DigitalOcean is the best first Azure alternative for most startups and small teams that want simpler, more predictable infrastructure pricing. Its 2026 published comparison lists Droplets from $4 per month and App Platform web apps from $5 per month. Hetzner can be cheaper for self-managed Linux workloads, with servers listed at about $4.09 per month, but you supply much more of the operations work. Oracle Cloud Infrastructure (OCI) merits a detailed bill comparison for Oracle Database and enterprise workloads because Oracle’s dated comparisons show lower costs in the configured examples. AWS and Google Cloud can be less expensive overall when their managed services, regions, governance, or existing engineering skills prevent a costly migration.

Those entry prices are not complete workload bills. CPU and memory, storage performance, included bandwidth, egress, backups, support, licenses, reliability requirements, and engineering time determine the real total. Use the figures below to shortlist providers, then rebuild your own monthly bill with current regional prices before moving production.

Which Azure alternative is cheapest?

There is no universal cheapest cloud. The lowest hourly or monthly server price can become the highest total cost after you add database administration, monitoring, backups, incident response, data transfer, compliance work, and migration effort.

Provider Published starting figure Best fit What lowers or raises total cost
DigitalOcean Droplets from $4/month; App Platform web apps from $5/month (DigitalOcean, 2026) Simple web applications, APIs, development environments, and small teams Curated services and included bandwidth can simplify operations; verify current database, backup, support, regional, and bandwidth charges
Hetzner About $4.09/month for servers (DigitalOcean comparison, 2026) Self-managed Linux servers, batch jobs, and stateless services Very low raw compute pricing; you must budget for patching, monitoring, backups, security, and incident response
Oracle Cloud Infrastructure Not stated as a universal entry price; Oracle’s examples use published prices dated December 5 and December 6, 2024 Oracle Database, enterprise applications, and high-performance compute Oracle presents lower compute, storage, and networking costs in configured examples; actual results depend on region, shape, licensing, and architecture
AWS Not stated in the available comparison Broad managed services, global reach, mature identity and governance Existing skills and managed services may reduce labor; service sprawl, egress, support, and commitments can increase the bill
Google Cloud Not stated in the available comparison Analytics, Kubernetes, global applications, and teams with Google Cloud skills Managed data and container services can reduce engineering effort; compare equivalent storage, egress, support, and regional costs

Use the provider whose operating model matches your team. A small company that does not want to maintain servers should start with DigitalOcean or a managed service on AWS or Google Cloud. A Linux-focused team with strong operations skills can investigate Hetzner. An organization running Oracle software should put an OCI bill beside its Azure bill instead of relying on a generic cloud ranking.

How to compare Azure with another cloud correctly

Compare an equivalent architecture, not a VM price against a complete Azure service. Record the workload’s actual resource requirements for a representative month and price every line item in the destination region.

Normalize compute

Match vCPU, memory, processor generation, sustained utilization, and required performance. A four-vCPU instance is not automatically equivalent across providers. Note whether the workload needs burst capacity, dedicated hardware, GPUs, or a minimum availability-zone design.

Match storage performance

Record capacity, storage type, IOPS, throughput, snapshots, and replication. A lower per-gigabyte price is not cheaper if the application needs a faster tier or extra replicas to reach the same performance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Price bandwidth and egress

List included outbound bandwidth, ingress treatment, inter-region transfer, cross-zone traffic, CDN usage, and database-to-application transfer. Egress can dominate a video, backup, analytics, or globally distributed workload even when compute is inexpensive.

Include managed services

Price the equivalent database engine, backups, point-in-time recovery, cache, queue, load balancer, container control plane, logging, monitoring, secrets, and vulnerability scanning. If a destination does not provide an integrated managed service, price the people and software needed to operate it yourself.

Account for licenses and compatibility

Check Microsoft licensing rights, Windows support, SQL Server requirements, Oracle Database licensing, drivers, extensions, and commercial support terms. A cheaper Linux server is not a substitute for a workload that requires a licensed Windows or Oracle environment.

Put labor in the total

Estimate design, migration, testing, on-call coverage, patching, upgrades, backups, security reviews, and incident response. A provider with a higher infrastructure invoice can still produce a lower total cost when your team already knows its identity, governance, database, and deployment tools.

DigitalOcean: the simplest starting point for small workloads

DigitalOcean is the clearest first comparison for a startup or small team running conventional web applications, APIs, background workers, staging environments, or development machines. Its 2026 published comparison lists Droplets from $4 per month and App Platform web apps from $5 per month.

Why it can reduce cost

  • A smaller, curated service portfolio is easier to understand than a large catalog of overlapping products.
  • Included bandwidth can make a predictable traffic pattern easier to budget than a design dominated by separate transfer charges.
  • App Platform can remove some server-maintenance tasks for teams that prefer a platform deployment model.
  • Low entry prices make it practical to separate development, staging, and small production services without paying for oversized instances.

What to verify before moving

The $4 Droplet and $5 App Platform figures are starting prices, not a promise that your application will cost that amount. Verify current regional availability, bandwidth allowances, database pricing, backups, block storage, load balancing, support, and any high-availability requirements. Confirm that the database engine, extensions, connection limits, and backup retention meet your application’s needs.

DigitalOcean is most attractive when your architecture is already simple. If you require a large portfolio of managed security, analytics, data-processing, or governance services, price those gaps before assuming the smaller catalog is an advantage.

Hetzner: the lowest raw-cost option when you can self-manage

Hetzner is compelling for teams that can operate Linux infrastructure themselves. A 2026 DigitalOcean comparison lists servers from about $4.09 per month. That figure is useful for comparing raw compute, but it excludes the operational responsibilities that a managed cloud service may absorb.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Workloads that fit

  • Stateless web servers and APIs deployed with your own automation
  • Batch processing, build workers, and development machines
  • Self-managed databases where your team already has tested backup and recovery procedures
  • High-utilization services for which predictable dedicated capacity matters more than a broad managed-service catalog

Costs that the headline price hides

Budget for operating-system updates, kernel and package patching, host hardening, firewall policy, monitoring, log retention, vulnerability response, backup storage, restore testing, failover, and 24-hour incident coverage. You may also need to build your own Kubernetes control plane, database replication, secrets management, load balancing, and deployment tooling. The comparison explicitly frames Hetzner as self-managed; do not treat it as an integrated substitute for every Azure managed service.

Hetzner can win when a capable platform team keeps servers highly utilized and has automation ready. It can lose when engineers spend recurring hours on routine operations or when an outage requires skills that the organization does not have on call.

Oracle Cloud Infrastructure: investigate it for Oracle-heavy estates

OCI deserves a targeted bill comparison when your workloads depend on Oracle Database, Oracle enterprise applications, or high-performance compute. Oracle’s official bill comparison uses published prices dated December 5, 2024, and its cloud-economics comparison uses published prices dated December 6, 2024. Oracle presents OCI as lower cost in the configured examples, including compute, storage, and networking.

How to interpret Oracle’s claims

The comparisons are dated, region-specific, and based on configured examples. They are a starting point for rebuilding your own bill, not a universal guarantee that OCI will be cheaper than Azure. Recalculate with the current region, instance shape, storage tier, database edition, license model, support plan, backup policy, and traffic pattern.

Where OCI may have an advantage

  • Oracle Database workloads that benefit from close alignment between database licensing and infrastructure
  • Enterprise applications already standardized on Oracle tools and operational practices
  • High-performance compute with predictable capacity requirements
  • Architectures that can use Oracle’s networking and database ecosystem without a major redesign

Migration costs can erase an infrastructure saving if application drivers, identity integration, observability, backup procedures, or database operating practices must all be rebuilt. Include a parallel-run period and a tested rollback plan in the comparison.

AWS and Google Cloud: when a larger platform is cheaper overall

AWS and Google Cloud remain credible Azure alternatives for organizations that need many regions, broad managed services, mature identity and governance, analytics, or Kubernetes. Their VM entry prices are not stated in the available comparison, so evaluate them with current provider calculators and an equivalent architecture rather than a headline number.

When AWS can lower total cost

AWS can be financially sensible when your engineers already operate its identity, networking, databases, containers, and infrastructure-as-code tools. Managed services may remove maintenance work that would otherwise be added to a smaller provider’s server bill. Compare commitments, support, storage requests, inter-region transfer, outbound traffic, and the number of separate services required to reproduce your Azure design.

When Google Cloud can lower total cost

Google Cloud can fit teams that need analytics, Kubernetes, or globally distributed applications and already have relevant skills. Price the complete data path: ingestion, processing, storage, replication, query activity, and egress. A low-cost compute layer does not compensate for an expensive cross-region data design.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why moving from Azure to either may not pay off

If your team is productive on Azure and the proposed destination requires months of retraining, controls redesign, and application changes, the migration may cost more than any infrastructure reduction. A like-for-like service comparison should include engineering time, testing, temporary duplicate environments, and the risk of production incidents during the cutover.

Ways to lower your Azure bill before you migrate

Migration is not the only cost lever. Use your Azure invoice and resource inventory to establish a baseline, then compare that optimized baseline with each alternative.

  1. Group spending by owner and workload. In the Azure portal, open Cost Management + Billing, select the relevant subscription, and use Cost analysis to break charges down by resource, resource group, service, region, and tag. Missing tags are a governance problem; assign an owner and environment to every production resource.
  2. Find idle and oversized resources. Check utilization over a representative period, not a single quiet day. Stop nonproduction resources outside working hours where the application permits it, remove unattached disks and public IP addresses, and resize instances only after checking CPU, memory, disk latency, and network throughput.
  3. Separate steady baseline from burst demand. Keep flexible capacity for peaks, but evaluate reservations or savings commitments for resources that will run continuously. Do not commit until ownership, region, instance family, and utilization are stable.
  4. Reduce unnecessary data movement. Keep chatty components in the same region and availability design when reliability allows. Review backup copies, cross-region replication, log exports, and development data transfers. Preserve the redundancy required by your recovery objectives.
  5. Choose storage and database tiers deliberately. Move infrequently accessed data to an appropriate tier, set retention policies for logs and snapshots, and scale managed databases to observed demand. Test restore time and query performance before deleting redundancy.
  6. Set budgets and alerts. Create budgets for subscriptions and major resource groups, alert owners before thresholds are reached, and review unusual daily changes. An alert is not a control by itself; assign someone to investigate and remediate.
  7. Reprice the optimized design elsewhere. Export the resulting resource list and map each item to an equivalent service on DigitalOcean, Hetzner, OCI, AWS, and Google Cloud. Include migration and operating labor rather than comparing only the reduced Azure invoice with a provider’s smallest server.

A practical migration process

1. Freeze the baseline

Choose a representative billing period and record compute hours, peak and average utilization, storage capacity, IOPS, bandwidth, egress, database transactions, backup retention, support, and engineering effort. Separate one-time projects from recurring production costs.

2. Define non-negotiable requirements

Write down regions, latency targets, recovery-point and recovery-time objectives, compliance controls, availability targets, encryption requirements, operating systems, database engines, and integration dependencies. Eliminate providers that cannot meet a mandatory requirement before comparing price.

3. Build equivalent bills

Use current regional calculators and provider pricing pages for the same vCPU, memory, storage performance, replicas, traffic, backup policy, support level, and commitments. Mark every assumption and date. Where a managed service is unavailable, add the software and labor needed to operate it.

4. Run a representative pilot

Move a noncritical service or a production-like slice. Measure deployment time, latency, error rates, backup and restore behavior, observability, incident procedures, and actual egress. A pilot should test operations, not just whether a container starts.

5. Recalculate migration economics

Include data transfer, temporary duplicate environments, application changes, training, contract commitments, testing, and rollback capacity. Amortize one-time migration work over the period in which you expect to keep the destination platform.

6. Cut over with a rollback path

Use staged traffic, tested backups, synchronized data, and a documented reversal procedure. Keep the old environment available until the new platform has passed the agreed reliability and recovery tests.

Common mistakes that make an “alternative” more expensive

  • Comparing entry prices. A $4 or $4.09 server may not include the storage, backups, database, load balancing, or transfer your application needs.
  • Ignoring egress. High outbound traffic, cross-region replication, and analytics exports can dominate the bill.
  • Underpricing operations. Self-managed infrastructure needs patching, monitoring, security response, recovery testing, and on-call coverage.
  • Choosing the wrong region. A cheaper region can create unacceptable latency, data-residency issues, or additional transfer charges.
  • Forgetting reliability design. One inexpensive instance is not equivalent to a multi-zone Azure deployment with backups and failover.
  • Overlooking licenses. Microsoft and Oracle compatibility, edition limits, and license mobility can change the economics completely.
  • Locking in too early. Commitments can reduce unit cost but become wasteful when a workload is being redesigned or may move again.
  • Counting only the first month. Include recurring support, upgrades, security work, and the people who keep the platform healthy.

Which option should you choose?

Choose DigitalOcean when simplicity is the priority

Start with DigitalOcean for a small number of conventional web services, predictable traffic, and a team that wants fewer infrastructure decisions. Validate managed database, backup, bandwidth, and regional requirements before committing.

Choose Hetzner when raw compute and in-house operations dominate

Choose Hetzner when your team is comfortable managing Linux servers, your workload is highly utilized, and you can fund reliable operations. The approximately $4.09 starting figure is most meaningful for self-managed compute, not as an all-in replacement for Azure’s managed platform.

Choose OCI when Oracle compatibility is central

Put OCI at the top of the shortlist for Oracle Database and enterprise estates. Rebuild the bill using current prices and your actual license and availability requirements; treat Oracle’s December 2024 comparisons as dated examples.

Choose AWS or Google Cloud when platform breadth reduces labor

Use AWS or Google Cloud when global reach, analytics, Kubernetes, governance, or existing skills outweigh the appeal of a smaller provider’s lower VM price. The deciding number is total operating cost, not the cheapest instance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Bottom line

For most cost-sensitive startups, compare DigitalOcean first, then Hetzner if you can self-manage Linux. For Oracle-heavy or enterprise workloads, perform a dedicated OCI bill comparison using current regional prices. Keep AWS and Google Cloud in the evaluation when managed services, global coverage, or existing skills reduce engineering effort. Whichever path you choose, optimize the Azure baseline and price equivalent compute, storage, bandwidth, egress, services, support, licenses, reliability, and labor before declaring a saving.
