Saudi Arabia’s new electric-vehicle brand Ceer has unveiled a sedan and SUV aimed at the premium-performance market—putting it in competition with Lucid, the U.S. EV maker whose controlling stockholder is an affiliate of the same Saudi sovereign wealth fund that majority-owns Ceer. The ownership connection is real, but it does not establish that the two companies share day-to-day management or that Saudi Arabia has chosen one over the other.
What is Ceer, and how does it compete with Lucid?
Ceer is a Saudi automotive brand launched by the Public Investment Fund (PIF) in 2022. PIF describes it as part of a domestic automotive ecosystem and a broader economic-diversification effort. On September 21, 2026, Crown Prince Mohammed bin Salman unveiled Ceer’s first flagship vehicles: the EXOBOT sedan and SUV. The company says seven models are planned over the next five years, including midsize and compact vehicles with different propulsion options. PIF’s announcement calls the launch a step toward building a Saudi industrial ecosystem; it is a statement of ambition, not evidence that the ecosystem is already in place.
The first EXOBOTs are positioned in premium performance rather than at the mass-market center associated with BYD, according to Rest of World’s launch report. That makes Lucid a natural comparison, but the companies have distinct stated roles. Automobility founder and CEO Bill Russo told Rest of World that Lucid is an existing global luxury-EV and technology company in which Saudi Arabia has invested heavily, while Ceer’s mandate is to create a Saudi automaker and indigenous industrial ecosystem.
Why the “rival it controls” description needs precision
PIF is Ceer’s majority owner. Lucid’s June 2026 SEC filing identifies Ayar Third Investment Company, an affiliate of PIF, as Lucid’s controlling stockholder. That is the ownership link behind the headline: PIF majority-owns one company, while a PIF affiliate controls the other. It does not mean that PIF directly manages both automakers, that their operations are integrated, or that the fund has announced a decision to favor Ceer over Lucid.

Rest of World frames Ceer as a possible hedge against Lucid. That is an interpretation of the portfolio relationship, not a formally announced PIF strategy. The more clearly supported distinction is that Lucid is an established U.S. company with global ambitions, while Ceer is meant to build a Saudi vehicle manufacturer and local supply base.
What Ceer has published about the EXOBOT vehicles
Ceer’s official EXOBOT site labels the vehicles “Available soon” and publishes the following specifications for EXOBOT PLUS versions. These are manufacturer-published figures, not independently tested road results.

Range is an estimate on the NEDC test cycle; actual range and charging performance depend on conditions. NEDC figures should not be treated as directly comparable with figures measured on a different cycle. Rest of World separately reported that the most powerful versions would promise more than 1,100 hp. That report and Ceer’s current 850-hp EXOBOT PLUS specifications may refer to different versions or reflect different information at launch, so the figures should not be combined as though they describe the same trim.
When are the cars expected, and what has not happened yet?
Rest of World reported that Ceer expects production to begin in early 2027 and deliveries to start in March 2027. Those are forward-looking plans, not completed milestones; Ceer’s website currently says “Available soon.” The unveiled vehicles therefore do not yet establish how many customers will receive them, when production will reach scale, or whether the planned schedule will hold.

How big is Saudi Arabia’s EV market?
Saudi Arabia does not publish an official national EV sales count, according to Rest of World. The estimates it reported differ substantially and should remain separate because they come from different analysts and definitions.

AlFatayerji cautioned that BYD and Lucid serve very different segments, so comparing their sales volumes directly can mislead. The estimates give a sense of uncertainty and reported movement, not a definitive measure of the market Ceer can capture.

Why the industrial plan depends on more than local sales
Rest of World reported that Ceer’s factory is designed for capacity of up to 240,000 vehicles per year. That is a design-capacity figure, not current production. Set beside the reported Saudi EV-market estimates, it points to the importance of exports if Ceer approaches that scale—but does not prove that the factory will reach capacity or that export demand is secured.
Ceer aims to source almost half of vehicle components locally by 2034, according to Rest of World. This is a future company target, not a current local-content result. Reaching it would require a supplier base capable of delivering suitable components at the necessary quality, cost, and volume, alongside reliable manufacturing and service operations.

PIF projects that the automotive effort will contribute $8 billion to GDP and improve the trade balance by $21 billion by 2034. Those are PIF forecasts in its September 2026 announcement, not realized economic effects. Crown Prince Mohammed bin Salman described the first vehicles as “another step forward” in building a sustainable and prosperous industrial ecosystem; the outcome will depend on production, local sourcing, and sales rather than the unveiling alone.
What will show whether Ceer can compete?
The launch establishes a product range and an industrial ambition, but not yet a proven business. The most useful tests will be whether Ceer reaches production and customer deliveries on schedule, offers a compelling price and ownership experience, builds dealer and service coverage, develops local suppliers, and finds customers beyond Saudi Arabia. The available launch materials do not settle those questions. Rest of World quoted Arthur D. Little partner Joseph Salem saying, “The domestic market is the proving ground, not the end goal”—an analyst’s view of the export-oriented logic, rather than a Ceer commitment or evidence of export orders.
Lucid also has a substantial potential customer in the Saudi government. Under an agreement entered in August 2023, the Saudi government and related purchasers can buy up to 100,000 Lucid vehicles over ten years: a minimum of 50,000 plus an option for up to 50,000 more. Lucid’s 2026 filing says the option is at the purchaser’s discretion and that contractual conditions—including certain unaccepted orders or missed delivery deadlines—can reduce the minimum. The agreement is significant, but it is not an unconditional guarantee that all 100,000 vehicles will be purchased.
Ceer and Lucid are therefore linked by Saudi capital and an overlapping premium-EV arena, but their positions are not identical: one is a Saudi manufacturing project still awaiting production, and the other is an established U.S. automaker with a conditional Saudi procurement agreement. Whether they become direct commercial rivals at meaningful scale will depend on what they actually build, sell, and export.
