There is no single safest choice. An individual U.S. Treasury security held to maturity has exceptionally strong repayment and credit characteristics, but its market value can fall if you sell before maturity. An eligible bank CD can protect principal through FDIC insurance within applicable limits, while a money-market mutual fund is an investment security—not an FDIC-insured deposit—and can face losses or liquidity disruption. The answer depends on whether you mean protection from issuer failure, loss of principal at maturity, interim price volatility, or limited access to your cash.
First separate a money-market mutual fund from a money-market deposit account. The fund is sold as a security; the deposit account is a bank account that may qualify for FDIC insurance. Confusing those products is the most common source of incorrect safety comparisons.

What “safer” means in this comparison
Safety is not one test. Before choosing among Treasuries, CDs and money-market funds, identify the risk you are trying to avoid:
- Issuer or credit risk: Could the borrower fail to repay?
- Principal risk at a stated date: Will the amount you receive at maturity or withdrawal be less than you deposited or invested?
- Market-price risk: Could the value shown on your statement decline before you need the money?
- Liquidity risk: Can you access the cash when you need it, and at what cost?
- Account-protection risk: Is a government insurance program covering the account, and what limits and ownership rules apply?
Those tests can produce different winners. A Treasury may be the strongest choice for holding a known government obligation to maturity, yet a CD may be more convenient if you want account-level insurance and do not plan to trade. A money-market fund may offer convenient redemptions, but convenience is not the same as a guarantee.

How the three products work
Individual Treasury securities
TreasuryDirect identifies Treasury bills, notes, bonds, Treasury Inflation-Protected Securities (TIPS) and floating-rate notes as marketable securities. Each has its own maturity and interest terms. When you hold an individual security through maturity, the Treasury pays according to those terms, including the face value at maturity. If you sell earlier, however, you receive the security’s current market price, which can be above or below face value.
The important distinction is between the government’s obligation at maturity and the price quoted by a broker today. A Treasury can retain its scheduled repayment terms while still showing a temporary loss in a brokerage account. Interest-rate movements, time remaining to maturity and demand for the issue all affect that quotation.
Certificates of deposit
A certificate of deposit is a time deposit issued by a bank. You agree to leave money for a stated term in exchange for the bank’s disclosed interest terms. A CD issued by an FDIC-insured bank may be covered by FDIC insurance when the account, ownership category and institution meet eligibility requirements and the balance falls within applicable limits.

Those terms can matter more than a small difference in yield if you might need the cash before maturity.

Money-market mutual funds
A money-market mutual fund pools investors’ money to buy high-quality, short-term debt. You own fund shares, not a bank deposit and not a direct claim on one particular Treasury. The fund’s safety therefore depends on its portfolio, operating structure, liquidity and the market value of its holdings.
Money-market funds are not FDIC-insured. SIPC protection at a member brokerage addresses the possible failure to return securities or cash held in custody; it does not reimburse a decline in the fund’s market value. A fund may seek stable short-term value, but that objective is not the same as a federal guarantee.
Money-market deposit accounts
A money-market deposit account is a bank account. If it is held at an FDIC-insured bank, it may be insured up to the dollar limits established by law, subject to the account’s eligibility and ownership category. It should not be evaluated using the same assumptions as a money-market mutual fund simply because the names are similar.
Safety comparison at a glance
| Characteristic | Individual Treasury held to maturity | Eligible FDIC-insured CD | Money-market mutual fund |
|---|---|---|---|
| What you own | A marketable U.S. government security with stated terms | A bank time deposit | Shares in a mutual fund holding short-term debt |
| Primary repayment or insurance support | Obligation of the U.S. government under the security’s terms | Bank obligation, with FDIC coverage when eligibility and limits apply | No FDIC insurance; investors bear the fund’s investment risks |
| Value before maturity | Market price can rise or fall | Usually the deposit amount remains subject to the CD contract; early access can trigger restrictions or penalties | Share value and liquidity depend on the fund and its holdings |
| Access to cash | Sell in the market, accepting the current price, or wait for maturity | Wait for maturity or follow the contract’s early-withdrawal rules | Request redemption under the fund’s rules; liquidity is not a deposit guarantee |
| What SIPC does | Not an insurance substitute for the Treasury obligation | Not relevant to a bank deposit | May address missing assets after a member-brokerage failure, not market losses |
| Main uncertainty | Price if sold before maturity and the effect of changing rates | Institution eligibility, coverage limits, term and withdrawal penalty | Portfolio credit quality, market value, liquidity and fund structure |
When a Treasury may be the safer choice
You can hold the security until its maturity date
Holding an individual Treasury to maturity removes the need to accept an interim market quote. You still need to understand the issue’s maturity, interest payments and settlement details, but a temporary price decline does not by itself change the scheduled maturity payment. This is why “Treasuries never lose money” is an incomplete statement: it describes a hold-to-maturity plan, not every possible sale.

You are prioritizing U.S. government credit
Treasuries are obligations of the U.S. government, so their credit profile differs from a bank deposit or a fund that owns many issuers. That does not make every Treasury strategy risk-free. Selling before maturity creates market-price exposure, and inflation can reduce what fixed payments buy. TIPS and floating-rate notes have different terms from conventional bills, notes and bonds, so compare the specific security rather than treating the Treasury label as one identical product.
You can tolerate changing account values
A brokerage statement may show a Treasury worth less than its purchase price when market interest rates rise. That quoted loss matters if you must sell, use the security as collateral or compare your portfolio at a particular date. If your plan is to hold to maturity and your cash-flow needs are stable, the quote may be less important than the contractual maturity payment.
When an FDIC-insured CD may be safer for your objective
You want account-level deposit protection
An eligible CD at an FDIC-insured bank can provide protection within the applicable legal limits. Confirm the bank’s insurance status, the ownership category and the total of your deposits at that institution; coverage is not automatically unlimited merely because the product is called a CD.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsYou have a defined time horizon
CDs are designed around a term. Matching the term to the date you expect to need the money can reduce the chance that you will pay an early-withdrawal penalty or accept an unfavorable sale price. A ladder of different maturities can spread reinvestment dates, but each CD still has its own contract and access rules.

You do not want a daily market quotation
A CD account generally does not display the same tradable market price as a Treasury or mutual fund. That can make budgeting simpler, but it does not make the money instantly available. Read the contract for automatic renewal, grace periods, interest-crediting rules and the penalty for early withdrawal before opening the account.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. When a money-market mutual fund may fit better
You need routine redemption access
Funds are commonly used for cash-management because shareholders can request redemptions under the fund’s procedures. Check the settlement timing, cutoff hour, minimum balance, transaction limits and any temporary liquidity provisions. A redemption right is an operating feature, not a promise that the investment cannot lose value.
You want diversified short-term holdings
A fund can spread assets across many high-quality, short-term instruments rather than placing all of your money with one bank or one Treasury issue. Diversification may reduce exposure to a single issuer, but it does not eliminate losses, pricing changes or liquidity stress across the market.

Investor.gov states that money invested in securities and mutual funds is not federally insured like an FDIC-insured deposit. If your priority is a guaranteed account balance within legal coverage limits, a money-market fund does not meet that test. If your priority is operational cash management and you accept investment risk, its structure may be appropriate.

A practical decision process
- Name the cash need. Write down the amount, the date you may need it and whether the date is firm. Money needed on a specific day should not depend on selling a security at an unknown price.
- Choose the protection you value. Select government repayment at maturity, FDIC deposit insurance, or flexible fund access as your primary criterion. These are different protections.
- Check the exact product type. Confirm whether the account is a Treasury security, a bank CD, a money-market mutual fund or a money-market deposit account. Similar names do not create identical guarantees.
- Read the exit terms. For Treasuries, identify the likely sale price risk; for CDs, read early-withdrawal penalties and renewal provisions; for funds, review redemption, settlement and liquidity rules.
- Verify the institution and limits. Check FDIC eligibility for a bank deposit and aggregate balances by ownership category. For a brokerage-held security or fund, understand what SIPC covers and what it does not.
- Match maturity dates to spending dates. Avoid forcing a long-term Treasury or CD into an emergency-cash role. If dates are uncertain, preserve a portion in an option with genuinely accessible liquidity.
- Recheck before investing. Product terms, insurance eligibility, maturity offerings and fund rules can change. Use the current disclosure for the specific issue, bank or fund rather than relying on a generic label.
Common mistakes and how to avoid them
Calling every money-market product “FDIC-insured”
Only the bank-deposit version may qualify for FDIC insurance. A mutual fund purchased through a bank or brokerage remains a security. Read the account title, prospectus or deposit agreement.
Assuming SIPC prevents investment losses
SIPC is not a guarantee of share value, yield or principal. It is designed for missing customer property after a qualifying brokerage failure, subject to its rules and limits. A fund that declines because its holdings lose value has not suffered the type of loss SIPC is intended to cover.
Ignoring a Treasury’s sale date
Ask whether you can wait for maturity. If the answer is no, evaluate the possibility that market rates will move against you and reduce the sale price. A Treasury’s strong credit quality does not remove this market risk.

A higher rate is not automatically better if an emergency forces an early withdrawal. Confirm the penalty, whether partial withdrawals are allowed and what happens at renewal.
Using “safe” as a synonym for “risk-free”
None of these products should be described as risk-free in every circumstance. Safety depends on the specific security or account, the institution, the legal protections, your holding period and the moment you need the cash.
Bottom line: choose the risk you can actually control
An individual Treasury held to maturity is often the strongest fit when your central concern is the U.S. government’s repayment obligation and you can wait for maturity. An eligible FDIC-insured CD is often the clearer fit when you want deposit insurance and a defined bank term. A money-market mutual fund can be useful for short-term cash management and redemption access, but it is not FDIC-insured and is not protected from market or liquidity losses. A money-market deposit account belongs in a separate category because it is a bank account that may qualify for FDIC coverage.
Before committing money, identify the exact product, confirm the applicable insurance or guarantee, and match the maturity and withdrawal rules to the date you may need the cash. That process is more reliable than declaring one product universally safest.
