the same decision sheet
Use one sheet for all sources so that a seemingly cheap option does not hide a damaging condition.
| Question | Why it matters | Typical implication |
|---|---|---|
| Does it dilute ownership or control? | Founders may trade future upside or decision rights for speed | Bootstrapping and grants generally preserve equity; strategic deals may include IP or exclusivity concessions |
| Must it be repaid? | Repayment can threaten payroll before revenue is stable | Loans and receivables finance require payment; grants do not, subject to approved use and compliance |
| What milestone unlocks cash? | Cash timing determines whether the team can complete the work | Grants and incubator support can be milestone-controlled; customer money may follow acceptance |
| What may the money buy? | Misclassified spending can cause rejection or repayment | Separate R&D, capex, inventory and working capital in the budget |
| What security is required? | Collateral or personal guarantees change founder risk | Debt underwriting may require guarantees, assets, contracted revenue or accepted receivables |
| Who controls IP and data? | Restrictions can block later customers or investors | Review incubator, customer and strategic-partner clauses before signing |
| How long is procurement? | Deep-tech buyers may take months to approve and pay | Use bridge cash only when the payment date and repayment source are documented |
A practical 12–18 month financing sequence
- Define one next milestone. Write the acceptance test, deadline, technical owner and evidence required for proof of concept, prototype, certification, paid pilot, first batch or repeatable sales.
- Build a 12–18 month use-of-funds plan. Put R&D, capital expenditure and working capital in separate lines. Include salaries, testing, tooling, certification, insurance, taxes and contingency.
- Establish eligibility foundations. Obtain DPIIT recognition where relevant, check MSME status if applicable and map the company to an incubator or TBI that is eligible for the target scheme.
- Select one or two best-fit non-dilutive programmes. Match the technical scope, geography, company age, sector, milestone and permitted cost categories. Do not assume a grant designed for biotech proof of concept can fund industrial inventory.
- Ask customers for structured contributions. Offer paid pilots, development contracts, milestone advances, purchase-order advances, licensing or co-development with explicit acceptance criteria.
- Document repayment before adding debt. Use bank or NBFC debt only when cash flow, guarantees, collateral, contracted revenue or accepted receivables support repayment. Consider TReDS after delivery and invoice acceptance.
- Prepare for later-stage technology finance. At TRL-4 or above, monitor RDI and TDB calls and the participating fund managers for strategic or sunrise-sector technologies.
- Verify live terms immediately before applying. Deadlines, eligibility, company-age limits, geography, incubator lists, interest rates, guarantee requirements and instrument terms can change. Confirm them on the relevant official portal and retain the version of the notice used for your application.
Build an application package that survives diligence
Technical case
- Problem definition and why existing approaches are inadequate.
- Current TRL, test conditions, results and unresolved risks.
- Milestone schedule with objective pass/fail measures.
- Equipment, personnel, facilities and external tests required.
Commercial case
- Named buyer type, procurement path and evidence of willingness to pay.
- Pilot scope, price, deployment responsibility and acceptance test.
- Manufacturing, supply-chain, certification and service plan.
- Unit economics and the working-capital gap between delivery and payment.
Governance and compliance
- Cap table, founder roles and prior financing obligations.
- IP ownership, employee and contractor assignments, licences and freedom-to-operate work.
- Regulatory, biosafety, export-control, environmental or sector approvals that apply.
- Separate bank records, invoices, procurement evidence and milestone reports.
Common mistakes and how to correct them
Applying to every grant
Generic applications waste time and create contradictory budgets. Choose programmes whose sector, TRL and permitted spending match the next milestone. Rework the technical plan for each scheme’s wording instead of copying a pitch deck.

Best Value
Budgeting only the engineering work
Certification, field installation, quality control, insurance, customer support, tooling and taxes can determine whether a prototype reaches revenue. Add them before requesting funds.
Giving away strategic rights for a small cheque
Customer or partner money can include exclusivity, ownership of improvements or broad data rights. Compare the value of the cash with the customers and markets that the restriction removes.
Assuming a headline amount is available to the startup
Scheme outlays and incubator-level allocations are not the same as a guaranteed company award. Confirm the startup-level ticket, instrument, release schedule and eligible costs in the current notice.
Waiting until the bank balance is low
Grant selection, customer procurement and external fundraising all take time; external fundraising can take more than six months. Start the next application or customer conversation while the current milestone still has runway.
What is not yet comparable across all routes
Official sources do not provide a single comparable approval rate, average time-to-cash or current interest-rate table covering every route above. Lender pricing, guarantee requirements, fund-manager participation, incubator capacity, deadlines and eligibility are volatile. Treat each figure as qualified: ₹50 lakh under BIRAC BIG is a grant-in-aid stated for up to 18 months for eligible biotech proof of concept; up to ₹50 lakh under the current SISFS listing refers to debt-linked support for market entry, commercialization or scaling; and ₹1,000 lakh under NIDHI-SSP is the maximum support reported to an incubator, released in phases.
