Are U.S. Treasury Bonds Still a Safe Investment If the National Debt Keeps Rising?

Usually, yes—but only for the specific risk you mean by “safe.” U.S. Treasury bills, notes, bonds and TIPS are direct obligations backed by the federal government. Rising debt creates a serious long-term fiscal problem, but the debt figures alone do not show that a particular Treasury will miss a scheduled interest or principal payment.

Your result depends on whether you hold the security to maturity, need to sell early, and care about inflation-adjusted purchasing power. A Treasury can be highly reliable for scheduled payments yet still lose market value before maturity or deliver less real spending power when inflation is high.

What “safe” means for a Treasury investor

Investors often use one word for several different risks. Separate them before deciding whether a Treasury belongs in your savings plan:

  • Payment safety: whether the U.S. government pays the interest and principal promised by the security.
  • Market-value safety: whether you can sell without receiving less than you paid.
  • Purchasing-power safety: whether the payments will buy about as much in the future as they do today.
  • Fiscal safety: whether the government’s long-term borrowing path is sustainable.

A Treasury may score differently on each measure. Holding a fixed-rate bond until its maturity addresses the timing of its contractual payment, but it does not prevent inflation from reducing what that payment can buy. Selling before maturity exposes you to the market price at that moment, which can be below your purchase price.

What the latest debt figures actually show

The U.S. Department of the Treasury, Bureau of the Fiscal Service, reported that debt held by the public, excluding accrued interest, was $30.2 trillion on September 30, 2025, equal to 99% of gross domestic product. The same FY 2025 Financial Report put the federal deficit at 5.9% of GDP.

Under the report’s current-policy assumptions, debt held by the public is projected to be approximately 102% of GDP in 2026, above 200% by 2048, and 576% by 2100. These are assumption-dependent, long-range projections, not a schedule predicting that a particular Treasury payment will be missed. The figures also should not be read as an October 2026 point-in-time debt balance; the latest dated amount cited here is the September 30, 2025 figure.

The report describes the projected path as unsustainable. That matters to anyone assessing the government’s fiscal position, future taxes, spending, interest costs and possible policy changes. It does not, by itself, provide a default probability for a specific bill, note, bond or TIPS issue. No source cited here quantifies such a probability.

What backs a Treasury security?

TreasuryDirect describes marketable Treasury securities this way: All these securities are backed by the full faith and credit of the United States government. That statement explains the government backing of the obligation. It does not promise an unchanged resale price, a positive return over every holding period, or protection from inflation.

When you hold a fixed-rate Treasury to its stated maturity, the contract calls for interest payments according to its terms and repayment of principal at maturity. The practical risk is that your circumstances may require you to sell earlier, or that the dollars you receive will have less purchasing power than expected.

How rising yields can make a safe bond lose value

Fixed-rate Treasury notes and bonds make coupon payments that were set when they were issued. Their market price changes as newly issued securities offer different yields. TreasuryDirect explains the relationship directly:

  • When a bond’s yield to maturity is higher than its fixed interest rate, its price is below par (face value).
  • When the yield to maturity is lower than its fixed interest rate, its price is above par.

Suppose you buy a fixed-rate bond and market yields subsequently rise. New investors can obtain more interest from newly issued securities, so buyers generally will not pay you the old face value unless your bond’s price falls enough to make its overall yield competitive. If you sell then, you may receive less than you paid, even though the Treasury continues making the scheduled payments.

Holding to maturity changes the outcome: under the security’s terms, the Treasury pays the face value at maturity. You still bear an opportunity cost—your money was locked into a lower coupon while newer yields were higher—but the temporary market-price decline is not the same as a realized loss if you do not sell.

Inflation risk and the role of TIPS

Nominal bills, notes and bonds promise dollars, not a fixed amount of future purchasing power. If consumer prices rise faster than your interest rate, each payment buys less. A bond can therefore be dependable in nominal dollars while failing an investor’s real-income goal.

Treasury Inflation-Protected Securities (TIPS) use a different structure. Their principal adjusts with changes in the Consumer Price Index, including adjustments for inflation and deflation. At maturity, the Treasury pays the adjusted principal or the original principal, whichever is greater. Interest payments are based on the inflation-adjusted principal, so they can change as the principal changes.

TIPS are not a fixed-price savings account. Their market price can move before maturity as real yields, inflation expectations and broader bond-market conditions change. Selling early can therefore produce a gain or loss. TIPS address a particular inflation risk; they do not remove market risk, liquidity needs or every risk associated with government finances.

Choosing among bills, notes, bonds and TIPS

The right Treasury depends on when you need the money, whether you can tolerate a fluctuating resale price and how concerned you are about inflation. This comparison uses the distinctions established by TreasuryDirect and the Fiscal Service:

Security Payment or principal structure Useful question Main exposure before maturity
Treasury bills Short-term marketable securities; they do not function like long-term coupon bonds. Do you need a relatively near-term place for cash? Market price can change if sold before maturity; reinvestment risk arises when the bill matures and new rates differ.
Treasury notes Fixed-rate interest payments with principal due at maturity. Can you keep the money invested through the note’s term? Price sensitivity to changing market yields and inflation’s effect on fixed payments.
Treasury bonds Fixed-rate interest payments with principal due at maturity; generally used for longer-term funding. Is the longer maturity consistent with your cash-flow date? Greater exposure to price changes when yields move, plus inflation risk on nominal payments.
TIPS Principal adjusts with the Consumer Price Index; at maturity, payment is the adjusted or original principal, whichever is greater. Is preserving inflation-linked purchasing power more important than having a fixed nominal principal path? Market price changes before maturity and sensitivity to real yields; inflation adjustment does not make resale value fixed.

The table does not establish one universally safest maturity. A security that fits a known expense date can be safer for that goal than a longer issue that must be sold unexpectedly.

Holding to maturity versus selling early

When holding to maturity can make sense

If you know when the money will be needed and can match that date to the security’s maturity, you reduce the chance that a temporary price decline forces a sale. You should still account for taxes, reinvestment after maturity and the possibility that inflation will reduce the payment’s real value.

When early sale changes the risk

An emergency, a changed financial plan or a better opportunity may require access before maturity. In that case, the market—not the original purchase price—determines what you receive. A rise in comparable yields generally puts downward pressure on a fixed-rate Treasury’s price; a fall in yields generally supports its price. The direction and size of the move depend on the security and market conditions.

Do not treat a quoted face value as the amount you can withdraw today. Face value is the contractual principal due at maturity, while the sale price is what a buyer offers before then.

Access, liquidity and selling through TreasuryDirect

TreasuryDirect says investors can sell a marketable Treasury before maturity through the applicable holding channel. A security held in TreasuryDirect must be held for 45 days before it can be sold or transferred. To sell, an investor generally works through a bank, broker or dealer. Commercial providers may charge fees, so compare the provider’s schedule before moving money.

This creates a practical distinction between “government-backed” and “immediately accessible.” The government backing concerns payment under the security’s terms. Your ability to raise cash depends on the account channel, the 45-day TreasuryDirect restriction, the market price and any provider costs.

A decision process for conservative savers

  1. Set the cash-flow date. Write down when you expect to spend the money. If the date is uncertain, keep an appropriate cash reserve rather than committing every dollar to a maturity you may have to sell early.
  2. Decide whether nominal dollars or inflation protection is the priority. Fixed-rate securities provide scheduled nominal payments. TIPS adjust principal with the Consumer Price Index but still fluctuate in market value before maturity.
  3. Choose a maturity you can realistically hold. A longer security usually gives market yields more time to move against you before your planned use date. A shorter security may require reinvestment when it matures.
  4. Check the purchase and sale channel. TreasuryDirect is one route; banks, brokers and dealers are others. Confirm transfer rules, the 45-day TreasuryDirect holding requirement and any fees before buying.
  5. Plan for an early-sale scenario. Ask how you would fund an emergency without selling the Treasury. If selling early is likely, treat market-price risk as a central feature rather than a remote possibility.
  6. Review the plan when the security matures. Reinvestment rates may be higher or lower than the original rate. Decide in advance whether the money will be spent, held in cash or reinvested.

Common mistakes to avoid

  • Calling a Treasury “risk-free.” Government payment backing does not remove market-price, inflation, liquidity or fiscal risks.
  • Using debt projections as a default forecast. The 2026, 2048 and 2100 debt-to-GDP figures are uncertain projections under stated assumptions, not evidence that a specific payment will fail.
  • Confusing face value with resale value. Face value is generally received at maturity under the terms; an early sale receives the market price.
  • Ignoring the spending date. A long maturity may be a poor match for a near-term expense, even if the issuer is highly creditworthy.
  • Assuming TIPS cannot fall in value. Their inflation adjustment applies to principal under the security’s rules, while the market price before maturity can still move.
  • Forgetting access restrictions and fees. TreasuryDirect’s 45-day holding rule and possible commercial-provider charges affect how quickly and cheaply you can sell.

How to interpret the debt question in a portfolio

Rising federal debt is a legitimate reason to monitor fiscal policy and avoid treating any government obligation as a substitute for a complete financial plan. It is not, on the evidence cited here, a reason to assume that every Treasury payment is about to fail. The more immediate decision for an individual saver is usually whether the security’s maturity, price sensitivity and inflation treatment match the date and purpose of the money.

For a known future expense, matching maturity can reduce the need to sell during an unfavorable rate move. For money that must remain flexible, shorter maturities or a cash reserve may be more practical. For a goal measured in future purchasing power, evaluate TIPS alongside nominal securities rather than assuming a fixed coupon will keep pace with prices. None of these choices eliminates risk; each assigns a different risk to the investor.

Bottom line

U.S. Treasury bonds remain among the government’s directly backed marketable securities, and rising national debt alone does not establish that a scheduled payment will be missed. They are not automatically safe in every sense: fixed-rate issues can lose market value when yields rise, fixed payments can lose purchasing power to inflation, and selling through TreasuryDirect has a 45-day holding requirement. Choose the security and maturity around when you need the money, whether you can hold to maturity, and whether inflation protection matters more than a fixed nominal payment.
