Bangladesh vs. Vietnam Garment Manufacturing: Costs, Lead Times, and Trade-Offs

Neither Bangladesh nor Vietnam is the universal winner for apparel manufacturing. The defensible choice comes from factory-level quotations for the same specification, a calendar-based production and shipping plan, and evidence that the supplier can make your particular product. A low wage figure or a country export ranking cannot establish your landed cost, delivery date, quality, or compliance risk.

As of October 2026, the available evidence does not provide a current, like-for-like lead-time ranking or comparable factory prices for the two countries. Use both locations in the same request for quotation (RFQ), normalize the answers, and check destination-specific trade rules before selecting a supplier.

What the available figures actually tell you

Both countries have large, experienced textile and clothing industries, but the commonly quoted numbers describe different things and dates. The following figures are useful context, not a country scorecard.

Measure Bangladesh Vietnam How to interpret it
Combined textile and clothing exports, 2021 US$37 billion US$42 billion ILO Working Paper 130, using WTO merchandise-export data. The figures combine textiles and clothing and are not a current apparel-only ranking.
Historical polo-shirt unit cost Approximately US$3.46 per shirt US$0.39 per shirt cited in a separate Vietnam analysis World Bank publication from 2015. The comparison is explicitly not like-for-like: the Vietnam figure covered cut-make-trim work and excluded fabric and other raw materials, while the Bangladesh figure excluded margins and transport to port.
Monthly wage reported by a government investment agency US$113 Comparable figure not established Bangladesh Investment Development Authority (BIDA) page. The page does not give a common reference date or methodology that makes this a current, comparable labor-cost measure.
Sector workforce reported by BIDA 4.4 million workers Comparable figure not established Agency-reported context; it is not a factory capacity measure.
LEED-certified factories reported by BIDA 230, including 92 platinum and 124 gold Comparable figure not established Agency-reported certification counts; they do not replace a site audit or product-specific evaluation.

BIDA also reports a 7% global clothing-market share and a second-place exporter position for Bangladesh. Because that promotional page does not establish consistent dates and methods for all of its claims, treat them as agency-reported statements rather than a current, independently comparable ranking.

Why a wage number is not your garment cost

A wage is only one input to a factory quote. A supplier’s price reflects the labor minutes required for the style, line efficiency, operator skill, fabric and trim prices, factory overhead, financing, compliance work, quality controls, margin, and the quantity and size curve in your order. Logistics and trade charges then determine what you actually pay after the goods leave the factory.

Two factories in the same country can therefore quote very different prices. A factory that owns knitting, dyeing, printing, embroidery, or washing capacity may offer a different combination of price, control, and lead time from a cut-and-sew factory that buys those services. A low quote can also exclude development charges, testing, special packaging, or an allowance for rework.

Use the historical shirt figures as a scope warning

The World Bank’s 2015 Bangladesh value-chain study gives an approximately US$3.46 polo-shirt unit cost, excluding margins and transport to port. In the same publication it mentions a US$0.39 Vietnam manufacturing figure from a separate analysis. The World Bank says the figures are not directly comparable because Vietnamese production was dominated by cut-make-trim work and did not include fabric, the most expensive component in the cited product.

Those values are historical, use different scopes, and are not quotations for a 2026 purchase. They demonstrate why a buyer must ask what is included before comparing any number. Presenting US$0.39 as Vietnam’s shirt price or US$3.46 as Bangladesh’s current price would mislead a sourcing decision.

Build a like-for-like cost comparison

Send an identical technical package to several factories in each country. Keep the currency and quotation date consistent, and require every supplier to identify inclusions and exclusions. Your RFQ should specify:

  • Garment type, construction, measurements, tolerances, stitch and seam requirements, and a complete tech pack.
  • Fabric fiber content, weight, construction, finish, color standard, shrinkage limits, performance requirements, and whether the mill is nominated.
  • Trim, labels, buttons, zippers, thread, hangtags, polybags, cartons, barcodes, and other packaging.
  • Order quantity by style, color, and size, including the expected size curve and any minimum order quantity.
  • Sample stages, fit and lab-dip approvals, testing standards, inspection level, acceptable quality limit, and rework policy.
  • Required incoterm, named port, destination, currency, quotation validity, payment milestones, tooling or development charges, and bank fees.
  • Target ship window, destination country, carton dimensions, gross and net weights, and the freight assumptions used in any landed-cost estimate.

Normalize every quote into the same cost stack

Put each answer into a comparison sheet with separate lines for the following items:

  1. Fabric and other materials, with country of origin and supplier or mill identified.
  2. Cut-make-trim labor and factory overhead.
  3. Decoration, washing, finishing, and special processes.
  4. Sample, pattern, grading, testing, and development charges.
  5. Packaging and documentation.
  6. Factory margin and any agent commission.
  7. Inspection, compliance, and corrective-action costs.
  8. Inland transport to the export port and export-clearance charges.
  9. Ocean freight, insurance, transshipment, destination handling, duties, taxes, and brokerage.
  10. Payment-term and financing effects, plus a separately stated contingency.

Compare both FOB and a landed scenario when possible. FOB is useful for comparing factory performance, but it does not answer your total-cost question unless freight, insurance, duties, taxes, and destination charges are added on the same assumptions. Ask suppliers to quote quantity breaks so that a lower unit price at a larger run is not mistaken for a saving available to your actual order.

Questions that expose a deceptively low quote

  • Does the price include the specified fabric, or only cut-make-trim labor?
  • Are lab dips, strike-offs, testing, and fit samples included or billed separately?
  • What allowance is included for defects, replacement garments, and rework?
  • Is the quoted capacity reserved for your order, or is it an indicative rate subject to peak-season allocation?
  • Which payment terms and exchange-rate date were used?
  • Are carton, pallet, documentation, inspection, and export-clearance charges included?

Lead times: compare calendars, not country stereotypes

No current source establishes which country is faster for the same apparel item, order size, destination, and shipping route. A historical World Bank observation about delays clearing imported raw cotton in Bangladesh is dated and does not provide a comparable Vietnam benchmark. It can inform a question to a supplier, but it cannot justify a current production-day promise.

Ask each factory for calendar dates and assumptions for every stage. Keep factory production time separate from port and ocean transit so an apparently short production estimate does not hide a long delivery route.

Required milestones in a supplier calendar

  1. Tech-pack receipt, pattern creation, and first sample submission.
  2. Fit approval, grading, and any pattern revisions.
  3. Lab dips, strike-offs, print or embroidery approvals, and material testing.
  4. Fabric and trim booking, production, inspection, and receipt at the factory.
  5. Production-line booking and the planned cut date.
  6. Sewing, finishing, packing, inline inspection, final inspection, and rework buffer.
  7. Inland transport, export documentation, customs clearance, and port gate-in.
  8. Port dwell, vessel departure, transshipment if any, and ocean transit to the named destination.
  9. Destination handling, customs release, and final delivery.

Require a best-case date, a committed date, and a latest reasonable date for each milestone. Ask what event starts the production clock: purchase-order approval, fabric receipt, or another trigger. Record the supplier’s assumptions about buyer response time, weekends and holidays, material availability, vessel schedules, and inspection results. A calendar that omits approval time is not a production lead time.

How to test reliability before a large order

  • Request evidence from a recent, comparable style showing quoted and actual cut, ship, and arrival dates.
  • Ask which steps are performed in-house and which are subcontracted, including dyeing, washing, printing, embroidery, and packing.
  • Confirm current line loading, planned maintenance, holiday shutdowns, and the capacity reserved for your order.
  • Obtain the planned shipping route and identify any transshipment or port-dwell assumption.
  • Use a pilot order or limited production run to test approval discipline, quality, documentation, and schedule adherence before scaling.

Sector scale does not guarantee product fit

ILO Working Paper 130 records substantial 2021 combined textile and clothing exports for both countries: US$37 billion for Bangladesh and US$42 billion for Viet Nam. That establishes meaningful industrial scale, not that either country is best for every product or that one has a faster route to your market.

An ILO and VITAS sector analysis released in February 2025 describes Vietnam’s four-decade growth and identifies workforce-skills development and value-chain upgrading as priorities for sustaining competitive growth. The report-launch release quotes Christoph Prommersberger, Deputy Head of Mission of the Kingdom of the Netherlands in Viet Nam: “Skills development is essential for boosting productivity and ensuring high-quality standards. Investing in skills development in the textile and garment sector is not only an investment in the workforce but also an investment in the future of the industry.” This is sector-level context; it is not proof that an individual factory has the skills or equipment your style requires.

The same release quotes Truong Van Cam, VITAS Vice President and Secretary General, describing a December 2024 working group: “With the recent establishment of the working group on strengthening partnerships between industry and training in textile and garment sector, led by VITAS in December 2024, we will move forwards to implementing some concrete recommendations to address shared needs and foster collaboration among employers, education and training institutions.” Use these statements to understand development priorities, then verify the supplier’s actual operators, supervisors, equipment, and quality records.

Evidence to request for product capability

  • Recent production references for the same knit, woven, denim, outerwear, activewear, or technical construction.
  • Photos or videos of relevant lines, machines, finishing equipment, laboratories, and storage areas, followed by an in-person or independent verification where practical.
  • Monthly capacity by product type, current utilization, minimum order quantities, repeat-order policy, and the ability to change colors or size ratios.
  • Fabric-mill and trim-supplier lists, material traceability, and contingency options for nominated materials.
  • First-pass yield, defect categories, corrective-action records, and final-inspection results for comparable orders.

Trade-offs that should drive the shortlist

Decision axis What to compare Evidence to collect
Price Normalized FOB and landed cost for the same specification and quantity Line-item quotes, inclusions, exclusions, validity date, and quantity breaks
Product fit Ability to make the exact construction at the required quality Samples, references, machine list, process map, and quality data
Speed and reliability Approval-to-ship calendar and route-specific delivery plan Dated milestones, capacity reservation, vessel assumptions, and recent comparable performance
Scale and flexibility Capacity, minimums, repeatability, and changeover ability Line plan, peak-season allocation, minimum quantities, and change-order rules
Trade access Rules of origin, tariff treatment, and documentation for the exact product and destination Current customs advice and supplier origin records checked at shipment time
Compliance and resilience Labor, safety, environmental, continuity, and financial controls at the factory Recent audit reports, corrective-action closure, licenses, insurance, and business-continuity evidence

Do not infer tariff eligibility from the country alone. Rules of origin and duties depend on the exact product classification, materials, processing, destination, and agreement in force when the shipment enters. Have a customs specialist confirm the treatment for each shortlisted style; no current, destination-specific tariff conclusion is established here.

A defensible RFQ and due-diligence process

  1. Freeze the specification. Complete the tech pack, bill of materials, measurement tolerances, testing plan, packaging, quantity, and delivery destination before soliciting prices.
  2. Issue the same RFQ. Send identical files and response templates to multiple factories in Bangladesh and Vietnam. State the quotation currency, date basis, incoterm, and validity period.
  3. Separate price from assumptions. Require line-item costs, material origins, subcontracted processes, payment terms, and every exclusion.
  4. Request a dated calendar. Tie each milestone to an approval or material event and require shipping-route assumptions and buffers.
  5. Screen capability. Check product references, equipment, line capacity, material sourcing, quality systems, and whether the quoted line is available during your production window.
  6. Verify the site and records. Use an appropriate independent assessment or site visit, review licenses and audit findings, and confirm that corrective actions were closed. An audit is evidence, not a guarantee of future compliance.
  7. Approve samples and a pilot. Test fit, construction, color, shrinkage, performance, packaging, documentation, and the supplier’s ability to meet the agreed calendar.
  8. Recalculate landed cost. Update freight, insurance, duties, taxes, brokerage, exchange rate, and contingency using the actual route and shipment data.
  9. Choose a sourcing structure. Select one factory, a primary and qualified backup, or a dual-source arrangement according to the SKU’s risk, volume, and qualification cost.

Compliance and resilience checks

Country-level labor or sustainability claims cannot substitute for factory-specific evidence. Request the latest social, safety, environmental, and security assessments; the scope, date, auditor, findings, and corrective-action status; worker grievance channels; fire and building documentation; wage and working-hour records; chemical and wastewater controls where relevant; and insurance coverage. Confirm that the legal entity receiving the purchase order is the entity that owns or controls production.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For resilience, map critical materials and subcontractors, identify alternate mills or processes, check backup power and communications, and ask how the factory handles port disruption, raw-material delay, equipment failure, and sudden demand changes. Put notification, replacement, inspection, and recovery obligations into the contract rather than relying on an informal assurance.

Common mistakes to avoid

  • Declaring a winner from minimum wages: labor cost per garment depends on minutes, productivity, overhead, and the product specification.
  • Using the World Bank shirt figures as current prices: they are from a 2015 publication and use incompatible scopes.
  • Repeating a fixed day range: without a product, quantity, route, date, and approval assumptions, a lead-time number is not actionable.
  • Comparing FOB with delivered cost: add the same freight, duty, tax, brokerage, and destination assumptions to both options.
  • Assuming export scale equals capability: verify the exact construction, machine set, quality results, and available capacity.
  • Ignoring material origin: fabric and trim origin can change price, lead time, documentation, and rules-of-origin treatment.
  • Skipping a pilot: a successful sample does not prove bulk quality, schedule control, or documentation discipline.
  • Treating an audit as a guarantee: assessments are snapshots; maintain monitoring and contractual remedies.

How to make the final country-and-factory decision

Score the shortlisted factories against the same requirements and keep the evidence beside each score. Start with non-negotiables: product capability, acceptable quality, legal and safety requirements, delivery window, and minimum commercial terms. Then compare normalized landed cost, capacity and flexibility, route risk, material availability, and the cost of qualifying a backup.

A dual-source plan can balance price, capability, and disruption exposure, but it is not automatically better. Splitting volume may raise minimums, duplicate development and compliance work, reduce leverage, or create color and fit differences. Use it when the SKU’s volume and risk justify those costs, and qualify both factories against the same approved standard.

The practical conclusion is straightforward: quote Bangladesh and Vietnam on identical specifications, separate production from logistics, verify factories rather than relying on national stereotypes, and obtain current customs advice for the destination. The supplier that wins that evidence-based comparison—not the country with the most attractive headline statistic—is the appropriate choice for the order.
