If turn-based combat is the priority, start with Fate/Grand Order: it is an official Fate mobile RPG with turn-based battles on iOS and Android. For a return to the specific premise of Fate/EXTRA, look to Fate/EXTRA Record—a remake of that original Fate RPG, not an unrelated sequel. Fate/Samurai Remnant and Fate/EXTELLA LINK are worth considering for their Fate settings and characters, but both are action-focused rather than turn-based.
Quick comparison: which Fate game fits?

Choose based on what you want next
For turn-based combat on a phone: Fate/Grand Order
Fate/Grand Order is the clearest official match if you mean “another Fate RPG with turn-based battles.” Aniplex describes it as a Fate smartphone RPG for iOS and Android. Its battle system separates tactical decisions from a Command Card phase, giving each turn a planning element rather than asking you to control characters in real time. See the official battle guide.

The trade-off is the format: it is an ongoing mobile game, not a standalone console RPG. Choose it if mobile play and an evolving game structure suit you; it is not a direct replacement for the console-and-PC experience associated with Fate/EXTRA Record.

Fate/EXTRA Record is the closest return to the setting and structure that made Fate/EXTRA distinctive. TYPE-MOON is rebuilding the original PSP-era Fate RPG with a revised and expanded narrative and a new battle system. Its digital world is organized around the Moon Cell and the Moon Holy Grail War, while combat uses strategic deckbuilding and customizable Command Cards. Details are on the official game site.

For a different Fate conflict and action combat: Fate/Samurai Remnant
Fate/Samurai Remnant sets its Waxing Moon Ritual in Edo, where Masters and Servants are drawn into a new conflict. PlayStation describes it as an Action RPG, and its combat has players switch between Master and Servant. The setting and Fate premise make it a strong alternative if you want another story in the franchise, but its battles do not meet a strict turn-based preference. Read PlayStation’s overview of the Waxing Moon Ritual.
