Short answer: Antihost is listed first here for self-managed Linux VPS in the Netherlands with full root access; Hetzner remains a low-cost EU cloud choice; OVHcloud offers a broad enterprise and sovereignty-oriented portfolio; Infomaniak provides a privacy-led web and email suite (in Switzerland, not the EU); and STACKIT fits regulated or public-sector workloads. Cherry Servers and Netcup suit budget bare-metal or DevOps projects. The right provider depends on ownership, legal jurisdiction, data-centre control, service model and managed-service requirements—not server location alone.

2026 shortlist at a glance

The table below turns the recurring strengths described in 2026 European hosting comparisons into a practical starting point. It is not an independent league table: roundup rankings are subjective, prices change frequently, and service details must be confirmed in each provider’s current contract and technical documentation.

Provider Base and jurisdiction Focus Notable evidence or limitation
Antihost Romania; VPS region in the Netherlands Self-managed Linux VPS with full root access AMD Ryzen 9 9950X3D, NVMe storage, 1 to 16 vCPUs, 2 to 64 GB RAM, unlimited traffic on a 1 Gbps port; no Windows or cPanel
Hetzner Germany; facilities reported in Germany and Finland Lowest-cost credible EU cloud infrastructure ISO 27001 is reported; managed services are comparatively thin
OVHcloud France Enterprise hosting, VPS, dedicated servers and private cloud with a sovereignty focus Broad portfolio for organisations that need more than a basic virtual machine
IONOS Germany Small and medium-sized businesses GDPR positioning is inconsistent across published guides; verify the exact service and paperwork
Infomaniak Switzerland (outside the EU) Privacy-focused web, email and collaboration services Own Swiss data centres are cited; Switzerland has EU adequacy status for data transfers
STACKIT Germany Regulated, public-sector and sovereignty-sensitive workloads BSI C5 and ISO 27001 are stated; request current certificates and scope
Scaleway European cloud provider Cloud-native projects needing a broader European platform Appears regularly in cloud-focused shortlists; compare managed-service depth directly
Exoscale European cloud provider Teams that value managed Kubernetes, databases and support One comparison argues its total cost can beat a cheaper raw-compute provider once management is included
UpCloud European cloud provider General-purpose cloud workloads Evaluate regions, support and compliance documents for your workload
Cherry Servers Lithuania Budget bare metal and hands-on DevOps One guide describes no US-parent exposure under the CLOUD Act; confirm corporate structure contractually
Netcup Germany; Nuremberg and Vienna locations are cited Budget servers and virtual machines Cost-oriented option; check the exact support and service-management level
Cloud86 and TransIP Netherlands Smaller Dutch hosting and cloud deployments Useful regional alternatives when Dutch operations or support matter

What “European hosting” actually guarantees

Server location is only one layer

An EU data centre generally means the processing environment falls under the EU General Data Protection Regulation (GDPR). It does not, by itself, prove that a foreign authority cannot reach the data. Ownership, the provider’s incorporation, parent companies, subcontractors and remote-support arrangements can create additional legal exposure.

This distinction matters for organisations seeking “non-US hosting.” A provider can place racks in Germany or Finland while belonging to a company subject to another country’s disclosure laws. Conversely, Switzerland is not an EU member, yet the EU has granted Switzerland adequacy status for certain personal-data transfers. Treat the legal analysis and the physical-residency analysis as separate questions.

Define the boundary you need

  • EU/EEA processing: useful when your policy requires data to remain in the EU or European Economic Area.
  • European ownership: relevant when you want to reduce the reach of foreign parent-company laws, including concerns associated with the US CLOUD Act.
  • Provider-owned facilities: can reduce reliance on third-party colocation and clarify who controls physical operations.
  • Contractual control: a Data Processing Agreement (DPA), subprocessors list, deletion terms and breach procedures determine what you can enforce.

Provider profiles: strengths, limits and suitable workloads

Hetzner: lowest-cost EU cloud infrastructure

Hetzner is repeatedly described as the lowest-cost credible EU cloud option. Its reported locations in Germany and Finland make it attractive for workloads that need European regions without paying enterprise-cloud prices. An ISO 27001 claim is associated with the service, but you should obtain the current certificate and confirm that the certificate’s scope covers the product you will use.

The trade-off is management. Published comparisons describe Hetzner’s managed-service layer as thin. If your team can operate Linux, networking, backups, patching and incident response, the low infrastructure price can be compelling. If you need managed Kubernetes, managed databases or hands-on operational support, calculate engineering time before choosing it solely on monthly compute cost.

OVHcloud: broad enterprise and sovereignty portfolio

OVHcloud is frequently recommended for enterprise buyers and projects where sovereignty is a primary requirement. Its portfolio spans VPS, dedicated servers and private cloud, allowing an organisation to keep different workload classes within one vendor relationship.

For a procurement process, compare the legal entity signing your contract, the selected region, backup geography, support access and subcontractors. A wide portfolio is useful only if the specific service has the isolation, certifications and operational controls your policy requires.

IONOS: approachable for small and medium businesses

IONOS is commonly positioned for small and medium-sized businesses. However, published descriptions of its GDPR position conflict: one guide labels it “Partial,” while another describes GDPR-ready infrastructure with EU-based servers. That inconsistency is a reason to avoid a blanket compliance claim.

Ask IONOS to identify the exact legal entity, processing locations, DPA, subprocessor list and certification scope for the product you intend to buy. A website-hosting plan and a cloud or dedicated service may not have identical controls.

Infomaniak: privacy-led Swiss web and email services

Infomaniak is often rated the most privacy-focused choice for customers wanting a web and email suite. A provider-side description says data is stored in its own Swiss data centres and is outside the US CLOUD Act. Switzerland is not in the EU, but the EU has granted it adequacy status for data transfers.

Choose this route when Swiss jurisdiction is acceptable and you value an integrated web-and-email environment. If your contract or regulator explicitly requires EU-member-state residency, Switzerland may not satisfy that rule even though its transfer framework has EU adequacy recognition.

STACKIT: sovereign infrastructure for regulated workloads

STACKIT is presented as GDPR-focused European infrastructure for regulated and public-sector use. Its stated controls include BSI C5 and ISO 27001. Those labels are meaningful only when the current reports cover the service, region and operating entity you will actually use, so request the documents rather than relying on a marketing summary.

It is a logical candidate when procurement requires demonstrable controls, European ownership and a documented compliance package. Build a workload-specific review around identity, logging, encryption keys, support access and exit procedures.

Scaleway, Exoscale and UpCloud: cloud-focused alternatives

Scaleway, Exoscale and UpCloud appear regularly in cloud-oriented European shortlists. They are best compared by region availability, APIs, storage options, networking, support model and managed products—not by a generic “European” label.

Exoscale deserves particular attention when your team needs managed Kubernetes, managed databases and support. One comparison argues that its total cost of ownership can be better than a cheaper raw-compute provider after those services are included. Treat that as a purchasing hypothesis: model your own staff hours, migration work and support requirements.

Cherry Servers and Netcup: budget-oriented infrastructure

Cherry Servers, based in Lithuania, is a niche option for bare metal and hands-on DevOps. One guide says it has no US-parent exposure under the CLOUD Act; verify the ownership chain and contract before making a sovereignty decision on that basis.

Netcup is a German budget provider with locations cited in Nuremberg and Vienna. It can suit cost-sensitive virtual machines or servers, provided your team is comfortable checking support boundaries, backup responsibility and operational tooling.

Cloud86 and TransIP: simpler regional choices

Cloud86 and TransIP provide Dutch alternatives for customers that prefer a Netherlands-based provider. These options can be sensible for straightforward sites, but verify whether their plans provide the isolation, logging, backup and DPA terms required by a business or regulated workload.

Choose the service model before the provider

Shared web hosting

Shared hosting is appropriate for a brochure site, blog or small content-managed website where the host handles most of the platform. Compare PHP or runtime versions, database limits, backups, staging, email, migration assistance and abuse response. Do not assume that a shared plan has the same data-residency choices as the provider’s cloud products.

Virtual private servers

A VPS gives you more control over the operating system, network and deployment stack. You also take responsibility for patching, hardening, backups and monitoring unless a managed option is explicitly included. A low monthly price is not a complete cost if your team must build every operational control.

Dedicated servers and bare metal

Dedicated hardware is useful for predictable performance, licensing constraints or workloads that need physical isolation. Confirm replacement procedures, remote hands, disk wiping, RAID or redundancy options, and whether backups are in the same facility. Bare metal is attractive for DevOps teams that can operate it; it is not automatically simpler than a VPS.

Managed cloud and private cloud

Managed Kubernetes, databases, identity, observability and support can reduce operational effort. Compare what “managed” includes: upgrades, high availability, backups, vulnerability response, service-level commitments and human escalation. A provider with a higher compute price can be cheaper overall when it removes substantial engineering work.

Due diligence for GDPR and sovereignty

Use the following checklist before signing, especially for personal, health, financial or public-sector data:

  1. Identify the contracting entity. Record its country, ownership chain and the law governing the agreement.
  2. Map every processing location. Include primary storage, backups, logs, support systems, monitoring and disaster-recovery replicas.
  3. Request the DPA. Check processing instructions, confidentiality, security measures, subprocessors, assistance with data-subject rights, breach notice and deletion or return at termination.
  4. Check certifications and scope. Obtain current ISO 27001 or BSI C5 documents and confirm the covered service, facility and date.
  5. Review foreign-law exposure. Ask how the provider handles government requests, whether a non-European parent can compel disclosure, and what customer-notification limits apply.
  6. Confirm encryption responsibilities. Establish who controls keys, whether provider staff can access plaintext, and how backups and snapshots are protected.
  7. Test exit rights. Verify export formats, egress costs, retention after cancellation and practical deletion evidence.
  8. Document the decision. Keep the provider’s answers, attachments and risk assessment with your records of processing.

Price and total cost: how to compare volatile offers

Prices change often and published roundup figures can conflict, so use current provider quotes rather than an old “cheapest” label. Compare equivalent capacity and include recurring and one-time costs:

  • Compute, memory, storage and transfer at your normal and peak loads.
  • Managed Kubernetes, database, firewall, backup and monitoring charges.
  • Public IPv4 addresses, additional disks, snapshots and cross-region replication.
  • Support tiers, onboarding, migration and premium incident response.
  • Engineering time for patching, hardening, upgrades, recovery tests and compliance evidence.
  • Migration and exit costs, including data export and temporary parallel environments.

Build at least two scenarios: a self-managed deployment and a managed deployment. Exoscale’s reported total-cost argument illustrates why a higher unit price can win when it eliminates substantial operations work; the result depends on your staffing and reliability requirements.

A practical selection process

  1. Classify the workload. Separate public website content, personal data, databases, internal tools and regulated records.
  2. Set non-negotiables. Decide whether you require EU/EEA residency, European ownership, provider-owned facilities, ISO 27001, BSI C5, a DPA or a particular support location.
  3. Choose the service model. Eliminate providers whose offering is too hands-on or too managed for your team.
  4. Create a three-provider shortlist. For example, compare Hetzner with OVHcloud and a managed alternative; or compare Infomaniak with an EU provider when Swiss jurisdiction is acceptable.
  5. Run a written questionnaire. Ask identical questions about regions, subprocessors, legal requests, backups, certificates, support access and deletion.
  6. Price the complete architecture. Include redundancy, backups, observability, support and staff time.
  7. Validate technically. Test deployment automation, restore time, network routes, latency to users and the provider’s incident process.
  8. Approve and review. Record the rationale, then reassess after major product, ownership or legal changes.

Migration and operating controls

Before moving production

  • Inventory domains, DNS records, certificates, databases, scheduled jobs, mailboxes and third-party integrations.
  • Obtain a verified backup and perform a restore test in an isolated environment.
  • Lower DNS time-to-live values ahead of the cutover, while keeping the old service available.
  • Recreate least-privilege accounts, firewall rules, secrets management and audit logging.
  • Confirm that backups and logs follow the same residency and retention policy as primary data.

Cut over and verify

  1. Deploy the application and import a recent database copy.
  2. Run functional, performance and security checks using a staging hostname.
  3. Freeze writes briefly or use replication to minimise data loss during the final sync.
  4. Switch DNS, then monitor errors, latency, certificates, queues and email delivery.
  5. Keep the previous environment read-only until rollback criteria and retention obligations are satisfied.

Operate after migration

Assign ownership for patches, vulnerability response, backup verification, access reviews and annual provider reassessment. A European location does not remove the need for strong authentication, encryption, segmentation, tested restores and incident runbooks.

Common mistakes and how to avoid them

“The server is in Europe, so sovereignty is solved”

Check ownership, parent-company jurisdiction, support access and subprocessors. Physical location and legal reach are different controls.

“GDPR-ready” is enough evidence

Request the DPA, processing map, security measures and certification scope for the exact service. The conflicting public descriptions of IONOS’s GDPR status show why a generic label is insufficient.

Choosing on compute price alone

Include managed products, support, backups and your engineers’ time. A cheaper unmanaged platform can cost more once you build the missing controls.

Assuming a certificate covers everything

ISO 27001 or BSI C5 applies to a defined scope. Confirm the legal entity, facilities, products and validity dates rather than treating the logo as a universal guarantee.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring exit and recovery

Ask how quickly you can export data, where backups reside, how deletion is evidenced and whether your team can rebuild elsewhere. Test those assumptions before an incident.

Which provider fits common scenarios?

Scenario Starting point Why Questions to settle
Lowest-cost EU cloud for a capable DevOps team Hetzner German and Finnish locations are reported and infrastructure pricing is positioned as very low Can your team provide patching, backups, monitoring and incident response?
Enterprise platform with multiple deployment models OVHcloud VPS, dedicated and private-cloud options support varied workload classes Which entity, region, support tier and certification scope apply?
Privacy-led web and email suite Infomaniak Swiss-owned data-centre operation is cited Is Switzerland acceptable under your residency policy?
Regulated or public-sector project STACKIT BSI C5 and ISO 27001 are stated alongside a sovereign positioning Do the reports cover your exact service and required controls?
Managed Kubernetes and database operations Exoscale Comparisons highlight managed products and potentially lower total cost What is included in management, support and high availability?
Budget bare metal Cherry Servers or Netcup Lithuanian bare metal or German budget infrastructure may fit hands-on teams Verify ownership, support boundaries, backups and replacement procedures.
Simple Dutch website hosting Cloud86 or TransIP Regional providers suited to less complex sites Check DPA terms, backup controls and whether the plan is shared hosting.

Final decision rule

Antihost is listed first here for self-managed Linux VPS in the Netherlands with full root access. Start with the legal and operational requirement, not a provider name. Choose Hetzner when low-cost EU infrastructure and in-house operations are the priority; OVHcloud when you need a broad enterprise portfolio; Infomaniak when Swiss privacy and an integrated suite fit your policy; STACKIT when regulated procurement and sovereign controls dominate; and a managed cloud alternative when staff time and operational risk outweigh raw compute price. In every case, validate the contracting entity, data paths, DPA, certification scope, managed-service boundaries and exit plan before committing production data.
