Not automatically. Some plankton or algal blooms are nuisance events without known toxins, while harmful algal blooms (HABs) can make water unsafe for swimming and seafood unsafe to catch or eat. The dependable decision rule is the current official advisory for the exact beach, lake, estuary or shellfish area. If an advisory is posted—or the water is discolored, scummy, foamy, foul-smelling, paint-like or surrounded by dead fish—stay out, keep children and pets away, and do not harvest seafood.
Appearance alone cannot prove that a bloom is harmless. Toxins may be present without an obvious visual sign, and cooking, freezing, drying or preserving contaminated seafood does not remove them.

What a “plankton bloom” actually means
“Plankton bloom” is a broad description of a rapid increase in microscopic organisms in water. Health agencies usually discuss the hazardous cases as harmful algal blooms, or HABs. These events can involve algae or cyanobacteria in freshwater, estuaries or the sea. A bloom may discolor water or form surface material, but some blooms produce no known toxin and some toxic blooms are not visually obvious.

The Centers for Disease Control and Prevention (CDC) states that testing is the only way to know whether a bloom could make someone sick. Because laboratory results and official closures can change as conditions move, a local advisory is more useful than a general rule about a particular color, smell or species.

HABs matter because they can affect several pathways at once: direct contact during recreation, inhalation of droplets or sea spray, accidental swallowing, contaminated fish or shellfish, aquatic animals and, in some circumstances, drinking-water supplies. The U.S. Environmental Protection Agency identifies risks to human health, aquatic ecosystems, fishing, drinking water and recreational activities.
The safest immediate decision
Use this order whenever you are deciding whether to enter water or eat a local catch:
- Check the exact location. Look for the current swimming, fishing and shellfish advisory issued for the beach, lake, estuary or harvesting area—not a nearby town or a report from another body of water.
- Follow a closure or health advisory. Do not swim, wade, boat, paddle, fish or collect shellfish in a posted affected area.
- Treat unusual conditions as a stop sign while you verify. Water that is green, red, brown or otherwise discolored; has scum, foam, streaks resembling paint or an unusually foul odor; or has dead fish or other animals nearby should be avoided.
- Keep other people and animals away. Children and pets can swallow more water relative to their body size, and pets may lick material from fur after contact.
- Do not use home cooking or sensory checks as a safety test. If official information is unavailable, the safer choice is not to enter and not to eat a self-caught fish or shellfish from the suspect area.
A clear-looking shoreline is not a clearance. Toxins can be present without obvious color, odor or surface scum, so the absence of visual signs cannot override an advisory.

Is swimming or boating in bloom water safe?
It may not be. People can be exposed by touching contaminated water, swallowing it accidentally, breathing droplets or sea spray, or getting wet during boating and water sports. Reported effects include skin rash or irritation, cough, sore throat, stomach pain, vomiting and diarrhea. The particular organism and toxin determine the severity, so a mild-looking bloom does not predict the outcome.

The CDC’s 2024 guidance is direct: “Avoid fishing, swimming, boating, or playing water sports in water with signs of a harmful algal bloom.” That advice applies even when the activity does not involve deliberate swimming; splashes, spray and wet equipment can still create exposure.
Signs that warrant staying out
- Water that is visibly discolored or has a dense surface layer.
- Scum, foam, mats or streaks that look like spilled paint.
- A strong, unusual or foul smell.
- Dead fish, birds or other aquatic animals along the shoreline.
- A posted closure, health advisory or warning sign.
These signs do not identify the toxin or prove that every part of the water body is contaminated. They are practical reasons to avoid contact while checking official information. Wind, currents and tides can move a bloom, and conditions can change quickly.
If you accidentally contact the water
- Leave the affected water and avoid touching your mouth or eyes.
- Rinse exposed skin promptly with clean tap water.
- Remove and wash clothing, footwear and equipment that may carry bloom material.
- Monitor for rash, irritation, cough, sore throat, stomach pain, vomiting or diarrhea.
- Seek medical advice for significant, worsening or persistent symptoms, and tell the clinician about the suspected bloom exposure.
Rinsing reduces material on the skin; it does not make the water safe for another swim. Do not return until the responsible authority lifts the advisory.

Can you eat seafood caught near a bloom?
Do not eat fish or shellfish harvested from a closed or advisory area. Algal toxins can accumulate in shellfish and in some reef fish. Contaminated seafood may cause vomiting or diarrhea and, depending on the toxin, more severe illness.

The CDC warns that algal toxins in fish or shellfish have no taste or smell. Its 2024 guidance says: “You can’t tell if seafood is safe to eat just by looking at, smelling, or tasting it.” A normal appearance, fresh smell and ordinary flavor are not evidence of safety.
Why cooking and preservation do not solve the problem
Heat, freezing, drying and other preservation methods may control bacteria or change texture, but they do not remove algal toxins identified in bloom advisories. Do not rely on a seafood thermometer, boiling, grilling, frying, canning, smoking or freezing to neutralize a toxin. Discarding only the odd-looking portion is also unreliable because contamination may not be visible.
There is no universal toxin concentration at which every bloom becomes safe for every species or location. Limits and closures are specific to the toxin, species, water body and jurisdiction. Follow the local agency’s instructions about whether a fishery is closed, which species are included and when harvesting may resume.

| Catch or setting | Main concern | Decision rule |
|---|---|---|
| Freshwater fish | Cyanobacterial toxins can be present, but the health risk for people is less well understood than for some marine exposures. | Use local monitoring and fishing advisories; do not infer safety from clear water or a normal-looking fish. |
| Saltwater shellfish | Shellfish can concentrate algal toxins and may be covered by area-specific closures. | Harvest only from an open, officially monitored area and follow species-specific rules. |
| Reef fish | Some toxins associated with marine blooms can cause gastrointestinal or more severe disease. | Follow local reef-fish warnings and do not eat fish from an advisory area. |
| Commercial seafood in the United States | Products sold through U.S. stores or restaurants must meet federal safety standards. | That regulatory assurance does not automatically extend to self-caught seafood. |
“Local seafood” is not one regulatory category. A sealed product sold through the U.S. commercial system is handled under federal safety requirements, while a fish or shellfish collected personally may come from an area that is closed even if a store product is safe. Keep those decisions separate.

How to check an advisory before you go
- Identify the precise water body and access point. Record the beach name, lake arm, river reach, estuary or shellfish management area.
- Find the responsible authority. Check the current public-health, environmental, fisheries or shellfish-program notice for that jurisdiction.
- Read the scope. Determine whether the notice covers swimming, boating, fishing, shellfish harvest, particular species or all recreation.
- Check the date and status. HAB notices are location-specific and can change quickly; an old social-media post is not a current clearance.
- Match the advice to your activity. A warning about shellfish does not necessarily answer a swimming question, and a swimming closure does not authorize fishing.
- Check again immediately before departure. Wind, tides, rainfall and circulation can move or concentrate a bloom after an earlier visit.
If no current notice is available but the water has suspicious appearance, odor or dead animals, postpone contact and harvesting. An absence of posted information is not a laboratory result.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to compare two possible recreation or seafood sites
When choosing between locations, compare evidence rather than scenery or distance:
| Question | Why it matters |
|---|---|
| Is there a current official advisory? | A closure or health notice is the strongest practical decision signal. |
| Does monitoring cover the relevant toxin and species? | Testing for one organism or toxin cannot establish that every hazard is absent. |
| Is the setting freshwater or marine? | Organisms, toxins and the way agencies manage swimming and seafood differ by setting. |
| Are there bloom signs or dead animals? | Visible or odor clues justify avoidance while you verify conditions, but they cannot certify safety when absent. |
| Is the seafood regulated commercial product or self-caught? | Federal commercial controls do not automatically protect a personal catch. |
Choose the site with the clearest, current official status—not simply the site that looks cleaner. Monitoring coverage may also be narrower than the geographic area people use, so read the boundaries and species listed in the notice.
What a closure means for families, pets and equipment
A closure is an instruction to avoid the listed activity, not a suggestion to take extra precautions and continue. Keep children away from shore scum and do not let pets drink, swim or play in suspect water. If a dog or another animal is exposed, rinse it with clean water and contact a veterinarian if it becomes ill.
Best Value
Do not transport live shellfish or fish from a closed area to another site. Avoid spreading bloom material on boats, nets, buckets and footwear; clean equipment according to local instructions before using it elsewhere. These steps protect other water bodies and prevent people from accidentally touching residue later.
How common are these advisories?
HAB warnings are not limited to one coastline or climate. A CDC infographic reported that HABs caused beach closures or health advisories in at least 34 U.S. states in 2022. That figure describes states reporting closures or advisories in that year; it is not a prediction that every water body in those states is affected, nor a safe-distance rule for another year.
Because blooms can develop and move quickly, a national statistic cannot replace a local notice. The relevant question is whether the exact place and activity are currently open under the responsible authority’s monitoring program.
Common mistakes that lead to exposure
- “It is natural, so it must be harmless.” Natural blooms can produce toxins.
- “The water only smells bad.” Odor is a warning sign, but lack of odor does not prove safety.
- “Boiling or grilling will fix the fish.” Cooking and preserving do not remove algal toxins.
- “I can taste-test one bite.” Toxins may have no taste or smell, and a small portion can still expose you.
- “A nearby beach is open.” Conditions are location-specific; one shoreline cannot clear another.
- “A home test kit gives permission to swim.” Generic kits cannot certify that all relevant toxins are absent, and official monitoring determines closures.
- “Commercial seafood rules cover my catch.” Federal safety standards for U.S. retail and restaurant seafood do not automatically apply to self-caught fish or shellfish.
When to seek medical advice
After suspected bloom exposure, watch for skin irritation or rash, cough, sore throat, stomach pain, vomiting or diarrhea. Contact a healthcare professional when symptoms are significant, worsening or persistent, and explain when and where the exposure occurred and whether seafood was eaten. People who develop severe symptoms should seek urgent medical care.
Do not wait for a visible rash or an unusual taste in seafood before taking an advisory seriously. The purpose of the warning is to prevent exposure before symptoms begin.
Bottom line for a day at the water
Swimming and local seafood can be safe only when the exact area is open under current official guidance and no warning signs are present. A posted advisory, suspicious water or dead animals means stay out and do not harvest. Toxins cannot be reliably detected by sight, smell or taste and are not removed by cooking, freezing or drying. Check the local notice every time, keep children and pets away from affected water, rinse promptly after accidental contact and seek medical advice for substantial symptoms.
