Each provider publishes rules that allow access to be limited or removed. If your priority is reducing dependence on any provider-controlled account, local model software such as LM Studio or Ollama changes the dependency by running supported models on your own computer. That trade-off brings setup, hardware, privacy, and capability decisions rather than eliminating every restriction.
This comparison reflects official documentation checked on October 13, 2026. Policies, appeal routes, product availability, and account requirements can differ by country, plan, product, and account type, so review the linked provider documents again when you make a decision.

At a glance: which Claude alternative fits an account-restriction concern?
The right choice depends on whether you want another hosted assistant, a second provider for continuity, or less reliance on hosted accounts altogether. The table separates what the published documents establish from what they do not.

|---|---|---|---|---|
| ChatGPT | Hosted by OpenAI; requires an OpenAI account for normal use. | OpenAI documents deactivation for policy or terms violations, suspected compromise, repeated violations after warnings, and incomplete required age or identity checks. It provides an appeal route. | The cited deactivation page does not establish comparative retention, training, or review practices. | Plan, geography, and verification requirements can vary. No evidence establishes a lower suspension rate than Claude. |
| Microsoft Copilot (consumer) | Hosted by Microsoft; the consumer service requires a Microsoft account. | Consumer supplemental terms effective August 18, 2026 allow Microsoft to limit, suspend, or permanently revoke access in stated circumstances. The cited terms do not provide a specific appeal workflow. | The cited consumer terms do not establish a comparative data-retention or human-review policy. | Those terms exclude users signed in with work, school, or organizational Entra accounts. Organizational administrators and terms therefore matter. |
| Gemini | Hosted by Google through the Gemini products and account context you use. | Google’s Generative AI Prohibited Use Policy lists illegal or harmful conduct, attacks on services, and attempts to bypass safety or abuse protections. The cited policy does not describe a consumer appeal process. | Google’s Gemini Apps Privacy Hub describes activity controls, auto-delete, data-use settings, and human review of some data. It warns against entering confidential information. | Work and school accounts can have different terms and data handling. The prohibited-use page was last modified December 17, 2024, so check for a newer version. |
| LM Studio or Ollama with a local model | Model inference can occur on your device instead of a Claude-hosted session; Ollama also offers a cloud option. | No hosted-provider account is required for the basic on-device dependency described here. The software, model license, extensions, and any cloud connection can still impose rules. | LM Studio documents downloading models for local chats or agentic tasks. Ollama says prompts are never stored or trained on, a vendor statement rather than an independent audit. | Suitability depends on your computer, model, operating system, configuration, and workload. No universal RAM, VRAM, or model requirement is established here. |
There is no reliable published dataset comparing account-ban frequency across these services. It would be misleading to call one provider “least likely to ban” users. A hosted alternative can provide redundancy, but it does not remove provider enforcement risk.

What an account restriction can mean
A warning, temporary limitation, suspension, and termination are different events, and a provider may use different procedures for each. A notice can result from a usage-policy violation, terms breach, security signal, unsupported location, or a required verification step. The published causes are not a diagnosis of your individual case.
Account dependence has two parts: access to the service and access to your data. Even when a provider permits a banned user to export data, the available export can be restricted. Keep important prompts, generated files, and project notes in your own storage instead of treating a chat history as your only copy.
ChatGPT: a capable hosted fallback with its own enforcement system
What OpenAI says can trigger deactivation
OpenAI’s account-deactivation help page, reviewed October 13, 2026 and shown as updated 21 days earlier, states: Account deactivations occur when there are violations of our Usage Policies or Terms of Service.
It then gives several possible circumstances:
- Prohibited-use violations.
- Terms breaches such as circumventing access restrictions, inappropriate credential or API-key sharing, or disrupting service integrity.
- Security concerns, including activity suggesting that an account was compromised.
- Repeated violations after warnings.
- Failure to complete a required age or identity check.
OpenAI presents these as possible reasons, not an exhaustive list. You should not infer the specific cause of a notice from a generic error message alone.
How the ChatGPT appeal route works
- Read the deactivation or warning email and preserve the date, account address, and any case reference.
- Use the appeal link in the email. If you cannot access that message, use the intake form identified on OpenAI’s deactivation help page.
- Describe the relevant usage, explain why you believe the action is incorrect, and include information about suspected account compromise when applicable.
- Do not create a chain of replacement accounts to evade a restriction; the cited terms identify circumventing access restrictions as a potential breach.
ChatGPT is therefore a sensible continuity option if you need another hosted service, but its documented deactivation process makes it unsuitable as a “no-ban” guarantee.

Microsoft Copilot: understand which account you are using
Consumer Copilot terms
Microsoft’s consumer Copilot supplemental terms reviewed for this article took effect on August 18, 2026. They state: To use Copilot you must have a Microsoft Account, and you need to be old enough at least 13, but sometimes older, depending on your country’s laws.
The terms allow Microsoft to limit, suspend, or permanently revoke access in circumstances that include suspected fraud or illegal activity, breaches of the terms, or suspension or closure of the Microsoft account itself.
Why work and school Copilot is a separate case
The same consumer supplemental terms say they do not apply when you are signed in with a work, school, or organizational Entra account. An employer or school may apply administrator controls, acceptable-use rules, retention settings, and account lifecycle decisions that differ from the consumer service. Before choosing Copilot as a backup, identify whether your sign-in is personal or organizational and read the terms that govern that account.

What the published material does not establish
The cited consumer terms establish Microsoft’s ability to restrict access, but they do not establish a particular consumer appeal workflow, a ban rate, or superior uptime. Treat Copilot as another hosted account dependency, not as an escape from enforcement.
Gemini: policy limits plus detailed consumer data controls
Prohibited-use rules
Google’s Generative AI Prohibited Use Policy applies to interactions with Google products and services covered by the policy. It prohibits specified illegal or harmful uses, attempts to compromise Google or another party’s services, and efforts to circumvent abuse protections or safety filters. The page lists December 17, 2024 as its last modification date; verify the current version before relying on a particular rule.
Privacy controls in the Gemini Apps hub
Google’s Gemini Apps Privacy Hub was updated September 24, 2026, with a privacy notice dated June 29, 2026. It explains that Google may use Gemini data to provide, maintain, improve, develop, personalize, and protect services. It also says some data is reviewed by people and warns: Please don’t enter confidential information that you wouldn’t want a reviewer to see or Google to use to improve our services, including machine-learning technologies.

- What You Get: Anker USB-C Hub (7-in-1), welcome guide, 18-month warranty, and our friendly customer service.
The hub describes controls for reviewing or deleting activity, setting auto-delete, and choosing whether data is used to improve Google AI. Turning Keep Activity off does not mean a chat is ignored: the hub says Google still uses chats to respond and protect users and services, including with help from human reviewers. Gemini can also produce inaccurate or offensive information, so verify important output.
Account context matters
The privacy hub concerns the Gemini Apps it enumerates. Work and school accounts may have different data-handling terms, retention controls, and administrator access. Confirm which product and account type you are using before comparing Gemini’s settings with a personal account.
Local alternatives: reducing dependence on a hosted account
What “local” changes
LM Studio describes downloading local large language models within its app and using them for chats or agentic tasks. Ollama describes access to open models “locally or in the cloud” and says prompts are never stored or trained on. Those are vendor statements about their offerings, not independent audits or guarantees covering every model, extension, integration, or network connection.
With an on-device setup, supported prompts can be processed without a Claude-hosted session. The dependency shifts to your computer, operating system, model files, software updates, licenses, and any optional cloud feature. Local inference does not prove that a model will match Claude’s capabilities, and it does not make all use automatically lawful or safe.
A practical local setup sequence
- Choose the application. Install LM Studio for a graphical workflow or Ollama for a command-oriented local model service. Download installers only from the publisher’s current site.
- Check the model’s requirements. Read the selected model’s documentation for operating-system support, memory needs, storage size, quantization options, and license. There is no single computer specification that fits every model.
- Download one model and test a small task. Start with a short prompt and a modest context window. Observe memory use, generation speed, thermal behavior, and whether the output is good enough for your work.
- Separate local and cloud modes. Ollama’s description includes both local and cloud access. Confirm which mode an integration uses before sending sensitive text.
- Set a data boundary. Keep confidential source files out of plugins or scripts until you understand where requests, logs, telemetry, and backups go. A local model does not automatically make every surrounding tool local.
- Back up models and working files. Store important prompts, system instructions, and outputs in your own backup system. Reinstalling an app or replacing a drive should not erase your only copy.
- Reassess quality and maintenance. Update the app and model when necessary, but read release notes and re-test workflows after changes. You are responsible for troubleshooting performance and compatibility.
Who should choose local inference?
- Choose it when avoiding a single provider’s account gate is more important than a turnkey interface.
- Choose a hosted service when you need dependable access from multiple devices and do not want to maintain models or local software.
- Use a hybrid approach when you need local handling for selected sensitive or offline tasks and a hosted assistant for workloads your computer cannot handle.
How to choose without guessing about ban risk
If continuity is your main goal
Keep a second hosted account from a different provider, export essential work, and learn its appeal process before an incident. This reduces the impact of one outage or restriction but leaves you subject to the second provider’s policies.

If privacy is your main goal
Compare the exact product and account context, not just the company name. Gemini’s hub documents human review and activity controls; local tools move more control to your device but require you to inspect integrations, logs, and cloud options. The cited material does not provide a like-for-like privacy score for ChatGPT, Copilot, and Claude.
If avoiding hosted accounts is your main goal
Test LM Studio or Ollama with a model that your computer can actually run. Plan for storage, memory, updates, and lower or different capability rather than assuming a local model is an interchangeable replacement.
If you are asking which service is “less likely to ban”
No comparative suspension data was established for these providers. Published policy pages show that restrictions are possible across hosted services, so a ranking would be speculation. Base the decision on your workload, account redundancy, privacy requirements, and tolerance for local maintenance.

Appeal the decision
Anthropic’s Help Center article dated July 9, 2026 says accounts may be banned for repeated Usage Policy violations, creating an account from an unsupported location, or violating the Terms of Service. It instructs a user who believes a suspension or termination was wrong to log in at Claude with the affected account and complete the appeal form. The article says the Safeguards team can investigate, and appeal access requires that login.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errors- Use the affected Claude account rather than a newly created account.
- Complete the appeal form linked after signing in.
- Give a factual timeline, relevant prompts or actions, and any evidence that an account compromise or mistaken identification may have occurred.
- Do not describe an unverified theory as fact; ask for review of the specific action.
Export or delete available data
Anthropic says users whose Free, Pro, or Max account was banned for a Usage Policy violation may still log in to export available data or delete the account. It also says accessible data may be restricted according to the associated violation and that all banned users can delete their own account. Export what is available before deleting, if you need a record.

Anthropic’s March 16, 2026 policy update summary says the default data-retention period changed to 30 days. That is a dated retention statement, not a promise about appeal timing or how long a banned account remains accessible; verify the current policy when acting.
Ways to lower disruption before any restriction
- Keep independent copies of important conversations, code, documents, and prompts.
- Use a password manager and multifactor authentication where offered.
- Never share credentials or API keys, and revoke exposed keys promptly.
- Complete required age or identity verification through the provider’s official flow.
- Use the service only from supported locations and follow the current usage and terms documents.
- Do not attempt to bypass safety filters, abuse controls, rate limits, or an access restriction.
- Maintain a tested fallback: another hosted account, a local model, or a non-AI workflow.
- For workplace or school accounts, ask the administrator which retention, monitoring, and suspension rules apply.
Availability, policy dates, and evidence limits
The documents considered here are primarily U.S.-English, consumer-facing materials. A provider may offer a feature in one country, plan, or account type and not another. Microsoft explicitly distinguishes consumer Copilot from work, school, and organizational Entra sign-ins. Google notes that work and school accounts can receive different treatment. Anthropic’s unsupported-location rule makes geography directly relevant to account eligibility.
Prices, response quality, performance, uptime, hardware requirements, and comparative enforcement rates were not established by these policy documents. Check current product pages and model documentation for those decisions rather than treating this article as a benchmark. Policies and appeal procedures can change after the dates stated above.

The practical choice
Use ChatGPT, Copilot, or Gemini when you want another hosted assistant and accept that each provider can enforce its own rules. Use LM Studio or Ollama when reducing dependence on a provider-controlled account outweighs the work of running models locally. The most resilient setup is usually deliberate redundancy—independent data backups, a documented appeal path, and a tested alternative—rather than searching for a provider that promises never to restrict an account.
