Best EDR and SIEM Settings for Detecting Multi-Stage Government Network Attacks

Use EDR for deep endpoint and identity context, and use a tamper-resistant SIEM to join those events with domain-controller, network, cloud, VPN and administrative-tool logs. The settings that matter most are behavioral process and connection searches, complete PowerShell and authentication telemetry, ATT&CK-mapped correlation across attack stages, policy-controlled automatic response, and retention that preserves evidence for at least a year where feasible.

No single alert reliably identifies a government-targeted intrusion. A useful configuration lets analysts connect an unusual sign-in, an execution event, credential access, east-west movement, persistence and an attempt to disable security controls—even when those actions occur on different systems and days apart.

Why multi-stage attacks require both EDR and SIEM

A multi-stage intrusion usually crosses control boundaries. An attacker may authenticate through a remote-access service, run a script on one workstation, obtain credentials from a server, move through administrative protocols, establish persistence and then impair logging. Endpoint telemetry alone misses the remote-access and identity trail; identity logs alone do not show the process that used a token; network records rarely explain which executable initiated a connection.

Centralized collection supplies the missing timeline. CISA, the FBI and the NSA warn that “Without a centralized log collection and monitoring capability, organizations have limited ability to investigate incidents or detect the threat actor behavior described in this advisory.” In practice, the SIEM is the timeline and search layer, while EDR supplies high-fidelity process, file, connection and response context at the host.

  • [Deep Bass with Clear Vocals] High-performance drivers produce punchy bass while keeping vocals clean and detailed for everyday listening.

Design the two systems as one detection system rather than as separate alert queues:

  • EDR records what ran, who ran it, what it touched, where it connected and which response action was taken.
  • Identity and directory telemetry explains authentication, privilege changes, ticket use and access to unusual resources.
  • Network and remote-access telemetry shows ingress, egress and rare east-west paths.
  • SIEM correlation joins those records over a threat-appropriate time window and assigns an incident priority.
  • Response automation contains a host or account without destroying evidence, then hands the case to incident response or SOAR workflows.

Use this architecture for both common and uncommon activity. A baseline helps identify deviations, but a quiet host contacting one new domain controller or a privileged account authenticating from an unexpected workstation can be significant even when the event is not statistically rare.

Telemetry to collect and how to connect it

Start with a source inventory. For every source, document the owner, collection method, timestamp quality, retention, parser, sensitivity and the detections that depend on it. The following set covers the stages most often needed to reconstruct a government-network intrusion.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Source Minimum fields to ingest Detection value
EDR endpoints and servers Process name and hash, parent-child chain, command line, executable and file metadata, user, host, network connections, response action and observed tactics, techniques and procedures Connects execution, scripting, anomalous binaries, persistence and host-to-host movement to a specific process and account
Domain controllers and directory services Authentication result and type, source and destination host, account, privilege changes, directory replication activity and ticket-related events Finds pass-the-ticket indicators, DCSync-like behavior, unusual authentication codes and new privileged access
VPN and remote access User, device, source address, gateway, authentication method, time, session duration and result Links initial access and remote administration to later endpoint and identity events
Firewalls, proxies and DNS Source and destination, port and protocol, hostname or query, action, bytes, rule and timestamp Shows command-and-control candidates, rare east-west connections and sequential access to multiple hosts
Cloud identity and audit services Sign-in, token, role, administrative change, resource and source context Extends the investigation when an attacker pivots between on-premises and government-cloud resources
Administrative tools PowerShell, PSExec, WMI, Impacket and other approved-tool executions, operator, target, command or action and originating host Separates sanctioned administration from tool abuse and exposes lateral movement
IDS and security appliances Alert, signature or analytic, source, destination, severity and packet or flow context Adds network detections that can corroborate endpoint behavior

Normalize host names, user identifiers, process hashes, timestamps and network addresses before correlation. Preserve the original event as well as the normalized fields; an analyst may need the unparsed command line or vendor-specific authentication code later. Record clock offset and ingestion delay so a five-minute correlation window does not silently exclude a delayed event.

EDR should export alerts, associated response actions and endpoint events to the agency SIEM or protected external storage. CISA CDM requirement EDR-6-2 states: “The EDR capability shall integrate with agency SIEM platforms to report EDR alerts and associated responses.” Treat a failed export, parser error or sudden drop in event volume as a security event, not merely an operations ticket.

EDR settings that expose execution and lateral movement

Enable behavioral collection, not just malware signatures

Turn on behavioral detections and administrator-initiated hunts for process, network, executable and Active Directory criteria. Signature-only prevention can miss a legitimate interpreter, signed binary or stolen administrator tool used in an unusual sequence. Behavioral searches should retain the parent process, full command line, user, integrity or privilege context, file path, hash, signer, host role and destination connection.

Searches should support standardized indicators where the product allows it, but do not limit hunts to a static indicator list. A useful hunt can find every host where a scripting engine spawned a network utility, every server that created a service remotely, or every account that accessed several hosts in a short period.

Prioritize process-chain anomalies

Alert on unusual parent-child relationships and execution locations, then add context rather than blocking every uncommon event. Examples include a document or browser spawning a shell, a service process launching a script interpreter, a temporary directory executable contacting a server, or a management binary launched by a non-management workstation. Record the initiating user and whether the host is a workstation, application server, domain controller or jump host; the same chain has different risk on each role.

Capture network context per host

Enable connection telemetry that identifies the initiating process, local and remote addresses, port, protocol, direction and result. CISA notes EDR’s value for seeing both common and uncommon network connections for each host. Use that context to identify a workstation making a first-ever connection to a domain controller, a server reaching many peers over an administrative protocol, or a privileged account connecting from an endpoint that is not in its normal administration path.

Record Active Directory context

Where supported, associate endpoint events with domain, organizational unit, host role, account privilege and directory relationships. This makes a process on a domain controller or a ticket-related event on a privileged account immediately more urgent than the same binary on an isolated test machine. Keep the directory context current when devices or accounts move between organizational units.

Configure policy-governed response

Define response policies by severity and asset role. The available actions should include endpoint isolation, malicious-process termination, file quarantine, recording of observed TTPs and invocation of recovery workflows. CISA CDM guidance says, “The EDR capability shall execute a response action automatically upon detection of an incident on an endpoint, based on configured agency policy on endpoint response actions.”

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use automatic isolation for high-confidence behavior on ordinary endpoints, with an exception and approval path for domain controllers, emergency services and other systems where abrupt isolation could cause operational harm. Preserve volatile and event data before remediation when the workflow allows it. Send the action, operator or policy ID, time and outcome to the SIEM so investigators can distinguish a blocked attempt from a successful containment.

SIEM ingestion, retention and tamper resistance

Centralize the sources that span attack stages

Ingest network, host, cloud, identity, EDR and IDS data into a central SIEM. At minimum, the correlation layer must be able to join an account, host, process, destination and time. Keep local collection running as well; a central outage should not erase the only copy of an event.

CISA recommends retaining critical-system logs for at least one year when possible. Its guidance also recommends keeping local logs for at least seven days where feasible and backing up central logs. Apply the longer period to domain controllers, privileged-access systems, remote-access infrastructure, security tooling and systems handling sensitive government services. State whether a retention period is a policy target or an achieved setting, because hot-search duration, archive duration and legal preservation are not the same thing.

Protect the evidence store

Separate log servers from ordinary administrator paths, restrict write and delete permissions, and monitor configuration changes. Keep a local copy and a central copy, back up central data, and test restoration. An attacker who can erase or redirect the SIEM has changed the evidence, so alert on deletion, forwarding interruption, parser failure, destination changes and sudden volume drops.

MITRE ATT&CK technique T1685 describes attempts to impair EDR, IDS, antivirus, sensors, event logs and SIEM forwarding. Document a detection and recovery action for each control. Link the technique reference at MITRE ATT&CK T1685 in analyst runbooks.

Make logging changes visible

Forward events when logging is disabled, a channel is cleared, an audit policy is downgraded, a sensor stops reporting or a SIEM connector loses authorization. Compare expected event volume by source and hour, but treat volume baselines as a triage signal rather than proof of compromise: maintenance, outages and policy changes can also reduce volume. Require a change record for planned gaps and escalate unexplained gaps immediately.

Correlation rules for each stage of an intrusion

Build high-fidelity rules for domain controllers, privileged accounts, remote access and sensitive government services. Correlate stages over a time window that reflects the threat model; a rapid automated chain may fit minutes, while a patient intrusion may require days. Store the events that caused a rule to fire so analysts can replay the reasoning.

Stage Useful analytic conditions Context that raises priority
Initial access Unusual VPN or remote-access sign-in, new source device or location, repeated failures followed by success, or cloud sign-in followed by endpoint execution Privileged account, sensitive service, impossible or unexplained travel, unmanaged device or a source never associated with the account
Execution Suspicious script, anomalous binary, rare parent-child chain, unsigned or newly observed executable, or execution from a temporary or user-writable path Execution on a server or domain controller, use of a privileged token, network connection immediately afterward
Credential access Unusual authentication codes, ticket anomalies, directory replication requests, credential-dumping indicators or access to protected credential stores Account with elevated rights, source host outside the administration tier, multiple accounts touched in one session
Discovery Rapid enumeration of hosts, shares, groups, users or services Enumeration followed by connections to systems the account has not previously accessed
Lateral movement Rare east-west connection, remote service creation, SMB, RDP or WinRM anomaly, PSExec, WMI or Impacket execution, or sequential access to multiple hosts Movement from a workstation to a domain controller, use of a newly privileged account or repeated target expansion
Persistence New service, scheduled task, startup change, account privilege change or cloud role assignment Change made outside a maintenance window, by an account that did not normally administer the host, or followed by log tampering
Impact and defense impairment Security-tool stop, event-log configuration change, forwarding interruption, mass file or service activity, or attempted sensor disablement Multiple hosts affected, central log access involved, or impairment follows credential access and lateral movement

Do not create one broad rule that fires on every administrative action. Combine a lower-confidence event with identity, asset and sequence context. For example, a PowerShell launch may be routine; PowerShell launched from an unusual host, authenticating to several servers and followed by a new service is a materially different incident.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

High-value detections to tune first

Identity and authentication abuse

Alert on unusual domain-controller authentication codes, pass-the-ticket indicators, DCSync-like behavior, new privileged access and access to unusual resources from unexpected hosts, locations or times. Maintain an allowlist for approved jump hosts and service accounts, but review it regularly; an allowlist that is never revisited becomes a blind spot.

Include both successful and failed authentication. A sequence of failures, a success from a new device and immediate access to sensitive resources is more informative than any event alone. Correlate account changes with the administrator, source host and ticket or session that made the change.

Administrative tooling

Constrain and log PowerShell, PSExec, WMI and Impacket activity. CISA recommends selecting one administrative tool, logging its use and disabling unnecessary alternatives. The practical goal is not to prohibit every tool; it is to make the approved path observable and make deviations expensive for an attacker.

For each tool, record the operator, originating host, target, command or action, time, success and change ticket where available. Alert when the tool runs outside approved administration paths, from a workstation that is not a management host, or against a sequence of targets that the account has never handled.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

PowerShell logging

Use a current PowerShell version with advanced logging, and ensure script logs are ingested and analyzed. Retain the script block or equivalent content when policy permits, along with the parent process, user and destination. A log that says only “PowerShell started” cannot distinguish a routine inventory from credential access or lateral movement.

Lateral connections

Detect new or rare east-west connections, remote service creation, SMB, RDP and WinRM anomalies, and sequential access to multiple hosts. Rank a connection by host role and account privilege. A workstation contacting one file server may be normal; the same workstation contacting domain controllers, backup servers and administrative shares in sequence is a stronger chain.

Persistence and defense impairment

Detect new services, scheduled tasks, startup changes, security-tool tampering, event-log configuration changes and SIEM-forwarding interruptions. Tie the change to the process and account that made it, then correlate it with preceding authentication, credential-access and movement events. A persistence alert without that context is useful; a persistence alert immediately after a rare remote execution is urgent.

Use ATT&CK to manage coverage, not just label alerts

Map every analytic to the ATT&CK tactic and technique it is intended to detect. Record the required data sources, expected event fields, asset scope, confidence, response and known blind spots. ATT&CK provides a common language to identify defensive gaps, assess security-tool capabilities, organize detections, hunt for threats and validate mitigations.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Review the map by attack path rather than by product. If credential access has several rules but no reliable domain-controller telemetry, the apparent coverage is misleading. If lateral movement is covered only by firewall flows, add process and identity context. Use the map to schedule hunts for techniques with no analytic, no data source or no tested response.

Microsoft documents Sentinel Fusion as a machine-learning correlation engine for multistage attacks that labels incidents with ATT&CK tactics and techniques. Treat Fusion or any comparable engine as a correlation layer, not a substitute for source quality and local analytics. Verify feature availability in the specific government-cloud tenant before making it a dependency.

Implementation sequence for a government SOC

  1. Define critical assets and identities. Classify domain controllers, privileged accounts, remote-access infrastructure, sensitive services, management hosts and emergency systems. Assign owners and acceptable automated actions.
  2. Deploy and validate EDR coverage. Confirm supported endpoints and servers report process, command-line, executable, file, network, user, host and Active Directory context. Test a benign process and connection so the SIEM receives both the event and any response record.
  3. Connect identity and network sources. Onboard domain-controller and directory-service events, VPN and remote-access logs, firewall, proxy and DNS flows, cloud identity and audit logs, IDS data and administrative-tool activity.
  4. Normalize and protect time. Standardize account, host and process identifiers; measure clock skew and ingestion delay; preserve original events; and alert when a connector, parser or source stops delivering.
  5. Set retention and access controls. Keep local logs for at least seven days where feasible, central and critical-system logs for at least one year when possible, and maintain backed-up copies. Isolate log servers and restrict deletion and configuration permissions.
  6. Turn on behavioral analytics. Enable EDR behavioral detections and hunts for process chains, anomalous binaries, rare connections, Active Directory activity, persistence and defense impairment. Ingest PowerShell advanced logs and administrative-tool use.
  7. Build stage-based correlation. Start with high-fidelity chains involving privileged identity, domain controllers, remote access, lateral movement and logging impairment. Preserve the triggering events in each incident.
  8. Configure response by policy. Automate isolation, process termination and quarantine where confidence and asset role allow it. Send actions and outcomes to the SIEM and route recovery through incident response or SOAR.
  9. Map and test ATT&CK coverage. Record data sources and expected detection points, then run controlled exercises or hunts for each important technique. Mark techniques that are visible only after the fact.
  10. Tune with analyst feedback. Measure recurring benign patterns, add narrowly scoped exceptions with owners and expiry dates, and revisit rules after changes to administration paths, cloud connectors or asset roles.

Government-cloud and platform caveats

Feature names and availability can differ between commercial and United States government cloud environments. Microsoft publishes a Sentinel Fusion feature-availability table for US Government clouds. Before baselining a deployment on Fusion, a connector, an analytics rule, automation or a data-residency behavior, confirm support in the exact tenant and region, the required licensing or permissions, and where event data and incident metadata are stored.

Keep a platform-independent minimum capability: endpoint events exported to a protected destination, domain-controller and remote-access logs, network flow context, retention and tamper alerts, and ATT&CK-mapped detections. That baseline remains useful if a cloud feature is unavailable, delayed or restricted by agency policy.

Tuning and troubleshooting checklist

Too many alerts

  • Separate ordinary administration by host role, account and approved jump host instead of suppressing an entire tool.
  • Require a sequence or identity anomaly before escalating low-confidence process events.
  • Give exceptions an owner, reason and expiration date.
  • Keep the underlying event searchable even when an alert is downgraded.

Important events are missing

  • Check endpoint support, sensor health, connector authorization, parser errors, clock skew and ingestion delay.
  • Compare local event volume with central volume to identify forwarding loss.
  • Verify that PowerShell, domain-controller, VPN and cloud audit logs are enabled at the required detail.
  • Look for a policy or attacker action that disabled, redirected or degraded logging.

Correlation fires in the wrong order

  • Use normalized event time and retain the original timestamp and ingestion timestamp.
  • Widen the correlation window for patient threats, but require stronger identity or asset context as the window grows.
  • Check whether events from different products use different host names or account formats.

Automation causes operational harm

  • Apply isolation and termination policies by asset role, with explicit exceptions for domain controllers and critical services.
  • Require approval or a break-glass procedure for high-impact systems.
  • Log every automated action and test restoration before an incident.

How to judge whether the configuration is ready

A configuration is ready when analysts can answer, from retained records, who authenticated, from which host, what process ran, which resource it accessed, where it connected, what changed and whether containment occurred. Validate that answer with a controlled exercise that follows an initial-access, execution, credential-access, lateral-movement and persistence path. The exercise should also include a logging-impairment attempt or simulated forwarding failure, because an attacker who removes visibility can defeat otherwise strong analytics.

Do not claim a universal detection rate or false-positive rate for this design; authoritative figures for this exact combination are not established. Instead, document coverage by ATT&CK technique, data-source health, retention achieved, response success and the time analysts need to reconstruct an incident. Those measures show whether the system can investigate a real intrusion without implying precision the evidence does not support.

Operational verdict

The strongest government-network posture is a joined system: EDR captures behavioral endpoint and identity context; the SIEM correlates it with directory, remote-access, network, cloud and administrative-tool telemetry; protected retention preserves the timeline; ATT&CK exposes coverage gaps; and policy-governed automation contains high-confidence activity. Prioritize domain-controller authentication, privileged identities, PowerShell, PSExec, WMI, Impacket, rare east-west connections, persistence and attempts to impair logging before expanding into lower-value alerts.
