Teams need automated monitoring to detect and route likely outages, plus people to investigate, coordinate a response and improve the service afterward. Automation can remove the need for someone to watch dashboards continuously; it cannot replace human judgment or incident management. The useful comparison is not “machines or people,” but which work should be automated and which still needs an operator.

What “manual monitoring” means—and what it does not

The phrase can describe several different practices: an operator watching dashboards, people running checks by hand, or a human-led response after an automated notification. These are not interchangeable. Dashboard review and manual checks can surface useful context, while incident response involves deciding what a signal means and what to do about it.

Google’s Monitoring Distributed Systems chapter defines monitoring as collecting, processing, aggregating and displaying real-time quantitative data about a system. Examples include request and error counts, processing times and server lifetimes. That data supports both automated detection and human investigation.

How automated detection and human response compare

Concern Automated detection Manual monitoring or response
Finding a problem Can continuously evaluate signals and notify a team when configured conditions are met. Depends on someone checking a dashboard or performing a check; the sources do not establish how effective continuous manual watching is in a controlled comparison.
Connection to user impact Can alert on end-to-end symptoms, such as a failed user request, if the team instruments and configures those signals. People can interpret visible context, but dashboard review alone does not guarantee that an alert corresponds to customer impact.
Diagnosis and decision-making Can evaluate rules and route notifications; it does not independently provide all the context or judgment needed to manage an incident. Responders investigate evidence, coordinate work and choose or supervise mitigations.
Ongoing visibility Can create alerts and retain data for investigation, depending on the monitoring system. Dashboards remain useful for understanding current state, investigating incidents and spotting trends.
Reliability Depends on working metrics, rules and notification routing; every link needs testing. Depends on people being available and noticing the relevant signal. The cited guidance does not quantify this approach against automation.

These are complementary roles, not a verdict from a head-to-head trial. Google’s SRE guidance offers operational principles, not proof that one approach is universally superior.

What should trigger an outage alert?

Anchor urgent alerts in symptoms that reflect what users experience. Google’s Incident Management Guide says: “Alert based on symptoms, not causes: Alerts should be based on end-to-end measures of customer/client experience, not based on a system’s internal behavior.” It recommends SLO-based alerting to help make alerts timely, relevant to key user-facing functionality and actionable.

Internal or “white-box” signals still matter. They can help responders diagnose a symptom and can warn of selected imminent failures—for example, a resource nearing a hard quota that could cause immediate failure. But an internal metric changing does not, by itself, establish that users are affected. Google’s SRE material distinguishes these internal signals from “black-box” monitoring of externally observed behavior.

The Google SRE Introduction puts the boundary this way: “Monitoring should never require a human to interpret any part of the alerting domain.” Software should evaluate the condition; a person should be notified when action is needed. That does not mean people should stop using dashboards. It means dashboards are for visibility and diagnosis, rather than a substitute for deciding whether an alert condition has been met.

Route alerts by urgency and action

Not every monitoring result warrants waking someone up. Google’s SRE Workbook monitoring chapter distinguishes immediate alerts from work that can wait and from data used for investigation or planning.

  • Page: use for a condition that requires prompt human action.
  • Ticket: use for important work that can be handled later. The Workbook illustrates this with a low error rate lasting an hour.
  • Dashboard or retained data: use for system state, incident diagnosis and trends that inform planning.

The Workbook contrasts that low-error example with a 100% error rate as a reason for immediate response. These are illustrations of severity differences, not universal thresholds; teams must set thresholds in the context of their service and objectives.

Suppress duplicate or dependent notifications when they do not add useful action. For example, the Workbook describes grouping a global error condition and suppressing dependent symptoms while a backend alert is active. Suppression should end when the underlying event ends, so relevant alerts are not hidden afterward.

Test the complete alert path

A rule that has never fired is not proof that the team will receive a notification when it matters. The Workbook recommends testing three layers:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Metric reporting: confirm that the service exports the expected metrics and that their values behave as intended.
  2. Rule evaluation: verify that monitoring rules derive the expected results and produce the intended alerts.
  3. Notification routing: check that each alert reaches the correct destination.

Testing only the rule is insufficient if its metric is missing or its notification goes nowhere. Include rare alert conditions in the team’s verification so the path has evidence behind it even if the condition may not occur for months or years.

Choose an operating model that fits the team

The right setup depends on the control the team needs and its capacity to operate monitoring. Google’s SRE Workbook describes both using a third-party monitoring service and running a monitoring system in-house; it does not endorse a particular vendor or provide a universal choice.

  • Use automation for repeatable detection and routing: monitor important user-facing functions and define what action each alert should prompt.
  • Keep people responsible for incident work: responders assess context, coordinate, and select or supervise mitigations.
  • Retain dashboards and diagnostic evidence: automated detection does not remove the need to understand what happened or identify trends.
  • Review signal quality: tune noisy, redundant or non-actionable alerts, and verify that meaningful symptoms are covered.
  • Test end to end: validate metrics, rules and routing rather than assuming each part works because it was configured.

For a deeper treatment, Google’s Site Reliability Engineering book chapter on monitoring distributed systems covers the underlying monitoring concepts.
