Best Free Project Management Tools for Enterprise Teams in 2026: 9 Options to Evaluate

Free project management plans can help an enterprise test a workflow or support a small team, but a free seat count alone does not make a product suitable for company-wide use. Among the options reviewed, Jira and Trello have specific limits documented on Atlassian’s free-plan page; other candidates have limits reported by the University of Michigan ITS or vendor roundups that should be confirmed with the vendor before adoption. No independent, like-for-like evidence establishes a definitive top ten, so the options below are a needs-based shortlist, not a ranked test.

What “free for an enterprise” should mean

For an enterprise, “free” can mean very different things: a permanent tier for a small team, an unlimited-user plan with important feature or capacity caps, or a time-limited trial. None establishes, by itself, that the plan includes enterprise governance, security, support, or portfolio management.

Use a free tier for a pilot or a narrow workflow only after checking whether its limits and controls match the intended use. Before moving sensitive work or inviting many teams, verify identity and access controls, auditability, retention and data residency, compliance documentation, administrative controls, support, and the paid-tier upgrade path. The reviewed comparisons identify security and compliance, scalability, portfolio management, reporting, collaboration, usability, and customization as relevant evaluation dimensions; they do not verify these controls for every free plan.

Free project management options to evaluate

This shortlist includes nine candidates supported by the available comparisons. It does not claim that every tool has a permanent free plan or is enterprise-ready. Plan limits can change, so confirm them on the vendor’s current plan page before making a decision.

Tool What the available plan evidence says Best reason to evaluate it Important qualification
Jira Atlassian’s free cloud plan page, accessed in 2026, lists up to 10 users and 2 GB of storage. It includes Scrum and Kanban boards, customizable workflows, roadmaps, and integrations. A small agile or software-team pilot that needs issue tracking and configurable workflows. The published 10-user cap makes the free plan unsuitable for an enterprise-wide workforce. Check the plan’s controls and capacity before putting production work on it.
Trello Atlassian’s free cloud plan page, accessed in 2026, lists no user limit, unlimited personal boards, cards, and lists, up to 10 team boards, one Power-Up per board, automation, and a 10 MB attachment limit. Lightweight visual work such as simple Kanban boards and team task tracking. No user limit does not mean unlimited team capacity: the 10-team-board and 10 MB-per-attachment limits matter for shared enterprise use.
Wrike The University of Michigan ITS 2026 comparison lists unlimited free users and positions Wrike for enterprise-level departments with high-volume, repeatable workflows. A 2026 vendor-produced list describes its free offer as basic. A department pilot where repeatable, high-volume work is the main need. The available evidence does not establish the current free-tier feature set, scale limits, or enterprise controls. Confirm those directly with Wrike.
Asana The University of Michigan ITS 2026 comparison lists free access for up to 2 users. An Atlassian vendor comparison also describes a free option, but the available pages disagree about user limits. A very small pilot to assess task and project workflows. Do not treat the 2-user figure as a settled current limit without checking Asana’s own plan page; the sources conflict.
monday.com The University of Michigan ITS 2026 comparison and monday.com’s vendor-produced 2026 comparison list a free tier for up to 2 users or seats. monday.com describes cross-department coordination and portfolio management as product-fit areas. A low-seat pilot to explore cross-functional workflows. The two-user cap reported by these sources is restrictive for broad enterprise adoption. Product-fit statements about portfolio management are vendor-authored, not independent validation of free-plan capabilities.
ClickUp Atlassian’s 2026 vendor roundup reports unlimited free users and tasks, multiple views, docs, chat, and automation. ClickUp’s own roundup also lists a free offer. A pilot seeking several work views and collaboration features in one workspace. Current limits, storage, security, and enterprise controls were not verified against ClickUp’s official pricing page in the sources available here.
Airtable Atlassian’s 2026 vendor roundup lists a free offer with up to 1,000 records per base and up to 5 users. Project workflows that benefit from a database-like structure. Confirm the record and user limits and current vendor terms before designing a workflow around them.
Smartsheet The University of Michigan ITS 2026 comparison describes Smartsheet as trial-only and reports a 30-day trial rather than a permanent free tier. A time-bounded evaluation if a trial is sufficient for the decision. On this evidence, do not describe Smartsheet as a permanently free tool. Verify the current offer with the vendor.
OpenProject A search result for OpenProject’s official pricing page indicates a free starting offer and distinguishes Enterprise Cloud and on-premises trials; detailed plan information was not available in the reviewed material. A possible open-source or self-hosted alternative for organizations prepared to assess deployment and operations. Check the current Community-versus-Enterprise feature split, hosting terms, and maintenance responsibilities directly with OpenProject before relying on this option.

Which tool is free for a large team?

Among the candidates, the University of Michigan ITS 2026 comparison lists Wrike as having unlimited free users, and Atlassian’s free-plan page lists no user limit for Trello. Those statements concern user counts only; they do not show that either free plan has the controls or capacity needed for enterprise-wide deployment. Trello’s reported team-board and attachment limits are especially relevant when many groups share work.

The same University of Michigan comparison lists Asana and monday.com at up to 2 users, while Smartsheet is trial-only. For other candidates, the available evidence does not establish a current free-plan user limit with enough confidence to state one as fact. Check the vendor’s current terms before comparing them.

How to decide whether a free plan is safe to pilot

  1. Define the pilot boundary. Name the team, workflow, data types, expected users, project count, and duration. Keep a small pilot distinct from a production-wide rollout.
  2. Map capacity limits to actual work. Check seats, projects, boards, records, storage, attachment size, automation, and any limits on views or integrations. A plan that has enough users can still run out of boards, storage, or records.
  3. Review controls before adding sensitive work. Confirm identity management and SSO, roles and permissions, audit logs, retention and residency, compliance materials, admin functions, and support for the exact plan and region. These plan-by-plan details are not established by the comparisons cited here.
  4. Test the work model and reporting. Decide whether the team needs agile issue tracking, visual Kanban, structured schedules, database-style records, or cross-functional operations. Then check dependencies, dashboards, portfolio roll-ups, resource planning, and reporting against the pilot’s requirements.
  5. Calculate the upgrade path before importing data. Identify which paid tier unlocks each required control or capacity limit. Verify current prices by geography, billing period, and seat minimum; paid pricing was not consistently established in the available sources.
  6. Assign operational ownership. For hosted cloud tools, establish who administers access and workspace structure. For self-hosted options, include hosting, maintenance, backups, upgrades, and security operations in the decision.

Why this is a shortlist rather than a ranked top ten

The available evidence combines an official Atlassian free-plan page, a University of Michigan ITS comparison, and vendor-produced roundups with different selection criteria. It does not provide independent head-to-head tests or verify current free-plan controls across ten products. Naming a tenth option or assigning an objective rank would therefore overstate what is established.

Use the specific published limits above as starting points, not guarantees that a plan remains unchanged. For volatile terms or capabilities, the relevant vendor’s current plan page is the decision source; the University of Michigan comparison is dated 2026, while Atlassian’s free-plan information was accessed in 2026.
