“Edit a PDF” can mean adding a comment, changing words already on the page, converting the file, extracting text from a scan or asking questions about its contents. Those are different capabilities. Match the tool to the exact task, your operating system, usage limits and whether the document can leave your computer.

What a free PDF editor can—and cannot—do
PDF files preserve a document’s visual layout rather than behaving like a normal word-processing file. As a result, free tools vary widely in what they call editing.

Annotations include highlights, sticky notes, drawings, stamps and form entries layered on top of a page. They do not necessarily alter the original paragraph. Adobe’s free online editor search excerpt describes annotation and basic online tools, but says existing body-text editing is not included in that free version. Treat that distinction as a capability boundary, not a minor wording difference.
Existing-text editing is a separate test
To replace a sentence already printed in a PDF, the application must identify the text object, preserve nearby spacing and reflow the page without damaging fonts or graphics. Ask specifically whether a product can edit existing text, rather than relying on the word “editor” in its description.

Scanned PDFs need OCR before they become searchable
A scan is usually an image. OCR (optical character recognition) creates a text layer that can be searched, copied or used for conversion. OCR does not guarantee that the visible letters on the scan can be changed in place. Sejda’s online editor explicitly says existing text inside scans cannot be changed. PDFgear advertises OCR for image-based PDFs in more than 30 languages; that is a vendor claim, not an independently measured accuracy result, so inspect the output before using it for contracts, figures or regulated records.

These products are not interchangeable. A tool that excels at comments may not alter existing paragraphs; a converter may not recognize a scan; and a browser editor may require uploading material that must stay local.

PDFgear: broadest documented feature range
PDFgear’s product page describes editing, conversion between PDF and Word, TXT, JPG, Excel and PPT, and OCR for scanned or image-based documents in more than 30 languages. Its site also presents AI-assisted document tools for asking questions or summarizing a file. Those are vendor-stated capabilities, not independent performance tests, so verify the result on a copy of your document.
When it makes sense
- You need several operations in one application: alter text, convert formats and run OCR.
- You want to ask a document-focused question instead of manually searching every page.
- Your workflow includes image-based PDFs and you can proofread the generated text layer.
Checks before relying on it
- Confirm that the current version supports your operating system and the specific conversion direction you need.
- For OCR, compare names, numbers, columns, footnotes and legal wording against the scan.
- For AI answers, verify every cited passage against the source PDF; a fluent summary is not proof that every detail was captured.
- Do not infer security, retention or regulatory suitability from a feature page alone. Review the current handling policy for sensitive files.
PDFgear’s website hosts a testimonial attributed to Jon Martindale that calls it a free, offline editor with merging, editing, conversion, signing and built-in ChatGPT-based document questions. That is a vendor-hosted testimonial, not an independent assessment, so treat “offline” and the performance description as claims to verify in the current application.

Sejda Desktop: local processing with a daily allowance
Sejda Desktop documents text editing, page rearrangement, signatures and conversion to Word, Excel and image formats. It states that Desktop processes files locally on your computer. That architecture is useful when an original contract, personnel record or unreleased design should not be uploaded to a web service.
Strengths
- Local file processing supports an offline-oriented workflow and avoids sending the document to a remote editor during normal use.
- Page operations are covered alongside text edits, so you can reorder, split or combine pages before exporting.
- Signatures and Office/image conversion address common administrative tasks without requiring a full paid editor.
Limit to plan around
Free use has daily limits. The allowance is a usage restriction, not a promise of unlimited personal work. Check the current desktop page for the number and type of tasks permitted, and plan a batch job before you begin if you have many files. Paid-plan pricing and terms can change, so do not treat an old price as permanent.
Sejda Web: convenient browser editing with a different privacy model
Sejda’s online editor provides browser-based editing, form tools, annotations and conversion. It is convenient on a managed computer, a temporary workstation or a device where you cannot install software.
What changes compared with Desktop
Sejda states that its web service uploads and processes files on Sejda servers, whereas Desktop processes them on your computer. This is a practical processing-location distinction, not a complete security assessment. Before uploading, review the current retention, deletion and security documentation and confirm that your organization permits the transfer.

Known editor limitations
- Existing text inside scanned pages cannot be changed in the online editor. You may be able to annotate the scan or create a new text layer, but that is different from editing the original letters.
- Right-to-left scripts are not fully supported. Test Arabic, Hebrew or mixed-direction documents before committing to a production workflow.
- Free use limits can apply; check the current service terms for the file size, task and daily restrictions that affect your job.
Adobe’s free online editor: use it for markup, not assumed rewriting
The available Adobe search excerpt describes a free online editor for annotation and related basic tools, while stating that editing existing body text is not included. That makes it a reasonable choice when the requirement is to highlight a clause, add a comment, fill a field or mark a page for review.
Do not select it on the assumption that “free editor” means you can replace every paragraph. Check the current page for sign-in requirements, conversion options and the exact boundary between free and paid features before sending a file through the browser.

TechRadar’s review, published February 10, 2026, describes PDF24 Creator as a free Windows-only desktop PDF editor with useful basic features. The review’s operating-system limitation matters: it is not a general recommendation for macOS, Linux, Chromebook or mobile users.
Use it when a Windows computer is available and the job is routine editing or page handling. Verify the current build’s OCR, conversion, signature and advanced-editing capabilities rather than assuming that every feature in a comparative review is present in your installation. No primary PDF24 documentation was assessed for this comparison.

Choose by the task you actually need
Changing existing words in a normal, digitally created PDF
Start with a tool that explicitly supports text editing, such as PDFgear or Sejda Desktop. Test a representative page containing the same fonts, columns and graphics as the real document. Look for shifted line breaks, missing glyphs, altered spacing and text that has been converted into a new overlay instead of replacing the original.
Adding comments, highlights or signatures
Annotation-focused work does not require full content editing. Adobe’s free online editor, Sejda Web and Sejda Desktop all document markup-related functions, while Sejda Desktop additionally documents signatures and local processing. Select the browser option for convenience or the desktop option when the file should remain on the computer.

Making a scan searchable
Use OCR, then proofread the generated layer. PDFgear advertises OCR in 30+ languages. Sejda’s online limitation means that recognizing a scan is not the same as changing the visible scanned text. If the final deliverable must show corrected words, create a new text layer or convert the document and rebuild the affected section.

Asking questions or summarizing a PDF
PDFgear’s site features AI-assisted document tools. Use them for navigation and first-pass summaries, then verify important answers against the original pages. AI document chat can help locate a clause, but it should not be treated as an authority for legal, financial, medical or compliance decisions.
Keeping a sensitive file off remote servers
Prefer a local workflow such as Sejda Desktop, subject to its current operating-system support and daily limits. PDFgear’s vendor-hosted testimonial describes offline use, but that statement is not independent verification. For any product, inspect current privacy and retention documentation and follow your organization’s policy.
Practical workflows
Workflow 1: edit text and export a clean copy
- Make a duplicate of the original PDF so the source remains untouched.
- Open the copy in a tool that documents existing-text editing, such as PDFgear or Sejda Desktop.
- Select a paragraph and replace a few words; check that the surrounding line wraps, font and spacing remain acceptable.
- Review every changed page at normal zoom and at a close zoom for clipped characters or shifted objects.
- Save to a new filename and reopen the exported file in a second PDF viewer to confirm that the edits persist.
Workflow 2: convert a PDF for editing in an Office application
- Choose the output format based on the content: Word for flowing text, Excel for tabular data, or an image format when visual fidelity matters more than editability.

- Compare page count, headings, tables, images, links and footnotes with the original.

- For confidential material, use a local desktop workflow or obtain approval for server processing.
- If browser editing is acceptable, check the service’s current retention and deletion terms.
- Remove temporary downloads and verify that the edited file is stored only where your policy allows.
Common failure modes and fixes
- “I can highlight text but cannot replace it.” You are using annotation capability or a free tier that excludes body-text editing. Switch to a product that explicitly documents text editing.
- “The scan is searchable but the old words will not change.” OCR created a text layer; it did not rewrite the image. Reconstruct the affected text or use a workflow designed for scanned-page editing.
- “The converted Word file looks different.” PDF-to-Office conversion is a reconstruction. Check tables, columns, fonts, headers, footers and page breaks manually.
- “The browser tool is blocked by policy.” Its server-processing model may conflict with your organization’s rules. Use a local desktop application and verify its limits.
- “A script renders incorrectly.” Test right-to-left languages early; Sejda Web documents incomplete support for those scripts.
- “The free tool stopped after several tasks.” Daily allowances apply to Sejda Desktop and may apply to other free services. Check the current limits instead of repeatedly retrying or assuming a file is corrupt.
A decision checklist
- Do you need to change existing text, or only annotate?
- Is the PDF digitally created or a scanned image?
- Which output formats are required: Word, Excel, TXT, JPG, PPT or another type?
- Does the document contain right-to-left writing, complex tables or unusual fonts?
- Must processing stay on your computer?
- Which operating system will run the editor?
- How many files must you process within the free tier’s daily limits?
- Will you use AI-generated summaries or answers, and can you independently verify them?
