Recommended Free Tools
There is no universal winner. GitHub Copilot is the safest default for developers and teams already organized around GitHub and a supported editor. Cursor is the better fit when you want an AI-first editor built around agents, cloud execution, automations, and flexible model use. Windsurf is a credible alternative for its editor and agent workflow, but its current price, quotas, and plan terms should be verified directly before you buy.
The short answer
Choose the tool that matches how your code is managed, not the one with the lowest advertised monthly number. Copilot extends an existing editor and GitHub workflow; Cursor replaces the usual editor experience with an AI-centered environment; Windsurf takes a similar agent-oriented editor approach. Their billing units also differ, so a simple price ranking is misleading.

- Start with GitHub Copilot if repositories, pull requests, code review, permissions, and organization policy already live in GitHub.
- Start with Cursor if you want the editor itself to plan work, edit several files, run agents in the cloud, automate recurring tasks, and let you choose among models.
- Evaluate Windsurf directly if its editor and agent behavior suit you, but confirm its current quota, privacy, and team terms before committing.
A 2026 arXiv analysis of 7,156 pull requests across five coding agents found task-specific differences rather than one agent that wins every category. That is why the recommendations in this guide are conditional: the best assistant depends on repository size, editor habits, agent usage, governance requirements, and tolerance for variable usage charges.
How the three products differ
| Dimension | GitHub Copilot | Cursor | Windsurf |
|---|---|---|---|
| Primary experience | AI features inside supported editors and GitHub workflows | AI-first code editor with agent and cloud-agent features | Agentic coding editor; feature and plan details are verification-sensitive |
| Inline completion and next-edit behavior | Core completion and next-edit suggestions; GitHub says these are not billed in AI Credits and remain unlimited for paid plans | Available as part of the editor workflow; exact allowance depends on the plan’s usage pool | Autocomplete is included in comparative coverage, but current allowance details are not established here |
| Repository context and search | Uses editor and GitHub context, with repository-oriented features | Editor-centered codebase context, search, and agent planning | Editor-centered context and agent workflow; verify current implementation |
| Agent and multi-file work | Chat, agent mode, code review, cloud agent, CLI, and related features use AI Credits | Agent-heavy workflow, cloud agents, automations, and AI code review on qualifying tiers | Comparable agentic tasks are reported, but current limits need confirmation |
| Cloud or background execution | Cloud agent is part of the GitHub feature set and consumes AI Credits | Cloud agents and automations are associated with higher tiers | Do not assume a particular cloud allowance without checking the current plan |
| Model choice and routing | GitHub-managed model access varies by plan and feature | Cursor models share a weekly usage pool; qualifying tiers can use third-party models at API list price | Current model catalog and routing terms are not established here |
| Usage accounting | Plan-level AI Credits for agentic features; paid completion and next-edit usage is unlimited | Weekly usage pool for Cursor models, with separate third-party model billing on qualifying tiers | Current quota model requires an official check |
| Team administration | Business and Enterprise plans provide organization-level controls through GitHub | Teams and Enterprise include centralized administration, privacy enforcement, SAML/OIDC SSO, usage analytics, pooled enterprise usage, spend controls, and audit/security controls | Team governance details are not established here |
| Code review and issue/PR integration | Closely integrated with GitHub pull requests, code review, and repository governance | AI code reviews through Bugbot and code-hosting features such as Origin are associated with higher tiers | Verify current review and hosting integrations |
GitHub Copilot: the best default for a GitHub-centered workflow
What Copilot is optimized for
Copilot is the least disruptive choice when your team already works in GitHub repositories and a supported IDE. Developers can keep their editor, repository permissions, pull-request process, and issue workflow while adding completion, chat, agent mode, code review, cloud-agent, and command-line capabilities. That continuity matters more than a small difference in autocomplete quality when a team needs a common policy and a predictable onboarding path.

GitHub’s plan family includes Free, Student, Pro, Pro+, Max, Business, and Enterprise. The documented prices for the plans with stated amounts are shown below.
| Plan | Published price | What the price does and does not tell you |
|---|---|---|
| Free | $0 | Free access is available; the exact allowance for every feature is plan-specific. |
| Student | Not stated in the plan details used here | Eligibility and included features should be checked with GitHub before relying on student access. |
| Pro | $10 per month | Paid plan; completion and next-edit suggestions are not billed in AI Credits. |
| Pro+ | $39 per month | Higher individual tier; agentic allowances still depend on the plan’s AI Credit terms. |
| Max | $100 per month | Highest listed individual tier; confirm the included credits and model access for your workload. |
| Business | $19 per granted seat per month | Organization plan priced per granted seat, with GitHub administration and policy controls. |
| Enterprise | $39 per granted seat per month | Enterprise plan priced per granted seat; contract, governance, and support terms should be reviewed separately. |
How Copilot usage is counted
AI Credits are consumed by chat, agent mode, code review, cloud agent, CLI, and related features. GitHub explicitly distinguishes those actions from code completions and next-edit suggestions: the latter are not billed in AI Credits and remain unlimited for paid plans. Consequently, a developer who mainly accepts inline suggestions may use a plan very differently from someone who asks the agent to inspect a repository, edit many files, run a cloud task, or review a pull request.
Before choosing a plan, estimate the number of agentic tasks rather than counting only keystrokes. Record how many repository-wide questions, multi-file changes, pull-request reviews, and cloud jobs you expect in a week. Then compare that demand with the AI Credit allowance shown for the plan you are considering. The published monthly price alone cannot predict the cost of a heavy agent user.
Where Copilot is strongest
- Teams that already use GitHub repositories, issues, pull requests, and permissions.
- Developers who want to stay in an established supported editor instead of learning a new editor.
- Organizations that need a single vendor for identity, seat assignment, repository governance, and AI features.
- Workloads dominated by completion and next-edit suggestions, where paid-plan usage is not metered in AI Credits.
Where to be cautious
- Agent-heavy projects can consume credits much faster than completion-only work.
- Different plans can expose different models, agent allowances, or administrative capabilities; do not infer those details from the price tier alone.
- If your team does not use GitHub for source control or review, some of Copilot’s integration advantage may not matter.
Cursor: the strongest fit for an AI-first editor
What makes Cursor different
Cursor treats the editor as the product rather than as a host for an assistant. Its workflow is designed around codebase context, agent planning, multi-file edits, cloud agents, automations, AI code review, and flexible model selection. That can reduce the friction of moving from a question to a repository-wide change, especially for developers who regularly ask an agent to inspect architecture, modify several files, and iterate on the result.

Cursor’s usage pool and model billing
Cursor’s models-and-pricing documentation says each paid plan includes one weekly usage pool shared across Cursor models and related products. A weekly pool behaves differently from a simple unlimited subscription: a burst of large context windows or long agent runs can exhaust the allowance before the billing month ends, while light users may leave capacity unused.
Qualifying tiers can also use third-party models at API list price. Those requests are not included in the monthly allowance, so selecting an external model can create a separate variable charge. Check which models are covered, how the weekly pool is measured, and what spending controls are available before enabling automatic or background tasks.
Features that matter to agent-heavy users
- Cloud agents: useful when a task should run away from the local editor or continue in the background.
- Automations: suitable for recurring operations, but they deserve a usage budget because repeated runs can consume the shared pool.
- Bugbot: AI code review capability associated with qualifying plans.
- Origin: code-hosting functionality associated with higher tiers.
- Model flexibility: practical for developers who compare model behavior by language, repository, or task.
Where Cursor is strongest
- Individual developers who want planning, context gathering, and multi-file editing in one AI-centered interface.
- Teams willing to standardize on an AI-first editor rather than preserve several existing IDE workflows.
- Projects where cloud agents, automations, or AI code review justify a higher usage tier.
- Users who understand and can monitor weekly pooled usage plus any third-party API charges.
Where to be cautious
- A low headline price does not mean unlimited model use; the weekly pool is the key constraint.
- Third-party model requests can be billed separately from the subscription allowance.
- Moving from an established IDE to an AI-first editor can create training, extension, and policy work for a team.
Windsurf: a legitimate alternative that requires verification
Windsurf belongs in this comparison because it is presented as an agentic coding editor alongside Copilot and Cursor. A 2026 TechSifted comparison lists a Windsurf Pro plan at $15 per month and compares the product on autocomplete, agentic tasks, pricing, and productivity. That is secondary evidence, not a definitive statement of the current offer.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsBefore purchase, verify the official Windsurf page for the exact plan name, price, quota reset, model limits, overage policy, privacy terms, and team controls. Current official pricing and feature details are not established by the material available for this comparison, so claims about benchmark superiority, ownership, privacy, or enterprise governance would be unjustified.

When Windsurf is worth testing
- You prefer its editor layout, context handling, or agent interaction after a hands-on trial.
- Your work benefits from an agentic editor but does not require GitHub-centered administration.
- You can set a spending limit and confirm how autocomplete, agent runs, and background work are counted.
Questions to answer before paying
- What is the current individual and team price in your billing region?
- Is usage measured by requests, tokens, actions, time, or a quota that resets on a stated schedule?
- Are external models included, or do they create separate API charges?
- Can an administrator enforce privacy settings, provision seats, export usage, and review audit events?
- What happens when a quota is reached: pause, reduced model access, overage billing, or an upgrade prompt?
Why the prices cannot be compared directly
The three products meter different things. Copilot separates unlimited paid-plan completion and next-edit suggestions from AI-Credit-consuming agentic features. Cursor combines a weekly pool for its own models with separate API-list-price billing for qualifying third-party models. Windsurf’s current quota mechanics need confirmation. A fair comparison therefore requires a usage profile.
| User profile | What to measure | Likely cost risk | Best comparison method |
|---|---|---|---|
| Light user | Occasional completion, short questions, few multi-file edits | Paying for unused capacity | Compare entry tiers, editor fit, and whether completion limits matter to you |
| Regular developer | Daily chat, repository searches, tests, refactors, and several agent sessions each week | Running into pooled or credited allowances | Track a representative week of agent actions and compare the included allowance, not just the subscription |
| Heavy agent user | Large-context planning, repeated multi-file changes, cloud jobs, automations, and code review | Credit exhaustion, weekly-pool limits, or third-party overage | Model the number and size of runs, then set spend controls and an escalation path |
| Team or enterprise | Seats, pooled usage, identity, auditability, privacy enforcement, and support | Governance gaps and unpredictable aggregate consumption | Request a plan-level demonstration and contract terms before comparing coding quality |
For a meaningful trial, log the task type, repository size, model selected, number of files changed, completion or agent action used, and the resulting allowance. Do not compare one short autocomplete session with another product’s repository-wide agent run; they are different units of work.
Editor, repository, and code-review fit
If you use VS Code or JetBrains today
Copilot is the natural first check when you want to keep an existing supported editor. Cursor and Windsurf are editor products, so evaluate the cost of adopting their interface, extensions, keymaps, debugging setup, and team conventions. Confirm current support for the exact editor version, language server, remote-development setup, and operating system rather than relying on a general compatibility label.

If pull requests are the center of your workflow
Copilot has the clearest connection to GitHub repositories, pull requests, code review, and repository governance. Cursor can add AI code review through Bugbot and related hosting capabilities on qualifying tiers, but that is a different operating model from native GitHub administration. Windsurf’s current review and issue integrations should be verified before they become part of a team process.

If context quality is the deciding factor
Test each assistant on the same repository and the same questions: locate the authentication boundary, explain a failing integration test, identify all callers of a function, and propose a change that spans several modules. Score factual references to files, missed dependencies, unnecessary edits, and the amount of correction required. Context quality is repository- and language-dependent, so a generic leaderboard cannot replace this test.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Team and enterprise buying criteria
For a team, autocomplete quality is only one line item. Compare the following controls before signing seats:
- Privacy mode and retention: determine whether administrators can enforce a setting and how prompts, code, and outputs are retained.
- Identity: check SAML or OIDC SSO, user provisioning, deprovisioning, and support for your identity provider.
- Usage visibility: require per-user and aggregate analytics, quota alerts, and an explanation of pooled versus individual consumption.
- Spend control: confirm whether administrators can cap usage, disable external models, block background jobs, or require approval for expensive actions.
- Auditability: ask what events are logged, how long logs are retained, and whether they can be exported for security review.
- Repository governance: verify permission inheritance, pull-request controls, branch protection compatibility, and code-review workflows.
- Support and contract terms: clarify response targets, data-processing terms, renewal, seat changes, and what happens when a plan limit is reached.
Cursor documents centralized administration, privacy-mode enforcement, SAML/OIDC SSO, usage analytics, pooled enterprise usage, spend controls, and audit/security controls for its team and enterprise offerings. GitHub provides organization plans through Business and Enterprise. The available Windsurf evidence does not establish equivalent controls, so procurement should not assume parity.

- Map your current workflow. Write down your editor, source host, pull-request system, languages, remote-development method, and whether your team can change editors.
- Separate completion from agent work. Count inline suggestions separately from repository questions, multi-file edits, code reviews, cloud tasks, and automations.
- Run identical tasks. Use one representative repository and the same five tasks in each product: explain architecture, find a bug, implement a cross-file change, write tests, and review a pull request.
- Measure correction effort. Record accepted suggestions, reverted edits, missed files, test failures, latency, and how often you had to restate context.
- Audit the billing unit. For Copilot, inspect AI Credit consumption; for Cursor, inspect the weekly pool and any third-party model charges; for Windsurf, obtain the current quota and overage rules.
- Check governance before rollout. Test SSO, seat provisioning, privacy enforcement, usage reporting, audit exports, and administrator controls with a non-production project.
- Set a stopping rule. Choose the product that meets your quality and governance threshold at a predictable cost, even if another tool wins one isolated benchmark.
Recommendations by scenario
Solo developer already using GitHub
Begin with Copilot. It preserves your editor and repository workflow, and paid-plan completion and next-edit suggestions are not charged in AI Credits. Move to Cursor if agent planning, cloud execution, automations, or model flexibility saves enough time to justify learning a new editor and monitoring a weekly usage pool.
Best Value
AI-first developer building across many files
Begin with Cursor. Its product design puts codebase context, agent planning, cloud agents, automations, and model choice in the main workflow. Keep a record of weekly usage and external-model charges so the convenience does not become an unplanned variable bill.
GitHub-centered engineering team
Start with Copilot Business or Enterprise evaluation because repository governance, pull requests, identity, and seat administration are already in the same system. Compare the agent allowance and model controls against your expected usage before standardizing.
Enterprise procurement
Make governance the gate: SSO, provisioning, privacy enforcement, audit logs, pooled usage, spend controls, support, and contract language must be acceptable before coding-quality trials are decisive. Copilot and Cursor document substantial organization controls; obtain equivalent current evidence for Windsurf if it remains on the shortlist.

Developer considering Windsurf
Use a time-boxed evaluation. Test the editor and agent behavior on real tasks, then verify the official price, quota, privacy, model, and team documentation. Treat the $15 monthly Pro figure reported by TechSifted in 2026 as an indicative comparison value rather than a guarantee.
Bottom line: match the assistant to the work
Copilot is the strongest default when GitHub integration and organizational control outweigh the appeal of changing editors. Cursor is the strongest fit for an AI-first, agent-heavy workflow where cloud agents, automations, code review, and model flexibility are central. Windsurf can be the right editor for a developer who prefers its interaction model, but its current commercial and governance details need direct verification. Evaluate all three on identical repository tasks and on the billing and administration rules that will govern your real usage.
