Japan is combining conventional bear management with a fast-growing technology layer. Regional capture and staffing targets remain the foundation, while municipalities and the Environment Ministry are testing artificial-intelligence monitoring, camera and sensor networks, drones, fixed robotic deterrents, public-alert apps and evacuation tools. The technology is real, but most projects are demonstrations or local initiatives—not proof of a nationwide system or a guaranteed way to stop an attack.
Why Japan is expanding its bear response
Sightings and deaths have reached exceptional levels
The Prime Minister’s Office reported more than 6,000 bear sightings in April and May 2026, about twice the total for the same months in 2024 and 2025. It also reported six deaths by July 31, 2026. Those figures cover the first seven months of 2026 and should not be combined with the separate 2025 total reported by the Associated Press.

Using Environment Ministry figures, the Associated Press reported 13 deaths in more than 230 bear attacks during 2025, a record. The two sets of statistics show why local governments are seeking faster detection and response, but they do not by themselves establish one nationwide cause for the increase.
Population management is still the core policy
Japan’s bear roadmap, adopted March 27, 2026, sets regional capture targets and goals for equipment and staffing through fiscal 2030. The technology projects sit alongside that program rather than replacing it. The Environment Ministry’s technology call also includes habitat and attractant management, reflecting the need to reduce situations that draw bears toward people.

What the Environment Ministry’s technology program covers
The Environment Ministry’s September 8, 2026 call is a demonstration program. Eligible projects can use drones, surveillance cameras, sensors, robots and smartphone applications for several jobs:
- Monitoring and patrols in areas where bears are active
- Tracking animals after a sighting
- Deterrence, immobilization or capture
- Public warnings and evacuation guidance
- Habitat and attractant management
A demonstration award does not mean that every listed system is operating nationwide. On September 29, 2026, The Japan Times reported that Environment Minister Hiroyoshi Sasagawa hoped to help municipalities adopt AI and drones to track bears, saying prompt action could give residents “a sense of security.” That statement describes a policy goal, not a measured success rate.

Where AI and drones are being tested
Ishinomaki’s capsaicin-spray drone
ITmedia reported on January 19, 2026 that Ishinomaki planned to introduce a Terra Drone aircraft carrying a capsaicin spray, a spray mechanism and a gimbal camera. The reported aircraft dimensions are 390 mm × 390 mm × 390 mm. The camera can help an operator assess a sighting while the aircraft remains between people and the animal; the spray system is intended for a close-range deterrence or emergency-response role.

This is a reported municipal introduction plan, not evidence of a nationwide rollout. The available report does not provide a controlled field evaluation showing how often the drone changed a bear’s behavior, nor does it establish that the system is suitable for every terrain or weather condition.

Sapporo’s aerial-surveillance demonstration
Sapporo City issued a 2026 procurement notice for a drone-based brown-bear sighting countermeasure demonstration. The notice supports a broader pattern: municipalities are testing aerial observation and response tools independently while national policy develops. A surveillance drone and a spray-equipped drone can be part of the same response chain, but they are not interchangeable; one gathers information, while the other is designed to deliver a physical deterrent.
The robotic deterrent: what “four-legged robot” means in practice
Japan’s best-documented robotic bear deterrent is Super Monster Wolf, a wolf-shaped unit designed for fixed locations such as farms and institutional sites. The Japan Times reported in May 2026 that its maker was receiving heavy demand after fatal bear attacks. The system uses batteries, solar panels, sensors, speakers and related equipment, with reported starting prices of about US$4,000.

Super Monster Wolf should not be described as a consumer robot that autonomously patrols trails. It is a site-mounted deterrent intended to detect activity and produce a threatening wolf-like presence or sound. Buyers therefore need an installation point, power management and a plan for responding when the system signals activity. The report gives a starting price, not a complete installed or recurring operating cost.

Should you carry bear spray in Japan?
Bear spray is for an imminent close encounter, not for keeping bears away from a campsite or trail. Japan’s Government Public Relations Office describes it as a capsaicin-based product that strongly stimulates a bear’s eyes and nose. Its guidance does not treat the spray as a general repellent.
- Check the canister before carrying it. Confirm the spray distance, expiry information and operating instructions. Transport and possession rules can vary by jurisdiction and by carrier, so verify local requirements before traveling.
- Keep it immediately accessible. A canister buried in luggage cannot be deployed during a sudden encounter. Use the manufacturer’s holster or carry method and avoid accidental activation.
- Watch the distance and wind. The government guidance recommends keeping roughly 5–10 metres from the bear when possible and checking wind direction. Wind blowing toward you can contaminate the user instead of the animal.
- Aim at the face if spraying becomes necessary. The objective is to create a temporary barrier while the bear is close or approaching, giving you an opportunity to withdraw.
- Practice beforehand. Learn the safety clip, grip and aiming motion before an emergency. Practice with an inert training canister if one is available; do not discharge the live product casually.
- Never use it as a routine area spray. The guidance warns against spraying people, tents or luggage. Those actions waste the canister and can expose companions to capsaicin.
Bear spray can add an emergency option for someone entering known bear habitat, but it cannot substitute for local warnings, group awareness, distance and a plan to leave the area. Check Japanese transport and site rules before carrying a canister, especially when flying or entering facilities with their own restrictions.
What travelers and communities should expect next
Japan’s current approach is layered: capture and population management, better detection, rapid public communication, and specialized tools for situations in which people and bears are already close. National agencies are funding demonstrations, while cities such as Ishinomaki and Sapporo are testing equipment under local conditions. Fixed deterrents address farms and facilities; drones can inspect or respond to a sighting; AI systems can help operators prioritize alerts.

None of the cited reports establishes a single device that reliably prevents attacks in all settings. The practical question is therefore not whether a robot or drone replaces human judgment, but whether a municipality has the staff, permissions, communications and response procedure to use the device when an alert arrives.
