Best Facebook Scrapers for Marketers: Apify, PhantomBuster and Authorized Meta Access

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Apify is the best fit for technical marketing teams that need programmable Facebook data workflows, cloud execution, storage, proxy rotation, schedules and monitoring. PhantomBuster is the better fit for no-code growth teams that want prebuilt browser automations. For compliance-sensitive work, an official Meta API, Ad Library access, research program or written authorization should come first whenever it supplies the fields you need.

There is no responsible “scrape anything” choice. Meta’s Automated Data Collection Terms require express written permission before automated collection, and permission can be limited or revoked. Your source, fields, account handling, retention policy and intended use matter as much as the software.

Quick verdict

Option Best for What it does well Main limitation
Apify Technical teams, agencies and repeatable pipelines Programmable Actors, cloud runs, storage, proxy rotation, schedules, monitoring and integrations You must use it only where extraction is permitted or specifically authorized; its acceptable-use rules prohibit illegal or deceptive activity
PhantomBuster No-code marketers and growth teams Prebuilt browser-based automations for data collection and sales, marketing or recruiting tasks The customer remains responsible for compliant use, and fake accounts are prohibited
Meta-authorized access Owned assets, regulated work, research and campaigns requiring defensible permission Access aligned with Meta’s own permissions, controls and available fields Eligibility, app review, permissions and fields vary by use case

Recommendation: start by checking whether Meta’s official route covers your use case. If it does not, document the specific written permission that covers the Facebook surface, fields, volume and purpose. Then choose Apify for code-first operations or PhantomBuster for no-code workflows.

What Facebook scraping means—and why authorization comes first

Meta’s Help Center defines scraping as “the automated collection of data (for example, using software to collect data) from a website or other interfaces and features built for people.” That definition is broader than downloading HTML: automated collection through a browser, script or third-party service can all fall within it.

Meta’s permission requirement

Meta’s Automated Data Collection Terms took effect on October 7, 2024. They state: “You will not engage in Automated Data Collection without first obtaining Meta’s express written permission or in any manner that is not explicitly authorized by Meta.” The terms also restrict collected-data use to search-engine results, previews of Meta URLs or another purpose for which Meta has expressly granted permission. Permission may be revoked, and Meta can restrict collection.

Accepting the terms is not itself the required written permission. You need a separate authorization through Meta’s formal process, or an official product/API route whose own terms explicitly cover the activity. A client’s approval, a page being public, or a scraper vendor offering a connector does not substitute for Meta authorization.

Why account and data controls are part of tool selection

Meta’s engineering team wrote on February 18, 2025 that “Unauthorized scrapers commonly hide themselves by mimicking the ways users would normally use a product.” The same article describes static-analysis tools used to detect potential scraping vectors across Facebook, Instagram and parts of Reality Labs. Do not treat anti-bot behavior as a technical puzzle to defeat. Treat it as a signal to stop, confirm authorization and use a permitted route.

  • Collect only fields your authorization and campaign require.
  • Separate business-page or ad data from personal information wherever possible.
  • Define who can access exports, how long they are retained and when they are deleted.
  • Keep a record of the authorized surface, purpose, date, volume and permission owner.
  • Stop a job when the source changes behavior, presents a challenge or returns data outside the approved scope.

Apify: the strongest choice for programmable marketing pipelines

Apify packages extraction logic as Actors that can run in the cloud. Its documented platform capabilities include persistent storage, proxy rotation, scheduled jobs, run monitoring and integrations. That combination suits an agency or in-house data team that needs the same authorized collection process to run repeatedly and feed a warehouse, dashboard or downstream model.

Where Apify fits

  • Repeatable collection: schedule an authorized Page or Ad Library workflow instead of relying on a one-off browser session.
  • Engineering control: write or configure an Actor that normalizes records, handles pagination and emits a predictable schema.
  • Operations: keep run history, inspect failures, store results and connect outputs to other systems.
  • Scale planning: account for proxy, storage, run and engineering costs rather than looking only at a subscription price.

Apify’s Acceptable Use Policy requires legal, legitimate use and prohibits fake accounts, deceptive behavior, artificial interactions and other abuse. Use its infrastructure only for sources and fields your permission covers. Proxy rotation is an operational feature, not permission to access data that Meta has not authorized.

PhantomBuster: the no-code option for browser-based workflows

PhantomBuster’s terms describe a service that automates data-collection and other tasks on independent services for sales, marketing, recruitment and related business work. Its prebuilt “Phantom” style workflows are a practical fit when a marketer wants to configure a recipe rather than maintain an Actor or data pipeline.

Where PhantomBuster fits

  • Fast setup: configure a prepared workflow for a defined marketing task.
  • Browser-oriented jobs: useful when the process resembles an authorized action a marketer performs manually.
  • Small teams: less custom infrastructure is needed than with a code-first pipeline.

PhantomBuster’s Responsible Use Policy says the technology is neutral but customers are the final decision-makers for compliant use. It explicitly prohibits fake accounts; its policy states that the company never uses fake accounts to give customers access to more data than they would have manually on independent services. Use a real, authorized account only when the workflow and Meta’s permission allow it.

When Meta’s own access is the better “scraper”

If you need data from assets you own, a compliance-sensitive research project or a regulated campaign, begin with Meta’s official APIs, Ad Library access, research programs or written permission. These routes can offer clearer provenance, permission checks and data controls than an interface designed for human browsing.

Official access is not automatically complete. App eligibility, review, granted permissions, available fields and rate limits vary by use case. Map the exact fields you need—such as ad creative metadata, Page information, posts, comments or events—to the route that can legally provide them. If an official route supplies the required fields and volume, there is little reason to introduce a third-party browser collector.

How to choose a Facebook data tool

Evaluate the following dimensions before comparing feature lists:

Question Why it changes the decision
Is the exact surface authorized? Pages, ads, posts, comments, events and owned-account data can have different permissions and stability.
Do you need code or configuration? Actors and APIs suit engineering teams; prebuilt no-code recipes suit marketers who do not want to maintain infrastructure.
How often will it run? Schedules, retries, monitoring and historical storage matter for recurring intelligence, not for a one-time export.
What is the required scale? Estimate records, concurrency, proxy use, storage and review time before selecting a plan.
What personal data is involved? Minimization, access controls, retention and deletion should be designed before collection.
What is the total cost? Include subscription, runs, proxies, storage, engineering, QA and compliance work. Current official pages do not provide a reliable cross-vendor price benchmark.

A permission-first workflow for authorized collection

The following process works whether the implementation is an Apify Actor, a PhantomBuster workflow or a Meta-authorized integration.

  1. Write the use case. Name the Facebook surface, fields, geographic scope, collection frequency, intended recipients and business purpose. Avoid vague goals such as “collect everything.”
  2. Verify the route. Check whether an official Meta API, Ad Library route, research program or written permission provides the required fields. Save the authorization record with the project.
  3. Design the minimum schema. Use stable business identifiers and timestamps where available. Exclude personal fields that are not essential to the decision the marketing team is making.
  4. Select the operating model. Choose Apify when you need Actors, scheduled cloud runs, storage, proxy management, monitoring or integrations. Choose PhantomBuster when a no-code, browser-based recipe is sufficient.
  5. Set conservative limits. Start with a small authorized sample. Define concurrency, retry behavior, stop conditions and a maximum record count before expanding.
  6. Validate every run. Check field completeness, duplicate rates, timestamps, encoding and whether the result contains data outside the approved scope. Preserve run logs so an unexpected change can be investigated.
  7. Protect the output. Restrict access, encrypt exports where appropriate, document downstream uses and set an automatic deletion date. Do not pass raw personal data to systems that do not need it.
  8. Review continuously. Reconfirm permission when the campaign, account, fields, volume or purpose changes. Pause collection after a challenge, policy notice or unexpected page change until authorization and configuration are rechecked.

Data quality, reliability and cost considerations

Expect source changes

Facebook interfaces and fields can change without notice. Build a validation step that detects missing columns, changed labels, empty result sets and sudden volume shifts. A successful HTTP response is not proof that the records are complete or in scope.

Separate collection from analysis

Store raw authorized results separately from normalized marketing tables. Record collection time, source surface and workflow version so analysts can distinguish a real campaign change from a parser or permission change.

Budget the whole pipeline

A low headline subscription can hide proxy, storage, run, engineering and compliance costs. Compare expected records and run frequency, then price monitoring, review and deletion work. The current vendor material does not establish a reliable apples-to-apples price ranking for Apify and PhantomBuster.

Common problems and safer fixes

“The tool returns a login page or a challenge”

Cause: the account, surface or automation is not authorized, or Meta has changed access controls. Fix: stop the run, verify written permission and move to an official route. Do not add stealth behavior or create another account to bypass the control.

“The fields I need are missing”

Cause: the selected API permission, Actor or workflow does not expose those fields, or the authorization does not cover them. Fix: map the requirement to an authorized Meta field set or revise the scope. Do not infer private values from unrelated fields.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“Results contain duplicates”

Cause: scheduled windows overlap, pagination is repeated or records lack a stable key. Fix: keep a source identifier and collection timestamp, deduplicate during normalization and retain the original run reference for auditing.

“A run suddenly returns zero records”

Cause: a source layout change, expired permission, filter error or temporary failure. Fix: compare the run log with a small manually authorized check, test the filters, and pause recurring jobs until the cause is known.

“An agency wants to use a client’s account”

Cause: account ownership and Meta authorization are being treated as the same thing. Fix: document the client’s account authority, the agency’s permitted role and the separate Meta permission covering automated collection. A client contract alone does not grant Meta’s required written permission.

Or skip the browser setup

If your marketing workflow needs a visual record of a Facebook page or ad-library view rather than structured records, ScreenshotNeo is a separate screenshot API and MCP server—not a Facebook data scraper. It can capture the rendered page after accepting cookie or consent banners and removing more than 60 known consent platforms, newsletter popups and chat widgets; each cleanup step can be disabled.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Only clean shots are billed. Bot checks or CAPTCHAs, blank pages, timeouts, failed loads and cache hits cost nothing, and the response reports the result in X-Page-Verdict and X-Billed headers. Its MCP server exposes take_screenshot, get_page_info and capture_pdf for Claude, Cursor and other MCP clients.

For a rendered snapshot of an authorized Facebook URL, make one request (see the ScreenshotNeo API documentation):

curl -G "https://api.screenshotneo.com/v1/shot" -d access_key=YOUR_API_KEY --data-urlencode url=https://www.facebook.com/ads/library/ -o shot.webp
import requests
r = requests.get("https://api.screenshotneo.com/v1/shot", params={"access_key": "YOUR_API_KEY", "url": "https://www.facebook.com/ads/library/"}, timeout=90)
open("shot.webp", "wb").write(r.content)
const q = new URLSearchParams({ access_key: 'YOUR_API_KEY', url: 'https://www.facebook.com/ads/library/' });
const res = await fetch(`https://api.screenshotneo.com/v1/shot?${q}`);

ScreenshotNeo supports full-page captures with lazy images loaded, CSS-selector element shots, dark mode, 12 device presets plus custom viewports, retina scale, PDF paper sizes and page ranges, custom CSS and JavaScript, clicks before capture, selector waits, network-idle waits, ad and tracker blocking, custom headers and cookies, user agents, Authorization, timezone and geolocation, transparent backgrounds, resizing, chosen cache TTLs, signed image links, asynchronous jobs with signed webhooks, bulk capture for up to 100 URLs per call, a usage API and an OpenAPI specification. Parameter names used by other screenshot APIs also work, which can simplify migration.

The Free plan includes 1,000 shots per month with no card. Paid plans are Starter $5 for 3,000 shots, Growth $15 for 15,000, Pro $39 for 60,000, Scale $99 for 250,000 and Business $249 for 1,000,000; yearly billing gives two months free, and every feature is included on every plan. Use screenshots to document creative appearance or QA an authorized page, not to claim structured Facebook data that the image does not contain.

FAQ

Is an API technically different from scraping?

An API is a defined interface with explicit fields and permissions; scraping is automated collection from a site or interface built for people. The legal and contractual question is whether Meta authorizes the particular collection and use, not which label a vendor uses.

Can a public Facebook page always be scraped?

No. Public visibility does not by itself satisfy Meta’s express-written-permission requirement for automated collection. Confirm the authorized route and purpose before scheduling a job.

Should I use one tool for every Facebook surface?

Usually not. Ads, Pages, posts, comments, events and owned-account data can have different permissions and stability. Select the route that exposes the specific fields you need under a documented authorization.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is ScreenshotNeo a replacement for Apify or PhantomBuster?

No. ScreenshotNeo returns rendered images or PDFs and offers an MCP server for AI-agent capture. Apify and PhantomBuster are the choices in this article for authorized structured data-collection workflows.
