BEAD Broadband Funding FAQ: Eligibility, Provider Selection, and Deployment Timelines

BEAD is a federal broadband grant program administered by eligible states, territories, and the District of Columbia. Those governments decide which projects and providers receive subgrants through their own program procedures. A resident does not apply directly for a BEAD deployment grant, and the federal program does not set one nationwide date when service will reach every address.

NTIA guidance gives a network subgrantee up to four years after receiving its subgrant to complete the planned network and begin service for customers in the project area who want it. Your actual orderable-service date depends on your state or territory’s award, the project schedule, construction progress, and the provider’s service announcement.

What BEAD funds and who runs it

The Broadband Equity, Access, and Deployment (BEAD) program is designed to expand high-speed internet. NTIA’s program overview describes eligible uses that include broadband planning, infrastructure deployment, and adoption activities. Federal money is allocated through eligible entities—states, territories, and the District of Columbia—which develop plans and run the competitive process for selecting subgrantees.

NTIA sets federal requirements and reviews each eligible entity’s plan. The eligible entity then translates those requirements into application rules, project areas, evaluation criteria, contracts, reporting obligations, and construction deadlines. The provider that ultimately serves a community is therefore determined through a state or territory process, not by a single national provider list.

What a subgrantee is

A subgrantee is the organization that receives a BEAD award from an eligible entity to carry out an approved project. In practice, this can be a broadband provider or another qualified applicant allowed under the applicable state or territory rules. The precise eligibility standards, required technology, financial tests, match requirements, labor provisions, and application dates must be taken from the current program documents for the jurisdiction where the project is located.

What BEAD is not

  • It is not a consumer application for a free installation at an individual address.
  • It is not a guarantee that every provider that applies will receive an award.
  • It is not a national construction schedule that identifies a single launch date for each town or household.

Residents benefit when an awarded project reaches their area, but they normally interact with the state or territory broadband office and the selected provider rather than applying to NTIA themselves.

Who is eligible for BEAD funding?

Eligible entities administer the grants

The federal allocation flows to the 56 eligible states and territories participating in BEAD, with the District of Columbia included among the jurisdictions that administer a program. Each eligible entity is responsible for preparing and executing its proposal, conducting subgrantee selection, and reporting the result to NTIA in a Final Proposal.

Providers and other applicants follow local rules

A provider seeking a BEAD subgrant must satisfy the requirements published by the relevant state or territory. Those requirements can differ in application form, scoring, project design, financial documentation, deployment commitments, and deadlines. A company should read the current jurisdiction-specific notice, application instructions, and contract before assuming that it qualifies.

Eligibility is also project-specific. A state may define which unserved or underserved locations are covered, what network performance must be delivered, and what evidence an applicant must submit. A provider that is eligible in one jurisdiction is not automatically selected—or necessarily eligible under the same terms—in another.

Residents, businesses, and local governments

An individual household or business generally does not submit a direct BEAD deployment-grant application. Local governments, nonprofit organizations, utilities, and other entities may participate only if the applicable state or territory permits them to apply and they meet that program’s rules. For a resident trying to obtain service, the practical question is which project was awarded for the address and when that project expects to make service orderable.

How states select providers for BEAD projects

Selection is a sequence of local and federal steps. The exact names and order of solicitations can vary, but the governing responsibility remains with the eligible entity.

  1. The eligible entity establishes its program. The state, territory, or District of Columbia publishes program documents explaining eligible locations, application requirements, evaluation standards, required commitments, and submission deadlines.
  2. Applicants submit project proposals. Providers and any other permitted applicants propose to serve defined project areas and commit to the performance and completion terms required by the jurisdiction.
  3. The eligible entity evaluates and selects subgrantees. The local program office reviews applications under its published process and identifies the projects and organizations it intends to fund.
  4. The results are documented in the Final Proposal. The eligible entity reports implementation details and the results of subgrantee selection to NTIA through its Final Proposal.
  5. NTIA reviews the Final Proposal. NTIA approval is tied to release of the remaining federal funds. That federal approval is a program checkpoint; it is not a substitute for the state award notice or the provider’s construction contract.
  6. The subgrant is executed. After required approvals and agreements, the selected organization receives the subgrant and becomes responsible for the project’s commitments, including the deployment and service deadline.

The 2025 Benefit of the Bargain milestone

On July 21, 2025, NTIA announced that all 56 eligible states and territories had approval to begin the Benefit of the Bargain subgrantee-selection round. This was permission to start that selection phase. It did not mean that every project had been selected, funded, placed under construction, or made available to customers.

To identify the provider for a particular area, use the applicable state or territory’s selection announcements, project lists, maps, contracts, or approved Final Proposal. A national announcement cannot reliably identify the awardee for an individual address.

How to read BEAD status numbers

NTIA’s dashboard snapshot dated April 13, 2026, reported the following national counts:

Status Entities What the status means
Final Proposal submitted 56 Every eligible entity had submitted its Final Proposal to NTIA.
NTIA approval 53 NTIA had approved the Final Proposal for 53 eligible entities.
NIST approval; funds available 51 Among the entities with NTIA approval, 51 also had NIST approval, making grant funds available.
Signed and returned award agreements 44 Forty-four entities had signed and returned their award agreements.

These figures describe a point-in-time national snapshot from April 13, 2026. They are not verified figures for October 2026, and they do not show whether a particular county, town, or address has an active construction project. “Final Proposal submitted,” “NTIA approved,” “funds available,” and “award agreement signed” are different stages; treating them all as “funded and available” produces a misleading answer.

What is the BEAD deployment timeline?

The federal four-year requirement

NTIA’s Final Proposal Guidance version 2.1 states that a network subgrantee must deploy the planned network and begin service to each customer in the project area who desires broadband no later than four years after receiving the subgrant. The starting point is receipt of the subgrant—not the date Congress created BEAD, the date NTIA announced the program, or the date a state began accepting applications.

This is an outer program requirement. It does not promise that construction will begin immediately, that work will take four years, or that every address will become serviceable on the same day. A project may reach some locations earlier and others later, subject to the approved project schedule and applicable contract terms.

Milestones that answer different questions

Milestone Question it answers What it does not establish
Final Proposal submitted Has the eligible entity formally sent its implementation plan and selection results to NTIA? That a local project has a signed grant or construction underway.
NTIA approval Has NTIA approved the eligible entity’s Final Proposal? That an address can order service.
NIST approval and funds available Have the required federal approvals made grant funds available for that entity? That every selected project has started building.
Award agreement signed Has the eligible entity signed and returned the award agreement? That a provider has completed construction or activated customers.
Construction underway Has physical deployment begun in the project area? That all addresses in the area can place an order.
Service available Can an eligible customer at the covered location order the funded broadband service? That neighboring locations outside the project area are covered.

When will BEAD-funded broadband reach my area?

There is no single national answer. The date for a specific address is controlled by the responsible eligible entity’s award and the selected project’s schedule. The four-year rule supplies a maximum completion-and-service window measured from subgrant receipt, while local notices and provider updates supply the useful information about earlier milestones.

Use this address-specific process

  1. Identify the responsible jurisdiction. Determine which state, territory, or the District of Columbia contains the address. That government’s broadband office is the authoritative starting point for its BEAD program.
  2. Find the current BEAD project materials. Look for the jurisdiction’s Final Proposal, subgrantee-selection results, award notices, project maps, and milestone updates. Use the latest dated material because national status can change after a dashboard snapshot.
  3. Match the address to a project area. Confirm that the exact location—not merely the ZIP code or nearby road—is included in an awarded project. Project boundaries can leave adjacent properties in different phases or different awards.
  4. Record the provider and award stage. Note the selected organization, project geography, award or agreement date, construction milestone, and any stated service-availability target. Keep these as separate facts rather than labeling the project simply “funded.”
  5. Check the provider’s service channel. Once construction is complete in a segment, the provider should publish or confirm when orders are accepted. Ask whether the address is serviceable now, scheduled for a later build segment, or outside the funded area.
  6. Escalate discrepancies to the state or territory. If a map omits your address, shows an incorrect provider, or has no current milestone, contact the jurisdiction’s BEAD office with the full service address and the project information you found.

Why nearby construction may not mean immediate service

Fiber or other network work can proceed in phases. A crew working on a nearby road may be building a different project segment, installing middle-mile facilities, or completing infrastructure that still requires testing and customer activation. Only an official project update or provider confirmation that includes the location can establish that an address is ready to order.

Common BEAD timing and eligibility mistakes

  • Starting the four-year clock too early. The deadline is measured from subgrant receipt, not from the federal law, the 2025 announcement, or a state’s application opening.
  • Reading the July 2025 announcement as a completion notice. Approval to begin the Benefit of the Bargain round authorized a selection phase; it was not a statement that all awards were finalized.
  • Using an old national dashboard as a local forecast. The April 13, 2026 counts are a dated snapshot and should not be presented as verified October 2026 status.
  • Equating NTIA approval with available money. The snapshot distinguishes 53 NTIA-approved entities from 51 with NIST approval making funds available.
  • Equating a signed agreement with live service. An agreement establishes an award relationship. Construction, testing, and address-level activation may still be ahead.
  • Assuming a provider is selected nationally. Subgrantee selection is run by each eligible entity. The applicable state or territory documents, not a national summary, identify the local awardee.
  • Assuming a resident can apply for the deployment grant. BEAD deployment awards go through the eligible entity’s subgrantee process. Residents should track the project and provider serving their location.

What providers should verify before applying

Organizations considering a BEAD application should begin with the current rules for the jurisdiction where they propose to build. Confirm that the applicant type is permitted, the proposed locations are eligible, and the required network performance and completion commitments can be met. Review the application calendar, scoring method, financial and technical documentation, reporting duties, and contract language rather than relying on a national description of the program.

Applicants should also distinguish between selection and funding. A favorable state evaluation still has to pass the jurisdiction’s approval and agreement steps, and the eligible entity must report the result in its Final Proposal. After a subgrant is received, the four-year deployment-and-service requirement becomes the controlling federal outer deadline for the network project.

Bottom line for households and communities

BEAD answers “who pays for expanded broadband and who selects the builder,” not “what day will every address go live.” Eligible governments administer the grants, choose subgrantees locally, and report their decisions to NTIA. For a reliable answer about your location, verify the latest state or territory award materials, identify the project and provider covering the exact address, and then confirm the construction and service milestone directly with that jurisdiction or provider.
