Neither Azure Virtual Desktop (AVD) nor traditional on-premises virtual desktop infrastructure (VDI) is automatically cheaper, easier to run, or faster for users. The better fit depends on the same factors in either design: how many people connect and when, which applications they use, where users and data are located, the required availability, and what your organization already owns and operates. Compare complete deployments against one workload and service target—not just cloud VM charges against server purchase costs.
What “traditional VDI” means in this comparison
Traditional VDI here means a customer-operated deployment in which desktop sessions run on infrastructure in the organization’s datacenter or a hosting provider’s environment. The organization or its service provider generally operates the underlying compute, virtualization, storage, desktop-delivery components, and availability arrangements. The precise division of work varies by platform and contract, so an existing managed VDI service may shift some of those responsibilities.

AVD is Microsoft’s desktop-virtualization service on Azure. Microsoft operates core service functions such as brokering and gateway; the customer still manages the session-host virtual machines and images, along with the supporting pieces of its deployment. AVD can also run session hosts on Azure Local, placing those hosts on premises while using AVD. That is a hybrid placement option, not simply a name for converting any existing VDI system unchanged.
How to compare the full cost
There is no single meaningful AVD-versus-VDI price without a workload and a set of assumptions. Build both estimates for the same users, applications, concurrency, user hours, performance and availability targets, planning horizon, and support model. Include setup and migration as well as recurring operating costs.

AVD: access rights plus deployment consumption
- Access licensing: Establish which licenses provide eligible users’ AVD access rights. Do not treat AVD’s external-user per-user access pricing as an employee or contractor license. Microsoft’s licensing guidance says the external commercial pricing option is not for internal purposes; that includes contractors using AVD for an organization’s internal work. Other applications may require their own licenses.
- Session-host compute: Estimate VM family and size, hours running, and the number of hosts needed for average and peak concurrency. Scheduling or autoscaling may reduce idle capacity when usage patterns permit. Reservations or savings plans may change an estimate, but depend on the organization’s commitment and design.
- Storage and networking: Account for operating-system images, data disks and user profiles, as well as connectivity and network egress. Profile-storage performance and sign-in bursts can affect both the required design and the user experience.
- Supporting services and operations: Add identity infrastructure, monitoring and log ingestion, optional features, security, backup, resilience, administration, application delivery and support. Include migration and ongoing engineering effort where they apply.
Microsoft’s AVD cost-estimation guidance describes its calculator module as an estimate of selected session-host and optional storage consumption—not a complete bill for every related Azure service or internal-user license expense. Use it as one input, then add the services and costs that match your design.
Traditional VDI: infrastructure and lifecycle costs
- Include servers and any graphics accelerators your workloads need; hypervisor and desktop-delivery software licenses and support; storage; and networking.
- Include datacenter or hosting charges, power and facilities where applicable, backup and disaster recovery, and hardware refresh or depreciation over the chosen planning horizon.
- Include the staff or provider effort for infrastructure, platform, desktop, application, security and availability operations.
The underlying stack and service contract determine which of these costs fall directly to your organization. Do not compare an on-premises purchase price alone with an AVD consumption estimate: the former may omit operating and refresh costs, while the latter may omit services and internal labor.

Who manages what?
AVD shifts operation of core service functions to Microsoft, but it is not a hands-off desktop service. Microsoft Learn’s AVD operations guidance describes the boundary this way: “Only manage the image and virtual machines you use for the sessions in your Azure subscription, not the infrastructure.” Customers still need to operate and secure the session hosts they use and design the surrounding deployment.

AVD on Azure Local changes where the session hosts run, not the need to plan the desktop environment. Microsoft presents it as an option for on-premises placement, including where locality or connectivity matters, while retaining Azure-oriented management. It is not evidence that every on-premises VDI estate can move to it without redesign.
What determines the user experience?
“Cloud” and “on premises” do not by themselves predict responsiveness. The result depends on the path between the user, session host, application and data, as well as how well the environment handles the workload. Microsoft’s AVD networking and sizing guidance identifies network and storage conditions as user-experience factors. Its architecture guidance from Citrix likewise recommends evaluating user count, application needs, working-hour peaks, user location, data location and tolerable latency to that data.

Workload and session capacity
Session density, VM sizing and contention affect how much CPU and memory are available when users need them. Application behavior also matters: a workload that needs graphics acceleration, specialized peripherals or substantial processing can call for a different host design from a light office workload. Peak sign-ins can stress capacity and profile storage even if average use looks modest.
Network, data and profiles
Round-trip time, packet loss and jitter can affect interactive work. So can the distance between users, desktops, applications and stored data; moving only the desktop may not improve a path that still reaches a distant application or data source. Profile-storage performance can shape sign-in times and session responsiveness, particularly around login peaks.

Interpret performance figures carefully
Microsoft’s current session-host sizing guidance says that running on virtual machines can incur a 15–20% capacity cost compared with bare metal, based on Microsoft’s internal testing; this is context about virtualization overhead, not an AVD-versus-traditional-VDI cost result. The same guidance says hypervisor latency and CPU overhead can result in user response times 10% to 20% higher than on bare metal. That figure is not a guarantee for a particular deployment or a comparison of AVD with a named traditional VDI platform.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to test the experience before choosing
A representative pilot is more useful than assuming one placement will be faster. Test real applications and actual user locations at realistic concurrency, including busy sign-in periods. Where practical, exercise the same workload and experience criteria on both candidate designs.
- Choose representative users and workloads. Include users with different locations, application needs and work patterns, along with the applications and peripherals that matter operationally.
- Set a baseline and success criteria. Record current response, sign-in and support experience, then define acceptable targets for the pilot rather than declaring a winner by impression.
- Test realistic load and failure conditions. Include peak concurrent sessions and sign-in bursts, reconnects, and the network conditions users actually encounter.
- Measure the same outcomes in each design. Track interactive response, sign-in duration, multimedia and peripheral behavior, reconnects and support incidents. Record user location and test conditions so the results can be interpreted fairly.
- Review operating effort as well as speed. Note the work required to provision, monitor, update, secure and recover the environment. A deployment that feels responsive but misses the support or availability target is not a like-for-like success.
Which option fits your organization?
AVD is worth evaluating when
- You want Azure-hosted session capacity and can make use of consumption-based sizing, scheduling or scaling for your usage pattern.
- You prefer Microsoft to provide core brokering and gateway functions, while your team remains able to manage session hosts, images and the supporting deployment.
- Your users, applications and data have a workable network path to the planned Azure region, and your licensing and full-service cost model fits the workload.
Traditional VDI is worth evaluating when
- Your organization already has suitable infrastructure, operations capability or a managed-service arrangement, and its full lifecycle cost is competitive for the workload.
- Existing application, data, connectivity or residency requirements favor the current datacenter or hosting placement.
- You need control over the underlying platform and can meet the required availability and support targets with the people and systems available.
Consider AVD on Azure Local when
- Session hosts need on-premises placement for data locality or connectivity, while an AVD service and Azure-oriented management model remain useful.
- The hybrid design satisfies application, network, operational and availability requirements better than moving session hosts to Azure or retaining a separate traditional VDI platform.
These are evaluation conditions, not automatic verdicts. Microsoft Learn’s AVD cost, licensing, networking, operations, sizing and Azure Local documentation and Citrix’s architecture guidance do not establish a universal cost or performance winner or provide a controlled head-to-head test of AVD against a named traditional VDI platform. Recheck licensing eligibility, pricing and service boundaries for the specific region and design before committing; those details can change.
