Federal Super PAC donations and spending reported to the Federal Election Commission (FEC) are generally public. To check a committee, search its exact name or FEC identification number at FEC.gov/data, open the committee profile and filings, then review itemized receipts and independent-expenditure reports. The record shows what the committee reported; it does not necessarily reveal every organization or person behind a funding chain.
What “public” means for a Super PAC donation
A Super PAC is a federal political committee that can accept unlimited contributions for independent political activity. Its required federal filings are public records once submitted to the FEC. The agency provides reports and related documents for public review and inspection.
As an Amazon Associate I earn from qualifying purchases.
Federal law requires the FEC to place required designations, statements, reports and notifications online within a statutory window. The FEC states: “By law, the FEC must make designations, statements, reports and notifications required to be filed with the agency available for public inspection at the Commission and on the internet within 48 hours of receipt (or 24 hours in the case of a designation, statement, report or notification filed electronically).”
That timing is a publication requirement, not a promise that every transaction appears immediately after money changes hands. A committee may file on a schedule, and a later amendment can replace or correct an earlier entry. For a rapidly developing election story, note the filing date, check whether the report is amended, and revisit the committee profile as new filings arrive.

What a public filing identifies
An itemized receipt normally identifies the contributor of record, the date, amount and receiving committee. Depending on the record, it can also include the contributor’s location and place of business and the committee’s identifier. The contributor may be an individual, corporation, labor organization, political committee or another organization.
The named contributor is therefore not always the ultimate economic source. Money can move through an organization that appears in the FEC database as the donor of record. The database is authoritative for what the committee reported in that transaction, but it is not a guarantee that every upstream funder in a broader chain is visible.
How to look up a Super PAC donor at FEC.gov
Use the committee’s exact legal name or FEC ID whenever possible. Names can be similar, committees can use acronyms, and a sponsoring organization may have more than one committee.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Identify the committee. Go to the FEC campaign-finance data search and enter the committee’s exact name or FEC identification number in the candidate-or-committee search field. If you only know the name used in an advertisement, try distinctive words and then confirm the legal name on the profile.
- Open the committee profile. Confirm that the profile is the intended federal committee. Review its summary financial figures, filing history and committee identifiers before attributing a receipt or expenditure to it.
- Open the filings list. The profile links to reports and other documents filed by the committee. Start with the report covering the period in which the donation or ad activity was expected, then check later reports for amendments.
- Review itemized receipts. Open the contribution records and inspect the contributor name, date, amount, location or place of business when supplied, and receiving-committee ID. Sort or filter by contributor and date to follow a particular donor across the committee’s filings.
- Review disbursements and independent expenditures. A donation answers who supplied money to the committee. An independent-expenditure record answers how the committee reported spending it, including the payee, purpose, date, amount and candidate supported or opposed.
- Check related material. For context, review enforcement actions, audits, advisory opinions and litigation listed in the committee-research materials. These documents can explain a disputed filing or a compliance issue that is not apparent from a transaction row alone.
- Record the report version and date. Save the filing date and note whether the document is an original or an amendment. When accuracy matters, compare the latest version with earlier versions rather than relying on an old screenshot or news article.
How to read the receipts section
Receipts are the committee’s reported incoming money. The itemized records are the starting point for answering “Who donated to this Super PAC?”
Fields that matter
- Contributor name: The person or organization the committee reported as the source of that transaction.
- Date: The date associated with the receipt in the filing.
- Amount: The value reported for that transaction. A large transfer may be one entry or part of several entries.
- Location and place of business: These fields can help distinguish entities with similar names and identify where an organization is based when the committee supplied the information.
- Receiving committee ID: The identifier ties the transaction to the specific committee rather than to a similarly named group.
Use the committee profile’s summary totals as a high-level check, but use itemized receipts when you need individual donors, dates or amounts. Summary figures combine many transactions and do not by themselves establish who supplied a particular dollar amount.
Why a donor name may not reveal the whole funding chain
A corporation, labor organization, PAC or other organization can be the reported contributor even when it received money from other entities. The FEC entry tells you what the Super PAC disclosed as its direct receipt. To investigate a possible upstream source, you must examine the contributor organization’s own public filings, if it files with the FEC, and understand that a nonfederal organization may be governed by a different disclosure system.
Do not describe an intermediary as the ultimate funder unless the available records support that conclusion. A careful account should say “the committee reported receiving the money from” the named donor.

How to trace a political ad or other Super PAC spending
Donor records and spending records answer different questions. If you are trying to identify who funded a political advertisement, examine both sides of the committee’s ledger.
Start with the ad’s sponsor
Use the disclaimer or sponsor name shown in the advertisement to locate the committee’s legal profile. Confirm the committee before searching transactions; an ad’s shortened name, coalition label or common nickname may not match the registered name.
Open independent-expenditure records
The FEC’s independent-expenditure records report:
- the payee that received the money;
- the purpose of the payment;
- the date;
- the amount; and
- the candidate supported or opposed.
These records can show whether a committee reported paying a media vendor, consultant, printer, digital platform or another contractor. They do not automatically prove that every communication was independent of a candidate’s campaign; they show the committee’s reported expenditure and the candidate position attached to that filing.

Federal committees may have 24-hour and 48-hour independent-expenditure reports in addition to regular periodic filings. When an election is close, these reports can be important because they are designed to disclose certain late independent expenditures sooner than a routine monthly or quarterly report. Search the committee’s filings for both the expedited reports and the later regular report that may include the same activity.
How quickly do records appear?
The general statutory publication window is 48 hours after the FEC receives a required filing, or 24 hours when the designation, statement, report or notification is filed electronically. That window begins with receipt of the filing, not necessarily with the date of the underlying donation, contract or advertisement.
Several timing issues can make a transaction appear later or change after you first find it:

- A committee may report activity in a periodic filing after the transaction date.
- An expedited independent-expenditure report may be followed by a regular report containing additional detail.
- A committee can amend a filing, changing an amount, description, contributor information or other field.
- A filing may cover a reporting period that does not align with the date an ad first aired.
For a time-sensitive investigation, keep a dated copy of the filing you reviewed, capture the committee ID and report type, and recheck the profile after subsequent reports are due.
Federal records versus state and local records
The FEC database covers federal campaign-finance records. It is the right source for a federal Super PAC, federal candidate committee, federal party committee and related federal independent expenditures.
State and local committees, state ballot measures and many municipal contests use different disclosure systems. The FEC directs researchers to the relevant state or local election office for those records. If an advertisement concerns a governor, state legislature, mayor, county office or state ballot question, identify the jurisdiction first and use that government’s campaign-finance portal rather than assuming the transaction will appear in the federal database.
A group can also operate in more than one regulatory system. A federal committee’s FEC filings may show its federal receipts and spending while a state affiliate’s activity appears in a state database. Treat the jurisdiction and committee ID as part of every citation to a transaction.
Choosing a way to access the records
The FEC offers three practical access modes. The right choice depends on whether you are checking one donor, building a spreadsheet or repeatedly querying many committees.
Free tools Windows power users keep installed
One-click scans. No signup required.
| Access method | Best fit | What it provides | Export or automation |
|---|---|---|---|
| FEC campaign-finance web interface | One-off research and visual inspection | Committee search, profiles, filings, receipt records and expenditure records | Useful for manual review of individual filings |
| FEC bulk files | Spreadsheets, data analysis and repeat downloads | Committee summaries, PAC summaries, individual contributions, committee contributions, independent expenditures and 24- and 48-hour independent-expenditure reports | Downloadable files for local filtering and analysis |
| OpenFEC API | Scripts, dashboards and recurring queries | Programmatic access to the same broad categories of committee and transaction data | Designed for automation and application use |
The official descriptions establish what these access modes contain, but they do not establish a universal speed or usability ranking. For a single committee, the web profile is usually the most direct starting point. For hundreds of contributors or multiple election cycles, bulk files or the API make it easier to preserve a reproducible query and filter transactions consistently.
Useful datasets and fields for spreadsheets
If you download data, keep the committee ID and report metadata alongside each transaction. That prevents a row from becoming detached from the filing that gave it meaning.

Committee and PAC summaries
Summary files provide receipts, disbursements, cash on hand and related totals. Use them to compare a committee’s overall financial position across reporting periods, then drill into itemized files for individual transactions.
Individual-contribution files
These files include the receiving committee ID, contributor name, location and place of business, date and amount. They are useful when you want to find every contribution from a named person or organization, or when you need to reconcile a visible total with its component receipts.
Committee-contribution and independent-expenditure files
These datasets cover contributions or independent expenditures by federal committees to candidates during an election cycle. Use them to distinguish money moving between committees from money spent directly on an independent communication or other reported activity.
24-hour and 48-hour independent-expenditure reports
These reports provide a faster view of qualifying late spending. Include the report type and filing date in your spreadsheet so an expedited entry is not mistaken for a separate expenditure when it later appears in a periodic filing.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Coverage by election type and date
The FEC lists PAC, party and presidential filings from 1993 to the present. House filings are listed from May 1996 to the present, and Senate filings from May 2000 to the present. If you need a report older than those ranges, the FEC says you may need to contact its Public Records Office.
Coverage dates describe the records available through the federal system; they do not mean every historical document has identical fields or was originally filed electronically. Older material may require a different retrieval process and more careful interpretation.

Use the data for reporting, civic research, compliance work and other lawful purposes. Avoid publishing unnecessary personal details, especially when they do not help explain the transaction. A public record can still contain information that should be handled responsibly.
Common problems and how to resolve them
“I cannot find the committee under the ad’s name.”
Search distinctive words from the sponsor disclaimer, then verify the legal committee name and FEC ID on the resulting profile. An advertisement’s branding may differ from the committee’s registered name.
“The donor I expected is not listed.”
Check the filing period, later amendments and the committee’s other receipt categories. A transaction may not yet have been filed, may appear under an organization’s legal name, or may be outside the federal system if the activity is state or local.

Compare the original and amended filings and use the latest filed version for the current record. Preserve the earlier version if you are documenting how a disclosure changed over time.
“The contributor is an organization, but I want the people behind it.”
Do not infer an ultimate source from the organization’s name alone. Review that organization’s own filings where available, identify the applicable jurisdiction, and describe the result as a direct donor or intermediary unless the records establish more.
“The ad ran, but I cannot find a matching expenditure.”
Search the committee’s independent-expenditure filings, including 24-hour and 48-hour reports, and check a later periodic report. Confirm that you have the correct committee and election cycle, and remember that the filing date can differ from the date an ad first appeared.
A defensible workflow for documenting a money trail
- Define the question. Decide whether you need the direct donors, the committee’s total receipts, the spending behind one ad or a complete funding chain.
- Identify jurisdiction. Confirm that the committee and contest are federal before relying on FEC records.
- Capture the committee identity. Save the exact legal name and FEC ID from the profile.
- Collect the relevant filings. Note report type, reporting period, filing date and whether each document is amended.
- Extract receipts. Record contributor name, date, amount, location or place of business when supplied, and the receiving committee ID.
- Extract spending. Record payee, purpose, date, amount and candidate supported or opposed from independent-expenditure records.
- Check expedited reports and later amendments. Reconcile duplicate-looking entries and use the latest version when reporting the current disclosure.
- State the limit clearly. Describe the named contributor as the donor of record unless additional filings establish an upstream source.
What the public record can—and cannot—prove
FEC filings can show which committee reported receiving a contribution, how much it reported, when it reported receiving it and how it reported spending money on an independent expenditure. They can also show the payee, purpose and candidate position attached to that spending.
They cannot, by themselves, guarantee that every economic source behind an intermediary is disclosed, that a filing will never be amended, or that a federal database contains a state or local transaction. The strongest explanation separates those established facts from any conclusion about intent, control or ultimate funding.
