Best Flock Safety Alternatives for Cities Seeking Vehicle-Crime Investigations With Stronger Privacy Controls

Motorola Solutions Vigilant, Axon ALPR, Rekor and Genetec AutoVu are the most credible alternatives for a city that wants automated license-plate reader (ALPR) investigations without accepting a vendor’s default data practices. Vigilant has the clearest documented evidence of fixed, mobile and vehicle deployments. Axon is relevant when a city intends to negotiate ownership and short retention in its contract. Rekor is suited to a software-first deployment over cameras the city already owns. Genetec AutoVu belongs in an enterprise procurement, but the available evidence does not establish an inherent privacy advantage over Flock Safety.

The vendor name matters less than the contract and system configuration. Require city control of data, short and enforceable retention, purpose-limited searches, role-based access, complete audit logs, encryption, limits on facial recognition and occupant capture, restrictions on sharing, breach notification and public oversight. A replacement that leaves those terms vague can reproduce the same surveillance risks under a different logo.

What an ALPR alternative actually replaces

Automated license-plate readers photograph passing vehicles, convert the plate image into a searchable record, and attach time and location information. Investigators can then search for a known plate, look for vehicles near an incident, receive a hotlist alert or connect observations across multiple cameras. Depending on the system, recognition can also include vehicle attributes such as make, model, color or body style.

A city replacing Flock Safety is therefore choosing more than cameras. It is choosing where images are hosted, who can search them, how long records persist, which agencies can see them, what evidence system receives exports and how an improper search is detected. The same camera coverage can create very different privacy outcomes under different retention and sharing rules.

The strongest alternatives identified for this use case are:

  • Motorola Solutions Vigilant: the best-documented candidate when a department needs fixed, mobile and vehicle-based investigative workflows.
  • Axon ALPR: a fit for a city willing to negotiate ownership, retention and governance terms rather than accept unmodified defaults.
  • Rekor: a software-first option for jurisdictions that want to use existing traffic, tolling or other compatible cameras.
  • Genetec AutoVu: an enterprise contender where broad integration and deployment scale matter; privacy must be demonstrated through architecture and contract language.

No source establishes that any one of these products is automatically more private than Flock Safety. The city must test the proposed configuration and write the safeguards into the agreement.

Shortlist comparison

Alternative Most useful when Evidence and qualification Questions to resolve in procurement
Motorola Solutions Vigilant The department needs fixed, mobile and vehicle investigation coverage. Merced, Anne Arundel County and a Nashville procurement document deployments or coverage across these categories. Privacy terms still require contract review. Retention by data type, sharing network participation, agency ownership, search permissions and audit access.
Axon ALPR The city wants to negotiate city ownership and a short retention period. A Denver proposal described 50 cameras, city ownership of data and 21-day photo retention. Those were proposal terms, not universal defaults. Whether the final offer preserves those terms, plus hosting location, exports, sharing, audit logs and deletion verification.
Rekor The city already owns cameras and wants a recognition and investigation layer rather than a full camera replacement. Market comparisons describe software running on third-party traffic and tolling cameras. Supported models and operating terms must be verified. Camera compatibility, edge versus cloud processing, accuracy, retention, cross-jurisdiction features and evidence integration.
Genetec AutoVu An enterprise RFI requires a major ALPR platform with integration options. Identified as a major alternative alongside Vigilant and Rekor; no evidence proves a blanket privacy advantage. System architecture, data residency, role model, sharing controls, retention enforcement and independent auditability.

Pricing, implementation fees and recurring subscription amounts are not established in the available material. Request a complete total-cost-of-ownership schedule instead of comparing camera prices alone.

Motorola Solutions Vigilant: strongest documented multi-mode candidate

Vigilant stands out because public agency records show it being used in the exact modes many vehicle-crime units require. Merced Police states that it uses Motorola Solutions (Vigilant) technology for its license-plate reader system and does not use Flock Safety cameras. The department also says its use is intended to comply with the law and respect community privacy. That statement confirms an operational alternative, but it does not by itself prove a particular retention period or sharing restriction.

Anne Arundel County describes a mixed environment containing Flock stationary and trailer devices, Elsag mobile devices and the Vigilant system. The county says its LPR program does not use AI facial recognition. A mixed environment is useful evidence that Vigilant can coexist with different camera types, but a city should not assume that another deployment has identical settings.

A Nashville government vendor update identified Motorola as the only proposed vendor covering all three LPR categories and the only vendor for vehicle LPR in that procurement. Vehicle-mounted capability matters when officers need to scan while patrolling rather than investigate only from fixed poles or trailers.

Where Vigilant needs scrutiny

  • Determine whether the proposed system joins a vendor or partner data network by default, and require written approval for every external connection.
  • Set separate retention periods for raw images, plate reads, vehicle attributes, alerts and exported case evidence.
  • Require a city-accessible audit log showing the user, query, time, purpose and records viewed.
  • Confirm that facial recognition is disabled and that the system does not infer or store occupants unless a separately authorized feature is essential.

Axon ALPR: useful when the city negotiates the deal

Alexandria’s evaluation framework is a practical model for considering Axon or any other bidder. The city is assessing capabilities, data-control features, public-safety needs, community engagement and a broader technology-governance framework. That approach treats the ALPR platform as a policy decision, not merely an equipment purchase.

A contemporary report described a Denver Axon proposal with 50 cameras, city ownership of the data and 21-day photo retention. Those terms show what a city may seek in negotiations. They are not stated as standard Axon defaults and should not be represented as a guaranteed product policy. Ask the vendor to place every promised term in the proposal, contract, data-processing agreement and configuration baseline.

Contract points to lock down

  • Define the city as owner or controller of images, plate reads, metadata, alerts and derived vehicle attributes.
  • Specify whether 21 days applies to all photographs, only non-hit images, or a different class of records.
  • Prohibit secondary use, model training and sale or disclosure outside authorized law-enforcement purposes.
  • Require deletion certificates or verifiable deletion logs when retention expires or the contract ends.
  • Set a process for public-records requests, subpoenas, litigation holds and emergency access without silently extending routine retention.

Rekor: software over cameras the city already owns

Rekor is primarily described as license-plate and vehicle-recognition software that can run on third-party cameras, including existing traffic and tolling infrastructure. That can reduce the disruption and capital cost of replacing every camera, especially for a transportation agency that already has suitable video feeds.

The software-first model changes the technical questions. A city must identify which camera models, frame rates, lighting conditions and network paths are supported. It should determine whether recognition occurs at the camera, on an edge appliance or in a cloud service; what leaves municipal premises; and how a temporary loss of connectivity affects capture and later synchronization.

Validation tests before commitment

  1. Provide representative day, night, rain and glare footage from the city’s own cameras.
  2. Measure plate and vehicle-attribute performance by lane, speed, weather and camera angle, with false reads recorded separately from missed reads.
  3. Verify that a known full-plate query can be restricted by role, case number and purpose, and that broad pattern searches are disabled unless policy permits them.
  4. Confirm retention and deletion behavior when the software is moved between hosting environments or disconnected from a camera vendor.
  5. Test export into the department’s evidence system while preserving chain-of-custody metadata.

Genetec AutoVu: include it in an enterprise RFI, not as a privacy shortcut

Genetec AutoVu is identified as a major enterprise alternative alongside Vigilant and Rekor. It is reasonable to include it when a city needs a large deployment, integration with existing security systems or a competitive request for information.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

There is no evidence here that AutoVu is inherently more private than Flock Safety. The city should require the same proof from every bidder: documented data flows, retention enforcement, role-based access, query logging, encryption, sharing controls and restrictions on facial recognition and occupant capture. A polished enterprise feature list cannot substitute for those controls.

Privacy controls that determine the outcome

Switching vendors does not automatically strengthen privacy. The following controls should be mandatory requirements, measurable acceptance criteria and subjects of periodic audit.

Retention and deletion

Set the shortest period that still supports the city’s documented investigative purpose. Distinguish non-hit reads from records linked to a case, hotlist alerts and evidence exported into a case file. State when the clock starts, what legal hold can suspend deletion, who can approve an exception and how deletion is verified.

Purpose-limited searching

Require a legitimate law-enforcement purpose, case or incident reference and a known full plate for routine system-wide searches where policy calls for that restriction. Palo Alto states that its cameras capture rear plates only, do not capture occupants or use facial recognition, encrypt transmitted data and limit system-wide searches to a known full plate and legitimate law-enforcement purpose. Those are concrete controls a city can adapt to its own policy.

Access, authentication and audit

Use named accounts, multi-factor authentication, least-privilege roles and prompt removal of departing personnel. Audit records should capture searches, alert acknowledgements, exports, administrative changes and failed access attempts. Supervisors or an independent auditor should review logs on a defined schedule, with consequences for misuse.

Sharing and network boundaries

Make every external agency, business partner and data network an explicit opt-in. Require the vendor to disclose where data is stored, which subcontractors can access it and whether a partner can copy or retain a record after the city deletes its own copy.

Collection limits

Specify whether cameras capture only rear plates, whether occupants are visible, which vehicle attributes are retained and whether facial recognition is technically unavailable or merely disabled by policy. Require configuration checks after firmware and software updates.

Security and incident response

Require encryption in transit and at rest, vulnerability remediation timelines, independent testing appropriate to the service and notification deadlines for breaches. The contract should identify who investigates an incident, preserves logs and informs affected agencies or individuals.

What public programs show about responsible deployment

Woodland describes a responsible ALPR program using authorized uses, access records, security safeguards, retention rules and controls on data sharing. Those elements form a useful public-facing policy outline because they explain not only what the cameras do, but also who may use the information and how misuse is detected.

Alexandria’s evaluation of alternatives combines technical capability with data control, public-safety outcomes, community engagement and technology governance. A city can use the same categories in its request for information and publish the scoring method before proposals arrive.

The scale of national networks illustrates why governance matters. A CDT/NCSL issue brief reports that Motorola Solutions has a data-sharing network of more than 3,700 agencies and business partners, while Flock Safety operates cameras in more than 6,000 communities and captures over one billion images per month. These figures describe investigative reach and potential exposure; they do not show that either network is suitable for a particular city. A local program should decide deliberately whether any broader network is necessary.

How to run a replacement procurement

  1. Document the mission. Separate stolen-vehicle recovery, suspect development, missing-person response, traffic enforcement and post-incident investigation. For each mission, state the minimum data and retention needed.
  2. Inventory current infrastructure. List camera locations, mobile units, trailers, network links, storage, evidence software and existing agreements. This determines whether a software overlay such as Rekor is feasible.
  3. Publish a capability-and-control matrix. Score fixed, mobile and vehicle coverage; plate and vehicle-attribute recognition; hotlists; case search; integrations; ownership; retention; sharing; audit; encryption; facial-recognition restrictions and public reporting.
  4. Demand a data-flow diagram. Require bidders to show capture, recognition, storage, backups, alerts, exports, support access and deletion paths, including subcontractors and partner networks.
  5. Run a controlled pilot. Use city footage and documented test cases. Record false reads, missed reads, search latency, alert handling, outage behavior and evidence export results.
  6. Negotiate enforceable terms. Put ownership, retention, deletion, purpose limits, sharing approvals, breach response, audit rights, accessibility and termination assistance in the signed agreement.
  7. Publish the operating policy. Explain authorized users, permissible searches, prohibited uses, complaint channels, retention, annual reporting and disciplinary consequences.
  8. Audit after launch. Review access logs, retention jobs, sharing events, configuration changes and random searches. Reassess the program before expanding coverage or enabling new recognition features.

Common failure modes and fixes

Replacing cameras without changing governance

Symptom: The city buys a different platform but leaves retention, sharing and search rules in a vendor appendix. Fix: Make those terms procurement requirements, acceptance tests and audit controls.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Treating a proposal as a product default

Symptom: A 50-camera, 21-day Denver proposal is cited as a universal Axon policy. Fix: Obtain the city’s executed terms and verify the setting in production.

Assuming a software overlay is automatically cheaper or safer

Symptom: Existing cameras are connected without checking compatibility, hosting or data flows. Fix: Test representative footage and map every processing and storage location before approval.

Allowing broad searches for convenience

Symptom: Users can browse location history without a case or purpose. Fix: Require a documented purpose, role-based permissions, full query logging and supervisory review.

Ignoring mixed fleets

Symptom: Fixed, trailer, mobile and vehicle units follow different retention or sharing rules. Fix: Apply one policy framework with explicit settings for each device class.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Decision framework for city leaders

Priority Best starting point Reason to proceed Condition that should stop the purchase
Full fixed, mobile and vehicle coverage Motorola Solutions Vigilant Public records document all three deployment categories or a procurement covering them. The proposal will not disclose retention, sharing, network participation or audit access.
Negotiated city ownership and short retention Axon ALPR The bidder accepts written ownership, deletion and purpose limits tailored to the city. Short retention appears only in marketing or an informal proposal and is absent from the contract.
Use of existing camera infrastructure Rekor Current cameras pass compatibility and accuracy tests, with transparent hosting and deletion. The city cannot determine where video and recognition data are processed or copied.
Enterprise integration and competitive bidding Genetec AutoVu The architecture meets integration, access and audit requirements at the required scale. Privacy is asserted as a brand benefit without measurable controls or independent verification.

Bottom line for a privacy-focused replacement

Start the shortlist with Vigilant, Axon ALPR, Rekor and Genetec AutoVu, then select the system that can prove the city’s required controls in a pilot and a binding contract. Vigilant has the strongest documented evidence for multi-mode investigations; Axon offers a clear example of negotiating ownership and a 21-day retention term; Rekor can avoid wholesale camera replacement; and AutoVu is a credible enterprise bid. None should receive a privacy pass simply for replacing Flock Safety. The defensible choice is the platform whose data flows, retention, searches, sharing, security and oversight remain under demonstrable municipal control.
