Are Robotaxis Safe for Children and Other Passengers? Privacy Questions Answered

Robotaxis may be an option for families, but safety depends on the specific operator and city, whether a child may ride without an adult, correct use of a child restraint, and how the service handles emergencies. Privacy is also service-specific: check what cameras, microphones, location data and trip records are collected, who can access them, and how long they are kept. Waymo’s published rules and safety data offer useful details, but they do not establish a universal standard or guarantee the safety of an individual ride.

What does “safe” mean for a robotaxi ride?

There are at least four separate questions: how the automated driving system performs on the road; whether every passenger is properly restrained; whether the operator permits the child to ride under the planned circumstances; and what support is available if a rider needs help. Evidence about a vehicle’s driving record does not answer the other three.

Road performance is not a guarantee for one trip

Waymo’s Safety Impact dashboard reports a retrospective comparison of rider-only crash rates with human-driving benchmarks in Waymo operating cities. Waymo says the data updates in line with NHTSA Standing General Order reporting. Its published total is 271.3 million rider-only miles through June 2026; that is Waymo mileage, not an industry-wide total. The company’s “serious injury or worse” category includes suspected serious injuries and fatalities. Waymo says there is not enough vehicle mileage to report a statistically significant fatalities-only comparison.

These figures describe a company-published comparison across its service, not a child-specific crash rate or a prediction for a particular route, passenger or ride. No child-specific comparative robotaxi injury rate is established here, and a lower reported rate against a benchmark should not be read as a promise that an individual ride is risk-free.

Know how to get help

Before a trip, find the service’s in-car support and emergency instructions and make sure every passenger knows how to use them. Waymo’s January 2026 Passenger Safety Plan for its California service areas describes an in-car urgent-support prompt and other passenger procedures. That is the company’s plan for those areas, not an independent certification or a procedure that can be assumed for other operators.

Can a child ride alone?

There is no single robotaxi age rule that applies to every operator and market. Check the local rider rules for the exact service and booking account, including whether a minor may ride alone, whether an adult must accompany them, and whether a linked parent or guardian account is required.

Waymo’s published rider rules

Waymo’s current rider rules generally require a rider to be 18 or older to ride alone. Its linked teen-account exception covers ages 13–17 in Phoenix and Nashville and requires a parent or guardian account to be linked. A minor may accompany an eligible rider, but Waymo says a minor must not be left in the vehicle without an adult or an applicable teen account. These rules should not be assumed to apply to another company or city.

California rules are not nationwide robotaxi rules

California’s Public Utilities Commission (CPUC) describes a framework for transportation network companies (TNCs) that seek eligibility to transport unaccompanied minors. It requires fingerprint-based background checks for drivers seeking that eligibility, and providers must describe guardian-accessible live trip tracking, pickup and drop-off procedures, and relevant driver training. The framework also includes insurance and trip-reporting requirements; the CPUC lists approved TNC advice letters. These are California TNC protections, not proof that every robotaxi operator—or any specific operator—may transport an unaccompanied child.

What child restraint should you bring?

For Waymo, riders are told to bring a car seat or booster seat for a child under 8. The adult is responsible for choosing a restraint suited to the child’s size and installing it correctly; the guidance does not establish a recommended brand or model.

  • Install the restraint in the rear seat according to its manufacturer’s instructions. Waymo identifies rear-seat ISOFIX/LATCH and top tether anchors.
  • Do not seat a child under 8 in the front seat.
  • Make sure every rider wears a seat belt throughout the trip.

Check that the restraint fits both the child and the vehicle seat, and that it can be installed as directed. Do not assume the operator provides a child seat or that a particular seat model is compatible unless the service confirms it.

What do robotaxi services collect inside the vehicle?

An exterior driving sensor suite and an in-cabin camera serve different purposes. For example, Zoox says its vehicle uses cameras, lidar, radar and long-wave infrared sensors to provide a 360-degree view of the road. That description does not establish how passenger cabin data is retained. For privacy, consult the notice for the actual service and market, rather than inferring cabin practices from a vehicle’s road sensors.

Service What the published information says What to check in the applicable notice
Waymo Waymo says interior cameras may be used to check cleanliness and seat belts, locate lost property, respond to emergencies, monitor rule compliance and improve services. Its stated microphone use is for support calls or when a rider enables it. The company describes its external audio detection system as detecting sirens, with safeguards intended to limit human voice data. Waymo says it does not use facial recognition or other biometric identification technologies to identify individuals. Review the service’s current notice for camera access and clip handling, microphone status and any rider-enabled use, and the applicable retention and sharing terms.
Tesla Robotaxi Tesla’s current Robotaxi privacy notice describes recordings for safety events and conditions under which cabin-camera and sound data may be transmitted. It also discloses additional collection for limited-area early access. Check the notice for the ride and market for the relevant transmission conditions, event recording, retention, sharing and any optional data-sharing settings. Tesla says riders are responsible for confirming that occupants consent to opt-in data sharing.
Zoox Zoox’s cited sensor description covers cameras, lidar, radar and long-wave infrared for road awareness; it does not, by itself, establish detailed cabin-data retention. Consult the Zoox passenger privacy notice for cabin-specific collection and handling terms before relying on assumptions based on road sensors.

For Waymo account data, its privacy policy describes pickup and drop-off details, route and device-location information, and in-vehicle video. It says account-associated information such as trip history is kept while the account is active, with additional retention possible for stated legal and business purposes, including safety, investigations, disputes, fraud prevention and product improvement. On August 24, 2026, the Waymo Team stated: “We do not sell personal information collected by our vehicles’ cameras and other sensors.” That statement is specifically about vehicle camera and sensor data; it is not a claim about all data or all operators.

What should families check before booking?

  1. Confirm the service and city. Read the local age, accompaniment, guest and account rules, especially if a minor would travel without an adult.
  2. Plan the restraint. Check whether you must bring a seat, whether it fits the child and vehicle, and how the operator instructs riders to install it.
  3. Read the service-specific privacy notice. Look for interior and exterior video, microphone activation, emergency-event recordings, and the conditions under which staff may access live or stored material.
  4. Check trip and location data terms. Find out whether trip history and location remain linked to the booking account, how long records are retained, and what access or deletion controls are available.
  5. Tell every occupant what to expect. Explain the service’s sensor and recording terms to guests, and obtain consent where an optional data-sharing setting requires it.
  6. Locate help instructions before departure. Make sure the adult and any age-eligible teen rider know how to contact support or use an urgent-help feature.

How do regulation and permission to operate fit in?

Regulatory approval, a deployment exemption and safety performance data are different things. NHTSA’s August 2026 announcement describes a temporary commercial deployment exemption for Zoox limited to up to 2,500 vehicles annually for two years. That is an authorization limit, not an injury statistic or a finding that every ride is risk-free. The same announcement says the SAE ITC A2SCEND consortium is funded at $5 million over three years to support work toward automated-vehicle performance standards; that standards work does not establish a child-transport rule.

State and local authority can also differ from federal vehicle rules. California’s TNC protections for unaccompanied minors should not be conflated with NHTSA’s Zoox exemption, and neither establishes one nationwide robotaxi policy. Check the operator’s current local rider rules and privacy notice for the trip you intend to book.
