Are Tokenized Stocks Available in Hong Kong or South Korea? Rules, Products, and the 2027 Timeline

Short answer: Hong Kong already permits publicly offered tokenized investment products under Securities and Futures Commission (SFC) oversight, but the available evidence does not show that Hong Kong-listed individual shares are generally issued as directly owned tokens. South Korea has passed amendments creating a legal basis for security tokens, yet those amendments are scheduled to take effect on 4 February 2027. As of 13 October 2026, Korea’s detailed implementing rules were still proposals, and no official source cited here identifies a currently available tokenized Korean stock.

What “tokenized stock” means in this comparison

Tokenization is a way of representing or processing a security with distributed-ledger technology. It does not automatically change what the investor owns. A token may represent an individual share, but it may also represent a fund unit, a bond, a fractional-investment product or another regulated investment product.

That distinction matters in Hong Kong. The SFC’s public figures concern tokenized products and tokenized classes, not a list of Hong Kong-listed companies whose ordinary shares are available as blockchain tokens. In South Korea, the forthcoming framework expressly covers conventional securities such as stocks, bonds and funds, but a legal framework is not proof that a particular company’s stock is already being offered in token form.

Hong Kong and South Korea at a glance

Jurisdiction Status on 13 October 2026 Products evidenced by official announcements Evidence of directly tokenized individual stocks Primary regulatory channel
Hong Kong Operating framework for eligible tokenized investment products and certain secondary trading arrangements 13 tokenized products offered to the public as of March 2026; tokenized classes had $10.7 billion in assets under management, around seven times the amount a year earlier No general availability of tokenized Hong Kong-listed shares has been established SFC-authorized products, SFC-licensed virtual asset trading platforms and compliant intermediaries
South Korea Amendments enacted; scheduled commencement on 4 February 2027 Future framework intended to include stocks, bonds, funds and eligible fractional-investment securities No named currently available tokenized Korean stock has been established by the cited official announcements Future security-token issuance and circulation under the amended securities laws, with licensed intermediaries

The Hong Kong asset figure is reported as “$10.7 billion” in the SFC announcement excerpt; the currency is not specified there. Neither jurisdiction’s product count should be read as saying that every resident, account holder or investor category can buy every tokenized product.

Hong Kong: what is available now

Public tokenized products, not a blanket stock-token market

On 20 April 2026, the SFC described requirements for tokenizing investment products that are already authorized under Part IV of Hong Kong’s Securities and Futures Ordinance for public offer in Hong Kong. The SFC reported 13 tokenized products offered publicly as of March 2026. Tokenized classes represented $10.7 billion in assets under management at that date, approximately seven-fold higher than one year earlier.

Those numbers demonstrate that tokenized investment products are operating in Hong Kong. They do not establish that ordinary shares of companies listed in Hong Kong can generally be purchased, withdrawn or transferred as directly owned tokens. A fund token can give exposure to a portfolio without giving the holder a tokenized legal share in each company held by that fund.

How the SFC product framework works

The April 2026 product circular keeps the underlying product’s existing obligations in place. A provider seeking to tokenize an SFC-authorized product must continue meeting the rules that apply to that product’s:

  • Eligibility and legal structure
  • Investment restrictions and operating arrangements
  • Disclosure documents and public-offer requirements
  • Valuation, custody, administration and other ongoing controls
  • Continuing compliance and investor-protection obligations

The provider is also expected to demonstrate robust smart-contract security. Tokenization therefore adds technology and operational controls; it does not replace the authorization process for the fund or other investment product represented by the token.

Secondary trading is limited to eligible arrangements

The SFC’s April 2026 announcement introduced a framework that pilots secondary trading of tokenized SFC-authorized products. Its primary focus is tokenized open-ended funds traded on SFC-licensed virtual asset trading platforms. The SFC may consider over-the-counter secondary-trading arrangements individually, rather than approving every OTC structure automatically.

This is not a blanket authorization for every token, exchange, wallet or private marketplace. The product must be eligible, the venue must be appropriately licensed, and the arrangement must satisfy the conditions attached to the product and the trading activity.

Existing securities rules still apply

In its 2 November 2023 intermediary circular, the SFC defined tokenized securities as traditional financial instruments that are securities under Hong Kong law and use distributed-ledger or similar technology during their lifecycle. The regulator’s stated principle is: “The overarching principle of the SFC’s regulatory approach is ‘same business, same risks, same rules’.”

That means tokenization does not sidestep Hong Kong’s existing requirements. Depending on the activity and product, the relevant obligations can include:

  • Prospectus and offers-of-investments regimes
  • Intermediary conduct and suitability requirements
  • Fund-management obligations
  • Rules governing secondary trading on virtual asset trading platforms
  • Product-specific disclosures and continuing reporting

A person buying a tokenized fund interest should therefore read the fund’s offering documents and the token-specific terms, rather than assuming that blockchain settlement creates a separate, lighter regulatory category.

South Korea: enacted law, future operation

What Parliament has already approved

On 15 January 2026, the Financial Services Commission (FSC) announced that amendments to the Act on Electronic Registration of Stocks and Bonds and the Financial Investment Services and Capital Markets Act had passed the National Assembly. The FSC said the amendments provide a legal basis for issuing and circulating security tokens.

The announcement also made the licensing boundary clear: an unlicensed investment-brokerage service provider that intermediates security-token transactions would violate the law. A platform or broker cannot rely on the technology label alone; it must have the authorization required for the activity it performs.

The scheduled start date is 4 February 2027

In a 4 September 2026 infrastructure roadmap, the FSC described a three-phase build-out involving securities companies and the Korea Securities Depository. The roadmap says tokenization will extend beyond existing fractional-investment securities to conventional securities, including stocks, bonds and funds.

The amended Electronic Registration Act was scheduled to take effect on 4 February 2027. On that date, security tokens are expected to receive legal recognition as digitized securities under the amended framework. Until the commencement date, the future scope should not be described as an already operating market for tokenized Korean shares.

Implementing rules were still proposed in October 2026

On 1 October 2026, the FSC published proposed subordinate-regulation revisions under the two amended acts. The proposal covers tokenized issuance and circulation of conventional securities and eligible fractional-investment securities. Its public-comment period runs from 2 October through 11 November 2026.

Because the comment period is still open on 13 October 2026, the October text is not the final rulebook. Requirements for issuance, recordkeeping, platform operation, investor treatment and other practical matters may change before implementation. Anyone planning a transaction should check whether the proposal has been finalized and whether the 4 February 2027 commencement date has been amended.

What has not been established

The official announcements cited for this comparison do not provide a South Korean market-size statistic or identify a currently available tokenized individual stock. The roadmap’s reference to stocks describes the securities the future infrastructure is intended to support; it is not an announcement that a named Korean company’s shares can already be bought as tokens.

Key differences for an investor

Question Hong Kong South Korea
Is the framework operating now? Yes, for eligible tokenized investment products and specified trading arrangements under SFC oversight No. The legal amendments are enacted but scheduled to commence on 4 February 2027
What has been publicly evidenced? 13 tokenized public products and tokenized classes with $10.7 billion AUM as of March 2026 A future infrastructure and legal framework; no official market-size figure in the cited announcements
Are individual shares clearly available as tokens? No general availability has been established No current named offering has been established
Where would secondary trading occur? Primarily eligible tokenized open-ended funds on SFC-licensed virtual asset trading platforms; OTC may be considered case by case Venue and operating details depend on final rules and the post-commencement infrastructure
What governs the activity? Existing securities, product, intermediary, fund-management and virtual-asset-platform requirements, plus tokenization controls Amended securities legislation once effective, supplemented by subordinate rules that were still proposed in October 2026

How to check whether a specific token is legally available

Availability depends on the actual product and the investor, not merely on the word “tokenized” in an advertisement. Use this sequence before committing money:

  1. Identify the legal instrument. Determine whether the token represents an individual share, a fund unit, a bond, a fractional-investment security or another claim. Ask what rights the holder receives and who is the registered or record-keeping entity.
  2. Read the current offering documents. Check the prospectus, product disclosure statement, token terms, custody arrangements, redemption mechanics, fees, valuation method and any restrictions on transfers.
  3. Confirm authorization. In Hong Kong, verify that the underlying product is SFC-authorized where required and that the intermediary or virtual asset trading platform holds the relevant SFC status. In South Korea, verify the applicable license after the amended framework commences; do not treat a proposal as a current authorization.
  4. Check investor eligibility. Residency, professional-investor status, account type, minimum investment, suitability assessments and geographic distribution limits can all restrict access.
  5. Check liquidity and exit rights. Find out whether the token can be redeemed, transferred only on a named venue, traded OTC with approval, or held until a fund’s scheduled dealing window. A blockchain record does not guarantee a willing buyer.
  6. Verify the date. Product approvals, platform licenses, offering terms and Korean implementation rules can change. Recheck notices from the issuer, distributor and relevant regulator immediately before trading.

Common mistakes and what they mean

“A tokenized fund is the same as a tokenized share.”

It is not. A tokenized fund interest generally represents a claim under the fund’s governing documents. The fund may own shares, but the token holder does not automatically become the registered owner of each underlying company’s stock.

“South Korea passed the law, so tokenized stocks are already on sale.”

Passage of the amendments establishes the legal foundation. The scheduled effective date, final subordinate rules, licensed intermediaries and actual product launch still matter. On 13 October 2026, those implementation steps were not complete.

“Any crypto exchange can list a regulated security token.”

Hong Kong’s framework points to SFC-licensed virtual asset trading platforms for the relevant secondary-trading pilot, while South Korea’s FSC has warned that unlicensed brokerage intermediation violates the law. Venue licensing and product eligibility must be checked separately.

“Tokenization removes normal securities disclosures.”

Hong Kong’s SFC expressly keeps applicable product, offering, conduct and ongoing-compliance obligations in place. The technology changes part of the lifecycle; it does not erase the legal duties attached to the security or investment product.

Bottom line for readers in 2026

Hong Kong is the only jurisdiction in this comparison with documented public tokenized investment products operating now. The strongest evidence concerns SFC-authorized products—particularly tokenized open-ended funds—not a broad market in directly tokenized individual shares. South Korea has enacted a forward-looking security-token regime that is scheduled to begin on 4 February 2027, with stocks, bonds and funds in its intended scope, but its October 2026 implementation details were still under consultation. In both markets, confirm the instrument, authorization, venue, investor eligibility and liquidity terms for the exact product before assuming that a token gives you direct ownership of a stock.
