The best free VPN in India depends on what you need: Proton VPN Free offers unlimited data but little control over server choice; Windscribe and PrivadoVPN offer capped data with different location options; and an Indian IP may come from a virtual location rather than a physical server in India. The available evidence supports a useful shortlist of five services, not a defensible ranking of seven.
How to choose a free VPN in India
Start with your main constraint: monthly data, control over server locations, or an Indian IP address. These are separate benefits. An unlimited-data plan can still restrict where you connect, while a capped plan may offer more location choice.

A VPN routes your internet traffic through its provider. It does not make you anonymous: you still have to trust the provider and its logging practices. Treat no-logs statements as provider claims, and review the current privacy policy, jurisdiction, and independent audit coverage before relying on a VPN for sensitive activity.

Which free VPN fits your main need?
Unlimited everyday browsing: Proton VPN Free
Proton advertises no data or time limits on its free plan, which suits regular browsing better than a monthly cap. The trade-off is reduced control: Tom’s Guide’s September 2026 comparison says free users cannot manually select a server. That publication also reported poor results with major streaming services in its tests, so unlimited data should not be mistaken for reliable streaming access.
Proton says it removed physical servers in India in response to the 2022 data-retention directive and uses Smart Routing through Singapore-based servers to offer an Indian IP. More monthly data with email confirmation: Windscribe Free
Windscribe’s official materials state that its free plan provides 2 GB per month without a confirmed email address and 10 GB after confirmation. The allowance is limited, so consider how much video, downloads, or other high-bandwidth activity you expect. Windscribe describes its offer as “Free forever. 10 GB a month. No credit card, no logs, no catch.” That is the company’s description of its plan and privacy position, not independent verification.
A free Indian IP: PrivadoVPN Free
Top10VPN’s 2026 India comparison reports that PrivadoVPN’s free virtual India location assigns a Mumbai IP. A virtual location can provide an IP associated with India without establishing that the server carrying the traffic is physically there. The same comparison reported congestion at the location and limited app availability in Indian app stores when reviewed, so check both before choosing it.

Top10VPN and Tom’s Guide reported a 10 GB monthly free allowance in 2026. That cap may suit occasional use, but can be restrictive for sustained streaming or large downloads.
Other options worth checking: hide.me and TunnelBear
Tom’s Guide includes hide.me as a secondary free option, reporting limitations in speed, location coverage, and plan renewal. Its findings are not India-specific, and the comparison does not establish the current allowance here.

TunnelBear’s support page says it will not establish physical servers in India because of the data-retention requirements it associates with the 2022 directive. The provider explains: “Because of this, we can’t set up TunnelBear servers in India without compromising our no-logs policy.” This is TunnelBear’s stated rationale; it does not establish the current free data allowance or make a broader comparison with the other services.
What an Indian VPN location actually means
Distinguish an Indian IP address from a physical server in India. A virtual location can give you an IP associated with India while the server routing your traffic is elsewhere. Proton says its Indian IP uses Smart Routing through Singapore; Top10VPN describes PrivadoVPN’s free India option as a virtual location assigning a Mumbai IP.

The providers cited here associate their physical-server decisions with India’s 2022 CERT-In data-retention directive. Proton and TunnelBear explain their own decisions in those terms. This is not a detailed legal analysis: consult authoritative Indian government material for the directive’s scope and current requirements.
Privacy, streaming, and practical limits
Privacy claims are not anonymity guarantees
Proton and Windscribe make privacy and no-logs claims about their services. Those claims should be attributed to the providers, not treated as proof that no data can ever be collected or that a user cannot be identified. For a sensitive use case, examine the current privacy policy and check what independent audits cover, when they were conducted, and which apps or systems they included.
Streaming may be limited by data and location
Tom’s Guide’s 2026 comparison reports that capped free tiers can be poor choices for sustained streaming and that Proton’s free plan performed poorly with major streaming services in that publication’s tests. These are dated editorial findings, not a guarantee about current access or performance. Streaming platforms can change their VPN detection, and results can differ by location, device, and network.
Check setup requirements before committing
- Confirm the current monthly allowance and whether email confirmation is needed.
- Check whether the free app lets you choose a location or assigns one automatically.
- If you need an Indian IP, verify whether the location is virtual and whether the service’s app is available for your device in India.
- Read the current privacy policy and look for independent audit details rather than relying on a short marketing claim.
- For streaming, verify that the specific service works on your device and connection; a VPN’s advertised data allowance does not promise access.
Is a low-cost VPN better than a free one?
If your needs exceed a free plan’s data allowance, require a particular country, or depend on streaming, compare current paid plans against the limits that matter to you. A paid tier may offer more locations or features, but payment alone does not establish stronger privacy or guaranteed streaming access. Judge the specific provider’s policy, audit evidence, server options, and renewal terms.
