The best alternative depends on the chip. Use Taiwan and expanding U.S. capacity for advanced logic, South Korea for commodity DRAM and NAND, U.S., European and Japanese suppliers for mature-node analog, power and automotive parts, and new European open foundries for selected automotive, industrial and silicon-carbide programs. Treat packaging, assembly and test as a separate sourcing decision: those activities remain heavily concentrated in China and Taiwan.
There is no one-for-one replacement for every Chinese fab. The OECD finds “limited substitutability of production between fabs,” because a line qualified for analog or power cannot simply be switched to advanced logic or memory. A credible plan therefore matches process technology, qualification history, package, capacity and site-level country of origin rather than choosing a country from a map.

Why replacing China requires a process-specific plan
China is only one part of a concentrated semiconductor system. China, Chinese Taipei, Korea, Japan and the United States together held 87% of global in-production wafer capacity in September 2025, according to the OECD. Moving a part from a Chinese supplier to another country can reduce a particular geopolitical or continuity exposure, but it does not remove concentration risk by itself.

A mature-node 180 nm analog line, a 28 nm automotive microcontroller line, a 5 nm logic line and a 1β DRAM line require different equipment, design rules, process recipes, intellectual-property libraries and qualification data. The replacement must therefore be specified by chip category and node before suppliers are contacted.

Foundry, IDM and OSAT are different choices
- Foundries manufacture wafers designed by other companies. They are the normal route for advanced logic and many mature-node devices.
- Integrated device manufacturers (IDMs) design and manufacture their own products, and sometimes sell selected capacity or components directly to equipment makers.
- Outsourced semiconductor assembly and test providers (OSATs) turn finished wafers into tested, packaged parts. Their site, substrate, lead-frame and test locations can be different from the wafer fab.
A “non-China chip” claim is incomplete unless it identifies the wafer-fabrication site and the assembly, test and packaging sites. Ask for both before approving a substitute.

Advanced logic: Taiwan and U.S. capacity
TSMC in Taiwan and the United States
For leading-edge CPUs, GPUs, application processors and high-performance networking silicon, TSMC remains the principal non-mainland-China manufacturing route. Taiwan provides the broadest established advanced-node ecosystem; U.S. expansion adds a second geography for programs that can obtain capacity and complete local qualification.
Do not treat a company’s headquarters as the production origin. Request the exact fab, process revision, wafer size, expected allocation and package location in the quotation. Compare the node actually offered with the node used in the Chinese part: a nominally similar node can have different libraries, density, analog options, SRAM performance and design-rule restrictions.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteIntel and other U.S. capacity
Intel and selected U.S. facilities can be alternatives when the design can use their process, packaging and design-enablement ecosystem. The relevant comparison is not simply “U.S. versus China”; it is whether the supplier supports the required IP, yield ramp, volume and package. Secure written capacity assumptions because a new or reconfigured line may have a different ramp profile from an established high-volume fab.
Advanced-logic qualification checklist
- Confirm the exact process node and whether the design is supported by mature standard-cell, SRAM, interface and analog IP.
- Obtain a yield and capacity plan for engineering lots, qualification lots and production volumes; do not infer availability from a public announcement.
- Map export-control and end-use rules for the design, equipment and destination market.
- Qualify the final package and test site separately from wafer fabrication.
- Design a second-source strategy at the die, package or system level; a second advanced-node fab is usually not a drop-in backup.
Mature logic, analog, power and automotive electronics
GlobalFoundries
GlobalFoundries is a practical foundry candidate for mature and specialty processes, including automotive, RF, embedded memory and power-related applications. Ask which site and process option will build the die, then verify automotive quality systems, product-lifecycle commitments, mask ownership and the availability of the required package.
Texas Instruments, Infineon, NXP and STMicroelectronics
These companies are primarily component suppliers and IDMs rather than universal merchant foundries. They can be strong replacements when the Chinese source is a finished regulator, transceiver, microcontroller, power device or automotive IC and an equivalent product already exists in their portfolio. The decision should compare electrical specifications and qualification evidence, not just the country printed on the package.

For a redesign, check pin compatibility, protection thresholds, thermal resistance, switching frequency, electromagnetic compatibility, firmware dependencies and approved second sources. Automotive programs should require the relevant AEC qualification, process-change notification terms and documented production history for the exact device family.

Japanese capacity
Japanese IDMs provide useful options for sensors, power devices, analog ICs, controllers and specialty memory. Their strengths vary by product and site, so require a fab-level statement rather than accepting “made in Japan” as a blanket capability claim. Verify wafer diameter, annual output, lead time, end-of-life policy and whether assembly is performed in another country.
Memory: South Korea first, then site-level checks
DRAM and NAND
South Korea has a particularly strong position in commodity DRAM and NAND through Samsung and SK hynix. That concentration is different from Taiwan’s advanced-logic leadership: a foundry that can make a sophisticated processor generally cannot substitute for a qualified memory producer.
For memory modules and embedded storage, compare the exact DRAM or NAND generation, density, speed grade, error-correction requirements, endurance, data-retention specification, controller firmware and temperature range. Confirm whether the die, package and module are all produced in South Korea or whether later steps occur elsewhere.
Specialty memory
Industrial and automotive designs may use NOR, EEPROM, embedded memory or other specialty products with long life cycles rather than the newest commodity generation. U.S., Japanese and European suppliers can be viable, but availability and lifecycle commitments must be checked part by part. A higher unit price may be justified if it avoids a redesign triggered by an unexpected product discontinuation.
European open foundries and specialty projects
Europe is adding capacity aimed at customers outside the project’s shareholder group. On 13 October 2025, the European Commission designated four projects as Integrated Production Facilities (IPFs) or Open EU Foundries (OEFs). The Commission defines OEFs as first-of-a-kind EU manufacturing facilities that dedicate at least part of their capacity to external customers.

ESMC Germany
ESMC is an open foundry intended to serve customers beyond its shareholders. The European Commission states an expected production level of 480,000 wafers annually by 2029. Treat that as a stated project expectation, not current available capacity: ask for the production start date, process node, wafer diameter, customer-access terms, qualification schedule and any state-aid conditions that affect allocation.
Infineon Dresden
Infineon’s Dresden project is oriented toward power and analog/mixed-signal production. It is a better fit for industrial, energy, automotive and control electronics than for leading-edge general-purpose processors. Confirm the voltage classes, analog options, package families and external-customer arrangements relevant to the part.
STMicroelectronics Italy
STMicroelectronics’ Italian capacity is particularly relevant to silicon-carbide applications. Compare the required voltage and current rating, wafer diameter, defect-density targets, gate-oxide reliability, module package and automotive qualification. Silicon-carbide substitution can require changes to gate drive, thermal design and protection settings even when the headline voltage rating matches.

Ams-OSRAM Austria represents another European specialty route, especially where optical, sensor or mixed-signal capability matters. Confirm the exact technology, production site, package and whether the program accepts external designs under the proposed commercial terms.
Packaging, assembly and test: the separate China-exit problem
Changing the wafer fab while leaving assembly and test in the same risk concentration does not create a China-independent supply chain. The UK Semiconductor Sector Study 2026 reports that manufacturing is moving out of China, and to a lesser extent Taiwan, while packaging remains concentrated in those countries and is a structural risk.
ASE and Amkor as OSAT routes
ASE and Amkor are representative non-mainland-China OSAT choices. Compare their actual site locations and the package family required: wire-bond, flip-chip, wafer-level, fan-out, system-in-package and high-reliability power packages have different equipment and qualification requirements.

Request substrate and lead-frame origin, mold-compound specifications, test coverage, burn-in capability, traceability, change-notification terms and disaster-recovery capacity. A company can have a non-China site while a particular package still depends on materials or an assembly step from China or Taiwan.
Package substitution can change the product
Thermal resistance, parasitic inductance, signal integrity, moisture sensitivity and board assembly rules can all change with a new package. Requalify electrical, thermal, mechanical and reliability performance after a package move, even if the die is unchanged.

- Classify the device. Record whether it is advanced logic, mature logic, analog, power, DRAM, NAND, specialty memory, sensor or silicon carbide. Capture the process node, wafer size, die revision and required package.
- Separate every production step. Request the country and site for wafer fabrication, wafer sort, assembly, final test, burn-in, substrate and lead-frame production. Do not accept a country-level answer when the commercial risk is site-specific.
- Build a qualified candidate list. Select at least two candidates that genuinely support the process and package. For an existing component, first look for a pin-compatible or firmware-compatible device; for a custom ASIC, compare foundry design rules and IP availability.
- Request capacity evidence. Obtain engineering-lot timing, production lead time, minimum order quantity, allocation policy, ramp assumptions, lifecycle commitment and recovery-time objectives in writing.
- Audit regulatory exposure. Check export controls, tariffs, sanctions, subsidy conditions and end-use restrictions for the actual fab and package sites. A U.S. or European company can still use a restricted overseas site for one product family.
- Run qualification. Recheck electrical limits, thermal behavior, reliability, electromagnetic compatibility, firmware, automotive standards and manufacturing yield. Include package-level tests and board rework procedures.
- Approve a continuity plan. Define trigger points for allocating orders to the second source, holding safety stock, moving assembly or redesigning the part. Document who owns masks, test programs, firmware and qualification data.
What makes diversification difficult
| Barrier reported by UK semiconductor respondents in 2026 | Share citing it | Procurement implication |
|---|---|---|
| Availability of alternatives | 80.6% | A nominally similar part may not have open capacity or the required qualification. |
| Cost | 71.0% | Budget for engineering, tooling, audits, inventory and a possible resilience premium. |
| Suitable scale | 51.6% | Confirm that the supplier can support the full production volume, not only samples. |
| Quality and consistency | 45.2% | Compare lot history, process control, change notices and field-reliability data. |
These percentages describe surveyed UK industry respondents, not a universal price or lead-time forecast. They do explain why a second source often costs more and takes longer than a purchase-order change.
How much China exposure is actually being replaced?
A January 2024 U.S. Bureau of Industry and Security survey found that U.S. semiconductor firms outsourced 1.5% of total chip output to China-based foundries. In the same survey context, 2.8% of foundational chips used by surveyed manufacturers came from Chinese-owned foundries. Those figures suggest that direct foundry outsourcing can be a small part of exposure while packaged components, foundational chips and materials create less visible dependencies.
Design geography is also not the same as manufacturing geography. U.S. semiconductor design represented 51% of industry revenue in 2022, compared with 13% for Korea, 10% for the EU, 9% for Japan and 8% for Taiwan, according to a 2025 U.S.-China Economic and Security Review Commission hearing record. A U.S.-designed chip may still be fabricated, assembled or tested across several countries.

Decision framework by product type
For a leading-edge processor
Start with TSMC Taiwan or eligible U.S. capacity and compare Intel or another qualified U.S. route only if the design ecosystem supports migration. Prioritize IP, yield, package and allocation; country alone is not a sufficient selection criterion.
Best Value
For an automotive microcontroller or analog controller
Evaluate GlobalFoundries, Infineon, NXP, STMicroelectronics, Texas Instruments and Japanese IDMs according to the exact voltage, analog, embedded-memory and automotive requirements. Long-term supply and change-control terms may matter more than the smallest process node.
For DRAM or NAND
Begin with Samsung or SK hynix production in South Korea, then verify die, package, module and controller provenance. Add U.S. or Japanese options where the density, endurance and lifecycle fit the product.
For a power module or silicon-carbide inverter
Compare Infineon, STMicroelectronics, Texas Instruments and qualified Japanese or U.S. suppliers, with STMicroelectronics Italy and European projects as relevant regional options. Requalify gate drive, thermal management, switching loss and module reliability.
For a packaged custom chip
Choose the wafer fab and OSAT together. Confirm that the selected OSAT can build the package at a site outside the target risk geography and that substrates, lead frames and test services do not reintroduce the dependency.
Questions to put in every supplier request
- Which legal entity owns the die, and which exact site performs wafer fabrication?
- Where do wafer sort, assembly, final test and burn-in occur?
- Which process node, wafer diameter, package and qualification grade are being quoted?
- What capacity is committed to this part, and how is allocation handled during shortages?
- What are the standard lead time, engineering-lot timing and recovery-time objective?
- What product-change, process-change and end-of-life notices are guaranteed?
- Which materials, substrates, lead frames and test houses come from China or Taiwan?
- What evidence supports automotive, industrial, safety or reliability claims for the exact part?
- Which export-control, tariff, subsidy or end-use restrictions apply to the shipment?
Bottom line for electronics manufacturers
Use a portfolio, not a country slogan. Taiwan and U.S. fabs are the leading alternatives for advanced logic; South Korea is the most direct route for commodity DRAM and NAND; U.S., European and Japanese suppliers cover much of mature-node analog, power and automotive demand; and European OEF/IPF projects add regional capacity as they ramp. Then qualify an OSAT and materials path separately. The strongest plan is a documented two-source design with site-level origin, capacity commitments, regulatory review and full electrical, thermal and reliability requalification.
