Windows 11 does not provide one universal custom-hotkey screen for every application. The most direct method is to create a desktop shortcut from the Apps folder, then enter a combination in that shortcut’s Shortcut key field when Windows exposes it. If that field is unavailable, pin the app to the taskbar and use Windows+number; this built-in method works reliably but follows the app’s current taskbar position.
Which method should you use?
Choose the method that matches what you need:
| Goal | Recommended method | What determines the key | Main limitation |
|---|---|---|---|
| A memorable, app-specific combination | Create an Apps-folder shortcut and edit its Properties | The combination entered in Shortcut key (if the field is shown) | The legacy field is not displayed for every shortcut or packaged app |
| The quickest dependable launch | Pin the app to the taskbar | Its position from left to right | Moving or unpinning icons changes the combination |
| A Microsoft Store or other packaged app | Use shell:AppsFolder, then create a shortcut |
The shortcut’s Properties, when available | Some modern app shortcuts do not expose a custom key field |
| A file, folder, or known executable | Use Send to > Desktop (create shortcut) or New > Shortcut | The resulting shortcut’s Properties | You must know the target or have access to the item |
The Apps-folder and taskbar procedures are current Windows 11 workflows. Windows labels and shortcut behavior can change in later updates, so a menu may look slightly different from the wording below.

Assign a custom key through an app shortcut
This is the closest Windows 11 equivalent to assigning a permanent hotkey to an application. It creates a normal desktop shortcut first; the shortcut, rather than the app itself, stores the key combination.
1. Open the installed-apps folder
- Press Windows+R to open the Run dialog.
- Type
shell:AppsFolder. - Press Enter.
Windows opens the Apps folder, which lists installed applications and can launch them directly. This route is useful when an app is visible in Start but its executable location is not obvious.

2. Create a desktop shortcut
- Move to the target app. You can click it with the mouse, or use the arrow keys to select it.
- Open the context menu by right-clicking, or press Shift+F10 for a keyboard-only workflow.
- Choose Create shortcut.
- When Windows asks whether it should place the shortcut on the desktop, select Yes.
The new icon is a shortcut, not a second installation of the app. Deleting the desktop icon later removes the shortcut only; it does not uninstall the application.
3. Open the shortcut’s Properties
- On the desktop, right-click the new shortcut.
- Select Properties.
- Look for a field labeled Shortcut key or Keyboard Shortcut.
- Click in that field and press the key combination you want. Windows records the combination instead of requiring you to type its name.
- Select Apply, then OK.
Test the combination while another window has focus. If the app opens, the assignment is working. If nothing happens, return to Properties and try a different combination after checking the troubleshooting section below.
What can be entered in the field?
Use a combination that includes modifier keys such as Ctrl, Alt, or Shift with a letter, number, or function key. The field is part of an older Windows shortcut interface, so its exact behavior depends on the shortcut type. Windows may refuse a combination already reserved by the system or interpreted by another application.

Use Windows+number for a reliable built-in launch key
When a custom field is missing, taskbar numbering is the simplest supported alternative. Windows assigns a number according to the pinned app’s position, counted from left to right.
Set it up
- Open Start or Search and find the app.
- Pin it to the taskbar. If the app is already open, right-click its taskbar icon and choose Pin to taskbar.
- Count the pinned icons from the left. The first pinned app is position 1, the second is position 2, and so on.
- Press Windows+1 through Windows+9 to start or bring forward the app in that position. Use the position range supported by your Windows 11 build.
For example, if the target is the fourth pinned icon, use Windows+4. This does not permanently bind the number to the app: moving the icon, unpinning another icon, or changing the taskbar arrangement can change the mapping.
Related taskbar combinations
| Combination | Windows behavior | Use it when |
|---|---|---|
| Windows+number | Starts the app pinned in that position, or brings its window to the foreground | You want the normal launch or focus action |
| Windows+Shift+number | Starts a new instance of the app where the app supports another instance | You need a separate window rather than the existing one |
| Windows+Ctrl+number | Switches to the last active window of the app in that position | The app has multiple windows and you want the previously active one |
| Windows+Alt+number | Opens the Jump List for the app in that position | You want app-specific recent files or actions exposed by its Jump List |
The taskbar approach has two practical trade-offs. It is not a free-form hotkey—you cannot choose an arbitrary letter combination—and the assignment follows position, not the app’s name. Keep frequently used apps in stable positions if you rely on these keys.

Drag an app from Start
- Open Start.
- Select All to display the complete app list.
- Drag the app from the list onto the desktop.
- Right-click the resulting icon, select Properties, and check for Shortcut key.
This creates an application shortcut without browsing for an executable. If dragging is inconvenient, return to the AppsFolder method and use the context menu instead.
Send an existing item to the desktop
For a file, folder, or known application target, right-click the item and choose Show more options > Send to > Desktop (create shortcut). The classic context menu may be needed because the Send to command is located there in Windows 11.
Use the New Shortcut wizard
- Right-click an empty area of the desktop.
- Choose New > Shortcut.
- Enter the target path or browse to the item when the wizard asks for its location.
- Choose Next, give the shortcut a recognizable name, and select Finish.
- Open the shortcut’s Properties and check whether the shortcut-key field is available.
This method is most useful for a conventional desktop program with a known target. For a packaged app whose executable path is hidden, AppsFolder is less error-prone.

Why the custom field may be missing
The Shortcut key control belongs to a legacy Windows shortcut interface. It is not a universal setting for every modern app or every shortcut object. Packaged applications can therefore behave differently from traditional desktop programs even when both appear in the Apps folder.
- Try another shortcut creation route. A shortcut made through AppsFolder, Start, or the New Shortcut wizard may expose different Properties tabs and fields.
- Use taskbar numbering. Pinning avoids dependence on the legacy field and uses Windows’ built-in positional commands.
- Look in the app’s own settings. Some applications provide a hotkey or global-shortcut option inside their preferences. That setting is controlled by the app, not by the Windows shortcut Properties dialog.
- Create a conventional .lnk shortcut to the executable. For a desktop program whose executable path is known, a normal shortcut can provide the classic Properties interface. Do not guess a path for a packaged app; use AppsFolder or the app’s documented settings instead.
There is no Windows 11 setting that forces the field to appear for a shortcut type that does not support it.

Troubleshoot a shortcut that does not launch the app
The Shortcut key field is not shown
That is an availability limitation, not necessarily an error. Confirm that you opened the Properties dialog for the new shortcut rather than the app’s Start-menu entry. If the field is still absent, use Windows+number after pinning the app, or configure a shortcut inside the app if it offers one.

The key launches the wrong app
If you used Windows+number, recount the pinned icons from the left. The number follows the current taskbar order, so a later rearrangement can point to a different app. If you used a custom shortcut key, open Properties and replace the combination with one that is not assigned to another shortcut or application.
Nothing happens when you press the combination
- Verify that you selected Apply before closing Properties.
- Test from another window so the app itself is not intercepting the keystroke.
- Try a different combination; Windows and individual applications reserve many keys.
- Confirm that the desktop icon is a shortcut created from the intended app, not a copied document or unrelated file.
- If the app is already open, test the taskbar command separately. Windows+number normally focuses the pinned app, while Windows+Shift+number requests a new instance where supported.
The key works only sometimes
Intermittent behavior usually indicates a conflict. A foreground app can capture a combination before Windows processes it, and Windows itself has reserved combinations. Reassign the shortcut to a less common combination and test it while several different windows are active. For taskbar keys, check whether the icon order changed after an app was pinned or unpinned.
The app is already running
That is expected for Windows+number: the command brings the pinned app forward rather than opening a duplicate every time. Use Windows+Shift+number when a separate instance is supported and required. Windows+Ctrl+number is the documented option for switching to the app’s last active window.
The desktop icon was removed accidentally
Removing a shortcut does not remove the installed app. Recreate the icon through shell:AppsFolder, Start > All, Send to, or New > Shortcut, then assign the key again if the field is available.
Keep custom app keys predictable
- Name shortcuts clearly. Include the app name so you can identify the correct Properties dialog later.
- Document your combinations. A small personal list prevents assigning the same key to multiple desktop shortcuts.
- Reserve taskbar positions. If you depend on Windows+1 or Windows+2, avoid moving those pinned icons.
- Retest after Windows updates. The guidance and interface were checked on October 13, 2026 UTC; later Windows 11 updates can change labels or behavior.
- Keep the fallback in mind. When a packaged app does not expose Shortcut key, taskbar numbering is the Windows-native option that does not require finding an executable.
Recommended decision path
- Try Windows+R > shell:AppsFolder and create the app’s desktop shortcut.
- Open Properties. If Shortcut key appears, assign and test a combination.
- If the field is absent or unreliable, pin the app and use its Windows+number position.
- If positional keys do not suit your workflow, check the app’s own shortcut settings or create a conventional executable shortcut when you have a verified target.
- After any taskbar rearrangement or shortcut replacement, test the key again and update your personal shortcut list.
For most Windows 11 users, this sequence covers both traditional desktop software and Microsoft Store-style packaged apps without requiring extra utilities: AppsFolder exposes the installed app, the shortcut Properties dialog handles custom keys when supported, and taskbar numbering provides the dependable fallback.
