Bell says the affected routing system stopped accepting new calls and transfers, while the underlying transport network remained operational and calls already in progress were not interrupted.
What caused Bell’s 9-1-1 outage?
In a 1 October 2026 filing to the CRTC, Bell identified a software failure in its Next-Generation Core Services (NGCS) platform as the cause. NGCS is the call-routing component of Bell’s NG9-1-1 network. When it failed, it stopped accepting new 9-1-1 calls and new transfers to public safety answering points (PSAPs). The CRTC correspondence record contains Bell’s post-incident report.

This was not, according to Bell, a failure of every part of its 9-1-1 network. The filing says the Emergency Services IP Network (ESInet), which carries traffic, and associated data services remained operational. The failure was in the system responsible for routing calls onward to PSAPs.

Which provinces and emergency centres were affected?
Bell’s CRTC filing names five provinces: Manitoba, Ontario, Quebec, New Brunswick and Prince Edward Island. It says the incident affected 79 PSAPs and 63 originating network providers in those provinces.
There is a discrepancy in the province count: MobileSyrup’s coverage describes six provinces and includes Nova Scotia, while Bell’s specific list in the CRTC filing names five. The available accounts do not resolve the difference, so Nova Scotia’s inclusion is not established by Bell’s listed provinces.

Could callers still get through?
Calls already underway
Bell says calls that were already in progress were not interrupted. The disruption prevented NGCS from accepting new calls and new transfers; it did not cut off every active emergency call.

New IP-capable calls
For IP-capable calls, originating carriers redirected calls to third-party call operators. Those operators verbally relayed caller location and dispatch information to the appropriate PSAP. Bell says it later extracted records of missed calls and provided them to affected PSAPs on the day of the incident. The reviewed accounts do not state how many calls were missed.

Legacy-originated calls
Bell’s filing says legacy-originated calls served by legacy E9-1-1 PSAPs were unaffected. That distinction applies to the legacy call path described in the filing; it does not mean every other way of reaching emergency services was guaranteed to work.
What is known about the alarm and response?
MobileSyrup reports that alarms occurred at 3:13 and 3:19 a.m., but alarm elements that would trigger Bell’s “war room” were not functioning. According to the outlet, engineers were alerted about 24 minutes later when another system detected an unusual decline in 9-1-1 traffic. These operational details are secondary reporting; the underlying report’s full text is not available in the CRTC summary.

What changes did Bell say it made?
Bell says it implemented a permanent solution later on the morning of the incident and subsequently developed and deployed new independent monitoring mechanisms as an additional failsafe. It also said it intended to hold a post-incident debrief with PSAPs and third-party call operators, and had spoken with other NG9-1-1 providers. MobileSyrup additionally reports that Bell undertook an end-to-end review of its NG9-1-1 infrastructure. These are reported response measures, not independent proof that a similar outage cannot recur.

What should people know about backup ways to call?
Bell’s general 9-1-1 guidance says its 9-1-1 routing service will not work during network outages. It notes that Wi-Fi emergency calling has location limitations and recommends trying mobile service or a landline if available. That general advice does not establish that either option would have bypassed this particular NGCS failure in every case; the incident involved a network call-routing platform, not a problem shown to be limited to a specific handset or household connection.
