Argentina Citizenship by Investment vs. Residency: Costs, Timelines and Rights

Argentina’s ordinary naturalization route requires two years of continuous, legal residence immediately before applying. A separate route lets qualifying investors apply without a minimum residence period, but the law does not state an investment amount, and investment does not guarantee citizenship. Neither route has a confirmed end-to-end processing time or current total fee in the official material reviewed as of October 4, 2026.

The distinction matters: the ordinary route is citizenship after qualifying residence, not citizenship through buying a residence permit. The investment route is a separate naturalization process with its own eligibility assessment.

How the two routes compare

Question Residence-based naturalization Relevant-investment naturalization
Core requirement At least 18 and legally resident in Argentina continuously for the two years before filing. Proof of an investment deemed relevant under Ministry of Economy criteria; no minimum residence period is stated in the investment provision.
Presence in Argentina The Citizenship Law defines continuous residence as remaining in Argentina for the full period without any trip abroad. No residence-duration minimum appears in the investment clause.
Investment threshold No investment condition is stated for this route. Not stated in the official sources reviewed; the Ministry of Economy defines relevant investments and may identify specific projects.
Timing Two years is the qualifying residence period before application, not a total processing estimate. Overall processing time is not stated. Migration must decide within 30 business days after receiving the investment agency’s report. That is a decision-stage deadline, not a complete application-to-citizenship estimate.
Current total cost Not stated in the official sources reviewed. Not stated in the official sources reviewed; no official investment threshold was established either.

The comparison reflects Argentina’s consolidated Citizenship Law 346, Migration Law 25.871 and Decree 524/2025. It is national-level information; individual eligibility and document requirements can depend on a person’s circumstances.

What the residence route requires

Two years of legal, continuous residence

The ordinary naturalization provision requires applicants to be over 18 and to prove legal residence in Argentina for the two years immediately preceding the application. The law’s definition of “continuous” is strict: the applicant must have stayed in Argentina throughout that period without leaving the country. It is not simply a two-year domicile test or a requirement to spend most of the time there.

As a result, travel abroad during the qualifying period is material. The statutory wording does not describe an exception or a permitted number of absences. Anyone with international travel in the period should confirm how the rule applies to their case before relying on a filing date.

Application channel

A Migration announcement describes digital filing for foreign-born adults who hold temporary or permanent residence and meet the naturalization requirements. The announcement does not make the two-year test less strict. Check the current Migration instructions and eligibility conditions before filing, since an announcement alone does not establish every applicant’s present-day filing path.

How the investment route is assessed

No published amount means no reliable price of entry

The investment clause allows a person with a relevant investment to apply regardless of residence duration. It leaves the meaning of “relevant” to the Ministry of Economy, which may also designate specific projects. The official sources reviewed do not provide a minimum amount, a complete list of eligible investment types, or a current schedule of application fees. A commercial estimate should not be treated as an official threshold.

Review and decision sequence

  1. Apply to the Agency for Investment Citizenship Programs. The investment application goes through the agency established under Decree 524/2025.
  2. Agency assesses the investment. It determines whether the proposal meets the Ministry of Economy’s relevant-investment rules. If the investment does not qualify, the agency can propose rejection.
  3. Agency gathers reports. For an investment assessed as qualifying, it requests information from relevant security, financial-intelligence, criminal-record, identity and other public authorities.
  4. Agency sends a reasoned report to Migration. It recommends approval or rejection based on its assessment and the reports received.
  5. Migration issues a reasoned decision. The National Directorate of Migration has 30 business days from receipt of the agency’s report to approve or reject the application.

The 30-business-day clock begins only after the agency’s report reaches Migration. It does not include the earlier investment assessment, collection of reports, or later steps required to complete naturalization. Decree 524/2025 therefore supplies a limited decision deadline, not a guaranteed total timeline or approval.

Costs and timelines: what can be stated

Costs

The official material reviewed does not establish a current aggregate filing cost for either route, or a minimum qualifying investment for the investor route. That leaves the route-to-route cost comparison incomplete: there is no sound basis here for quoting a total in pesos or another currency. Confirm current fees and any investment criteria through Argentina’s official Migration and investment-citizenship instructions before budgeting.

Timelines

  • Residence route: the law sets a two-year qualifying residence period before filing. It does not state an overall decision or passport-delivery timeline in the sources reviewed.
  • Investment route: Migration’s 30-business-day period applies only after it receives the agency’s report. The total time from initial filing through a final outcome is not stated.

These figures measure different things. The two years is a pre-application eligibility period; the 30 business days is a post-review decision window. Neither should be presented as the time from starting the process to receiving citizenship.

Rights depend on status, not just on whether someone has applied

Residence permits and precarious authorization

Temporary, permanent and precarious residence are distinct immigration statuses, not interchangeable versions of citizenship. Migration-law reforms changed some health-care and public higher-education access rules for people who are not permanent residents. Government material says emergency health care and basic education remain available, but the available sources do not establish an exhaustive list of rights for every status. Do not assume that all foreign residents have identical access to every public service—or that citizenship is necessary for every ordinary service.

A precarious authorization, if granted during an application process, may allow its holder to stay, enter and exit Argentina, work and study while it remains valid. It does not itself guarantee approval of the underlying application, and the updated migration law says it does not count as valid residence for establishing roots for permanent residence or naturalization. It is therefore not a substitute for the residence required under the ordinary citizenship route.

What naturalization changes

Naturalization confers Argentine citizenship rather than merely permission to reside. That is a different legal status from temporary or permanent residence and from an application-stage authorization. The sources reviewed support that distinction but do not provide a complete catalogue of nationality and political rights for every person or circumstance; this comparison does not attempt to enumerate them.

Which route fits your situation?

  • Consider the residence route if you can meet the legal-residence and no-departure conditions for the full two years before filing, and you do not have a qualifying investment basis.
  • Consider investigating the investment route if you may have an investment that fits Ministry of Economy criteria and do not want to rely on a two-year residence period. Do not commit funds on the assumption that a particular amount or asset qualifies until current official criteria are available.
  • Get case-specific advice if you have left Argentina during the proposed qualifying period, have uncertain immigration status, or need to assess whether a specific investment qualifies. The statutory conditions and individual records can affect eligibility.

Official sources to verify before acting

The relevant primary materials are Argentina’s consolidated Citizenship Law 346, Migration Law 25.871, Decree 524/2025, the official permanent-residence service, Migration’s residence FAQ, and the government announcement on digital naturalization filing and the investment route. Check the current Argentina.gob.ar and Boletín Oficial publications for operational instructions, fee schedules and any updated investment criteria before filing or investing.
