Researchers have not established their ecosystem-scale carbon stocks, burial and erosion rates, or net greenhouse-gas balance. In some settings, groundwater and erosion can move peat-derived carbon into the water and produce carbon dioxide.
What underwater peat reefs are
Underwater peat reefs are exposed or partly exposed deposits of ancient terrestrial peat that now lie in shallow marine water. They are not generally new peatlands growing beneath the sea. Instead, they are relict landscapes: coastal forests, wetlands or mangroves accumulated plant material on land, and later sea-level rise drowned those deposits.

The Bazaruto example
A 2026 study of the Bazaruto Archipelago in Mozambique identified submerged peat formed from former coastal environments. Radiocarbon dates ranged from approximately 300 to 5,000 years BP (before present). The deposits contained up to 40% organic carbon by dry weight. Their carbon-isotope values, around δ13C −27‰, indicate that most of the organic material came from terrestrial plants rather than marine production.

A living mangrove, salt marsh or seagrass meadow continually captures carbon through current photosynthesis and can transfer some of it into sediment. A peat reef begins with carbon captured by vegetation thousands of years ago. Finding a large concentration of organic carbon in a sample therefore demonstrates inherited carbon, not automatically a current net sink.

What peat reefs demonstrably do for marine ecosystems
They provide hard structure where little exists
Peat is softer and more erodible than rock, but consolidated peat outcrops can still create relief and attachment surfaces in areas dominated by sand or unconsolidated sediment. The Bazaruto reefs supplied places for organisms to attach, shelter and feed. They also created nursery and refuge habitat for small fish and invertebrates and contributed feeding grounds for larger animals.
They support distinctive communities
Surveys found benthic organisms, invertebrates, small fish and megafauna assemblages that differed significantly from nearby coral reefs. The peat reefs had no living corals, yet they supported patches of seagrass, macroalgae, sponges and detritus-based food webs. Their ecological value therefore does not depend on being a coral substitute; they function as a different kind of habitat.
This biodiversity evidence is stronger than the carbon evidence. It shows that peat reefs can change local habitat availability and community composition. It does not show how much carbon the reef stores, whether it is accumulating additional carbon, or whether the deposit is losing carbon faster than associated organisms add it.

Why they are not yet equivalent to conventional blue-carbon ecosystems
The Bazaruto authors explicitly cautioned: “We therefore do not interpret these habitats as conventional blue-carbon ecosystems equivalent to mangroves, salt marshes, or seagrass meadows.” They also wrote that “Their present-day role in carbon cycling, including any contribution from associated seagrass, macroalgae, or benthic communities, remains unresolved.”
For a blue-carbon claim, organic-carbon concentration alone is insufficient. A defensible assessment needs the amount of carbon per unit area, the total area and thickness of the deposit, the rate at which new carbon is buried, the rate at which old carbon is eroded or exported, and the greenhouse gases released during storage and decomposition. Those measurements are not yet available for peat reefs at the level required to calculate a verified net ecosystem sink.

How submerged peat can release carbon
Groundwater can mobilize dissolved carbon
A coastal-peat column experiment measured peat containing 39 ± 14% organic carbon by weight. When low-salinity groundwater discharged through the peat, dissolved-organic-carbon release and upward transport increased significantly. The same experiment recorded production of dissolved inorganic carbon and carbon dioxide, indicating mineralization of peat carbon.

This result does not mean every peat reef is a net source of carbon dioxide. It shows why submergence alone cannot be treated as a guarantee of permanence. Hydrology controls how much water passes through the deposit; oxygen availability affects decomposition; salinity can alter microbial processing; and waves, storms and currents can expose or remove peat. A reef with limited groundwater flow and low erosion could behave differently from one receiving strong freshwater discharge, but that difference has to be measured.

Erosion changes the accounting boundary
When peat erodes, its carbon does not necessarily disappear. It can become suspended particulate matter, dissolved organic carbon or dissolved inorganic carbon and move into adjacent sediments or offshore waters. Some transferred carbon may remain stored elsewhere, while some can be respired to carbon dioxide. A project that counts the original deposit as permanently stored would need to track these pathways rather than assume that all exported carbon remains locked away.
What related seagrass evidence tells us
Evidence from seagrass sediments shows that peat-derived material can be part of a blue-carbon pool without proving that the original peat reef is a net sink. In a 2023 study of German Baltic seagrass sediments, mean organic carbon was 1,920 g C/m2. About 88% came from allochthonous sources—material produced outside the seagrass meadow—and relic terrestrial peatland material deposited roughly 6,000 years ago was an unexpected, significant contributor.

The implication is important but limited. Seagrass beds can receive and retain carbon made elsewhere, including ancient terrestrial material. That finding supports the idea that peat carbon may be incorporated into marine sedimentary storage. It does not establish the stock, permanence or net carbon balance of an exposed underwater peat reef, and the two habitats should not be treated as interchangeable accounting units.
A longer-term model shows redistribution, not guaranteed storage
A model of Indonesian peatland degradation projected downstream ecosystem effects, including a 5% decrease in coral biomass in the modeled scenario. It estimated that 69% of peat carbon would ultimately enter the deep dissolved-inorganic-carbon pool after 1,000 years.

This modeled pathway illustrates why “carbon remains in the ocean” and “carbon is permanently stored at the reef” are different statements. Carbon can be redistributed through coastal waters and the open ocean, changing chemical pools and biological exposure. The model is not a measurement of Bazaruto peat reefs, nor does it provide a crediting factor for them. It is useful context for understanding that peat carbon may move through several reservoirs rather than staying in its original deposit.

Peat reefs compared with established blue-carbon habitats
| Comparison axis | Underwater peat reefs | Mangroves, salt marshes and seagrass meadows |
|---|---|---|
| Primary carbon source | Mostly inherited carbon from ancient terrestrial vegetation; associated modern algae or seagrass may add carbon. | Living vegetation captures carbon continually, with additional imported material sometimes retained in sediment. |
| Current areal stock for the reef habitat | Not established in the Bazaruto study; sample concentrations cannot substitute for area-based stocks. | Area-based stock methods are widely used, although values vary by habitat, site and protocol. |
| Burial and permanence evidence | Reef-specific burial, erosion and long-term retention rates remain unresolved. | Established field methods can measure sediment stocks and accumulation, but permanence still depends on site conditions and disturbance. |
| Major loss pathways | Wave and storm erosion, groundwater-driven dissolved-carbon export and mineralization are potential pathways. | Conversion, drainage, disturbance, erosion and changing hydrology can reduce storage. |
| Habitat value | Distinctive hard-substrate-like refuge, attachment and feeding habitat; no living corals in the documented Bazaruto reefs. | Vegetated habitat supporting nursery, refuge, feeding and shoreline functions. |
| Monitoring readiness for carbon claims | No standardized reef-specific carbon-credit method is established by the evidence cited here. | More mature monitoring and accounting frameworks exist, though they still require site-specific verification. |
What would be needed to establish blue-carbon effectiveness
A credible assessment would have to treat each reef as a measured carbon system rather than infer performance from a high-carbon sample. At minimum, researchers or project developers would need to:
- Map the deposit. Measure reef area, peat thickness and three-dimensional distribution, including buried sections that are not visible at the surface.
- Calculate bulk density and carbon stock. Combine dry bulk density, organic-carbon concentration and depth intervals to report carbon per square metre and total tonnes of carbon, with uncertainty ranges.
- Measure accumulation and erosion. Use dated cores, sediment traps, repeat surveys or other appropriate methods to determine whether the deposit is gaining or losing material.
- Track dissolved and particulate export. Sample groundwater, porewater and overlying water for dissolved organic carbon, dissolved inorganic carbon and suspended particulate carbon under different tides, seasons and salinities.
- Quantify greenhouse-gas fluxes. Measure carbon dioxide and methane emissions, accounting for oxygen, temperature, salinity, microbial activity and disturbance.
- Separate old and new carbon. Use radiocarbon, stable isotopes and source-apportionment methods to distinguish inherited terrestrial peat from current seagrass, macroalgal and benthic production.
- Set the accounting boundary. Decide whether exported carbon that is deposited elsewhere, dissolved in the ocean or respired to carbon dioxide is counted as retained, transferred or released, and apply that rule consistently.
- Monitor associated habitats. Record seagrass, macroalgae, sponges and benthic communities separately so their carbon contributions are not incorrectly attributed to the peat substrate.
Can underwater peat reefs be used for carbon credits?
On the evidence currently available, peat reefs should not be marketed as proven carbon-credit units. A credit requires a quantified baseline, additionality, monitoring, permanence treatment and a defensible method for handling leakage and reversals. The unresolved stock, burial, erosion and greenhouse-gas measurements leave those requirements unanswered for peat reefs.
Protecting a peat reef may still be justified for biodiversity, fisheries habitat and ecosystem resilience. A conservation project could eventually include a carbon component if direct measurements establish additional, quantifiable and durable climate benefits under an accepted standard. Habitat value alone, or a laboratory measurement showing high organic-carbon content, cannot establish the number of credits.
A review by the Joint Nature Conservation Committee lists submerged marine peat among habitats considered in broad blue-carbon policy discussions. That policy inclusion is not the same as a validated accounting methodology. The primary ecological study makes the narrower scientific distinction: peat reefs are carbon-rich relict substrates with demonstrated marine habitat functions, not yet equivalent to living, conventionally recognized blue-carbon ecosystems.
What readers should conclude
Underwater peat reefs are ecologically real and potentially important. They transform ancient terrestrial peat into marine structure, support communities unlike nearby coral reefs and may connect coastal, sedimentary and oceanic carbon pathways. Their carbon concentration is substantial in sampled material, but concentration is not the same as a verified ecosystem stock or a demonstrated net sink.
The most accurate description today is carbon-rich relict marine habitat with unresolved net carbon balance. Groundwater flow, oxygen, salinity, erosion and disturbance can determine whether peat carbon remains in place, moves into other reservoirs or is mineralized to carbon dioxide. Until reef-scale stocks, burial and erosion rates and greenhouse-gas fluxes are measured, comparisons with mangroves, salt marshes and seagrass meadows—and any carbon-credit claim—should remain provisional.
