Central India (Pune), South India (Chennai), and West India (Mumbai) are sensible candidates to evaluate against where your viewers live and which networks they use. Azure’s published regional latency figures measure traffic between Azure regions—not from your VM to YouTube or from viewers to the stream.
Why an Azure VM in India can still have high YouTube latency
“India” is not a single network endpoint. A VM’s route to YouTube depends on the VM’s region, the destination route, and the streaming setup. A viewer’s experience also depends on their city, ISP, and connection. Moving the VM can change routing, but Microsoft’s published material does not predict whether a particular move will improve a YouTube stream.

Microsoft advises choosing a region with the primary user base in mind and validating latency against the workload’s performance goals. Its guidance also identifies compliance, service capabilities, cost, capacity, and resilience as region-selection factors. Select Azure regions.

Which Azure regions should you compare?
Microsoft lists three Azure regions in India: Central India in Pune, South India in Chennai, and West India in Mumbai. Shortlist them based on your main viewer locations, then verify that the VM size and other services you need are available in each candidate. The region names and locations are listed in Microsoft’s Azure regions reference.

Proximity is a starting point, not proof that a region will perform best. A Pune VM may be a reasonable candidate for some audiences and a poor one for others; measure the actual path and viewer experience before committing to a move.
What Azure’s published latency numbers do—and do not—tell you
Microsoft’s Azure network round-trip latency statistics are continuous internal Azure backbone probe measurements, sampled at one-minute intervals and published as monthly P50 round-trip times. The India figures in the dataset ending July 30, 2026 include 20 ms from Central India to South India and 29 ms from Central India to Jio India West. These are directional Azure-region statistics, not measurements of a VM-to-YouTube route or of a viewer’s playback latency.

Direction matters: traffic can take different paths each way, so the reverse-direction result may differ. Microsoft recommends measuring between actual workloads when the published inter-region figures do not represent the path you need. See Azure network round-trip latency statistics.

- Map the audience and setup. Record the VM’s current Azure region, the principal viewer cities and ISPs, and how video reaches YouTube. Establish whether the VM originates the stream, relays it through another service, or is only involved in another part of the workflow.
- Shortlist viable regions. Compare Central India (Pune), South India (Chennai), and West India (Mumbai) according to audience distribution. Check the current Azure region list and confirm the required VM sizes and services are available before testing.
- Measure from the deployed VM. Collect repeated route and latency observations toward the relevant YouTube endpoints from the real VM configuration. Pair those measurements with playback tests from the networks where viewers report trouble.
- Track playback, not just ping. For each affected viewer network, observe startup delay, buffering, throughput, packet loss, and playback quality over a representative period. A low round-trip time alone does not establish that a video will start quickly or play without interruption.
- Keep comparisons consistent. When evaluating candidate regions, keep VM size, operating system, stream settings, test duration, and measurement times as similar as practical. Repeat at representative times and across major audience networks; otherwise differences may reflect conditions other than region.
- Compare the full deployment tradeoff. Alongside measured performance, check compliance and data residency, required service and VM-size availability, regional price and egress cost, capacity, availability-zone support, and disaster-recovery needs.
Microsoft’s region guidance recommends checking latency and validating service capabilities and price; its latency documentation recommends testing actual workloads when regional backbone statistics are not the needed measurement. Neither source identifies one Indian region as universally fastest for YouTube.

Test Azure routing preference only if your public IP supports it
Azure documents routing via Microsoft’s global network and routing via ISP transit for supported public IP configurations. These options can take different paths and can have different egress pricing. The documentation does not establish which option will perform better for YouTube from your VM.
Check current regional and SKU support before planning a test. Microsoft notes that routing preference is selected when the public IP is created and cannot be changed afterward, so test the intended option before creating a production public IP. When should you move the VM?
Move only when comparable measurements show that a candidate region improves the route and the affected viewers’ playback enough to justify the operational tradeoffs. If the VM-to-destination route improves but playback does not, investigate the viewer’s ISP, local connection, and the other parts of the streaming path rather than assuming another region will solve it. The available official documentation does not provide YouTube-specific latency measurements for these three Indian regions or a universal threshold for acceptable YouTube streaming latency.
