Automated License Plate Readers vs. Vehicle GPS Tracking: What Data Each Collects

Automated license plate readers (ALPRs) log a vehicle sighting at a camera; vehicle GPS tracking can record repeated locations as an equipped vehicle moves. An ALPR scan commonly includes a plate number, location, and date and time. A tracking system can store or transmit position and time, and may also gather trip or driving-behavior data. Neither method automatically identifies the person driving, and the fields, frequency, retention, and access depend on the specific system.

What data does an ALPR collect?

An ALPR camera reads a plate when a vehicle passes its field of view and creates a scan event. That record commonly contains the plate number, the camera’s location, and the date and time of the scan. Depending on the system, it may also include an image of the vehicle or surrounding scene, or derived vehicle characteristics. Image capture and additional fields are not universal features. EFF’s overview of ALPRs describes these capabilities and the variation among deployments.

ALPR data are best understood as records of sightings, not a continuous log of every mile. How much of a vehicle’s movement they reveal depends on where cameras are installed, their scan range and operation, and whether records are shared or combined across databases. A plate points to a vehicle record; it does not, by itself, prove who was driving. Other records may link a plate to a person.

What does a vehicle GPS tracker record?

A GPS receiver uses signals from satellites to calculate position and time. The receiver does not transmit its location to the GPS satellites. As GPS.gov explains, the satellite signals are one-way beacons; tracking requires additional recording or communications capability in a vehicle, tracker, or service.

A tracking arrangement may save positions locally, send them to a service, or do both. Repeated reports can form a more detailed trip history than scattered camera sightings. Depending on the product or connected-vehicle service, records may also include trip details or behavior signals such as braking and speeding. Not every tracker reports to a company, and not every system collects those behavior fields. A vehicle or account identifier may connect data to an owner or user, but that association does not establish who was driving on a particular trip.

How the two systems compare

Dimension ALPR Vehicle GPS tracking
How location is recorded A scan when a vehicle passes a reader. A receiver calculates position; a tracker or vehicle service may record and report repeated positions.
Typical data Plate number, scan location, and date and time; some systems also capture images or derive vehicle attributes. Position and time; depending on the service, trip history and behavior signals such as braking or speeding.
Coverage pattern Depends on camera placement, scan range, deployment, and sharing. Depends on whether the vehicle is equipped and whether the device or service is operating and communicating.
Identity The plate identifies a vehicle record, not necessarily its driver; other records may link the plate to a person. Vehicle or account identifiers may be associated with an owner or user, depending on setup.
Questions to check Image capture, collected fields, retention, sharing, query permissions, and scan accuracy. Collection interval, local versus remote storage, telemetry fields, account linkage, sharing, and available controls.

These are common patterns rather than universal specifications. Neither method should be assumed to provide continuous, real-time coverage in every installation.

What the documented examples show—and what they do not

Scale and collection frequency vary sharply by case. In a 2018 report based on records from 200 law-enforcement agencies for 2016 and 2017, the Electronic Frontier Foundation and MuckRock counted more than 2.5 billion ALPR scans. They reported that 99.5% of plates in those records were not under suspicion when scanned. Those figures describe the agencies and years examined; they are not a universal rate for all ALPR use. Connected-vehicle data can be much more frequent than occasional roadside sightings. In its January 2025 account of the GM/OnStar matter, the Federal Trade Commission said location was collected as often as every three seconds for some users, alongside data including hard braking, late-night driving, and speeding. That is an example from a specific matter, not a typical or universal GPS-tracking interval. In January 2026, the FTC announced that it had finalized an order in the matter. The order’s consent, access, deletion, and opt-out requirements apply to GM/OnStar as specified by the order, not to every vehicle maker or tracking product. The FTC’s broader discussion of vehicle data identifies categories that can include geolocation, telematics, video, biometric, and other personal information. That is context for connected vehicles, not a claim that every vehicle collects all of those categories. FTC: Cars & Consumer Data.
