Are third-party banking apps safe? What to check before connecting an account

By Freedom251 Team · · 10 min read

Third-party banking apps are not automatically safe or unsafe. The practical answer depends on the company operating the app, any data aggregator behind it, the information and permissions you authorize, how access is protected, what happens to your data, and whether you can revoke access and request deletion.

Before connecting an account, identify every company involved, read the authorization and privacy disclosures, check whether the service can only view data or can move money, verify the provider through an official regulator where possible, and find the disconnect and deletion controls. These checks apply most directly to the United States and United Kingdom; other countries use different registers, rules and consumer remedies.

What a banking-app connection actually does

When you connect an account, you authorize a service to access information held by your bank and use it for a stated feature. The CFPB describes this process as access, standardization and transport of financial information with the consumer’s permission. The app may display transactions, categorize spending, help compare financial products, support payments, verify identity, assess lending applications or build a credit profile.

The company you see in the app is not always the only company handling the connection. A consumer-facing service may select a separate data aggregator to collect and standardize information before sending it to the app. You should therefore identify both the app and the intermediary, when the arrangement is disclosed, rather than evaluating only the logo on the connection screen.

Access can be a one-time check or an ongoing relationship. A budgeting dashboard, payment service or account-monitoring tool may return repeatedly for new transactions. That makes retention, onward sharing, frequency of access and revocation just as important as the first approval screen.

Decide whether the requested access matches the feature

Read-only information access

Some services need transaction history, balances or account details only to display information or analyze spending. Even read-only access can expose sensitive financial patterns, so confirm which accounts and data categories are included, why each category is needed, how often it will be collected and how long it will be retained.

Payment initiation and money movement

Other services can initiate a payment, transfer funds or otherwise act on an account. That is materially different from viewing transactions. Ask whether the capability is necessary for the feature you want. If you only need budgeting or reporting, a payment permission may be broader than required. Look for separate permission language for initiating payments, adding recipients, scheduling transfers or changing account settings.

One-time verification versus continuing access

A service that checks an account once for identity or eligibility presents a different continuing exposure from one that polls the account every day. The authorization should make the duration and frequency understandable. If the disclosure does not explain whether access continues after the initial result, ask the provider before approving it.

Identify every company in the chain

  1. Name the consumer app. Confirm its legal business name, customer-support route and privacy policy, not just its app-store title.
  2. Look for an aggregator or connection provider. Authorization screens and privacy notices may identify a separate company that retrieves or standardizes bank data.
  3. Follow the data path. Determine whether information goes from the bank to an aggregator and then to the app, and whether any further sharing is described.
  4. Check who can answer a problem. Save contact details for the app, aggregator and bank. Inaccurate data or an unfamiliar payment may require contacting more than one party.

App-store ratings can be one legitimacy signal, but they are not proof of safe data practices, regulatory status or responsive support. A credible service should explain who operates it and provide a way to contact the company.

Use this checklist before tapping Connect

  1. Confirm the company’s identity. Check the legal name, website domain, support contact and privacy notice. Be cautious when the service offers no clear way to reach it.
  2. List the requested accounts. Make sure the screen names only the bank, credit-card or other accounts needed for the feature. Remove unneeded accounts if the interface allows it.
  3. Read the data categories. Look for balances, transactions, account numbers, identity details and any other requested fields. Do not assume that a budgeting feature needs every category.
  4. Understand the purpose. The disclosure should explain what the service will do with the information, including analysis, personalization, lending decisions or payment functions.
  5. Check access frequency and retention. Find out whether access is one-time or recurring, how often data is retrieved and how long copies are stored.
  6. Look for onward sharing. Identify affiliates, service providers, aggregators and other recipients described in the privacy policy. Ask the provider about any material point that remains unclear.
  7. Check for money-moving permissions. Confirm whether the connection can initiate payments, transfer funds or change account settings, and whether that capability is actually needed.
  8. Inspect the login flow. Notice whether authentication occurs through your bank’s own sign-in page and what permissions are displayed. A bank-mediated screen is useful context, but it is not a guarantee that the overall arrangement is safe.
  9. Find the exit route first. Locate the bank’s linked-services or connected-apps control, the service’s revoke option and its process for requesting deletion of stored data.
  10. Check the relevant regulator. Where an official register exists, verify the provider and the permissions that cover the activity it offers.

Credential access and API or token access are different

Interagency guidance distinguishes two broad connection patterns. With credential-based access, a third party may obtain and retain the customer’s banking credentials for ongoing access. With an API- or token-based arrangement, credentials supplied by the financial institution are used to interface with its systems. The distinction changes what the third party can hold and how the bank can control the connection, but it does not by itself certify an app as safe.

Question Credential-based access API- or token-based access
What may be held by the third party? The entity may obtain and retain the customer’s credentials for ongoing access. The connection uses credentials or tokens provided by the financial institution to interface with its systems.
What should you inspect? Whether the service receives your bank username or password, how those credentials are protected and how access is revoked. Which accounts, data fields and actions the bank-issued token permits, and how that token can be revoked.
What did the CFPB call risky? The CFPB described screen scraping as a still-common, risky practice that typically involves consumers providing account passwords to third parties accessing online banking portals. The CFPB’s October 22, 2024 announcement did not present every API or token connection as automatically safe; provider controls and the authorization scope still matter.
Does the method alone determine safety? No. Provider security, data use, retention and your actual authorization remain important. No. A token can still permit broad data access or payment activity, depending on the permissions granted.

The CFPB’s screen-scraping description is tied to its October 22, 2024 announcement. It does not mean every connection uses password sharing, and it should not be treated as a statement that one technical method guarantees safety. The FFIEC authentication guidance issued in 2021 likewise asks financial institutions to assess controls for both credential-based and API-based access; it is institutional risk-management guidance, not a consumer certification of an individual app.

Verify authorization and permissions in your jurisdiction

United Kingdom

The FCA separates account-information service providers, which display or analyze information from selected accounts, from payment-initiation service providers, which initiate payments from an account. Use the FCA Financial Services Register to check the firm’s authorization or registration and confirm that it has permission for the activities it offers. The FCA says a firm without required authorization or registration may leave consumers without access to protections such as the Financial Services Compensation Scheme or the Financial Ombudsman Service in a complaint.

The FCA consumer page was first published on December 8, 2017 and last updated June 25, 2025. Register status and permissions can change, so check the current entry rather than relying on an old screenshot or a claim in an app listing.

United States

US materials relevant to account-data sharing include CFPB consumer guidance, 12 CFR § 1033.401, the CFPB’s final-rule announcement dated October 22, 2024 and interagency authentication guidance. The current text of 12 CFR § 1033.401 requires an authorized third party to provide an authorization disclosure and obtain express informed consent.

The October 2024 announcement described phased compliance dates and a rule that would provide revocation and deletion rights, with access limited to one year unless the consumer expressly reauthorizes it. Legal status, scope, compliance timing and applicability can change, so verify the current rule before relying on those provisions for a particular service or account.

Other countries

Do not assume that a US or UK register, complaint route or reimbursement rule applies elsewhere. Find the financial regulator in your country and check whether it lists the provider and the relevant permission. If no official register exists, place more weight on clear ownership, documented data practices, support access and a revocation process, while recognizing that those checks do not create regulatory protection.

How to stop sharing after you connect

  1. Use the bank’s control first. Look for linked services, connected apps, data-sharing permissions or authorized third parties in online banking. Turn off the specific connection where the bank provides that control.
  2. Cancel authorization with the app or aggregator. Use the service’s account settings or support channel and keep a record of the request.
  3. Request deletion of stored data. Ask what information will be deleted, what must be retained by law and when deletion will be completed.
  4. Confirm the result. Check that the connection no longer appears in the bank’s linked-services list and that the provider has acknowledged your request.
  5. Do not rely only on deleting the phone app. Removing an icon from your device does not itself end information sharing.
  6. Do not assume a password change ends the connection. CFPB consumer guidance warns that changing a bank password may not terminate an existing authorization. Revoke the authorization through the bank or service as well, and contact the bank if you are unsure.

The CFPB consumer-sharing article was published July 24, 2020 and states that it was last modified June 25, 2026. Its practical guidance is to cancel authorization and, where applicable, ask the service to delete collected data.

What to do about an unfamiliar payment, error or breach

Unrecognized or unauthorized payment

Contact the bank or financial institution immediately through its official channel and report the transaction. The FCA tells UK consumers to contact the bank as soon as possible and claim a refund even if they believe a payment-initiation service was involved. That remedy is UK guidance and should not be applied automatically in another country.

Incorrect account information

Start with the bank’s statements or digital records to identify what is wrong. Depending on the issue, you may need to contact the app, the aggregator and the bank. Provide dates, account identifiers and screenshots without sending unnecessary passwords or full account credentials.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Reported data breach

Go directly to the company’s official website, rather than following an unexpected email link, and change the affected service password. If bank credentials were shared and the app or aggregator reports a breach, change the affected bank password too and ask the bank what additional steps it recommends. Review recent statements and account alerts for activity you do not recognize.

Warning signs that deserve a pause

  • The provider will not clearly identify its legal entity, support channel or privacy policy.
  • The authorization asks for more accounts or data than the feature appears to need.
  • The service does not explain whether access is one-time or recurring.
  • Payment or transfer permissions are bundled into a feature that appears informational.
  • The provider cannot explain the role of an aggregator or other intermediary.
  • There is no visible way to revoke access or request deletion before you connect.
  • The service pressures you to bypass your bank’s normal authentication flow or send credentials through email, chat or a form.
  • Regulatory claims cannot be confirmed in the relevant official register.

None of these signs proves that a service is fraudulent, but each is a reason to stop and ask questions before authorizing access.

A practical decision rule

Connect an account only when you can answer five questions in plain language: Which companies receive the data? Which accounts and data fields are included? How often will access occur and how long will copies remain? Can the service initiate payments or move money? How will you revoke access and request deletion?

If the answers are specific, the permissions fit the feature and the provider’s regulatory status can be checked, the remaining risk becomes a decision about whether the benefit is worth the data exposure. If an answer is missing or the requested permission is broader than necessary, do not connect until the provider explains it or offers a narrower option.

What the announced US data-rights rule does and does not establish

In its October 22, 2024 announcement, the CFPB said the final rule was intended to give people more power to obtain better rates and service on bank accounts, credit cards and other products. Director Rohit Chopra described that objective as giving consumers more power to get better rates and service. The statement concerns the rule’s purpose, not the safety of any particular app.

The announcement’s description of revocation, deletion and one-year access limits should be treated as legal information that requires a current applicability check. Provider practices, implementation dates and court or regulatory developments can change. For an account you are considering connecting today, rely on the current rule text, your bank’s controls and the provider’s actual authorization language.
