Authentication and Authorization: Login Does Not Grant Access

Authentication proves who (or what) is requesting access; authorization decides what that identified subject may do. A successful login answers the first question, not the second. You can be correctly signed in and still be blocked from a file, page, API operation, or administrative setting because your account lacks the required role or permission.

The bouncer analogy helps: showing an ID is authentication, while checking the ticket type or guest list is authorization. Real systems do not check the same ID twice. They validate credentials, then evaluate access-control rules for the specific resource and action. Understanding that split makes it much easier to diagnose login failures, permission errors, and multifactor-authentication questions.

Question Authentication Authorization
What it asks Who or what is making this request? What may that subject do here?
What it evaluates An authenticator, such as a password, security key, app code, biometric, or device credential Applicable permissions, roles, policies, resource rules, and sometimes context such as device or location
When it happens During sign-in or another identity-verification event After an identity has been established and whenever access to a protected resource is requested
Typical result An identified account, process, or device and a session or token Allow, deny, or restrict a particular operation

CISA’s NICCS glossary defines authentication as “the process of verifying the identity or other attributes of an entity (user, process, or device)” and authorization as determining, by evaluating access-control information, whether a subject is allowed specified access to a particular resource. See the NICCS/CISA glossary.

CISA’s CDM-ICAM Reference Architecture treats the capabilities as separate and notes that an authorization event is preceded by an authentication event. That order is the key: a system needs a dependable subject before it can evaluate that subject’s rights.

How an access request is processed

A modern application may distribute these checks across an identity provider, a gateway, an operating system, and the application itself, but the logical sequence remains similar.

  1. A subject makes a request. The subject can be a person, a service account, an automated process, or a device. The request might be a browser login, an API call, a file-open operation, or an attempt to change a setting.
  2. The system collects authentication evidence. Depending on the service, this could be a password, a passkey, a hardware security key, an authenticator-app response, a biometric, a certificate, or a combination.
  3. The identity service validates that evidence. If the evidence is valid, the service associates the request with an account or another recognized identity. It may create a session cookie, access token, or operating-system session.
  4. The application identifies the requested resource and action. “Open this document,” “edit this record,” and “delete this account” are different authorization decisions, even for the same user.
  5. Policy is evaluated. The system checks roles, group membership, resource ownership, explicit grants or denies, and any relevant conditions. Some organizations also apply device-health, network, time, or risk policies.
  6. The operation is allowed, limited, or denied. A user can therefore have a valid session and receive a permission error on a particular action.

Authentication without authorization would establish an identity but provide no rules for what that identity may access. Authorization without reliable authentication would leave the system unsure whose permissions it should evaluate. Keeping the functions separate also lets an organization strengthen sign-in without accidentally granting broader access.

Authentication: proving an identity

Authentication is not limited to human logins. A server-to-server certificate, a workload identity, and a managed device can all be authenticated. The evidence is called an authenticator: something the subject knows, has, or is, or a cryptographic credential bound to the subject.

Common authenticators

  • Knowledge: a password or personal identification number.
  • Possession: a hardware security key, phone-generated code, or registered device.
  • Inherence: a fingerprint or face match, when supported by the device and service.
  • Cryptographic credentials: passkeys, certificates, or keys that prove control of a private secret without sending that secret to the service.

One authenticator can be stolen, guessed, intercepted, or misused. That is why services often require more than one independent factor.

Where multifactor authentication fits

Multifactor authentication (MFA) is part of authentication, not authorization. It requires two or more ways to verify identity before the service establishes or continues a session. MFA can make the identity check substantially stronger, but it does not decide whether the authenticated account may read a particular folder or administer a server.

CISA recommends phishing-resistant MFA. Its small-business guidance discusses security keys, authenticator applications, biometrics, and text or email codes, which do not all provide the same level of protection. CISA’s More than a Password page says, in its stated context, that “the only widely available phishing-resistant authentication is FIDO/WebAuthn authentication.”

Method What it demonstrates Important qualification
FIDO/WebAuthn security key or passkey Control of a cryptographic credential protected by the device Generally the strongest option listed by CISA for phishing resistance, but support, enrollment, device compatibility, and account recovery depend on the service.
Authenticator app with number matching Control of an enrolled device and confirmation of a sign-in request Stronger than a password alone; users must still verify that the prompt matches an intentional login.
One-time-code app Possession of a device that generates time- or counter-based codes Codes can be phished, so this is not equivalent to a phishing-resistant method.
Biometric unlock A local match to a fingerprint or face, often unlocking another credential Availability and protection depend on the device and service; a biometric is not a permission grant.
Text or email code Access to the registered phone number or mailbox CISA characterizes these as the weakest of the listed options and recommends using them only when stronger methods are unavailable.

A physical FIDO security key is an example of an authentication factor. It proves control of the enrolled credential; it does not give the holder administrator rights, access to every file, or permission to bypass an application’s policy. Confirm that the service, browser, operating system, and recovery process support the key before relying on it.

Authorization: deciding what the subject may do

Authorization begins after an identity has been established, but it is not a one-time “you are in” decision. Applications may authorize every request, every API call, or every attempt to open a sensitive object. The same account can be allowed to view a record, denied permission to edit it, and allowed to submit a request for approval.

Roles and permissions

A permission is a narrowly defined capability, such as “read invoice 4821” or “restart this service.” A role is a bundle of permissions, such as “billing clerk,” “project editor,” or “help-desk operator.” Role-based access control is easier to manage than individually granting dozens of permissions, provided roles remain limited to genuine job needs.

Authorization can also depend on ownership, group membership, resource labels, or policy conditions. For example, a project editor may edit documents in one project but only read documents in another. A support engineer might reset a password but be prohibited from viewing the customer’s private data. These are authorization decisions even though the person completed MFA successfully.

Least privilege

Least privilege means granting only the access required for assigned work, for only as long as it is required. CISA administrator guidance recommends role-based access control, limited session durations, account reviews, and removal of unnecessary access. Its advisory on common cybersecurity misconfigurations also emphasizes access controls that limit user actions and routine removal of inactive or unnecessary accounts. See the CISA Identity and Access Management administrator practices and CISA’s cybersecurity misconfigurations advisory.

  • Assign a role that matches the person’s actual duties rather than using a broad administrator role for convenience.
  • Separate ordinary work accounts from privileged administrator accounts.
  • Use time-limited or approval-based elevation for exceptional tasks.
  • Review memberships and direct grants on a schedule appropriate to the risk.
  • Disable inactive, departed, duplicate, and shared accounts; preserve an accountable owner for service accounts.
  • Set session lifetimes that balance usability with the sensitivity of the resource.

Why you can be logged in and still blocked

A successful login means the authentication step worked. A denial afterward usually points to authorization or to a policy condition attached to authorization.

“You do not have permission” on a file or page

Check whether the account has the required role, whether the file belongs to another team, and whether an explicit deny overrides a group grant. Ask the resource owner for the smallest permission needed rather than requesting global administrator access.

An administrative button is missing

Many interfaces hide controls that the current role cannot use. Verify that you are using the intended account and that the role includes the exact action, not merely read access. If a role was changed recently, sign out and back in if the service caches claims in a session token.

An API returns 401 versus 403

  • 401 Unauthorized commonly indicates that authentication is missing, invalid, or expired, although individual APIs may define the status differently.
  • 403 Forbidden commonly indicates that the request was understood but the authenticated subject is not allowed to perform it.

Read the API’s own documentation and inspect the token’s audience, issuer, expiry, scopes, and role claims. Do not paste access tokens into tickets or chat while troubleshooting.

MFA succeeds, but access is still denied

MFA only strengthens the identity proof. The account may still lack a role, a resource grant, an API scope, or a compliant-device requirement. Check the authorization policy and the account’s group membership rather than repeatedly enrolling another authenticator.

A newly granted role does not work

Some services issue claims only when a session or token is created. Sign out, revoke or refresh the relevant token if the service provides that control, and retry. If the denial persists, have an administrator verify the role assignment, inheritance, resource-level rule, and any conflicting deny policy.

A practical troubleshooting path

  1. Classify the symptom. A rejected password, failed security-key challenge, or expired code is primarily an authentication problem. A permission message after a successful sign-in is primarily an authorization problem.
  2. Record the exact resource and action. “Can’t use the system” is not precise enough; note whether the failure is viewing, editing, exporting, deleting, or administering.
  3. Confirm the identity. Check the account name, tenant or organization, sign-in method, and whether a personal account was used instead of a work account.
  4. Check the effective permissions. Review direct grants, group and role membership, resource ownership, scopes, and explicit denies. Evaluate the policy that applies to the target object, not only the account’s profile page.
  5. Check conditions and session state. Look for device-compliance, network, time, location, approval, or session-expiration requirements. Refresh a stale session only after confirming that doing so will not interrupt critical work.
  6. Escalate with useful evidence. Provide the timestamp, resource identifier, action, error code, account or service identity, and relevant policy result. Never include passwords, MFA codes, private keys, or bearer tokens.

Designing safer access for an organization

For identity administrators

  • Require MFA for sensitive accounts and prefer phishing-resistant methods where the service supports them.
  • Document which authenticators are accepted, how they are enrolled, and how a lost device is recovered.
  • Keep authentication logs separate from authorization and administrative-action logs so investigators can tell whether an account was compromised or merely over-privileged.
  • Use short-lived tokens and limited session durations for higher-risk applications, balanced against operational needs.

For application developers

  • Authenticate the caller before evaluating permissions, and perform authorization on every protected operation rather than trusting a page-level check.
  • Deny by default when no applicable permission is found.
  • Check the requested object and action, not merely whether a user has logged in.
  • Prevent insecure direct object references by verifying that the authenticated subject may access the specific identifier in the request.
  • Return errors that help legitimate users recover without exposing sensitive policy details to attackers.

For managers and resource owners

  • Define roles around business tasks and keep each role’s permission set reviewable.
  • Approve access for a named person or accountable service identity, not an unmanaged shared credential.
  • Review access after transfers, project completion, contractor offboarding, and extended inactivity.
  • Remove convenience grants that outlast the task that justified them.

Examples that separate the two decisions

Shared document system

Entering a password and completing MFA authenticates Alice as the account holder. The document service then checks whether Alice is a member of the project, whether the document is confidential, and whether her role includes editing. She may be authenticated and still receive read-only access.

Cloud administration console

A security key can authenticate an operator to the organization. Authorization may allow that operator to view logs but deny deleting them or changing identity settings. Adding MFA does not turn a viewer into an administrator.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Automated deployment service

A deployment workload can authenticate with a certificate or federated identity. Its authorization policy might allow publishing to a test environment but deny production changes unless an approval condition is met. The subject is a process, yet the authentication-versus-authorization distinction is unchanged.

Personal device

Unlocking a phone authenticates the local user to the device. Each application still authorizes access to its own data, and an enterprise service may apply additional policy before allowing a corporate action.

Common mistakes to avoid

  • Calling MFA an access-control system. MFA verifies identity; roles, permissions, and policy decide access.
  • Assuming one successful login grants universal access. Authorization is resource- and action-specific.
  • Giving administrator rights to solve a single denial. Fix the missing permission or role instead of creating unnecessary privilege.
  • Ignoring non-human identities. Services, scripts, and devices need lifecycle management and least-privilege authorization too.
  • Leaving inactive accounts enabled. Regular reviews and removal reduce the number of identities that can be misused.
  • Treating every MFA method as equivalent. CISA’s guidance distinguishes phishing-resistant security keys and passkeys from methods such as text or email codes.

The two-question test

When access fails, ask two questions in order: “Did the system establish who or what this is?” and, if yes, “Does that subject have permission for this exact resource and action under the current policy?” The first question is authentication. The second is authorization. MFA improves the first; least-privilege roles and regularly reviewed permissions control the second.
