Claude Code is the best all-around alternative to Gemini Skills when you want portable SKILL.md instructions, repository-local procedures, and automatic or slash-command activation. For a terminal workflow that needs Google-native tools, Gemini CLI Agent Skills and extensions are the closer fit. For a production application with custom tools, approvals, state, and handoffs, use the OpenAI Agents SDK (or the managed Agents API) instead of a chat-oriented skill system.
The right choice depends less on model preference than on where the workflow runs and who controls its state, tools, permissions, and deployment. This guide compares the practical options and shows how to choose, package, secure, and migrate custom workflows.

What Gemini Skills are—and what an alternative must replace
Gemini Apps Skills are reusable custom instructions for Gemini chats and tasks. A skill can contain directions, context, and optional reference files. Gemini can recognize a relevant skill automatically, or you can select one explicitly; several skills can be combined for one task. Skills may be written manually, generated with Gemini, or uploaded as a folder containing SKILL.md and supporting files.

- Task: the outcome you want, such as drafting a project brief.
- Schedule: when a recurring task runs.
- Skill: the reusable instructions and context that explain how the work should be done.
That design is convenient for personal work in Gemini’s mobile app, Mac app, and web app. It is less suited to software teams that need a version-controlled procedure, shell scripts, private repositories, approval gates, durable state, or a workflow embedded in their own product. Uploaded Gemini Apps scripts also cannot make external internet requests, which can be a decisive limitation for research, API calls, and business automation.
An effective alternative therefore needs to match your operating surface:
- A chat and personal-task surface for reusable instructions without coding.
- A terminal and repository for files, scripts, tests, and developer tooling.
- An application runtime for programmatic invocation, custom tools, persistence, monitoring, and human approval.

1. Claude Code: the strongest portable replacement for SKILL.md workflows
Choose Claude Code when the heart of your workflow is a set of repeatable procedures that should live beside the code they govern. Claude Code skills follow the open Agent Skills standard, so a well-written Gemini-style SKILL.md can usually be adapted rather than redesigned. Claude can invoke a skill when its description matches the request, or you can run it explicitly with a slash command such as /release-notes.
Where Claude Code skills live
- Personal skills: available to you across projects.
- Project-local skills: committed to a repository so teammates receive the same procedure.
- Nested monorepo skills: located in a subproject and applied where that project’s files are in scope.
- Plugins and centrally managed skills: distributed across teams that need common standards.
A skill directory can contain the required SKILL.md, reference documents, templates, and executable scripts. Keep the metadata concise and put detailed procedures in the body or linked references. The model should be told which files to read and which scripts to run; do not assume it will inspect every file automatically.
Why it is a better fit than a chat-only skill
- Version control: review skill changes in the same pull request as code changes.
- Local context: instructions can refer to the repository’s actual directories, test commands, and conventions.
- Explicit reuse: slash commands make a sensitive or costly procedure deliberate rather than accidental.
- Team distribution: project, plugin, and central locations support different governance levels.
Claude Code also includes bundled procedures such as /doctor, /code-review, /batch, /debug, /loop, and /claude-api. These illustrate a useful pattern: make a skill responsible for a bounded outcome, define its inputs and checks, and leave broad conversation to the agent.
Limitations to account for
Claude Code is a terminal and repository tool, not a drop-in replacement for Gemini’s mobile or web experience. Shell execution, file access, network access, and secrets remain security decisions for the environment in which it runs. If a workflow must be available to nontechnical staff in a browser, an application-facing runtime or managed automation platform may be a better front end.

2. Gemini CLI Agent Skills: the closest Google-native developer option
Gemini CLI Agent Skills are the most direct choice when you want Gemini’s model family in a terminal while retaining the Agent Skills packaging model. They add specialized expertise, procedural workflows, and task-specific resources to the CLI agent.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
How activation works
- The CLI reads skill metadata first, rather than loading every full instruction set into the context.
- When the task appears to match, it proposes or selects the relevant skill.
- The CLI asks for consent before activation.
- After consent, it injects the
SKILL.mdbody and grants access to the skill directory.
This staged process reduces unnecessary context and creates a permission checkpoint. It also means that accurate metadata matters: a vague description can prevent activation, while an overbroad description can cause an inappropriate skill to be offered.
Where to place skills
Gemini CLI supports built-in, extension, user, and workspace tiers. The .agents/skills/ directory is an interoperable alias, which makes it easier to share a skill structure across tools that implement the open standard. Use a workspace location for repository-specific instructions, a user location for your personal conventions, and an extension when the skill should be distributed with other CLI capabilities.
When to choose Agent Skills versus an extension
Use an Agent Skill when instructions and local resources are enough. Use a Gemini CLI extension when the workflow also needs infrastructure around those instructions. Extensions can bundle prompts, MCP servers, custom commands, themes, hooks, sub-agents, and agent skills. They can be installed from a GitHub repository or a local path, making them suitable for a team’s repeatable terminal environment.
A useful rule is: skill equals procedure; extension equals productized package. For example, a code-generation procedure can be one skill. A full internal developer assistant with MCP access, a custom command, a pre-commit hook, and several sub-agents belongs in an extension.

3. OpenAI Agents SDK, Agents API, and Responses API: when a skill becomes an application
Choose an OpenAI agent runtime when users should trigger the workflow through your product, service, or internal application rather than by opening a model’s chat or terminal. The three options differ primarily in who runs the agent loop and who owns state.

Agents SDK: developer-controlled orchestration
The Agents SDK is for applications that need custom tools and workflows while you retain control of deployment, storage, approvals, and runtime integration. Your code defines agents, tools, handoffs, guardrails, and the runner that advances the workflow. This is the strongest choice when a process must enforce business rules before an action is taken.
Typical uses include a support system that checks account permissions before issuing a refund, a data assistant that queries approved services, or a content pipeline that routes drafts to human reviewers. Because the application owns the integration, you can attach existing authentication, logging, rate limits, and audit records.
Agents API: managed long-running work
The Agents API is intended for long-running tasks where the provider manages the agent and saves progress. Its documented capabilities include automatic context compaction, multi-agent orchestration, programmatic tool calling, and MCP support. This reduces the amount of infrastructure you must build for resumable work, but you still need to define what the agent is allowed to do and how your application handles failures or approvals.
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Responses API: build the loop yourself
The Responses API is the lower-level option for direct model calls or an agent loop you implement from scratch. It is appropriate when you need a small, transparent runtime or have unusual requirements for memory, retries, scheduling, or routing. The trade-off is that you must implement those concerns yourself instead of receiving a ready-made runner or managed session.
What changes compared with a SKILL.md file
An application workflow is more than instructions. It needs typed tool definitions, input validation, authentication, error handling, durable state, observability, and an explicit policy for side effects. You can still store reusable instructions in files, but the application—not the model—must enforce permissions and critical invariants.
4. Managed automation platforms: best when the problem is integration, not agent engineering
If your main requirement is connecting business applications through visual workflows, a managed automation platform can be more practical than a terminal skill or custom agent runtime. These systems are designed around triggers, actions, credentials, retries, and human-readable flow diagrams.

They fit tasks such as copying approved form submissions into a ticketing system, notifying a channel when a database row changes, or routing documents through a fixed approval chain. They are less suitable when the agent must inspect a large repository, reason over changing code, or execute open-ended multi-step work under developer supervision.
Before choosing this category, check whether the platform supports the models, data residency, identity provider, audit detail, and approval semantics your organization requires. A visual workflow can be easier to govern, but it does not automatically make model-generated actions safe.
How to choose: a decision framework
Choose Gemini Apps Skills if…
- Your work stays mainly inside Gemini chats, tasks, and personal productivity routines.
- You want reusable instructions without maintaining a repository or runtime.
- The workflow does not need external internet requests from uploaded scripts.
Choose Gemini CLI Agent Skills if…
- You want a terminal-first workflow and Google-native model access.
- Your procedure needs repository files, shell commands, or MCP tools.
- You value a consent step before a skill receives directory access.
Choose Gemini CLI extensions if…
- You need to distribute skills together with MCP servers, commands, hooks, themes, or sub-agents.
- Your team wants one installable package rather than a folder copied into each workspace.
- You are building a repeatable internal CLI environment.
Choose Claude Code if…
- Portability of the
SKILL.mdformat is your top priority. - Procedures should be committed beside source code and shared through normal repository review.
- You want both automatic matching and explicit slash-command invocation.
Choose the OpenAI Agents SDK if…
- The workflow belongs inside an application backend.
- You need custom tools, approvals, handoffs, authentication, and developer-owned state.
- You require deployment control, tracing, and integration with existing services.
Choose the Agents API if…
- The task can run for a long time or across multiple agent steps.
- You prefer managed sessions, context compaction, and orchestration over building those services yourself.
- Your application can accommodate a provider-managed runtime and its permission model.
Choose the Responses API if…
- You need direct model calls or a custom agent loop.
- You already have infrastructure for memory, retries, scheduling, and tool execution.
- Transparency and control matter more than prebuilt orchestration.
How to migrate a Gemini-style skill to another tool
A migration is easiest when you separate stable procedure from provider-specific features. Do not copy a chat transcript and call it a skill; extract the decisions, inputs, outputs, and checks that make the process repeatable.
- Define the contract. Write the task’s purpose, required inputs, expected output, unacceptable output, and completion test.
- Split instructions from references. Keep the short operating procedure in
SKILL.md. Put schemas, examples, policy text, and long reference material in separate files. - Declare tools explicitly. List every command, API, MCP server, or application function the workflow may use. State whether each tool is read-only or can create side effects.
- Add an activation description. Include concrete phrases that indicate when the skill applies, plus phrases that should not trigger it.
- Insert approval gates. Require confirmation before sending messages, changing production data, spending money, deleting files, or invoking privileged commands.
- Make paths portable. Replace assumptions about home directories, shell names, and repository layouts with variables or documented prerequisites.
- Test failure paths. Try missing files, malformed input, unavailable tools, permission denial, network failure, and an ambiguous request.
- Version and review it. Commit the skill with its references and scripts, record breaking changes, and review permission changes like code.
Security and governance differences that matter
The most important distinction is not which model writes the best prose; it is which component is trusted to perform an action. In a chat skill, the model may be able to read supplied context but have limited integration access. In a CLI, the agent may reach files, shell commands, and MCP servers. In an application, your backend can enforce identity, authorization, rate limits, and audit logs—but only if you implement them.
Review these controls before deployment
- Directory scope: exactly which files can the agent read or modify?
- Shell execution: are commands sandboxed, allow-listed, logged, and limited by user identity?
- Network access: can scripts or tools reach external services, and are destinations restricted?
- Secrets: are credentials injected at runtime rather than stored in a skill directory?
- Consent: does activation or a side effect require an explicit user approval?
- Data retention: where are prompts, tool results, and session state stored?
- Distribution: who can publish, install, update, or override a skill?
- Rollback: can you disable a skill or revert an extension without redeploying the entire application?
Never treat a natural-language instruction such as “do not delete production data” as the only safeguard. Put destructive operations behind a separate tool, require an approval signal, and enforce authorization in the tool implementation.

The agent activates the wrong skill
Reduce overlapping descriptions and state exclusions. Put repository-specific skills at the workspace level and general skills at the user level. Test ambiguous prompts rather than only ideal examples.
The model ignores reference files
Tell it which file to open and when. Reference files are not a substitute for an instruction that explains their role. Keep high-priority rules in the main skill body and use references for detail.
A script works locally but fails for teammates
Document runtime versions, required environment variables, operating-system assumptions, and installation steps. Prefer repository-relative paths and fail with an actionable message when a prerequisite is absent.
A workflow performs an unsafe side effect
Move the operation behind an approval-gated tool. Validate arguments in code, use least-privilege credentials, log the request and result, and provide a dry-run mode for testing.
Context grows until results degrade
Use metadata-first discovery, concise core instructions, and targeted references. In a custom runtime, summarize completed steps and persist structured state instead of replaying the entire transcript on every call.
Bottom line: which alternative should you pick?
For most developers seeking a direct, portable replacement for Gemini Skills, start with Claude Code and an Agent Skills-compatible SKILL.md directory committed to the project. Pick Gemini CLI Agent Skills when staying in Google’s terminal ecosystem is more important than portability, and pick a Gemini CLI extension when the workflow needs MCP servers, commands, hooks, themes, or sub-agents around the skill.
When the workflow becomes a product feature—with authenticated users, custom APIs, approvals, durable state, handoffs, and observability—move to the OpenAI Agents SDK, or use the Agents API when managed long-running sessions and orchestration are preferable. Use the Responses API for a deliberately custom loop. Reserve managed automation platforms for predictable business-app integrations rather than repository-centric agent work.
