Fantasy Strike is the clearest match for players who want to use every character without buying a season pass or grinding unlocks: its official free-to-play page says all characters are immediately free online. The trade-off is that several offline and local modes require the optional Core Pack. Rivals 2 also has a strong no-paid-character-DLC policy, but its developer statement covers future characters rather than providing an independently verified, complete current roster. Brawlhalla has a large, cross-platform roster of more than 50 Legends, yet the cited official page does not establish that every Legend is permanently available to every player without rotation, currency, or an unlock purchase.
This guide separates character access from mode access and distinguishes a verified current roster from a forward-looking promise. That distinction matters if your goal is to avoid paying for individual fighters, not merely to find a free-to-play game with many characters.

What “complete roster with no paid character DLC” should mean
A game meets the strict version of this requirement only when you can select the current playable roster without paying for individual characters, a character pack, or a season pass. “Free-to-play” by itself is not enough: a free game can still rotate characters, sell permanent unlocks, or require a long in-game grind.

- Character access: Are all current fighters immediately available, or do you need a purchase, currency, rotation, or play-time unlock?
- Mode access: Are ranked, casual, practice, local versus, arcade, survival, and story modes included, or are some behind an optional pack?
- Roster certainty: Is the complete current roster documented, or is the evidence only a promise about characters released later?
- Platform and community: Can you play on your platform, use cross-play where needed, and find opponents in the modes you care about?
Cosmetic purchases and optional expansions are a different issue from paid competitive characters. A game can sell visual items or extra modes while still satisfying the character-access requirement. Conversely, a game with a huge free roster does not satisfy the strict test if some fighters require payment or an unverified unlock condition.

| Game | What is established | Character-access verdict | Mode or policy caveat |
|---|---|---|---|
| Fantasy Strike | Official free-to-play page says all characters are immediately free online and there are no grinds or unlocks. The April 2020 announcement made every character playable online for free immediately. | Verified match for online character access | Online Casual, Online Ranked, Online Friend Matches, Practice, and Single Match vs. AI are free. Boss Rush, Arcade, Survival, and Local VS require the Core Pack. |
| Rivals 2 | Aether Studios’ Evo 2024 announcement says all future characters after release will be free updates and that no paid character DLC or grinding is required. | Strong policy fit; verify the live roster | The statement is a developer promise about future releases, not a complete independent audit of the current roster, price, platforms, or shipped characters. |
| Brawlhalla | The official roster page calls it a free-to-play platform fighter, supports cross-platform play, and lists more than 50 playable Legends. | Large roster, strict test unconfirmed | The cited page does not say that every Legend is permanently available without rotation, in-game currency, or an unlock purchase. |
Fantasy Strike: the clearest answer
Why it passes the character test
Fantasy Strike has the most explicit access language of the three games. Sirlin Games’ official free-to-play page states that “all characters are immediately free online” and that there is “No grinding or unlocks.” That wording answers the central question directly: you do not need to buy fighters one at a time, purchase a character bundle, or spend hours unlocking the roster before playing online.
Sirlin Games repeated the policy in an April 2020 announcement, describing it as a first for free-to-play fighting games and saying players could play all characters online for free immediately with no grind-to-unlock. The announcement also identifies Fantasy Strike as a game from Super Street Fighter II Turbo HD Remix lead designer David Sirlin.
What is free and what is not
Free character access applies specifically to the online offering and the free modes listed by the official page:
- Online Casual Play
- Online Ranked Play
- Online Friend Matches
- Practice Mode
- Single Match versus AI
The same page lists additional modes in the optional Core Pack:
- Boss Rush
- Arcade
- Survival
- Local VS
This is the key boundary. “Every character is free” does not mean every mode is free. If you mainly play ranked, casual, friend matches, practice, or a single AI match, the free offering covers the modes named above. If couch multiplayer, arcade progression, survival challenges, or Boss Rush are essential, include the Core Pack in your budget.
Who should choose it
Choose Fantasy Strike when immediate online access to the full character roster is more important than receiving every mode at no cost. It is also the easiest recommendation when you want a policy that is stated plainly rather than inferred from a large roster or a future-content announcement.

- Challenge others anytime, anywhere, whether you're on the couch or on the go
- Play any way you want—locally, online, in TV mode, Tabletop mode, Handheld mode, or even with GameCube Controllers
- Fight faster and smarter with new and returning techniques, like the perfect shield and directional air dodge
- Face off in 2-4 player battles, or play against the computer
Before installing, decide whether you need Local VS or the additional single-player modes. That one decision determines whether the free version is sufficient. Also compare the game’s simplified control system with your expectations: players seeking traditional, highly technical input may prefer to evaluate the controls first, while players who value quick access to every fighter may find the simplified approach an advantage.

What the developer committed to
At Evo 2024, Aether Studios stated that “all future characters in Rivals 2 after release will be free updates to the game!” and that there would be “No paid character DLC or grinding required.” This directly addresses the monetization concern: the announced plan is to avoid charging separately for characters and to avoid requiring a grind before they can be used.
That policy makes Rivals 2 a strong candidate for anyone who refuses season passes or per-character purchases. It is different from Fantasy Strike’s evidence, however. Fantasy Strike has an explicit current statement covering all characters immediately online. Rivals 2’s cited statement is forward-looking and concerns characters released after the game’s launch.
Why the roster is not marked fully verified here
A promise about future updates does not, by itself, provide a complete current roster table. The available statement does not establish how many characters are currently playable, which announced fighters have shipped, the game’s current purchase price, or the exact platform and cross-play situation. It also does not independently verify that every character visible in a current store build is already covered by the policy.
For that reason, treat Rivals 2 as “policy fit pending verification,” not as an audited complete-roster result. The policy is meaningful, but the live product can change as characters are released, platforms are updated, or storefront terms are revised.
What to verify before buying
- Open the current store listing for your platform and record the base-game price and edition name.
- Check the developer’s current roster or character-select information and count which fighters are playable now.
- Look for any character, founder, deluxe, or season-pass purchase that changes access to competitive fighters.
- Confirm whether every character released after launch is listed as a free update rather than paid downloadable content.
- Check the platform and online requirements, then verify that the modes and community you want are available where you play.
If those checks confirm that current and future fighters remain free after the base purchase, Rivals 2 can meet the practical goal. If a store page introduces a paid character tier, the older Evo 2024 promise should not be treated as a substitute for the current terms.

Brawlhalla: a big roster, but not proof of permanent free access
What is confirmed
Brawlhalla’s official roster page describes it as a “Free-to-Play Platform Fighter,” supports cross-platform play, and lists “50+ Playable Legends.” Those facts make it attractive for players who want a broad selection and the ability to play across supported platforms.
The roster size is a current figure from the official page, accessed in 2026. It establishes scale, not the precise cost or permanence of each Legend’s access.
Why it does not receive the strict recommendation
The cited page does not state that every one of those 50-plus Legends is permanently selectable by every player without rotation, in-game currency, or an unlock purchase. A large roster and a free-to-play label cannot answer that question on their own.
Recommended Free Tools
Do not describe Brawlhalla as a definitive complete-roster/no-paid-character-DLC match until you confirm the live Legend-access rules in your region and edition. The relevant details can change independently of the roster count, so check the current character menu and storefront terms rather than relying on the headline number.
How to evaluate it for your situation
- If you only need a rotating or starter selection, the free-to-play structure and cross-platform support may be sufficient.
- If you require every current Legend at all times, identify whether permanent access is automatic, earned, or purchased.
- If a purchase unlocks a broad roster bundle, determine whether that still fits your definition of “no paid character DLC.” A bundle can remove per-character charges while still failing a zero-purchase requirement.
- Check whether the modes you use share the same access rules as the standard online game.
How to verify a no-paid-character policy in any fighting game
Use this process whenever a store description says “free roster,” “all characters,” or “no DLC.” Marketing language often refers to a starter roster, a temporary rotation, or future content rather than every fighter currently released.
1. Define your own pass condition
Write down whether you require every character immediately, every mode free, or simply no recurring character purchases. For example, Fantasy Strike passes an “all online characters free” test but not an “every mode free” test because Local VS and several offline modes are in the Core Pack.

2. Read the character-access wording
Look for unambiguous terms such as “all characters,” “immediately free,” and “no grinding or unlocks.” Statements that mention only “free-to-play,” “50-plus characters,” or “future characters” need additional verification.
3. Separate current and future content
A developer can promise that characters released later will be free while leaving the current roster’s access unclear. Record two answers: the status of fighters available today and the policy for future additions.
4. Check every relevant mode
Open the mode list and mark online casual, ranked, friend matches, practice, AI, local versus, arcade, survival, story, and challenge modes. A title can provide all characters online while charging for local or single-player modes.
5. Inspect the storefront and in-game purchase screen
Search for character packs, founder editions, season passes, rotating access, premium currency, and permanent unlocks. Note the region, platform, edition, and date because live-service terms can change.
6. Confirm platform and community needs
Cross-play can matter as much as roster access. Verify supported platforms and whether the online modes you want are active for your friends or local community. Do not assume that a policy announced for one release or platform applies identically everywhere.

Common mistakes when comparing fighter monetization
Confusing a free game with a free roster
The phrase “free-to-play” describes the entry model, not necessarily permanent access to every character. Always find the specific character-access rule.

Treating a large roster as a complete-roster guarantee
“50+ playable Legends” proves that a lot of characters exist. It does not prove that all are available to every player at no cost.
Ignoring mode locks
Character access and mode access are separate purchases in some games. Fantasy Strike is the clearest example: online characters and several online modes are free, while Local VS, Arcade, Survival, and Boss Rush are Core Pack features.
Assuming a future-content promise is a current audit
Rivals 2’s Evo 2024 statement is valuable evidence of intent, but a current buyer still needs to confirm which characters have shipped and how the present store lists them.
Overlooking regional or platform differences
Store editions, currencies, platform policies, and online requirements can differ. Record the exact platform and region when checking access, and revisit the terms after major updates.
Bottom line
For the narrow requirement “let me play the whole roster online without buying character DLC,” choose Fantasy Strike: it is the only title here with an explicit current statement that all characters are immediately free online with no grind or unlocks. Budget separately for its Core Pack if you need Local VS, Arcade, Survival, or Boss Rush.
Rivals 2 is the next most promising option because Aether Studios announced that future characters would be free updates with no paid character DLC or grinding. Confirm the live roster and store terms before purchase. Brawlhalla is worth considering for its 50-plus Legends and cross-platform play, but its cited roster page does not prove permanent, no-cost access to every Legend, so it should not be labeled a definitive match without that additional check.
