For text-to-speech, Google Cloud Text-to-Speech and Amazon Polly have documented synthesis features. For speech-to-text, Google Cloud Speech-to-Text and Amazon Transcribe were among the services evaluated in a 2021 French-language benchmark, but those results are historical and do not establish which service performs best today. Choose separately for each job, confirm support for your exact language and workflow, and test with representative audio before switching.
First, separate transcription from voice generation
These are different speech tasks. Speech-to-text (transcription) turns recorded or live speech into text. Text-to-speech (voice generation) turns supplied text into audio. A provider may suit one task without being the right choice for the other, so compare products by capability rather than by the broad label “AI speech.”

Alternatives for voice generation
Google Cloud Text-to-Speech
Google Cloud Text-to-Speech is a documented option when you need an API to convert text into audio. Google’s product page, accessed October 4, 2026, lists more than 380 voices across more than 75 languages and variants, along with streaming synthesis, long-audio synthesis, SSML support, audio-format choices, and voice controls. Those catalog and feature details can change, so verify the current list for your target locale and use case on Google Cloud Text-to-Speech.

Google describes billing in terms of the number of characters sent for synthesis each month. The same product page states free monthly allowances of 1 million characters for WaveNet voices and 4 million for Standard voices. Treat these as the allowances described on that page, not as a guarantee that a particular workload will be free: check the current terms, eligible voice type, and applicable region before estimating costs.
Amazon Polly
Amazon Polly is another text-to-speech API. AWS documents standard, neural, long-form, and generative synthesis engines; plain text and SSML input; and output formats including MP3, Ogg Vorbis, Ogg Opus, PCM, μ-law, and A-law. Its API also documents pronunciation lexicons. See AWS’s Amazon Polly language list and SynthesizeSpeech reference for supported languages and request details.

Polly’s engine choices are not interchangeable for every voice: check that the engine you want is supported by the specific voice and language you select. The cited AWS documentation establishes available features and formats, but it does not establish that Polly sounds more natural than another service or is cheaper for a particular workload.

Alternatives for transcription—and what the benchmark can tell you
The 2021 paper “A Benchmarking on Cloud based Speech-To-Text Services for French Speech and Background Noise Effect,” by Binbin Xu, Chongyang Tao, Zidu Feng, Youssef Raqui, and Sylvie Ranwez, compared Google Cloud Speech-to-Text, Microsoft Azure Cognitive Services, Amazon Transcribe, and IBM Watson Speech to Text. Its reported results concern French data and the authors’ test conditions; they are not current service guarantees or a ranking for other languages, accents, microphones, or model versions. | Service in the study | Reported result | How to interpret it |
|---|---|---|
| Microsoft Azure Cognitive Services | 9% median word error rate on the study’s clean French test data. | The paper also describes Azure as more robust in its evaluated noise conditions; that finding is specific to the study. |
| Amazon Transcribe | 11.76% word error rate in the paper’s reported comparison. | A 2021 French benchmark result, not a current prediction for your audio. |
| Google Cloud Speech-to-Text | 14% word error rate in the paper’s reported comparison. | A 2021 French benchmark result, not a current prediction for your audio. |
| IBM Watson Speech to Text | Not stated in the cited paper summary. | The service was included in the study, but no result is given here to support a comparison. |
Word error rate (WER) measures transcription errors against a reference transcript; lower is better within a comparable test. These figures should not decide a purchase on their own. The study is dated May 7, 2021, and a result for clean French speech—or noise conditions used in that paper—cannot establish performance for your language, vocabulary, recording setup, or current service configuration.
Google Cloud Speech-to-Text and Amazon Transcribe are therefore reasonable candidates to evaluate if you want alternatives to Azure for transcription, but the evidence here does not identify a current overall winner. IBM Watson Speech to Text appears as a study participant; the reported material does not provide enough result detail to rank it or recommend it over the other options.

How to choose for your use case
- Start with the task. For converting words into audio, compare text-to-speech features such as voice, SSML, output format, and long-form or streaming needs. For converting audio into text, evaluate transcription services with your own recordings.
- Verify the exact language and locale. Support can vary by feature, not just by provider. Microsoft’s Azure Speech documentation separates support by functionality, including speech-to-text and text-to-speech. Check the precise locale and capability in the Azure Speech language and voice support tables before migrating; do not assume a language listed for one feature is available for another.
- Match the workflow. If you need live or low-latency output, verify streaming behavior and any operational limits. For long recordings or generated audio, check the provider’s long-audio options and the limits that apply to your chosen voice, language, and API.
- Check the controls and output you need. Confirm SSML handling, pronunciation controls, audio formats, and any other required features in the current documentation. The Polly API reference, for example, documents SSML, lexicons, and output formats; availability depends on the chosen voice and engine.
- Compare real costs in compatible units. Normalize the providers’ billing units for your expected volume, and include relevant storage, network, and surrounding cloud-service costs. Google’s cited text-to-speech page uses synthesized characters as its billing basis; the sources here do not provide a comparable current transcription-price table.
- Review deployment and data requirements. Check current regional availability, privacy, retention, and contractual terms with each provider. The cited material does not compare those policies.
Run a fair transcription test before switching
- Prepare representative recordings. Include the language and locale you actually need, different speakers and accents, domain-specific terms, and the recording conditions your application will encounter. Include noisy audio if noise is part of the real workload.
- Use the same inputs for every candidate. Keep the audio files and evaluation rules consistent. Record which service configuration and model version you tested, along with relevant settings.
- Compare against reviewed transcripts. Use reference text checked by a person who understands the language and terminology. Measure errors consistently and inspect consequential mistakes—such as names, numbers, or technical terms—not only an aggregate score.
- Test the production workflow. Check the latency, format, integration behavior, and output handling your application requires. A transcription score alone does not reveal whether a service fits your operational needs.
- Recheck after changes. Service features and model configurations can change. Revalidate when you change provider, locale, model, or audio conditions rather than carrying a past benchmark result forward as a guarantee.
Practical shortlist
- For text-to-speech: compare Google Cloud Text-to-Speech and Amazon Polly against the voices, formats, controls, and workflow your application requires.
- For speech-to-text: include Google Cloud Speech-to-Text and Amazon Transcribe in a task-matched evaluation if their current language and feature support fits your needs. Treat the 2021 French benchmark only as historical context.
- For a combined speech application: select and validate transcription and synthesis separately. Do not assume that one provider’s result in one direction predicts its suitability in the other.
