Automated License Plate Readers vs. Traffic Cameras: What Each Can Record

An automated license plate reader (ALPR) is configured to identify vehicle registration marks and create time-and-place-linked sightings. A traffic camera is a broader category: it may monitor flow, speed, or vehicle class without identifying plates, but some traffic-camera systems can also perform plate recognition. The meaningful difference is what a particular system is configured to detect, record, retain, and do—not what its hardware looks like.

What an ALPR records

An ALPR camera captures an image of a vehicle’s plate and software converts the visible registration mark into machine-readable characters. The resulting read associates that mark with a particular location and time. UK policing standards describe the core event this way: “An ANPR READ places a VRM at a specific location and time.” Source: UK National ANPR Standards.

Depending on the system, an ALPR record may include:

  • The recognized plate characters, sometimes called a vehicle registration mark (VRM).
  • A close image of the plate and a contextual image showing the vehicle.
  • The camera or device identifier, location or GPS coordinates, and capture date and time.
  • Visible vehicle characteristics, direction of travel, and nearby surroundings in the contextual image.

These fields vary by implementation. A plate read is a record of a vehicle sighting; it does not by itself establish who was driving or prove that the registered owner was present. Nor should every ALPR image be assumed to show occupants clearly: the UK National ANPR Service assessment says its image quality is optimized for plate reading and is significantly reduced for people. What a traffic camera records

“Traffic camera” can refer to several kinds of roadside equipment, including cameras used for traffic operations, enforcement, or other monitoring. A traffic-operations machine-vision system may measure vehicle presence, lane occupancy, speed, vehicle class, or traffic flow without reading plates. The Federal Highway Administration notes that basic observation need not capture personally identifying information, while higher-resolution systems can support identifying applications such as automated enforcement or plate recognition. Source: FHWA, Machine Vision Technology for Vehicle Detection and Traffic Management.

So the accurate answer to “Can a traffic camera read license plates?” is: sometimes, depending on its capability and configuration. The label alone does not tell you whether plate recognition is enabled, whether readings are stored, or whether data is searchable. A camera may have the technical capability without an agency using that function.

Where the categories overlap

ALPR describes a plate-reading capability, not necessarily a separate-looking type of camera. Plate recognition can be a stand-alone system or one function of machine vision. FHWA lists potential ALPR uses that include law enforcement, tolling, travel-time measurement, average-speed enforcement, and CCTV. Source: FHWA technology synthesis.

Likewise, equipment can be mounted together or serve multiple functions without all of its data being combined. Co-location does not prove that two cameras share a database, purpose, access rules, or retention schedule. Those details depend on the specific deployment.

Why retention and access matter

A single camera sighting is different in practical effect from a retained, searchable history of sightings. Systematic capture and retrieval can make it possible to analyze a vehicle’s movements across time and places. A DOJ-hosted research guide identifies collection scope, retention, staff access, permitted purposes, sharing, auditing, and analytic tools as central policy questions. The guide states that it was not published by DOJ and that its authors’ views do not necessarily represent the Department. Source: Urban Institute report hosted by DOJ.

For a concrete but jurisdiction-specific example, the UK National ANPR Service assessment describes a law-enforcement system that stores records of vehicles passing its cameras, including vehicles not known to be of interest at the time. It says relevant plate-patch and overview images are retained for 12 months. Most staff with permission may search relevant data for up to 90 days from collection; some staff may access data for up to a year, subject to authorization. The assessment distinguishes this service from speed enforcement and traffic management, even where systems may be co-located. These periods describe that UK service, not a universal rule for ALPR or traffic cameras. Source: UK Home Office assessment.

Legal definitions differ by jurisdiction

Washington state law provides one example of how legislation can draw boundaries between systems. It defines an ALPR system around converting plate images into computer-readable data and excludes specified school-bus, traffic-safety, speed-safety, and photo-toll cameras when they do not interact with ALPR systems beyond listed authorized purposes. That is a state-law distinction, not a nationwide definition; local rules can differ and change. Source: Washington Revised Code § 46.63.170.

How to compare two specific camera systems

For a particular installation, ask what it actually does rather than relying on a general label. Useful comparison points include:

  • Plate reading: Does the system convert plate images into stored, searchable characters?
  • Images and metadata: Does it keep a plate-only image, a contextual vehicle image, or both? Are location, time, and camera identity attached?
  • Purpose: Is it used for traffic flow, enforcement, tolling, law enforcement, or more than one purpose?
  • Retention: How long are images and plate reads kept, and how long can they be searched?
  • Access and sharing: Who can query the records, are searches logged, and can data be shared or matched with another system?

For a local answer, check the responsible agency’s system policy, retention schedule, and applicable law; signage or public-records disclosures may also identify the system and its purpose. A technical capability alone does not establish how an agency uses or shares the resulting data.
