Private-data safety depends on where inference runs, who operates the infrastructure, what is logged or retained, which people and services can access it, and how the surrounding application is secured. A model running on your own server can reduce exposure to an outside inference provider, but it still requires disciplined security, privacy and supply-chain controls.
What “open-weight” tells you—and what it does not
An open-weight model makes trained parameter files available for download or use under stated terms. That availability can make self-hosting, customization and offline inference possible. It does not, by itself, say where prompts are processed, whether requests are stored, whether a provider can inspect them, or whether the software around the model is secure.

For example, the OpenAI explanation of its gpt-oss open-weight models says they can run on infrastructure controlled by the user or through hosting providers. It also says the vendor does not receive or process data sent to self-hosted instances unless users share that data or use a managed hosting partner. That is a statement about the described gpt-oss arrangements, not a universal promise for every open-weight model, server image or hosting service.

The same page notes that the model weights are available under Apache 2.0 subject to the applicable usage policy, while users remain responsible for compute, storage and third-party hosting costs. Some surrounding infrastructure or tooling can still be proprietary. Consequently, “the weights are open” and “the entire system is transparent and private” are different claims.

Where your data actually goes
Before approving a model for confidential information, draw the complete path taken by one request. Include the user interface, application server, retrieval database, model runtime, accelerator, observability tools, backups and support systems. Mark every place where a prompt, retrieved document, generated answer or credential can be copied.
- Entry point: identify whether employees send data to a browser app, an internal API, a desktop client or an automation tool.
- Processing location: record the physical or logical environment that performs inference: an on-premises server, a cloud account, a vendor tenancy or a partner-managed service.
- Supporting stores: include vector indexes, temporary files, caches, message queues, crash dumps, model-monitoring systems and backup archives.
- People and services: list administrators, support staff, subprocessors, security-monitoring teams and any integration that can read requests or outputs.
- Retention and reuse: establish whether inputs and outputs are logged, how long they remain, whether backups are deleted on the same schedule, and whether any data is used to retrain or improve a service.
This map often changes the answer more than the model license does. A locally hosted runtime with an internet-facing API and verbose prompt logging may expose more information than a carefully contracted hosted service with strict retention controls. Conversely, a provider’s “no training” setting does not protect data that your own application writes to an unencrypted log.
Deployment choices compared
| Deployment | What happens to data | Essential diligence |
|---|---|---|
| On-premises or self-hosted | Inference can occur on infrastructure your organization controls. | Secure the host, runtime, network boundaries, model files, credentials, APIs, logs, backups and artifact stores. Verify the model and dependencies. |
| Hosted by a third party | Prompts and outputs are processed in the provider’s environment; exact handling depends on the service and configuration. | Confirm processing geography, collection, logging, retention, staff and subprocessor access, training use, isolation, contractual terms and deletion procedures. |
| Managed hosting partner | A partner operates the model service on your behalf, possibly using infrastructure separate from the model publisher. | Review the partner’s terms and technical controls independently. A model owner’s self-hosting privacy statement may not describe the partner’s handling. |
Convenience and control move in opposite directions. Self-hosting can keep traffic inside a network boundary, but your team then owns patching, incident response, identity management, monitoring and recovery. Hosted inference may provide mature operations, yet it introduces another organization, tenancy model and contract into the data path.

Security and privacy risks beyond “data leaves the machine”
Compromised hosts and weak isolation
A private prompt is exposed if the server, container, orchestration layer or identity system is compromised. The OWASP Secure AI/ML Model Ops guidance warns that weak runtime isolation can enable cross-tenant exposure, credential reuse, side-channel leakage or unauthorized access to accelerator memory. Separate development, fine-tuning and production environments, and treat GPU memory and shared storage as sensitive resources.
Model and dependency supply-chain attacks
Downloaded weights are software-like artifacts: they can be replaced, tampered with or paired with unsafe conversion scripts and libraries. Keep an inventory of model names, versions, components and dependencies. Use access-controlled registries, signed binaries or verifiable hashes where available, encryption at rest and a documented update process. The UK Code of Practice for the Cyber Security of AI recommends version control, supply-chain processes, hashes for model components and renewed evaluation when a model changes.
Attacks on the application around the model
Prompt injection can manipulate an assistant into revealing retrieved documents or invoking an unauthorized tool. Insecure APIs can bypass authentication or authorization. Exposed model artifacts can disclose proprietary behavior, and an unprotected endpoint can be abused for denial of service or data harvesting. These are application and operations failures; publishing weights does not cause or prevent them. Apply ordinary API security—strong authentication, authorization at every action, rate limits, network restrictions and secret isolation—alongside model-specific testing.

Inference leakage and privacy attacks
NIST’s AI security overview identifies model extraction and membership inference as important concerns and notes that current guidance does not comprehensively address every machine-learning attack class. A model can reveal information about training examples or be copied through repeated queries even when the original dataset is never returned directly.
Differential privacy is a separate mathematical framework for quantifying privacy loss when data appears in a dataset. It is not a blanket certification that a model, prompt, fine-tuning job or deployment is safe. For technical evaluation, see NIST SP 800-226, Guidelines for Evaluating Differential Privacy Guarantees.
Policy and human-access failures
Employees, contractors and support partners may see prompts through tickets, dashboards or debugging sessions. The UK code says: “System Operators shall convey to End-users in an accessible way where and how their data will be used, accessed and stored (for example, if it is used for model retraining, or reviewed by employees or partners).” Make that explanation concrete for the service you operate, not merely a statement that the model is open-weight.

A practical control checklist for private-data deployments
- Classify the information first. Separate public, internal, confidential, regulated and highly restricted data. Define which classes may enter an external environment and which require a particular geography, contractual term or technical safeguard. The consequence of exposure determines the control level.
- Document the data flow. Name every host, runtime, provider, storage system, log, backup, monitoring tool and human access path. Ask specifically whether prompts, outputs, embeddings or metadata are retained or used for training.
- Verify provenance and integrity. Record the source, license, exact version, hashes or signatures, conversion tooling and dependencies. Approve updates through change control rather than downloading a replacement directly into production.
- Apply least privilege. Give users, services and operators only the permissions they need. Authenticate every API, authorize each tool action, protect service-account keys and isolate production credentials from notebooks and development machines.
- Harden the runtime. Patch the host and libraries, restrict outbound network access, isolate tenants and workloads, encrypt data and model files at rest and in transit, and prevent untrusted code from accessing accelerator memory or shared volumes.
- Minimize sensitive logging. Keep security-relevant, traceable events while excluding raw prompts and confidential outputs wherever possible. Set retention and deletion rules for application logs, caches, crash dumps, backups and provider records; test that deletion actually propagates.
- Test the complete application. Exercise prompt injection, retrieval poisoning, tool authorization, API abuse, jailbreak attempts, data exfiltration, denial of service and failure recovery. Test the retrieval system and connected tools, not just the base model, before launch and after material model or dependency changes.
- Maintain response and reassessment plans. Monitor access and unusual behavior, track model and library vulnerabilities, rehearse credential revocation and data-breach response, and document who can shut down the service or restore a known-good artifact.
Questions to put to a hosted inference provider
Do not accept “we do not train on your data” as the entire privacy review. Request written, service-specific answers to these questions:
- In which countries and facilities are requests processed, temporarily cached and backed up?
- What fields are collected besides prompt text, such as account identifiers, IP addresses, telemetry or safety-review metadata?
- Are prompts, outputs, embeddings or uploaded files retained by default? What are the exact retention and deletion timelines?
- Can provider employees, contractors or subprocessors access content, and under what approval and auditing process?
- Is customer content used for model training, abuse detection, quality review or human evaluation? Which settings change that behavior?
- How are tenants isolated, and what controls protect model servers, accelerator memory, storage and administrative interfaces?
- What incident-notification, deletion, export, audit and termination rights are included in the contract?
- How are model, runtime and dependency updates announced, tested and rolled back?
Review the partner’s privacy notice and security terms rather than relying on the publisher’s description of a self-hosted option. A managed hosting partner can have different geography, staff access, logging and deletion practices.
Choosing between local and hosted operation
| Decision factor | Favors self-hosting | Favors hosted inference |
|---|---|---|
| Location control | You need processing inside a defined network or jurisdiction and can enforce it. | Your requirements permit a contracted provider’s geography and controls. |
| Security operations | You have staff for patching, identity, monitoring, testing and incident response. | You need an operator with established infrastructure and can verify its controls. |
| Auditability | You require direct access to host, network and log evidence. | You can obtain sufficient audit reports, contractual assurances and provider evidence. |
| Scale and cost | Predictable workloads justify compute, storage, power and maintenance. | Variable workloads make shared, metered infrastructure more practical. |
| Customization | You need fine-tuning or integrations that must remain inside your environment. | Standard interfaces meet the use case and reduce operational burden. |
Neither column is automatically safer. The right choice is the one for which you can demonstrate an acceptable data path, access model, retention policy, testing program and incident plan.

Infrastructure is necessary, not sufficient
A local AI workstation or server may provide the compute and storage needed to run a model, but purchasing hardware does not make private-data processing safe. Requirements vary with model size, quantization, context length, concurrency and response-time targets. Budget for encrypted storage, backups, network controls, monitoring, replacement hardware and skilled administration—not only the accelerator.
Likewise, an air-gapped machine can reduce remote exposure while leaving insiders, removable media, compromised dependencies and unprotected logs as risks. Physical isolation is one control in a wider system.
What current guidance can—and cannot—promise
NIST summarizes the basic principle this way: “The trustworthiness of AI technologies depends in part on how secure they are.” Its security work is active, and the SP 800-53 Control Overlays for Securing AI Systems project describes overlays that are still being developed. Treat frameworks as living guidance and verify the current version before basing a compliance claim on them.
There is no credible universal percentage of open-weight deployments that are safe or unsafe. Safety is a property of the specific model, data, application, infrastructure, operators and policies. Reassess when any of those changes.
Bottom line
Open-weight models can be appropriate for private data when the organization controls—or has contractually verified—the complete processing path and operates it securely. Self-hosting may reduce dependence on an external inference provider, but it transfers responsibility for hosts, APIs, credentials, artifacts, logs, isolation, testing and response to you. Hosted use can work for confidential information only after you establish location, access, retention, training use, isolation and deletion in the actual service. Decide from the documented data flow and controls, never from the “open-weight” label alone.
