Are Scottsdale Candidates’ Claims on Water and Roads True? What the Evidence Shows

Verdict: Scottsdale’s water system relies heavily on surface water, and the city says it has met groundwater safe-yield standards since 2006. Those facts do not guarantee immunity from future shortages. Its wastewater-recycling plant is operating, but the planned expansion to send purified wastewater directly into the drinking-water supply was halted in a June 2026 budget change, according to the Associated Press. City records document specific road projects and traffic figures, but they do not establish a citywide congestion trend or verify every candidate’s claims.

Which candidates’ claims can be checked?

Scottsdale’s November 3, 2026, general election is to fill two City Council seats. As of October 3, the city listed Barry Graham, Michelle Ugenti-Rita and Raoul Zubia as candidates, and said Bob Littlefield had withdrawn. The two winners are due to begin their terms in January 2027.

The city’s election page said the general-election candidate pamphlet would be available beginning October 7, four days after the date of this account. That means the claims in the final pamphlet from the three remaining candidates cannot yet be assessed here. The available primary-election pamphlet records former candidate Bob Littlefield alleging that overdevelopment had clogged roads and that water shortages threatened residents. That establishes what he said, not whether either allegation is true.

What does Scottsdale’s water supply depend on?

Scottsdale Water says roughly 90% of the city’s drinking water comes from surface water delivered by the Central Arizona Project (CAP) and Salt River Project (SRP). The city says CAP provides about two-thirds of its water supply, while groundwater contributes less than 10% and serves as a backup. SRP water is geographically limited to certain on-project lands south of the Arizona Canal, so the source mix is not identical for every customer.

Do safe yield and a 100-year assured supply mean shortages are impossible?

No. Scottsdale says it has achieved groundwater safe yield since 2006 by increasing artificial recharge and reducing groundwater pumping. The city defines safe yield as balancing natural and artificial recharge with groundwater pumping. This is a claim about groundwater balance under that standard; it does not establish that every water source is secure in every future condition.

The city also says it has demonstrated an assured water supply for its entire service area under Arizona’s 100-year framework for subdivided land. That is a meaningful supply-planning standard, not a guarantee against every possible drought, allocation reduction, increase in demand or infrastructure constraint.

Scottsdale’s charter allows the city, within state and federal law and city ordinances, to require development-related provision or funding for water production, storage and transmission, rights-of-way, bike paths and other necessary transportation. The charter sets out authority; by itself, it does not show whether a particular development met its obligations or whether a specific water waiver was unprecedented.

Is Scottsdale sending recycled wastewater to residents’ taps?

Not according to the Associated Press’s 2026 account. Scottsdale’s existing facility treats wastewater using processes including ultrafiltration, reverse osmosis and ultraviolet photolysis. The city mainly uses the purified water to recharge aquifers; AP reported that residents had not received it through home taps. AP described the facility as large enough to serve 60,000 households, a statement about capacity rather than actual household delivery.

The distinction is between an operating recycling-and-recharge program and a proposed expansion for direct potable reuse. In June 2026, AP reported, a council budget change replaced program and water-project funding with a $100 million allocation for new water sources and supplies, ending the plan to add purified wastewater directly to Scottsdale’s supply by 2027.

Scottsdale Water assistant senior director Bryan Cassens told AP, “Here we already know it all. We’ve been doing it for 28 years.” That is a statement about the utility’s operating experience, not independent proof of every safety or regulatory question about a future direct-to-tap program. Labels such as “toilet to tap” and “poop water,” used in campaign rhetoric, do not accurately distinguish the current aquifer-recharge use from the proposed direct-drinking-water expansion.

Water-confidence concerns are not limited to city residents: AP reported that 47% of Arizona voters surveyed in the 2022 midterm election were “not too” or “not at all” confident that the state would have enough water over the next 10 years. AP VoteCast surveyed more than 3,000 Arizona voters; the result is statewide and dated, not a Scottsdale-specific measure.

What do road records show about congestion?

The city’s project records establish that work is planned or underway at particular locations; they do not establish a citywide trend in congestion. For example, Scottsdale says the Thompson Peak Parkway bridge over Reata Pass Wash project is intended to create a continuous four-lane road with bike lanes, with most funding coming from the 2019 bond election. At the time of the city’s project page, construction was expected to start in fall 2026 and take about 12 months. That was a schedule estimate, not a completed result.

For Scottsdale Road between Jomax Road and Dixileta Drive, the city describes intersection redesign work and lists historical traffic counts alongside projected volumes:

The 2019 figures are traffic counts listed by the city; the 2025 figures are projections, not post-2025 observed counts. Traffic volume on two segments can inform the rationale for those projects, but it does not by itself prove how congestion changed across Scottsdale or what caused any change.

What can voters reasonably conclude?

  • The city’s published water figures show substantial reliance on CAP and SRP surface water, with CAP alone accounting for about two-thirds of supply.
  • Safe yield and assured-supply statements describe specific groundwater and subdivision-planning standards, not protection from every future shortage scenario.
  • The existing wastewater-recycling operation is distinct from the direct potable reuse expansion that AP reported was ended by the June 2026 budget change.
  • Road project records and selected traffic figures substantiate work and conditions at named locations, but they do not verify a citywide congestion claim.
  • Assessing claims made by the three remaining general-election candidates requires their final pamphlet or other original campaign statements, which were not scheduled to be available until October 7, 2026.
