If you need an affordable starting point, try Jira Product Discovery first when your team already uses Atlassian tools and no more than three people need creator access. Its official pricing page lists a free plan for up to three creators, with contributors free. For teams that need a broader planning suite, Aha! Roadmaps publishes per-user pricing; Productboard is a useful comparison for feedback and AI-supported planning, but its current plans page asks prospective customers to request a demo rather than showing a public price.
Quick comparison: budget product management tools
| Tool | Published pricing | Best fit | Budget consideration |
|---|---|---|---|
| Jira Product Discovery | Free for up to 3 creators; Standard $10 per creator per month; Premium $25 per creator per month, according to Atlassian’s pricing page accessed October 7, 2026. Atlassian pricing | Teams already using Jira, Jira Service Management or Confluence that want ideas connected to delivery work. | Paid seats are for creators; contributors are free. It is a Cloud product, not available for Data Center. |
| Aha! Roadmaps | $18 per user per month with annual billing or $23 per user per month with monthly billing on Aha!’s Roadmaps pricing page accessed October 7, 2026. Aha! Roadmaps pricing | Teams seeking a broader planning suite spanning ideas, strategy, prioritization, releases and dependencies. | Add-ons and user roles can affect the total. Paid plans use a shared pool of AI credits. |
| Productboard | Current reviewed plans page does not publish a price; it describes Business and Enterprise plans and requests a demo. Productboard plans and pricing | Teams comparing customer feedback, insights, roadmaps, prioritization and Spark AI features. | Pricing is based on maker count; request a quote rather than relying on archived or third-party prices. |
These are vendor-listed prices, not guaranteed checkout totals. Confirm the applicable currency, region, billing cadence, taxes, discounts and live seat count with each vendor. Feature scope differs, so a free tier should not be compared with a paid suite as though they were equivalent.

Which alternative should you choose?
Choose Jira Product Discovery for a low-cost Atlassian workflow
Jira Product Discovery is the clearest free alternative to Productboard if your main need is capturing and prioritizing product ideas, especially when delivery already runs through Jira. Atlassian says ideas can link to Jira issues and epics, helping teams connect discovery to work in progress. The free plan covers up to three creators, while contributors can participate without a paid creator seat. That distinction makes it important to count editors and administrators, not every stakeholder who may need to view or contribute.

Aha! says Roadmaps integrates with more than 30 tools, including Jira, Azure DevOps, Google Analytics, Rally and Slack. That breadth may reduce the need to stitch together separate planning tools, but it also means you should check which capabilities and add-ons your team actually requires before treating the listed seat price as the full cost.
Its published Roadmaps price is $18 per user per month with annual billing or $23 with monthly billing. Aha! also says paid plans include access to a shared pool of AI credits; consumption depends on request complexity, and additional credits are available for purchase. How to compare total cost and fit
- Count people who need editing rights. Jira Product Discovery charges for creators and makes contributors free; Productboard bases pricing on makers; Aha! Roadmaps prices per user and may involve add-ons or different user roles. Build the estimate around the people who will actively maintain records.
- Start with your existing stack. Jira Product Discovery is most compelling for teams already using Atlassian Cloud. Aha! advertises integrations with more than 30 tools, including Jira and Azure DevOps. Productboard lists Amplitude and Mixpanel integrations at Business. Confirm that the specific integrations you need are available on the tier you are comparing.
- Separate the jobs you need the tool to do. Feedback collection and insight management are not the same as roadmap visualization, prioritization, release planning or delivery handoff. A less expensive idea tracker may not replace a full product-management suite.
- Check what “AI included” means. Productboard’s Spark availability and features vary across plans. Aha! uses shared credits on paid plans, and credit use depends on request complexity. Compare included functions, limits and data-handling terms rather than relying on an AI label alone.
- Price required governance and sharing. If you need single sign-on (SSO), provisioning, custom roles, audit controls or broad stakeholder access, check which tier includes them. A low entry price is not useful if it excludes a requirement your organization cannot waive.
- Compare like with like. Use the same billing cadence, team size, creator or maker count, required add-ons and contract assumptions. Confirm totals directly with vendors before buying.
A practical shortlist by team situation
- Small team already on Jira: Start with Jira Product Discovery’s free tier if three or fewer people need creator access.
- Need a wider planning suite: Evaluate Aha! Roadmaps against the planning and integrations you will actually use, then include any relevant add-ons in the estimate.
- Feedback and customer insights are central: Compare Productboard’s Business and Enterprise capabilities, but request a current maker-based quote because the reviewed page does not show a public price.
- Need Data Center deployment: Jira Product Discovery is not suitable for that requirement because it is Cloud only; assess the deployment model of any alternative before evaluating its price.
