Best Alternatives to AI Coding Assistants for Teams That Need More Control

The best alternative depends on which boundary you need to control. Choose GitHub Copilot Business or Enterprise for organization policies inside a familiar GitHub and IDE workflow; evaluate Cursor Enterprise when centralized controls for an AI-first editor are the priority and hosted processing is acceptable; consider Sourcegraph Enterprise when code search, codebase understanding, and self-hosted or single-tenant options matter; investigate Amazon Q Developer for an AWS-centered environment; and treat a local or open-source stack as a separate architecture project when model hosting must remain under your control.

“More control” is not one feature. Before comparing products, decide whether your non-negotiable requirement concerns data leaving developer machines, deployment location, administrator enforcement, model choice, repository access, or preserving your existing editor and Git process. Vendor feature pages describe advertised capabilities, not a security assessment or a guarantee that a configuration satisfies your legal and contractual requirements.

Define the control boundary before choosing a tool

An AI coding assistant can process source code, prompts, file context, telemetry, and generated output. A policy that says “no training” answers only one part of that data-flow question. You also need to know which service receives the data, how long it is retained, which model provider handles it, where processing occurs, and whether administrators can enforce the settings for every user and feature.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Data boundary

List the information the assistant may access: the active file, nearby files, repository history, tickets, documentation, shell commands, and prompts. Then ask whether each category leaves the developer environment, whether retention differs by model, and whether optional agent or tool features create additional flows. A plan can prohibit provider training while still sending code and context to a hosted service to generate a response.

Deployment boundary

“Cloud,” “single-tenant cloud,” and “self-hosted” are different operating models. A self-hosted application may still call an external model endpoint or send telemetry outside the network. For a restricted environment, document every external component, including inference, authentication, updates, support access, logging, and crash reporting.

Administrative boundary

Central administration should cover identity, provisioning, role permissions, model availability, repository access, agent behavior, usage limits, and audit information. A user preference is not an organization control if an administrator cannot enforce it or verify that it remains enabled.

Workflow and codebase boundary

Some teams need inline completion in several established IDEs. Others need cross-repository search, architectural understanding, or agent operations over a large codebase. An AI-first editor may provide richer controls but require an editor change; a code-intelligence platform may fit existing tools while adding a separate administration layer.

Shortlist at a glance

Option Strongest fit Documented controls or capabilities Deployment and data qualification
GitHub Copilot Business or Enterprise Teams wanting broad IDE coverage and controls integrated with GitHub Organization license and policy management; Enterprise adds GitHub.com integration and organization codebase indexing GitHub says Business and Enterprise subscriber data is not used to train its models, but code and context are sent to the service to generate assistance
Cursor Enterprise Organizations standardizing on an AI-first editor SAML SSO, SCIM, centralized model, MCP-server and agent controls, role permissions, repository allow/block lists, usage controls, and analytics Cursor says Privacy Mode must be enabled organization-wide for its no-training and provider-retention commitments; the service runs on AWS and does not offer on-premises deployment
Sourcegraph Enterprise Teams for which code search and codebase understanding are central Code search and navigation, AI-powered Deep Search, batch changes, monitoring, security and administration, and integrations with major code hosts The Enterprise offering lists single-tenant cloud and self-hosted deployment; confirm inference, support access, telemetry, and data flow for the selected mode
Amazon Q Developer AWS-focused engineering organizations Presented by AWS as an AWS coding assistant Retention, governance, and deployment details require verification against current AWS documentation and terms
Local or open-source stack Teams seeking maximum choice over model and hosting Potential control over editor integration, model selection, and hosting architecture Security depends on the specific editor, model, serving layer, telemetry settings, update process, and licenses; a generic approach is not a guaranteed boundary

GitHub Copilot: the least disruptive organization-controlled option

What Business and Enterprise add

GitHub lists support for Visual Studio Code, Visual Studio, Vim, Neovim, JetBrains IDEs, Azure Data Studio, and GitHub CLI. All plans include inline suggestions and chat. Organization plans primarily add license and policy management and intellectual-property indemnity. Enterprise additionally integrates Copilot into GitHub.com and can index an organization’s codebase, which is useful when developers need answers grounded in repositories rather than only the current file.

This makes Copilot a practical starting point when the team already uses GitHub and wants to keep its editors and pull-request workflow. The value is administrative consistency rather than a private deployment.

What the data statement does and does not mean

GitHub says data from Business and Enterprise subscribers is not used to train its models. Its extension also examines nearby code and other context and sends contextual information to the model to produce suggestions. Therefore, “not used for training” does not mean “code never leaves the developer environment.” Security, privacy, residency, and contractual review must cover the complete request and response path.

Do not transfer the organization-plan statement to individual Free, Pro, or Pro+ accounts. GitHub describes a separate training-use policy for those users, including an opt-out. A company should provision the organization plan and prevent unmanaged individual accounts from becoming the route around its policy.

Questions to settle in a pilot

  • Which repositories and organization members can use the service?
  • Which policy settings are enforceable centrally, and which remain user-level choices?
  • Does codebase indexing include every repository, selected repositories, or only content a user can already access?
  • What logs, prompts, snippets, and telemetry are retained, and which subprocessors handle them?
  • How are Enterprise features and data terms reflected in the contract for your region?

Cursor Enterprise: strong centralized controls, hosted-only deployment

Controls for an AI-first editor

Cursor’s Enterprise materials document SAML-based single sign-on, SCIM provisioning, role permissions, centralized restrictions on models, MCP servers, and agent settings, repository allow and block lists, usage controls, and analytics. These controls address a common failure mode: every developer can otherwise enable a different model, connect an unapproved tool, or point an agent at a sensitive repository.

The fit is strongest when the organization is willing to standardize on an AI-first editor and wants administrators to govern agent behavior from one place. Verify how controls interact with personal accounts, extensions, local configuration files, and features introduced after your agreement is signed.

Privacy Mode is a condition, not a marketing synonym

Cursor says Privacy Mode must be enabled organization-wide for its stated commitment that code is not used for training and for its zero-data-retention agreements with model providers. Treat those as vendor statements that require confirmation in the actual tenant configuration and contract. Check whether every model, agent route, MCP connection, and support workflow remains inside the same commitment.

No on-premises option

Cursor says its service currently runs on AWS and does not offer on-premises deployment. That rules it out for policies requiring code processing to remain inside a company-controlled network or facility. A private network connection or an enterprise contract does not change the deployment fact; ask which components still communicate with the hosted service.

Sourcegraph Enterprise: code intelligence plus deployment choices

Why codebase understanding may outweigh autocomplete

Sourcegraph’s Enterprise offering combines code search and navigation with AI-powered Deep Search, batch changes, monitoring, and security and administration features. It lists integrations with major code hosts and compatibility with tools such as Claude Code, Cursor, Codex, and Amp. This is a better fit for organizations whose central problem is finding and understanding code across repositories, planning broad changes, or giving developers and agents a consistent view of a large codebase.

Single-tenant cloud and self-hosted models

The current Enterprise material lists both single-tenant cloud and self-hosted deployment. Those labels still require technical clarification. Ask whether inference runs in the selected environment, whether an external model provider receives prompts or snippets, which telemetry leaves the network, how upgrades are delivered, and what support personnel can access. “Self-hosted” should describe the complete processing path, not only the user interface or search index.

Contract and cost checkpoint

Sourcegraph’s pricing page lists a $16,000 minimum annual contract, including AI feature credits. Treat that as the vendor’s published minimum at the time of evaluation, not a universal quote: reconfirm current pricing, included credits, overage rules, deployment charges, support, and renewal terms before procurement. A minimum contract can make this option unsuitable for a small pilot even when its deployment model matches the security requirement.

Amazon Q Developer: an AWS-oriented candidate that needs verification

AWS identifies Amazon Q Developer as an AWS coding assistant, so it belongs on the evaluation list for teams whose identity, infrastructure, and development workflow are already centered on AWS. The available product material does not establish enough detail to compare its retention rules, organization controls, deployment options, or model governance with the other choices in this guide.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not select it solely because the team uses AWS. Request written answers about prompt and code retention, training use, provider subprocessors, repository and model restrictions, administrator enforcement, audit logs, network paths, regional processing, and support access. Until those answers are documented for the plan and features you will use, classify Amazon Q as a candidate for discovery rather than a confirmed control solution.

Local and open-source workflows: an architecture path, not a turnkey recommendation

Where the control can come from

A local or open-source approach can let a team choose its model, run inference on owned hardware or a selected private service, and decide which editor integration to deploy. That flexibility may be the only workable route when policy prohibits hosted code processing or requires a particular model family.

What you must operate

  • Editor and extension: verify supported IDEs, authentication, update signing, and whether context collection can be limited.
  • Model serving: document where weights run, how requests are isolated, how GPUs are patched, and what happens when capacity is exhausted.
  • Access control: integrate identity, project and repository permissions, secrets handling, and administrator approval for model changes.
  • Telemetry: inspect network calls, crash reports, usage analytics, and default logging rather than assuming local software is offline.
  • Model and code licenses: review obligations for the model, serving software, extension, and generated output in your jurisdiction and use case.
  • Operations: plan vulnerability response, model updates, rollback, monitoring, abuse controls, and on-call ownership.

A secondary comparison may identify projects that support local models or multiple APIs, but that is not proof of a secure configuration. Validate the exact project and model-hosting documentation before making a procurement or compliance claim.

Match the option to the non-negotiable requirement

You need familiar editors and GitHub governance

Start with GitHub Copilot Business or Enterprise. Confirm that the required IDEs are supported, then test policy enforcement, repository indexing scope, and data-flow terms with representative private code. Enterprise is the relevant tier when GitHub.com integration and organization codebase indexing are important.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

You need centralized model and agent restrictions

Evaluate Cursor Enterprise if an AI-first editor is acceptable. Test SSO and SCIM lifecycle events, role boundaries, repository allow/block behavior, model restrictions, MCP controls, agent settings, usage limits, and analytics. Make organization-wide Privacy Mode a deployment gate if the stated no-training and provider-retention commitments are required.

You need search across many repositories or broad code changes

Evaluate Sourcegraph Enterprise. Measure whether search, Deep Search, navigation, and batch changes solve the codebase problem better than an editor-only assistant. Select single-tenant cloud or self-hosted only after documenting where inference, telemetry, logs, and support access occur.

You require processing inside your own environment

Remove hosted-only choices from the shortlist unless the policy permits an exception. Sourcegraph’s listed self-hosted option and a carefully designed local or open-source stack are the paths that warrant technical validation. Cursor explicitly does not offer on-premises deployment. For every candidate, verify whether model inference and telemetry remain inside the boundary.

You are deeply invested in AWS

Include Amazon Q Developer in a structured evaluation, but do not infer governance or retention behavior from AWS usage alone. Compare its written terms and administrator controls against the same checklist used for the other candidates.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A procurement checklist that tests real control

  1. Map the data: provide a diagram showing code, prompts, context, generated output, telemetry, logs, and support access from the IDE to every service and model provider.
  2. Separate training from retention: obtain the exact training-use, transient-processing, and retention commitments for each plan, model, agent, and optional feature.
  3. Identify subprocessors: request current provider, region, residency, and contractual subprocessor information, including changes during the contract term.
  4. Test enforcement: have an administrator disable an unapproved model, repository, MCP server, or agent capability and verify that users cannot re-enable it locally.
  5. Test identity lifecycle: confirm SSO, SCIM provisioning and deprovisioning, role changes, service accounts, and emergency access.
  6. Verify repository scope: check how private repositories, forks, archived projects, generated files, secrets, and deleted content are handled by indexing and context retrieval.
  7. Check network behavior: inspect DNS, outbound endpoints, proxy support, certificate handling, offline behavior, and failure modes when the service is unreachable.
  8. Review audit evidence: determine which administrative changes, prompts, model calls, repository accesses, and policy violations are logged and how long logs remain available.
  9. Clarify deployment: for single-tenant or self-hosted offerings, document who operates each component, how updates arrive, and what vendor support can access.
  10. Price the operating model: compare seats, included usage or AI credits, overage, model-specific charges, contract minimums, support, infrastructure, and staff time.

Run a controlled pilot before a broad rollout

  1. Choose representative repositories: include ordinary application code, a sensitive project, multiple languages, generated files, and a repository with cross-service dependencies.
  2. Define prohibited data: decide whether secrets, personal data, regulated code, customer identifiers, and unreleased designs are excluded, filtered, or allowed under a documented exception.
  3. Create test identities: use administrator, developer, contractor, and deprovisioned accounts to exercise role and lifecycle controls.
  4. Exercise the data path: capture network destinations and request types for inline completion, chat, indexing, agent actions, tool calls, and error reporting.
  5. Attempt policy bypasses: try personal accounts, local configuration changes, alternate models, unapproved repositories, and direct API calls. Record which attempts are blocked and which merely generate an alert.
  6. Test failure and recovery: disconnect the service, revoke access, rotate credentials, restore an index, roll back an extension, and remove a repository. Check for residual data and usable audit records.
  7. Decide by boundary: approve the product only if the measured behavior and contract satisfy the original non-negotiable requirement, not merely because developers prefer its suggestions.

Common mistakes that undermine control

Confusing a privacy promise with local processing

A no-training statement can coexist with hosted inference and contextual code transfer. Treat training, retention, residency, and deployment as separate questions.

Comparing plans instead of configurations

Controls may differ by plan, model, region, editor, agent mode, or optional integration. Record the exact combination you will purchase and prohibit unreviewed feature changes.

Calling self-hosted “private” without tracing inference

An internally operated search or control plane may still send prompts and snippets to an external model. Require a complete component diagram and verify it during the pilot.

Ignoring the existing workflow

An assistant that requires a new editor can create unmanaged shadow usage if developers return to familiar tools. Include IDE support, source-control integration, pull-request flow, and migration effort in the decision.

Free tools Windows power users keep installed

One-click scans. No signup required.

Underestimating operations

Local deployment transfers responsibility for patching, capacity, model updates, observability, incident response, and license compliance to your team. Price that work alongside subscription fees.

How to make the final decision

Write a one-sentence rejection rule before reading feature lists: for example, “No code or prompts may leave our network,” “Administrators must block unapproved models and repositories,” or “Developers must remain in the current IDEs.” Eliminate any option that fails that rule, then compare the survivors on codebase context, workflow fit, measurable administration, and total operating cost.

For most GitHub-centered teams, Copilot Business or Enterprise is the lowest-friction governance trial, provided hosted processing is acceptable. Cursor Enterprise is a focused choice for centralized control of an AI-first editor, but not for an on-premises requirement. Sourcegraph Enterprise deserves priority when repository-scale search and understanding justify its contract and deployment work. Amazon Q Developer is worth a documented AWS-specific evaluation, not an assumption. A local or open-source stack offers the greatest architectural freedom only when the organization is prepared to operate the entire system.
